Gov. DeWine
announces 21-day
statewide curfew
Scheduled to
begin Thursday

COLUMBUS — On
Tuesday, Gov. Mike
DeWine announced the
Ohio Department of
Health will be issuing a
10 p.m. to 5 a.m. statewide curfew beginning
on Thursday, Nov. 19.
The curfew will be in
effect for 21 days.
According to a news
release from Gov.
DeWine’s ofﬁce, the
curfew will not apply
to those going to or
from work, those who
have an emergency, or
those who need medical care. The curfew is
not intended to stop
anyone from getting
groceries or going
to a pharmacy. Picking up carry-out or a
drive-thru meal and
ordering for delivery
will be permitted, but
serving food and drink
in person must cease at
10 p.m.
Additional details
on the 21-day curfew
order are forthcoming,
according to the governor’s ofﬁce on Tuesday.
“We’re not shutting
down, we’re slowing down,” said Gov.
DeWine. “The curfew
is aimed at helping to
reduce the number of
person-to-person contacts because the only
way virus lives is when
it goes from one person
to another. We have to
ﬂatten this curve again
and get this under control.”
The decision to
impose a 21-day curfew
was made with input
from the medical and
business communities
with consideration
to the economic and

mental health impacts
that another shutdown
could cause, according
to the news release.
“This is a balanced
approach that will slow
down people coming
together and impact the
spread of the virus to
the point that it can be
controlled, and at the
same time, not cause
a catastrophic effect
in the economy,” said
Lt. Governor Husted.
“You have to care about
both the economy and
health - you can’t just
care about one in isolation. Based on all of the
recommendations we
considered, a curfew
was the most impactful
option with the least
disruption.”
According to the
Associated Press, DeWine said this measure,
effective Thursday, is
needed to reduce cases
and stop the state’s hospitals from being overrun. The curfew under
which retail businesses
must close, paired
with increased maskwearing, could help
cut contacts between
people by 20% to 25%,
he said.
DeWine also asked
Ohioans to consolidate
their movements —
such as combining
shopping trips — and
do at least one thing
daily to reduce contact
with others.
The state restaurant
association expressed
support for the move
Tuesday, according to
the AP.
“We think it’s the
right step at the right
time,” said John Barker,
president and CEO of
the Ohio Restaurant
Association.

‘Back Your Local Blue Rally’ postponed

OHIO VALLEY — With
COVID-19 cases increasing daily
in the local area, organizers of the
“Back Your Local Blue Rally” have
decided to postpone the event.
The rally was scheduled for Saturday at 4 p.m. at the Point Pleasant Riverfront Park. It was slated
to honor law enforcement agencies from ﬁve counties – Mason,
Jackson, and Putnam in West
Virginia, and Gallia and Meigs in
Ohio.
“Due to COVID-19, we have
decided to postpone this event to
insure the safety of all attendees,”
said Hannah Parsons, one of the
organizers. “This event will happen, we just aren’t sure when at
this time.”
Three guest speakers were

scheduled for the rally, including
Dennis Zimmerman, Frank Holcomb, and Rick Smith.
Zimmerman is a retired captain of special operations for the
Phoenix Fire Department, and
is the current Director of the
Ofﬁce of Emergency Services
for Mason County. He is also a
counterterrorism instructor for
the U.S. Department of Homeland
Security. Holcomb is a retired corporal with the West Virginia State
Police, while Smith is a deputy
with the Meigs County Sheriff’s
Department and a social media
personality and inﬂuencer.
Parsons said pre-orders will be
taken for the rally t-shirts, which
will allow their return in order
for attendees to wear them to
the event. Shirts will include the
rally name, as well as the names
of the law enforcement agencies

involved. At the bottom of the
shirt will be the rally theme, the
Bible verse Matthew 5:9: “Blessed
are the peacemakers, for they shall
be called sons of God” (ESV).
The cost will be $20 for sizes
small through extra large; $22
for size 2XL; and $24 for size
3XL. Details on how to pre-order
the shirts will be posted on the
Facebook event page, “Back Your
Local Blue Rally.”

for information on the new date,

‘Light of Christmas’ Tree Project

POINT PLEASANT, W.Va.
— The Mason County Toys for
Kids Association is looking for
participation in its Sixth Annual
“Light of Christmas” Tree Project
this year.
Each year, schools, businesses,
churches, organizations, individuals, groups and clubs decorate
“themed” Christmas trees, which
are placed along the sidewalk in
Gunn Park (near the Mothman
statue).
Toys for Kids Association Organizer, Brandy Barkey Sweeney,
created the “Light of Christmas”
event six years ago.
“Six years ago, I had made a
promise that I was going to start
this project in Point Pleasant if
I lived to see another Christmas
after my heart transplant,” Sweeney said. “My husband, Brandon
Sweeney, and I came up with the
‘Light of Christmas’ because we
believe Jesus is ‘the light’ and we
want people to know of His goodness especially at Christmas. Plus
this was a way to make our little
town look like a Hallmark movie.”
In typical years, the Toys for
Kids Association holds events
throughout the year to raise
funds. Sweeney said the association has not held any fundraisers
this year due to the pandemic.
“The Battle Days pageant and
annual boot drive are our biggest
fundraisers so we hope to see
more participation in this fundraiser this year,” Sweeney said.

