new form of war , says an Ohio
expert on the Mideast.
And, say s Ed Fitzgibbon, Ml·
deast terrorism against Amerl·
cans wo n't abate until the United
States helps nego tiat e some sor t
of Arab-Israeli peace.
Fitzgibbon, who has a Ph. D. in
history from Ohio Stat &lt;&gt; and
teaches Mideast issues an d
Soviet -American rela tions at
Ohio University's Laneas ter
campu s, was chief of the U.S.
Army's Mideas t in te lligence cen·
ter las t decade.
Fitzgibbon says he sympa.
t hizes with the Amer ican general
public's frust r ation wit h terror·
jsts. but suggests that people size
up terrorism for what It really Is
-war.
" I think a lot of peopll' don't
understa nd that terrorism Is a
new form ofwarfarrwe're fac ing
today," Fit zgibbon said in an
Interview Wednesday. " It 's In a
different format from co nven·
tiona! war, but It 's still war.
Civi lian victim s of bombings are
the cas ualties. The hostages are
the POW's .
"And I thi nk th is type of
warfare is here to stay. This kind
of war can be co nducted very
cheap ly and with relatively few
combat ants. If you have a ca use,
and a numb&lt;&gt;r of dedicated
people willing to give up their

going to hav e some success.

Fi tzgi bbon cited the difficulty
of co mbatti ng a group like
"I slamic Ji had. " which boasted
It kidnapped. tortured and murdered William Buckley, the U.S.
CIA statio n chief In Beirut,
Lebanon.
"A lot of these gi'Oups ca n' t be
identified and can '.\ be Isolated
and th at cert ainly was the case
with Buckley," sai d Fitzgibbon.

"It appeared the CIA did every thing in It s power to loca te him.
Th ey used I sraeli Intelligence,
which Is one of the best In world,
and still were unable to do
. any thing."
Although almost any method of
fighting terrorism ca n be agonizingly slow . Fitzgibbon said It's
best to att ack the"r oot ca use" of
terrorism.

" The problem goes much
deeper th an just finding a way of
getting one or two hostages
released," he sa id. " It's r ea lly
going to require much more
attention to finding peace In the
Middle East. Until that is re·
solved, terrorism and hostagetaking will continue. The United
States or West Germany just
can' t protect all Its citizens all
over the world."

chemically and make sure they

overtime triumph was preserved

seen, a lot of seers are predicing wha t will happen this year.
It is, how ever, fairly easy to foresee a few months ahead . The real
trick is peering a ll I he way to 1he nex t century, whi ch at last count was
roug hly !3 years in the fu tu re.
I l ake my hat off to th e "14 grea t minds" assembl ed by Omni
magazine. In the January iss ue, they look forward 20 years.
So I don't necessarily agree with Omni as to what constitutes a
"grea t mind." There Is no gai nsaying th at we stand on the thres hold
of the Age of Information. just as we once stood, palpitallng and
perspiring, at I he dawning of the Age of Aquarius.
Nor is there a ny denying, as one co mpu ter whiz predict s, that "a Jot
of things are go ing to vanish," Incl udin g credit ca rds and bank
checks. I may even di sappear myself.
Still. I found the Omnl article stra ngely lacking in prescience. Here,
based on current trends, are some of the things I believe will happen
at some point during I he 21st century:
'-A single airline will fl y all U.S. rout es, foreign and dom estic. It
will bc called Trans Dogpatch in honor of th e la ic cartoonist AI Capp
and will be conglomeratized by Ivan Boesky.
- Wall Slrcel will require at extra digit , making five as opposed to
th,e four curren tly in use by Dow ..Jones, to repor t stock market
averages .
:-Fi rst lady Na ncy Reagan wil l r un for president and will be
elected alt hou gh there will be wides pread speculation thalli act ually

-Ma le hats, which were pretty well done in In the 1960s when
President Kennedy Insisted on tu rning up at state affairs bareheaded.

football games. By next century, I predict, no self· res pecting male

Wehrle, which defeated tough

Friday despite only two points
from 1986 Class A player-of-the·
year Eli Brewster, was a near
unanimous choice as the No. 1
small school.
Wehrle, 13-0, received 34 of 35
first place votes and was voted
third on the other for 348 of a
possible 350 points, The lone
remaining first pla ce vote went
to No. 8 Haviland Wayne Trace.
Bucyrus Wynford, also 13·0,
wound up second for the second
week in a row , getting 262 point s,
and was followed by Franklin
Furnace Green In third, Continental in fourth and Anna in fifth .
Continental made ~he jump all
the way from eighth to fourth.
Rounding the A list were Upper.
Scioto Valley, Indian Valley
South, Wayne Trace, Columbl·
ana Crestview and Jackson
Center.

