workers' compensation bill

lawmakers not to go home at the
end of this week without sending
hlm a compromise workers' com
pensatlon reform bill.
"He is going to encourage them to
get together on a biU before the~·
adjourn this week," a source in the
governor's office said Monday
Celeste has been reluctant to
become a party to the debate over
workers' compensation, but is said
to be get tlng Increasingly anxious
for a settlement.
The House convenes today at 11
a.m. and the Senate at 1:30 p.m. for
a final week of work before
adjournment until after the May 6
primary election.
Celeste's prodding is expected to
be gentle. with no political over·
tones and no suggestions for terms
of an agreement .
Key lawmakers from both par·
ties In the Senate and House have
been holding private discussions oo
the workers' compensation reform
bill, but have not yet reached a
compromise.

The judge denied the plaintiff's

diet and ruled in fa vor of the
defendant.
In explaining his decision, Bacon
said· he felt the facts of the case
couklnot be disputed and that if the
matter went to the jury, "any
verdict given the plaintiff would be
based soley on symp.~thy."
The case filed by the plaintiff
stems from the accidental electro·
cu tlon death ol her husband, Terry
Talbott, on Sept. 13, 1981. Talt)ott

support enforcement team is for all
parents of children who are entitled
to support to file a non·ADC
application with human services,
whether they are having trouble
collecting suppo11 or not. This
would allow human services to
monitor collections aU along. Then
If payment stops, enforcement tools
may be placed In action quickly.

by Libyan leader Moammar Khadaty and roamed
unchallenged today In the Gulf of Sidra, where the
lack of any Libyan military activity signaled an
apparent end to the battle, Pentagon officials said.
As n&gt;latlve calm returned to disputed gulf waters,
!Rfense Secretary Caspar Weinberger and other
Pentagon officials hinted that U.S. flight operations
may be ended there sooner than the scheduled AprU 1.
One Pentagon source said they may be over by
Thursday.
In Its latest update, the Pentagon said that as of 5
a.m. EST, "The U.S. naval exercise In the
Mediterranean Sea continues as scheduled," with
both surtace amd air units operating within the
disputed Gulf of Sidra.

Trust Fund. That fund was to be a

Interstate system whose final cost
would exceed $114 billion.
Today, the Highway Trust Fund is
spending money faster than it can collect it, even though no major new projects have been initiated in recent
years.
The Interstate system will be completed (slightly more than 1,000 miles
remain unfinished) but two-tllirds of
the trust fund's annual expenditures
now go for repair and rehabilitation
of existing roads.
"Only limited federal aid remains
to construct new roadways not on the
Interstate system," says the Congres·
sional Budget Office in a recent re·

port on the toll alternative.
"Under current policy," adds CBO,
"states and localities bear P,rimary
responsibility for providing the new
highway capacity that will be needed
to accommodate the estimated ~0
percent increase in traffic expected
by the year 2000."
SO in tllis era of limits, user fees and
budget cqnstralnts. loll roads are
making a comeback. These facilities
thrived in the nation's early years but
subsequently were discouraged by
federal officials because too many
owners and operators abused their
monopoly power in the 19111 century.

The Supreme Court. in the first case involving sex ual harassment in the
workplace. will decide whether an employer can he held liable for
unwelcomE' sexual advances made by supPrvisory PmployE'E's.
The justices heard arguments Tuesday from a Washington, D.C., bank
trying to avoid sex discr imination charg&lt;&gt;s filed by a formpr assistant
branch manag~r who says shE' was harassed. fondled and raped by a
branch manager.
A federal court ruled in favor of the bank, rut that decision was
overturned by the U.S. Court of AppPals for the District or Columbia.
Because of its possible implications for thE' workplace, the case is being
watched closely by business. labor and feminist groups.
At issue is whether sexual harassment can be defined as sexual
discrimination, and if so, whether an employer, in this case the bank. can
he held accountable under Title 7 of tlle CivU Rights Act for sexual
harassment of a femalE' subordinate by a supPtvisory employE'E'.
Tille 7 prohibits sexual discrimination such as sexual demands on
employE'E'S as a eondition of employment or promotions.
ThE' bank. Capital City Federal Savings and Loan Association. now
called Meritor Savings Bank, has the support c1 the Reagan administration
and the U.S. Chamber of Commerce.

