POINT PLEASANT-The death
of a Huntington man In a two-car,
head-on collision Monday morning
marks the fifth fatality on Mason
County highways this year, the
Point Pleasant Detachment of the
West Virginia State Pollee reported.
State pollee said Daniel Z. Boston
Jr .. 45, Green Valley Road, was
killed at 11:45 a.m. on Route 62.

his vehicle was Involved In a
collision with a car driven by
Jeanette Taylor, 23, Point Pleasant.
Cpl. K.R. Beckett said Taylor was
Injured and was transported to
Pleasant Valley Hospital by Point
Pleasant EMS. A nursing supervi·
sor .a t the hospital said Taylor Is In
fair condltlon and Is being treated
for a chest Injury and a broken foot.
Beckett said Boston, who was
traveling north on Route62adjacent
to Klrkland Memorial Gardens In
his 1983 Plymouth ReUant, appar·
ently attempted to pass a third
northbound vehicle In a blind section
of roadway and In doing his passing
maneuver collided head-on with
Taylor's car.
Taylor was pinned In her vehicle
for about 40 minutes before she was
treed by members of the Point
Pleasant Fire Department who
used the Jaws of Life, he said .
Boston's car and Taylor's 1983
Buick Regal were totaled. Beckett
said Boston's body was transported
to the State Medical Examiner's
Office In Charleston.

Council discussed plans for im provement of the marina area as a
recreational facility. Councilman
Horton outlined a recent meeting of
the Middleport RecreationCommis-

sion on the matter. The commission
proposes tc. improve the facility to
include activities for people of all
ages and different activities such as
a jogging area, basketball courts,
hockey facilities. a movie screen,
and tennis courts. Horton said.
Mayor Hoffman said a long range
impro\'ement plan is needed for the
marina . He pointed out that the U.S.
Corps of Engineers wiU provide up
to 50 percent of funds on such
projects and has money available in
1986. It was decided to proceed with
a long range plan for improvement
to the marina site. Councilman
AUen King stressed . however, that
the site should be monitored to
pr&lt;'vent \'andalism. Mayor Hof·
!man sa id that perhaps, living
facilities could be included if a
recreational building were included
in the improvement plans. It was
brought out !hat even though the
village plans to improve the marina
area. it still stands behind thecounty

Emergency grant forthcoming for project

Middleport V!llage Is apparently to receive a $ll,(XX)
emergency grant for the repair of a slippage on
Middleport HUI and the vUlage may go Into the gas
well drUling business.
Those Items were among the. major business
matters discussed when Middleport VUI~~ge Council
met In regular session Monday night.
Mayor Fred Hoffman reported that Diane AIIEin,
Meigs County's HUD representative working through
the Ohio Department of Development, hilS Indicated
that a request for a $ll,&lt;XXIgrant to repair !he slippage
and to repair water llnes damaged a'S a result of tile .

gone to tite Ohio Controlling Board for approval. The
grant. is expected to be released In about a week. Bids
on repair of Middleport HUI and the water lines are

Middleport HUI and portable traffic lights arP being

Last night. council authorized Mayor Hoffman to
proceed with securiltg a firm to do a feasibility study
on the village drilling a gas well on the 60 acres the
town ·owns below Middleport. where the sewage
lagoons are located.
Mayor Hoffman said wells are coming in all around
the location. If the village daes get a well, It would be
helpful for the location of Industry and would pi:&lt;Jbably
provide less expensive natural gas rates for
Middleport Village, the mayor reported. He said that
Columbia Gas of Ohio has verbally agreed to
purchase gas from the town should the village get a
good well.

