A compromise forged between both houses of
Congress has turned on the green llght to assure the
rebuilding of the Gallipolis Locks and Dams In theOh!o
River.
.
"With this action, the Ohio River Valley has. for the
first time In the long legislative history d the Gallipolis
Locks and Dam," said Rep. Clarence MWer. RQh!o,
"the certainty of knowing that the project wW be fully
authorized aU the way through construction on, or
before, May 15,1986.
"There Is now definite authorization," beamed Rep.
Bob Wi$e, D-W.Va., who haDed Thursday's approval
of a supplemental appropriation blll as a victory "In the
long battle to rebuUd t))e Ga!Upolls Locks and Dams."
The compromise action, which Includes Gallipolis
and W other unauthorized water projects around the
ro~mtry, says that If Congress falls topassawaterblll

that authorizes these projects by next May 15, the
projects will automatically receive authorization.
The rider was added to . the Supplemental
Approprtations BW a day after an amendment that
would have authorized the 21 projects was stricken
from the bW In the House.
,
"Also, the appropriation b!U provides the Army
Corps 'of Engineers authority to proceed with real
estate acquisition, which Is the next step needed for
Gallipolis."
Wise said the agreement on Capitol Hill came
through a compromise between the House and Senate
over whether Inland water projects. could be .
authorized In an approprtat!ons bill.
"By setting the May 15, 19!1&gt;, date," he said, "the
House agreed that failure by the autoor!z!ng
committees to aM before May will rot jeopardize the
Gallipolis project.
":The project has finally been given the green light."

Wise said construction won't be delayed by the
target date since Army Engineers aren't prepared to
launch construction untill987.
Army Engineers have estimated the project will
cost $3711 million and employ thousands during
construction.
"Today' s congressional action means great
opportunities for coal transportation. river comm~ce
and economic development In the Ohio River area,"
Wise said.
Wise applauded the efforts of a fellow West
Virginian, Senate Democratic Leader Robert C. Byrd.
"Sen. Byrd successfully included the GaU!pol!s
project In this supplemental appropriation b!U as well
as previous ones," he said.
Phil Straw, an aide to Rep. Miller, said the
Supplemental Appropriations Blll approves the first
two phases of ~he Gallipolis project - engineering
studies and land acqu!s!t!on. Straw said thecngineers

expecttbat phase of the project to take at least through
next May to complete.
Rep. Nick Rahal!, D-W.Va., said the blll allows the
U.S. Army Corps of Engineers to immediately start
land acqu Is!tlon for the project. "They can do
everythlng up to laying of the first brick now," he said.
The House and Senate are expected to consider
comprehensive water bills t~at Include Gallipolis and
hundreds ol. other projects when they return from the
August recess.
The bills may run Into tough sa!ling because of stiff
cost-sharing provisions that will require local
governments to pick up a larger share of the cost ot a
project.
Under the House bill, barge fuel taxes would pay a
third of the cost of the Gallipolis project, while •))e
Senate bill requires thetaxeson barge fuel tocoverhalf

rates compete with lethargic returns on money market funds and
certificates of deposit.
The rejuvenated Model T's of government Investments, havf&gt; been
paying variable Interest based on·the average return of live-year Treasury
certificates since l!m, when Congress decided enough was enough. • 1
Before that, Savings Bonds offered fixed rates: 6 percent In 1979; 7
percent and 8 percent ln ·198l.
But banks and thrifts were enabling savers to put their greenbacks to
work In lucrative ways - and crippling sales of the financial instruments
which are as sacred as Mom and Apple Pie In the minds of many
Americans.

"In the early 19ro.;, Savings Bonds were not that competitive, espeCially
with money market rates going up," Sheila Nelson, a Treasury
Department spokeswoman. said.
But today the I().year bonds, which cost as little as $25, purchased
between May 1 and Oct. 31, 1985, will pay a variable rate starting at 9.49
percent If held a minimum of five years- and it will never slip relow 7.5
percent.
It's a far cry from the earlier fixed rates that failed to keep pace with
!ntiatlon, and even a retter deal In light of tumbling money market and
·
.certificate rates now offered by banks and thrifts.
Even T·bllls have been paying less than 7.5 percent In recent weeks, and
the five-year certificates, which cost thousandsofdoll~rs to purchase, have
been paying In the neighborhood of 9 percent.
In addition to the variable rates and low costs, there is yet another
attractive characteristic of Savings Bonds·. Tax on Interest earned is
deferred untll a bond Is redeemed.

Purchases are up: 23 percent In the first l!aif of 1985. compared to the first
six months of 198&gt;1. And redemption rates slumped by about seven percent

the Comptroller of the Currency.

and Federal Home Loan Bank
Board. These agencies obtain

routine part of their mission to
protect the customers of financial

One plan was laid oul in an

last year by IRS Commissioner
Roscoe Egger Jr. The purpose of
the proposal to feed the IRS data
collected by other agencies Is "to
obtain tax Information of a s!gnlfl·
cant nature that tlJ discovered by
other federal agencies during· the
course of their respective lnvestlga·
tlons," according to the document.
'This sounds laudable enough at
first glance. But It happens to run
head-on Into the Fourth Amend·
ment, which prohibits "fishing
expeditions" by government agencies, and requires !bat thefeds have
"probable cause" to relieve that a
crime has been committed before
they can get a warrant to search a
citizen's home - or rummage
through his papets.
Under the IRS plan, "tax lnfor·
mation of a significant nature that
Is discovered during lnvestlga tlons
or examinations by other federal
organizations could be furnished to
the (Internal Revenue) Service."

receiving authority" - and here's
the crucial kicker - "without
notice to the customer."
'The rationale for the proposal Is
somewhat baffilng. "When customers who are 'victims' or who are
otherwise uninvolved ln the suspected criminal conduct, receive
notice under the (law) upon
transfer of their financial records to
the Justice Department, It caused
unnecessary confusion and

concern."
But In the meantime, according
to the agreement, "the supervisory
agencies wUI Implement proce·
dures to ensure that crlm1nal
referrals are made In a manner
that does not require notice to
customers.''
Footnote: Frighteningly enough,
the proposed change In the law may
not even be necessary. One banking
official told us tha tthe prtvacy act Is
regularly circumvented. Regula·
tory agencies tum over complete
record! already, withholding only
the names. If the enforcement
agencies see something interesting,
they simply subpoena the names.

corn Is one of the real treats of
s ummer. I can remember as a
young girl growing up In Pennsylvania, my favortte summer dinner
of corn and tomatoes that my sister

Director Sidney Edwards.
Edwards said the agency is going
to atcept appllca\lons for the cards
during the month of August in an
attempt t~ !1\l!!pe'Ch!d fraud .
During the last commodity dlstribu·
tlon, Edwards said a random
sampling or the eight distribution
points 1n Gallla and Meigs counties
showed that a small number of
recipients wereobtalnlngcommodi·
ties from more than one slte, wlth
some gning across county lines.
The cards will be distributed
during the September commodity

Tomato farmers call it a year

Even though tomatoes are still in
great supply in Letart Falls, most
tanners are already pulling up
slakes and calling lt a year. Usually

and roadside stands, but the vast

area have stopped packing and have
turned thelr fields over to borne
canners who bring containers and
plck their own tomatoes.
Market prices for tomatoes were
down to $1 for a 10 pound basket
when the last shipments were
trucked to Pittsburgh said Kathryn :

selling canning tomatoes for $3 a
~ushel.

"And tlmes must be good," says
HUl, "because we haven't had near
the home canners picking tomatoes
as we usually do."
All farmers make production