Lawyers for MPChelle VInson. who brought the complain t. argue that
sexual harassment is one or "the most ctfensive and demeaning" forms or

about 50 percent or all working women report being victims or sexual
harassment - ranging from vPrbal commrnts to unwanted touching to
forced SE&gt;xual relations.
Vinson was hired in 1974 as a teller-trainE'E' at the bank She advanced

In 1978, she filed a sex discrimination complaint against the bank and IFr
branch manager. Sidney Taylor.
According to Vinson' s complaint, Taylor fondled her In front of other
employE'E'S , exposed himself to her. had sex with her on work premL•es: Including Inside the bank vault - and raped her on several occasions.
. During a trial in U.S. District CoUI1, Taylor denied Vinson'schargesand
insisted that he had rejected her advances. Taylor and the bank presrnted
evidenCE' that Vinson frequently wore provocative clothing at work and
.said she suffered from bizarre sexual fantasies.
The district coort ruled in favor or the bank and the branch manager.

segments incorporated in the Interslate system.
The 240 toll roads, bridges and tunnels in operation today include the
Ohio, West Virginia, Kansas, New
Jersey and Maine turnpikes; Indiana
Toll Road; Everglades Parkway in
Florida; Garden State Parkway in
New Jersey; Turner Turnpike in Oklahoma and John F. Kennedy Memorial
Highway in Delaware.
The ready availability of Interstate
financing led to a marked decline in
construction of toll roads during the
past three decades, but today a resurgence is underway. Since 1980, almost
a dozen new projects have been authorized or initiated.
Virginia, Florida, Texas, Illinois,
Maryland and Alaska have new toll
facilities approved, under construction or open to traffic. Pennsylvania,
Wisconsin, Arizona and other states
are seriously studying the toll option.
Because they must generate substantial revenues to remain financially self-sufficient, toll roads can be
built only in heavily traveled corridors or densely populated urban

areas.
The 10-mile Dallas North Tollway,
for nample, serves the residents of
Highland Park, University Park and
other wealthy communities in North
Dallas who are willing to pay for
quick, easy access to downtown
Dallas.
Approximately 80,000 tolls are collected every weekday - and Utat figure almost certainly will increase
markedly when a 7.4-mile-long extension into the city's burgeoning northern suburbs is completed later this
year.

Camden-Oark Memorlal Hospital
in Parkersburg, W. Va.
Born oo June 25, 19:5 in Pomeroy,
he was a son of Audrey Venoy
Young of Pomeroy and the late
VIctor C. Young, Sr. He worked 13
years for the form~&gt;r Vanadium
Corporation. He was an Independent insurance agent and operated
thE' V. C. Young Insuran(:l&gt; Ag~&gt;ncy.
He also operated Young's PE&gt;rsonal
Care Home. Mr. Young was a
member of the Insuran(:l&gt; Eronomtcs Society of Am~&gt;rlca.

wedding of Denise La mbert and
Richard Darst Jr. took place In the
facility anyway
Sa turday
afternoon.
Not only was it the first wedding
but It was an unusual onl'. A few
: days before thl' wedding. Denise
· received a seven'ly fractured leg In
a fall. Wedding planss had pro·
gressed so for that it just wasn't too
practical to postpone.
A walking cast was placed on thl'
fractured leg Friday morning and
· Denise came down the alsiP on a
: walker. Shl' had to be sea ted during
· thl' ceremony and was canied to
· the fi rst level soclal room for the
wedding reception. Despite thl' at
times intense pain, Denise was
smiling aUthe way. Now that took
courage.