information as weU as more specific Information as to

Council discussed the $5 permissive auto license tax
Which has been puf into effect through legislation
passed by the body. The Ohio Departrrient of Motor
VPhicles has Indicated that the tax will not be
collected until January, 1985 so It wlU be a period of
time before the village realizes additional moneys
from the measure.
In another-. action, council voted unanimously
against providing free parking at meters durtng the
next Christmas hollday season. For a number of
years, council has free&lt;! the meters for the season and
In tum, the Ghamber of Commerce gave the village a

contribution. However. for th&lt;' past two years no
contributions were made to thf' \'illage when the
meters were freed . During the discussion, it was also
brought out that freeing tht' merers encourages
employes of businesses to park near their placl'&gt;i of
employment. thereby defeating the !!'('('parking for
shoppers. Mayor Hoffman point£'&lt;1 out that the v illage
does have a free parking lot now in the town :
Councilman Dewey Horton said that he dOl'S not want
business people to get the impt"t'ssion that council is
against the business community and asked that the
matter be reconsidered later if they arc complaints
about last night's action to discontinue free parking at
the meters In December.
The January report of Mayor Hoffman showing
receipts of $5518 in fines and fl'&lt;'s for the month was
approved and a letter was read from the Department
of Highway Safety indlcaling that the village will
receive an intoxlllzer to use in DWI ca~ as soon as
one Is available.

Bigger the dollar;
bigger the downturn
"The bigger they come, the harder they fall ," goes an old saying that
people are starting to apply to the robust U.S. doUar. And concern Is
growing that when the dollar falls, the nation's economic good times may
well tumble, too.
Notxxly Is talking y~t about a return to the long and painful ~ton of
1981-82, when unemployment rose to the highest level In more than four
decades. In fact, almost every economist sees continued recovery at least
through the rest of this year.
But several top government economic officials -Including the nmmaUy
upbeat Treasury Secretary Donald Regan- used the word "recession" In
talking about future risks during congressional hearings last week.
And Federal Reserve Chairman Paul Volcker said that though huge
federal deficits would likely be the real reason for any new business
downturn, a steep drop In the dollar could weD be the Immediate cause.
The value of the doUar relative to most other nations' currencies has
been rising for several years, and there Is wide agreement among traders,
government officials and private analysts that a sizable decline Is dueperhaps overdue. Ar\d once that decline starts, they say, there's no telling
how far It could go.
The reasons for a possibly abrupt decline, Ironically, are partly the same
as the reasons that drove up the dollar's value In the first place.
David Ernst, an International analyst with Evans Economics In
Washington, summed It up, saying that "right now, there's a balance
between fear and greed" In International exchange activity.
"There has been a lot of greed In taking advantage of high U.S. Interest
rates and the strong stock market," he said. "But now the fear Is coming
out. People are starting to gel worried."
In other words, high rates In the United States , coupled with decllnlng
Inflation, an obviously recovering economy and a stable poUtical system,
have encouraged strong Investment in this nation the past several years,
driving up the value of the dollar.
But by many accounts, foreigners' confidence Is beginning to be eroded
by recent Indications that the U.S. government deficit may remain at
record• or near-record levels, perhaps reviving Inflation and pushing
Interest rates to risky as weu as attractive levels.
"I wouldn't be surprised If a pretty steep decUne In the dollar could add a
couple of points to Interest rates," said Ernst.
Such an Increase could badly damage Industries Including housing by
rnaldng It harder for Americans to buy houses and other Items nollTI8lly
bought on credit.
A big drop, he said, "If not sending the economy back Into ~slon,
would slow us down a lot."

The sudden sUde·of the stock market since early January has a lot of
people perplexed and upset.
Any time the Dow Jones Industrial average falls 10 percent In a month,
wiping out more than $100 bllllon In paper wealth, It must have an urgent
message. But Interpreting that message Isn't easy.
Some analysts say the principal problem Is the dilemma of the federal
budget deficit. If nothing Is done about the deficit, they worry, the economy
wll1 soon be back In a recession. If, on the other hand, federal spending Is
cut and taxes are increased to narrow the gap, those measures wll1 cause a
recession anyway.
Others say Chairman Paul Volcker of the Federal Reserve has spooked
the market with his stony unwillingness to relax credit poUcy_
There Is one school of thought on Wall Street that stock prices are
suffering not so much from fear about the futureoftheeconomy, but rather
from disappointment about the recent past and present.
"Two widespread expectations - lower Interest rates and very strong
profit Increases for 1983 and 1984- are proving undeliverable," says Greg
Smith, research director at Prudential-Bache Securities.
Smith Barney, Harris Upham &amp; Co. teUs Its customers: ''Throughout the
last half year, economic, earnings and stock price expectations have not
been met. At first, investors were complacent. After a while, however, this
calm changed to concern and, more recently, outright panic.
"Much as the pendulum of emotion swung way too far to the positive
side, It may now be swinging too far to the negative." As Heinz H. Biel, at the firm of Janney, Montgomery, Scott Inc.,
observes, "The stock market almost always goes Its own mysterious way,
and attempts to rationalize It are usually futile.
"What can be said, however, Is that whenever sentiment leans too
generally in one direction, up or down, there Is a probabUity of a market
move In the opposite direction. This seems to be what we have been seeing
these past four weeks."