Former GOP state chair
denies wrongdoing
in bribery probe
COLUMBUS, Ohio (AP) — A former chairman of
the Ohio Republican Party who is charged in a $60
million federal bribery scheme has denied wrongdoing in an interview and is asking for dismissal of a
lawsuit to stop collection of money to pay for related
subsidies.
“I did not break the law,” lobbyist Matt Borges, who
served as party chair from 2013 to 2017, told The
Cincinnati Enquirer for a story Monday. “I did not
conspire to break the law. I did not intend to break
the law. I was not aware of anyone else breaking the
law if it was happening.”
Borges pleaded not guilty in August to a charge of
racketeering following a July indictment.
The government accused Borges and four others of
shepherding $60 million in energy company money
for personal and political use in exchange for passing the bailout of two aging nuclear plants and then
derailing an attempt to place a rejection of the bailout
on the ballot.
Borges’ attorney asked a Franklin County judge
Monday to dismiss a lawsuit ﬁled by Republican Ohio
Attorney General Dave Yost that seeks to stop money
from being collected from nearly all Ohio electric
ratepayers beginning in January to pay for the nuclear
plant subsidies.

Participants are responsible for
their own LED lights, supplying

and attaching a sign stating their
purpose or organization.
Trees are often decorated with
typical Christmas and holiday
decorations, but some have
themes to represent the organization, a memory of a loved one or
awareness themes.
“This year more than ever, we
need some extra Christmas cheer
so I encourage more businesses,

individuals, sports teams, organizations, and churches to participate,” Sweeney said.
A plaque will be given for the
people’s choice award. Voting and
information will be on Facebook.
The Toys for Kids Association is also collecting toys in the
annual toy drive, but this year,
sign-ups to receive toys will be
online for children up to 16 years
old. The deadline is Dec. 5 and
participants can not be getting
assistance from another organization, church or school, Sweeney
said.

refused to concede his
election loss to Democrat Joe Biden, who

RIO GRANDE, Ohio — “Hey Mickey you’re
so ﬁne, you’re so ﬁne you blow my mind, hey
Mickey.”
That line was the catchy phrase from one-hit
wonder Toni Basil’s No. 1 hit “Mickey” nearly 40
years ago.
For the University of Rio Grande men’s basketball team and it’s ﬁrst-year head coach Ryan
Arrowood, Saturday afternoon provided that same
sentiment - albeit from someone with a slightly
different spelling.
Miroslav “Miki” Tadic poured in a game-high 33
points in his debut for the RedStorm, fueling an
87-78 triumph over Goshen College in the ﬁnale of
the Domino’s Classic at the Newt Oliver Arena.
Rio Grande evened its record at 1-1, with Arrowood earning the ﬁrst victory of his collegiate
coaching career.

