future, employees would be required to pay the difference
between the current cost and the

employee wants a family plan,

plan and the single plan.
Rupe also questioned why the
commissioners contract with a
labor consultant Instead of negotiating themselves, since money
being paid for the consultant, and
for deputies who have been hired
to provide security, would go a
long way to satisfy employees'
demands.
The commissioners sa]d a
consultant was hired because
neither of them have the expertise to handle contract ~egotia­
tions with union experts. However , Jones said the
commissioners do establish the

and final debate this evening
WASHINGTON (UPI) - It

presidential debate Is the clearest and perhaps final chance he

Though national opinion polls
show the contest for popular
votes very close between the the
Democratic MasSachusetts governor and the Republican vice
president, Dukakls strategists

electoral votes - the votes that
decide the presidency- the map
is quickly shrinking for them.
Several electoral surveys, ineluding one by United Press
International, show Bush with a
solid or slight edge In states
worth enough votes to win Nov. 8.
The surveys, however, also
show much of Bush's support is
soft. and In some states he holds
only a narrow lead. Because the
winner of a state captures all of
its electoral votes, a small shift In
popular votes In a close state
could 'take it away from one
nominee with dramatic results in
the Electoral College.
As a result, with less than a
month until the election, Dukakls
quickly must find a way to
change the tight race Into an
electoral advantage. To do that
he needs a defining event that
thus far has been absent in the
campaign.
Tonight's televised debate In
Los Angeles Is the most logical
opportunity for the Democrat
because barring any unexpected
event, it appears likely to be the
final flashpoint of the 1988
campaign.

Report says Riffe sought 'payola'
AKRON, Ohio (UPI) - Ohio
House Speaker Vern Riffe demanded $30,000 from Blue Cross
&amp; Blue Shield of Ohio in return for
favorable consideration on
health insurance legislation, The
Akron Beacon Journal reported
today.
· In a copyright story, the
newspaper said Riffe demanded
two years ago that the payment
be given as a campaign contribution to the state senate campaign
of Wayne Jopes of Cuyahoga
Falls.
Riffe dented making the de·
mand, saying he had no Involvement In Jones's unsuccessful
campaign.
''That Is a lie," Riffe told the
newspaper. "That is as false as

anything In the world."
The newspaper· said Blue
Cross's chief legal counsel, Jerome Rogers, told the former
president of the insurer's eastern
division, J . Patrick Bryan, that
Riffe said without the payment

Betty J . Fultz, Middleport, has been named area campaign
coordinator for Republican candidate Judge Joyce George In
her bid for election to the Ohio Supreme Court.
So far in her campaign, Judge George has visited all88 Ohio
counties traveling over 45,000 miles In that effort. She has 12
years of judicial experience serving on the Ninth District Court
of Appeals in Akron.
Fultz Is a former elementary school teacher and resides at 129
Falrlane Drive In Middleport.

Pomeroy police. probe 3 wrecks
Three accidents, with only minor damage to the vehicles,
were Investigated by Pomeroy Pollee Wednesday.
The first occured on· the parking lot at Veterans Memorial
Hospital at 11 a.m. Pollee reported that Betty Kern, 64, Shade,
backed from a parking space Into the side of a car driven by
James Carsey, 25, Middleport. There was no damage to the
Kern vehicle and only light damage to the left side of the Carsey
car. There were no citations.
At 12:31 p.m. pollee were called to West Main Street where a
vehicle driven by Joseph Fields, Sr. 66, Middleport, was struck

LOS ANGELES - Orei Hershiser lived up to his nickname of
"Bulldog" Wednesday night by
taking a bite out of the Mets. But
most of the wounds suffered by
New York In Game 7 of the
National League playoffs were
self-Inflicted.
Hershlser pitched a five-hit
shutout. But the Dodgers also
capitalized on two errors by the
New York Infield In a five-run
second Inning that sent Los
Angeles to a surprisingly simple
6·0 victory and a berth In the
:World Series.
Steve Sax, who had three hits,
delivered a two-run, bases·
loaded single In the critical
inning as the Dodgers went on to
capture their 18th pennant- the
most of any NL team -and first
since 1981.
In a rematch of the 1974 World
Ser,les, Los Angeles will play the
Oakland Athletics In an all·
California showdown for base·
ball's championship. The A's
woo In 1974 In five games. J"he
Doagers open the World Series at

The Mets, who beat the