action this year on two constitutional amendments, one to provide
a "line--Item veto" for future
presidents, the other to compel
adoption of a balanced budget. I
would oppose both of them, out of a
general prejudice against tinkering
with the Constitution, but the
proposals merit discussion.
This Is what the president said:
"Where Congress· lacks the wUI to
enforce upon Itself the strict fiscal
diet that Is now necessary, It needs
the help of the executive branch .
We need a constitutional amendment granting the president power
to veto Individual Items In appropriations bllls. For(y-three of the 50
states give this authority to their
governors. Congress has approved
a line--Item veto for the District of

Columbia, Puerto Rico and the
trust territories. It Is now time for
Congress to grant this same
authority to the president."
Reagan addressed the proposed
balanced budget amendment more
brtefiy. More than 30 states have
petitioned Congress for a constitutional convention at which such an
amendment could be put out for
ratification. "If you want to make It
happen," said the president, "It wUI
happen."
If Congress wants to pursue the
line--Item veto, Congress might take
a leaf from the book of the
Confederate States of America. It Is
generally forgotten, but the Confederate constitution contained this
proVIsion: "The president may
approve any appropriation and
disapprove any other appropriation
In the same bill. In such case he
shall, In signing the bill, designate
l&gt;tr'l

the appropriations disapproved;
and shaU return a copy of such·
appropriations, with his objections.
to the house In which the bUI shall
have originated; and the same
proceedings shall then be had as In
case of other bills disapproved by
the president."
A persuasive case can be made
for the procedure~ Pork barrel
politics, like the poor, wUI be always
with us. Every year the appropriations bills are larded with pet
projects that caMOt truly be
justified In the national Interest.
For a specific example, consider
the National Endowment for the
Arts. The President Is proposing to
reduce Its funds In 1985 to $143.8
million, down 12 percent from the
$162 mtulon In the current fiscal
Issue. lnfiuentlal members of the
house and Senate are hopping mad.

WASHINGTON - The provisional president of El Salvador,
Alvaro Magana, has control of a
special bank account that dispenses
millions of dollars a year without
proper audit. I've seen canceled
checks from the account, which
sources say Is used as a slush fund
to reward Magana's political
.,--------cronies.
There's a good posslbUity that the
money In the secret Salvadoran
treasw-y account comes originally
from U.S. aid to El Salvador. U.S. officials have complained that the
auditing system set up to keep track
of aid funds ranges from negligible
to poor.
The Salvadoran sources who
smuggled the documents concernIng the president's secret bank
account to my associate Dale Van
Atta risked their Uves to do so. The
documents Included copies of actual vouchers and checks totaling more than $1 mllllon paid out of the account, which Is

were sent to the president Including

endowment. Under the line--Item
procedure, a president could veto
that one Item and return the bill for

be made for the proposed amendment on a balanced budget. The

year, Congress would have to adopt
a "statement" In which total
outlays are no greater than total
receipts. The receipts set forth "In
such statement" could not Increase
"by a rate greater than the rate ol
Increase In national Income In the
last calendar year ending before
such federal ye~r ... "

deal with "statements" The Constitution deals with bllls, order, votes
and resolution, but "statements"
are unknown to \he drafting- art .
Such terms as "national Income"
are statistical Inventions. Given a

president could estimate of outlays,

practice of giving Interest-free
loans to Salvadoran mtUtary officers that won him the anny's
support for the presidency. During
the heat of the debates two years
ago, political enemies on the far
rtght denounced Magana as "the
biggest thief In El Salvador."
The Interest-free loans to selected
officers - some of whom were not
expected to repay even the principal - have been defended by
Salvadorans as a shrewd political
move. The financial favors supposedly enabled the officers to
resist bribes and payoffs that would
have put them under the thumb of

there might not seem like much to
Americans contemplating a federal
budget approaching $1 trillion. But
El Salvador Is a poor country, with
an annual budget of less than $1
billion.