RIO GRANDE, Ohio — The collective hopes
that the University of Rio Grande women’s basketball team had of posting a win in their home
opener ended up buried in an avalanche of snow.
Shawnee State University’s Brandie Snow had
a game-high 24 points, eight rebounds and seven
steals to lead the ninth-ranked Bears past the RedStorm, 85-63, Thursday night, in non-conference
action at the Newt Oliver Arena.
Snow, the reigning Mid-South Conference Player of the Week, also had a team-high six assists for
Shawnee State, which ran its season record to 5-0
with the win.
Rio Grande slipped to 0-2 with the loss.
While there were three ties early on in the contest, the RedStorm never led.
They trailed just 29-23, though, after a conventional three-point play by junior Avery Harper
(Seaman, OH) with 4:26 remaining in the ﬁrst
half, but the Bears responded with a 13-3 run over
the next 2-1/2 minutes to take control and never
looked back.
Marnae Holland fueled the SSU scoring spurt,
netting nine of her career-high 20 points during
the span.
Rio Grande, which eventually trailed by 13
points at the intermission, twice shaved the deﬁcit
to 11 points early in the third quarter, but got no
closer the rest of the way.
Shawnee’s biggest lead of the night was 23
points, 84-61, following a bucket by Snow with
1:57 left to play.
Carson Roney added 13 points in the Bears’ winning effort, 12 of which came in the second half.
Shawnee State survived a season-high 22 turnovers and a 9-for-21 performance at the free throw
line by shooting 48 percent from the ﬂoor overall
(36-for-75) and out rebounding the RedStorm,
48-43.
Snow ﬁnished 10-for-20 from the ﬂoor, including
a three-point goal, and was 3-for-5 at the foul line.
Holland was equally as effective, going 8-for-13
from the ﬁeld and 4-for-8 at the foul line in just
under 19 minutes of playing time.
Rio Grande, which was playing for the ﬁrst time
in 16 days, was once again its own worst enemy.
The RedStorm followed up a 27-turnover performance in their season-opening loss at Lawrence Tech (Mich.) on Oct. 28th with 28 miscues
against the Bears.
Rio also struggled from beyond the three-point
arc and at the foul line for the second straight
game, going 2-for-13 from distance and 11-for-20
at the charity stripe.
Sophomore Hailey Jordan (Columbus, OH) was
the RedStorm’s only double-digit scorer, ﬁnishing
with 16 points - 14 of which came in the second
half. Twelve of her 14 second-half points came in
the third quarter.
Fellow sophomore Lexi Woods (Waverly, OH)
pulled down eight rebounds for Rio, tying Snow
for game-high honors, while senior Chyna Chambers (Columbus, OH) had a career-high 10 assists
to go along with a pair of steals.
Rio Grande is scheduled to return to action next
Tuesday when it travels to Goshen (Ind.) College
for a 7 p.m. tipoff.

The Gallia Jackson Meigs Vinton Solid Waste Management
District ("District") has prepared a draft solid waste management plan expected to take effect in 2021 as required by
Section 3734.54 of the Ohio Revised Code. The District is
establishing a 30-day written comment period (December 1,
2020 to January 1, 2021) on the draft solid waste management
plan. The 2021 Plan is available for review on the District's
website at http://www.gjmvrecycle.com/ or, at the following
location during normal business hours (Monday - Friday, 7:30
a.m. - 3:30 p.m.): Gallia, Jackson, Meigs &amp; Vinton Solid Waste

plan will be held on Thursday, January 7, 2021 at:

The 2021 Plan is an update to the previously approved solid
waste plan. The 2021 Plan establishes a fifteen-year planning
period (2021-2036) and includes a budget to finance the plan,
a solid waste facility inventory, projections and strategies, facilities and programs to be used, and an analysis of progress
made toward achieving state waste reduction goals.
The 2021 Plan includes details existing programs including
residential/commercial recycling programs, education and
outreach programs for target audiences, and industrial strategies. The District demonstrates achieving goals required by the
State of Ohio for recycling and waste reduction for residential,
commercial and industrial solid wastes. The 2021 Plan complies with State Plan Goal #1: Infrastructure Goal.
The 2021 Plan includes a demonstration of access to at least
fifteen years of solid waste landfill capacity to meet the solid
waste management needs of the District's residents, businesses, and institutions. The Plan authorizes the Board of
Directors to make, publish and enforce rules determined to be
necessary for the protection, maintenance and use of facilities,
the inspection of out of state waste (if received) and any other
rules as permitted by law.
The 2021 Plan includes a detailed budget outlining revenues
and operational costs for programs. The District currently levies
solid waste disposal fees pursuant to ORC Section 3734.57(B)
in the amount of $1.00 per ton of solid waste in-district; $2.00
per ton of solid waste out-of-district; and $1.00 per ton of solid
waste out-of-state. The 2021 Plan maintains this disposal fee
throughout the planning period. The District proposes $0.35
per ton generation fee to be effective upon ratification.
Comments on the 2021 Plan will be accepted for a thirty (30)
day period extending from December 1, 2020 to January 1,
2021. During this period, anyone may comment on the draft
plan by forwarding their comments, in writing, to: Cindy

Epstein steps down after 9 seasons leading Cubs
CHICAGO (AP) —
Theo Epstein, who transformed the long-suffering
Chicago Cubs and helped
bring home a droughtbusting championship in
2016, is stepping down
after nine seasons as the
club’s president of baseball operations.
The team announced
Tuesday that Epstein is
leaving the organization,
and general manager Jed
Hoyer is being promoted
to take his place.
Epstein said after the

season he anticipated
remaining on the job for
at least one more year,
with his contract set to
expire in 2021. He had
said repeatedly he thinks
executives have about a
10-year shelf life in a job,
and next year would have
marked a decade since he
left the Boston Red Sox
for Chicago.
Epstein said in a statement he will “cherish” his
time with the Cubs and
said it was simply time to
make a change.