Two drivers were cited Thursday by the Gallla-Melgs Post of
the Ohio Highway Patrol In connection wtth a weather-related
accident.
The pat rol said Edward L.. Laudermllt, 44, Pomeroy, was
northbound on Salisbury Towrishlp Road 390 (Dark Hollow
Road), one-tenth of a mile north of Ohio 7, at 4:35p.m. when he
came upon a parked car owned by VIrginia Richards, Pomeroy,
and another car, driven by Henry W. Doerfer, 26, Albany, that
'"' ·
was stopped In the road.
Laudermilt-applled his brakes, slid on the snow-covered road
and struck Richards' ca r. Damage was moderate to
Laudermllt's pickup and to Richards' vehicle. Doerfer's car
was not damaged.
The patrol cited Laudermllt lor assured cl ear distance and
Doerfer for stopping on the road.way.

-Plans for es tablishing a resource room for the tal ented and
gift program to begin with the 1987-88 school term were made at
the Wednesday night meeting of the Southern Loc al School
District Board of Education.

It was noted that the fundltig •.for the resource room and its
equipment to be developed at the Junior High ·School and serve
the entire district, will come from Chapter II monies.
Personnel hired Included Florence Thornton as a regular
cook stating Feb. 1, Magna Donna Wolfe and Carol A . Hood as
subs!Uue cooks and custodians; and Cheryl L . Lightfr i tz as a
substitute teacher. ·
The board voted to send a letter of thanks to David Diles for
the donations to the four elementary school from the Diles
Appalachia Golf Tournament proceeds. Next meeting was set
for Feb. 16 at 7 p.m.
Attending the meeting were Joseph Thoren, .Dennie Evans,
and Scott Wolfe, board members, Dennie Hill, clerk-treasurer;
and Bobby Ord, superintendent .

government reports show the
U.S. economy flowed placidly
through 1986 and appears likely
to offer just as slow a ride this
year.
The Commerce Department's

product revealed slim 2.5 percent

was the son of the late Arch W.

He was a retired trackman for
the B &amp; 0 Railroad, a coal miner,
a veteran of World War II. hav ing
served with the 82nd Airborne
Division, and a member of VFW
Post 9926 of Mason.

several nieces and nephews.

prenatal clinic, ·advises that
there are openings in the pro·
gram for the care of pregnant
women.
Dr .. Wilma Mansfield Is the
physl~la n who provides the pre·
natal care during the early
months before and.between vis its
to an obstetrician. Quality ca re
for all expectant mothers Is the
1 goal of the pre-natal clinic which
: provides preg nancy tes tin g,
. romplete lab work, physical
: examinations by th e doctor,
routine checkups by a registered
nurse. nutrition co unseling, and
needed vitamin and Iro n·
supplements.
Fees are based on Income an(l
the number of per sons In the
family , but the program pef sonnel emphasizes that no one is
turned away beca use of inability
to pay. Both medical cards and
Insurance are accepted by the
Health Department for the
services.

Prospective mothers are seen
at least once a month until the
28th week at whi ch time visils are
scheduled for twice a month. In
either the seventh or eighth
month. patients are transfer red
to a physician of their choice at
either the Holzer M edica l Center
or the Pleasant Valley Hospl!al.
Usually the doctor who will be
delivering the baby is seen by the
patient once duri ng the early 1
months of pregnancy.

ago this Tuesday, residents of
Gallipolis and other Ohio River
communities scrambled for high
ground after the river flooded
and left a wave of devastation In
Its palh
In tha t last winter before
construction on the Gallipolis
Locks and Dam was completed ,
the river rose to Its highest In
recorded history at 68 1 feet 66-10\1, in the Old French Clly
Since the dam's opening, flood·

but the area has been hit with
high water more than a dozen
times since then. None. however.
equalled the 1937 floqd for destruction - '"the greatest emer·
gency since the World War,'· the

remembering the flood's Impact

Engineers noted only two other
major floods recorded along the
river were on Feb 11. 1884, when
the level was 63 9 feet In Galilpo·
lis . and 1913, on March 13. at 63 5

Aging program may receive
more.funding through .CAA

tng and training resources lo
supplement and enhance the
$10,000 grant received by the
Meigs County Council on Aging
for implementation of a program
focu sing on the victims of Alzhei·
mer's disease and their needs
were outlined at Friday's meet ·
lng of the Family Support
Network.
Among the many proposals
discussed was the possibility of
additional money coming into the
program through the Commun·
lty Action Agency .
Sid Edwards, executive dlrec·
tor of the Gal!la-Melgs CAA,
adv"ed that some funding might
possibly be available through the
Job Partnership Training Act
He said money might be avalla·
ble not only to supplement
salaries of the respite care aides
hired, allowing one or two

additional to be employed, but
also to assist In the required
training program of those
workers and others who might be
put on an ··available" list of
trained personnel for relief work
with families of Alzheimer' s
disease victims
Arrangements were made for
Tom Reed of the CCA to meet
with personnel at the SeniOr
Citizens Center to further discuss
the funding possibilities.
Eleanor Thomas, execu tlve
director of the Meigs County
Council on Aging, ad,vised that
Sandy White has been hired as
coordinator for the program
which will get underway on Feb.