fantast ic parade floats they crea tro
over the years.
Well, the gals arc now toying with
the Idea of holding a public auction
to help raiSt' money for the Jaws of
Life equipment, a projt'Ct of the
Pomeroy Fire Department. The
equipment Is quite an asset In
freeing people from vehlclt'S In
accident cases and will bt' available
to any unit across the county if
needed .
An auctioneer has volunteerro to
donate his St'rvlces for the auction
and the sorority has bt'en given a
location lor the sa lt&gt;-· the Rock
Spr ings F airgrounds. Now comes
the chore of organizing the auction
and getting together a lot of " good
stuff" · so that much money can bt'
raised.
Now the latter area Is where you
com e in. If everyone glvt'S at least
ont' " goodie" to the sale, the
sorority wur do well .
Meantime, the group has set up a
meeting of City Council, that is
composed of repreSt'nt atives from
all three groups plus St'rvlce
chairmen for 7: 30 p.m . Thursday at
the M eigs Inn. The "plan" wUI
rea Uy re pinned down at thaI lime.
Incidentally, the meeting is open to
all mem rers of all three groups so
that the City Council can get all of
the available input.
It 's a good projt'Ct and we'rE'
lookbtg forward to a very successful auction--won't you make a
mental note to help out as the plans

whistle shrieks across his vast nation, Yurt V.
Andropov was buried today in Red Square at the foot
of the Kremlin wall among the past heroes of the
Soviet Union.
His successor as Soviet leader, Konstantin U.
Chernenko, hailed him as "an ardent champion of
peace" and then the open red-draped coffin was
carried around the mausoleum of V.I. Lenin, founder
of the Soviet state.
Two men escorted Andropov' s sobbing widow to the
graveside. whlle his son and daughter stood nearby,
appearing stricken with grief.
With tens of thousands of Soviet soldiers and
civUlans, and hundreds of diplomats and world
· leaders looking on, the coffin was lowered into the
grave. The Kremlin bells rang and the sound of
gunfire rumbled across Moscow.
The official press said the salutes would be echoed
in dozens of cities across the country, while every
factory, ship and train whistle blew in memory of the
late president.
Most factories and offices were to stop work for five
minutes of silence in his memory.
Vice President George Bush. representing Presi·

dent Reagan as head of the American delegation,
arranged to meet with Chernenko after the funeral, a
U.S. Embassy official said. Bush, on arrival, had
urged the Soviets to explore "important opportuni·
ties" for peace.
Chernenko also scheduled meetings today with
prime ministers Margaret Thatcher of Britain and
Pierre Mauroy of France. It would be Mrs.
Thatchpr's first meeting with a Soviet Communist
Party chief.
The funeral cortege, led by officers bearing dozens
of funeral wreathes wrought from red and white
carnations, rolled into the cobblestone Red Square
just before noon 14 a.m. EST) and stopped In front of
the Lenin mausoleum .
Andropov's casket was canied on a red-draped
caisson from the green-and-white House of Unions,
where it lay in state for three days while tens of
thousands of Soviets filed by to pay last respects.
A portrait of the late president and a column of
generals and admirals carrying Andropov's medals
on small red satin pillows led the funeral cortege.
Soldiers carrying their rifles rigidly in front of their
chests and swinging their arms in time with the slow
goose step walked beside and behind the caisson.

