WASHINGTON - When the river is rising and people are filling
sandbags agamst the flood, the scenes of cnsts often are on television. Not
when it's time to unpile the sandbags and take them away - no drama

"I've never figured out who did that because there wasn't any TV
there," said Sen. Bob Dole, suggesting that's the way it will be as
Congress works on refonn of the health care system, off camera, m weeks

Not yet, though.
"I daresay that this has been really a perfect launch," Sen. Edward
Kennedy, D-Mass., told ftrSt lady Hillary Rodham Clinton on Wednesday
at one of her live virtuoso appearances before Senate and House health
care committees. She liad exited to rare applause at the House Ways and
Means Committee. At Kennedy's Senate Labor and Human Resources
Committee, one Democrat said she'd been so brilliant answering the last
que8tion it was dirficult to ask the next one.
It was a three-day, one-woman show as Mrs. Clinton answered allies
and deOected critics in unhesitating, encyclopedic detail on the adminis_uation health system plan.
In lhe ;;end-off week since President Clinton delivered his nationally
televised health care address to Congress, there's been a sense of momentum. The emphasis has been on consensus, on the goals that enlist Republicans as well as Democrats, rather than the points that divide them.
There are divisions within as well as between the parties. Democratic
liberals, for example, want government health insurance that would
replace the present system instead of trying to reform it. Republic.an critics say the Ointon plan would create an intrusive new bureaucracy, cost
too much and burden business with requirements that could cost jobs.
They usually say that after praising both Clintoris for putting the issue
on the national agenda for action atlast,'after decades of failed pwposals.
"Now is our chance to beat the historical odds,'' Mrs. Clinton said.
Those odds impwved with vows of bipartisanship and offers of compromise, unspecified as yet, on both sides. Bipartisans~ip is the key,

said, it won't do for the administration to try to pick off enough Republicans to get by; there needs to be broad suppon and solid majorities for

the month after.... Maybe not for a year," Dole told a health care forum

Angeles after Atlanta lost 10-8 at
home to Houston.
"We · were watching the
{Braves) game earlier and we have
to thank the Astros for going down
there and playing great baseball,"
Giants manager Dusty Balcer said.
"That's what you need, some help
from your friends . And now any body playing the Braves is our
friend. '
The Braves finish the regular
season with three games at home
against Colorado. Atlanta is 10-0