“The organization faces
a number of decisions
this winter that carry
long-term consequences;
those types of decisions
are best made by someone who will be here for
a long period rather than
just one more year,” he
said. “Jed has earned this
opportunity and is absolutely the right person
to take over this baseball
operation at such an
important time.”
Chairman Tom Ricketts
said the Cubs are “grate-

ful for everything he has
given to this organization
and this city.”
The 46-year-old
Epstein, who led Boston
to World Series championships in 2004 and 2007,
is one of ﬁve executives
to lead multiple organizations to titles. He, Pat Gillick, John Schuerholz and
Dave Dombrowski are the
only ones to do so with
teams in each league.
Epstein oversaw a massive rebuild when he came
to Chicago following the

2011 season. He overhauled the farm system as
well as the scouting and
analytics operations, helping to produce one of the
most successful stretches
in the franchise’s history.
The Cubs reached the
NL championship series
three times in Epstein’s
nine seasons and won
the World Series in 2016,
ending a drought dating
to 1908.
The Cubs won the
NL Central last season
at 34-26 under rookie

manager David Ross after
missing the postseason
the previous year. But
they got swept by Miami
in their wild-card series,
scoring one run over two
games.
With homegrown stars
Kris Bryant and Javier
Báez, shrewd trades for
players such as Anthony

Steelers star QB making a compelling case
PITTSBURGH (AP)
— Ben Roethlisberger’s
resume is stacked.
Two Super Bowl rings.
Six Pro Bowls. Two passing titles. A spot likely
awaiting in the Hall of
Fame ﬁve years or so
after the Pittsburgh Steelers quarterback retires.
There is one accolade
Roethlisberger hasn’t
achieved in 17 years, 153
wins (and counting) and
385 touchdown passes
(and counting): a single
vote for the NFL’s Most
Valuable Player award. It
might be time he received
one. Maybe more than
one.
While Roethlisberger
is quick to point to Pittsburgh’s unblemished
record (9-0) as all the

validation he needs for a
job well done, the way the
38-year-old is thriving a
year removed from a right
elbow injury that cost him
all but six quarters of the
2019 season is the biggest
reason the Steelers are
the NFL’s last unbeaten
team.
A year ago, they somehow managed to pull out
an 8-8 season despite
shufﬂing between backups Mason Rudolph and
Devlin “Duck” Hodges.
Now they’ve paired
one of the league’s most
disruptive defenses with
an offense that makes up
for it in production what
it lacks in hype.
Roethlisberger is on
pace to set a career high
in touchdown passes and

a career low in interceptions (in seasons where
he’s played at least 15
games). And he seems to
be getting stronger as the
weeks pass.
On Sunday, he shook
off ﬁve days of self-quarantine due to the NFL’s
COVID-19 protocols to
throw for a season-high
344 yards and four touchdowns in a 36-10 win
over Cincinnati.

of ever-swirling winds

he completed 27 of 46
passes against a Bengals
defense that — perhaps
bizarrely — stacked the
line of scrimmage to stop
Pittsburgh’s lethargic running game, daring Roethlisberger to beat them

with his arm.
Done and done.
Oh, and for good
measure he hit Diontae
Johnson with a 46-yard
rainbow down the left
sideline late in the ﬁrst
quarter to get going,
silencing any concerns
about his inability to get
the ball downﬁeld with
his rebuilt right arm.
“That was the spark
that got us going deep
down the ﬁeld like that,”
said Johnson, who ﬁnished with six receptions
for 116 yards and a touchdown.

little extra zip on the ball
thanks to a low-key week
in which he worked from
home when contact trac-

away at the moment.
Pittsburgh is rolling and
the franchise’s all-time
leader in just about every
signiﬁcant passing category has rarely looked
better, whether he wants
to admit it or not.
“It’s not always pretty,”
Roethlisberger said.
“I don’t always give
them good passes, but
we move guys around
enough, and they understand concepts and
understand routes and
understand what I’m
asking and what (offensive coordinator) Randy
(Fichtner) is asking, and
they make plays.”

across the U.S. is forcing state
and local ofﬁcials to adjust
their blueprints for ﬁghting the
virus, with Republican governors adopting mask mandates
— skeptically, in at least one
case — and schools scrapping
plans to reopen classrooms.
The steps face blowback from
those who question the science
behind mask wearing and social
distancing and fear the new
restrictions will kill off more
jobs and trample on their civil
liberties.
In Iowa, Gov. Kim Reynolds
had pushed back against a
mask mandate for months but
imposed a limited one Tuesday,
becoming the latest GOP holdout to change course on face
coverings. At the same time,
she claimed “there’s science
on both sides” about whether
masks reduce the spread of the
coronavirus.
With Thanksgiving coming
up next week, public health
ofﬁcials are bracing for a holiday-fueled surge. Doctors are
urging families to stick to small
gatherings.