Chernenko, chosen general secretary of the
Communist Party Monday, led the 12 surviving
Politburo members wearing red mournJng bands on
their left arms onto the top of the Lenin mausoleum
when the procession reached Red Square.
"Farewell our dear friend and comrade, your
memory will always be with us," he said.
Foreign Minister Andrei A. Gromyko followed
Chernenko to the podium and delivered a highly
political speech that focused on the U.S.-Soviet
deadlock over reducing nuclear weapons.
Gromyko attacked what he called U.S. "policies of
militarism and the crazy arms race."
Tens of thousands of civilians filled the center of the
huge Red Square under a bright sun in 19-degree
weather.
Andropov, 69, died Thursday after a history of
diabetes, hea11 and kidney problems that worsened ln
the last six months of his rule.
However, the brevity of .hls leadership did not
preclude a hero's funeral in Red Saquare, the center
of national mourning and celebration.lt Is the scene of
state funerals, the annual Revolution Day military
parade and the march of thousands of workers on
May Day.

The last Red Square burial was for the late
President Leonid I. Brezhnev, whodled in November
1982 after 18 years in otrlce.
Chernenko does not yet have the additional title of
president, with which Brezhnev and Andropov
consolidated thelr power. The presidency will remain
vacant until the Supreme Soviet - or parliament meets next. Elections for the new body are scheduled
for March 4. ·
Red Square became a religious center in the 16th
century when Czar Ivan the Terrible erected a
cathedral to celebrate a victory over Tatar invaders
from central Asia. In the 17th century, it was the scene
of executions 1\Ild uprisings.
In 1917, the Bolshevik revolutionaries battled the
monarchy's guards ln the square, and overthrew ·
Czarist rule.
Today, the ashes of more than 100 Soviet heroes are
interred in the Kremlin wall. Among them are Yuri
Gagarin, the flrst man ln space, and the writer
Maxim Gorky.
Buried in a grassy area behind Lenin's tomb are 10
other top Soviet leaders, including Josef StaUn, who
was removed from Lenin's tomb and reburted behind
it Jn 1961 after his excesses were denounced.

Business college reps address chamber

business schools- Dave Slephan of
Marietta College Business Resource Center and Cacyl Kiser of
Gallipolis Business College- spoke
to members of the Pomeroy Area
Chamber of Commerce Tuesday at
a noon luncheon in Veterans
Memortal Hospital.
Stephan reported the Business
Resource Center at Marietta College was created 10 years ago to
meet area business needs for
eduacatlon and technical
assistance.
The Center operates to facilitate
and enhance the expansion of area
rusiness, large and small, the
creation of new businesses and the
management of businesses already
in existence.

Clients have included major
manufacturing firms, chemical
companies, banking Institutions and
a variety of small businesses.
Stephan said one of the areas tht&gt;
school wants to pursue is the
seminar program. Such a program
has been slarted with the chamber
of commerce at McConnelsville.
The center Is also making an
introduction lo the computer and
would like to present the same
program through the Pomeroy
Chamber.

COLUMBUS, Ohio (AP) - Benefit checks for members of three
state retirement systems soon wUI
be a little larger.
Legislators have given final
approval to a bUI granting 5 perCent
lilcreases, effective Feb. 1, 1984, to
State Empleyees Retirement SystemandStaleTeachersR.ettrement
System members who were retired
as or Feb. 1, 1983.
Members of the PubUc Employees Relllement System who
· retired prior to Feb. 1,1984, also are
. eligible for the cost-of-living boost.

systems have agreed they can cover
that cost without increasing either
the portion that the employee or the

Funds would be generated by
investment earnings.
Rep. John Galbraith, R-Maumee,
opposed the boost for the teachers'

system. He said Its members
received an 8 percent increase lasl
year.
"I don't think a 13 percenl
increase in pension benefits for the
state leachers Is warranted," Galbraith said.
The measure, which now goes to
Gov. Richard Celesle, also gives
certain members of PERS who
recently were required to pay Social
Securtty taxes the option of continuIng their membership in the state
system.
Changes in federal law extended
rnandatocy coverage under Social
Security to employees of prtvale,
non-profit organizations. Some of
them were already members of
PERS.
Ocasek said the bill gives several
thousand workers in hospitals, zoos
and libraries the option within the
next 90 days of whether to remain in
PERS.
