Fourth of July and Rutland,
Middleport and Racine residents
are gearing up for their annual
holiday celebrations.
In Rutland there wtll be
clowns, Indians, cloggers, floats
and something else for everyone ·
at the Fourth of July parade. This
year. cash prizes will be given
away for parade entries In
several categories.
'J:he parade will start precisely
at 10 a.m. after the raising of the
flag by the Rutland Legion.
Parade officials are encourag- ,
lng anyone who wishes to partie!pate In this year's parade. There
is no theme. Pre-reglstratlon ·ls
not required and anyone with an
entry Is just asked to be on Depot

• WASHINGTON - President Reagan is neither. a lawyer nor a
student of the Constitution. That's pretty clear.
His insistence that Ol!ver North and John Poindexter are
" Innocent" and broke no laws has been repeated on several occasions
In recent days. It is interestilig that Reagan has passed that judgment
.in view of a sweeping 23-count indictment against both men a'nd
·others in the Iran-Contra scandaL
• After taking the Fifth Amendment against self-incrimination until
'he received ill'\mu~ity, North has acknowledged lying and deceiving
Congress, shredding official documents hour after hour after a
government inquiry was under way and accepting a security system
paid for by the arms sales to Iran . That's for starters.
He also was aware that his secretary, Fawn Hall, took national
'security documents out of the White House complex, hiding them in
'her clothes.
· Poindexter was charged with obstructing justice, blocking
'congressional and Justice Department probes, a part of the
·conspiracy charged in the indictment. He also is accused of deleting
Information about the secret arms sales to Iran and the diversion of
profits from the sales to the Nicaraguan rebels, known as Contras.
After a Lebanese magazine exposed the arms sales, Poindexter
·insisted that the United States had an arms embargo in force against
Iran.

. Poindexter later acknowledged he knew of efforts to falsify the .
chronology of events leading to the scandal, which had been prepared .
(or Reagan to use In his speech to the nation and at his news
~onference.

The same day that Reagan fired North and compelled Poindexter to
.resign, he told Time magazine's Hugh S!dey that North, who had
supervised the C~ntras and helped raise funds for them, was a
"national hero. 1 '
The scandal broke in November 1986. For nearly a year, the
president avoided . news conferences, picture takings. and any
encounters with the media where he might be questioned . His wife,
Nancy, stepped forward to answer questions and was not hesitant in
call!ng on North and Poindexter to tell what they knew about the
affair that was engul!lng the White House and jeopardizing the
presidency.

Reagan said he did not know about the diversion of the money to the
Contras, but. he shows no anger that ii was ctone behind his back.
• North claims that he assumed he was acting with the acquiescence
of Reagan. He did say that he had permission from Poindexter. North
was a protege of the late CIA Director William Casey .
Casey, North testified, viewed the whole operation as a 'kind of
"off-the-shelf" endeavor that required no governmental
accountability.
The painstaking, time-consuming declassification of thousands of
documents to be used in the trials has caused long delays . But Reagan
is on !he record as saying the legal proceedings should go forward lest
there forever be a "cloud of guilt" over the heads of the defendants.
There had been widespread speculation that Reagan would pardon
North and Poindexter, and perhaps former aides who have been tried
on unrelated charges .
But from his recent comments. the president sajd he wants to see
the innocence of North and Poindexter "established once and for all."
If there is a lesson for future adminlstratlons to learn from the
consuming scandals, It could be thaI ignorance ofthe law is no excuse.

a harsh critic of State, Department nominees, congratulated
Krys ali the way he handled the

announced Friday the award of $17,000 for early Intervention ·
projects in Gallla and Meigs Counties. Early intervention programs are designed for children from
birth to age three and their families. Developmental and
educational services, family support, and programs for leenage
parents are some of the programs avallable through early
Intervention.

In Gallla County, The Gallipolis City School District received
$5,000 .~nd the Meigs County ·Health Department received
$12 000 to coordinate these projects. ·
Funds were provided by the Ohio Department of Health .
through the early Intervention Unit using federal funds
