Effects of subsidence caused by longwall mining on
highways and bridges in southeastern Ohio will be
studied by the Ohio Department of Trans porta tlon.
Funding for the study was released Monday by the
State Controlling Board, and the study was termed
"pertinent" to the region by Rep, Jolynn Booter.
D-Galllpolls.
The prtmary result of the study is a quantitative
measure of subsidence resulting from longwall
rnJning, allowing ODOT to create a corrective
treatment for affected bridges and state roads.
Subsidence Is the set tUng of earth after a longwall
machine rnJnes out a panel of coal When the coal Is
removed, the machine moves onto another coal seam
and allows the roof to collapse, causing the ground

above to shift .
Longwalllng was introduced into the area at
Southern Ohio Coal Co.'s Meigs mines in the late 1970s
and became the subject of local controversy when
property owners in northwestern Meigs County and
VInton County claimed subsidence was destroying
their homes and depleting local water supplies.
Since then, legislation has been created allowing for
homeowners to buy insuran~-e against such damage .
One of the complaints lodged against longwalling by
the property owners was that it also affected roads,
creating cracks in Ohio 689 in Columbia Township ,
Meigs County.
The controlling board also approved another ODOT
project to study stress-strain relationships and
sttrength of weak shales In the region.
The study's goal is to develop a mathematical mode l
that wUI analyze the stability of excavations and

embankments containing sha le.

each of the 12-month projects will be re imbursed by the
U.S. Department of Transport a tion.

Amherst man was killed when high
winds toppled a tree onto his
automobile in the northeastern Ohio
city . A 21-year-old Crown City man
was killed after high winds blew a
power line onto his coal truck in
southeastern Ohio.

32-story steel shell of the Standard
Oil Co. (Ohio; building under
construction in downtown Cleveland, hurUng them along Superior

Insurance" was cruising through
rongresslonal halls at Oank speed.
Today the Idea lies dead In the
water. All the steam has leaked out
of a movement that once had
llberals in both House and Senate
au fired up. What happened to
unisex? It flowxlered on reality.
The story provides an lnteresllng

action . You w1ll recall that In June
of 1982, lime ran out for ratification
of the Equa l Rights Amendment.
Even among the most sympathetic
supporters of " women's tights,"
there was no enthusiasm for
immediate ly reheating the hot

Unisex Insurance provided that

persons are aware, a great deal of

group tend to llve longer than men;
women are demonstrably safer

pregnant.
As a consequence of these
differences, premium rates historically have been calculated bY
gender. In some fields , women pay
more than men for comparable

coverage. For automobile Insurance women pay much less. The
Idea of a unisex Insurance bill In
Congress was to prohibit Insurance
companies trom using gender as a
factor In their actuarial calcula·
tions. Everybody would pay the
same premiums; everybody would
draw the same benefits.
The Idea manifestly had much
appeal to the more mWtiJ)t advocates ofwomen'sequallty. The 98th
Congress had no sooner convened In
January of 1983 than bUis sprang up
to impose the unisex theory on all
Insurance rates, and where possl ·
ble, to Impose equal benefits
retroactively. On July 6, 1983, the
movement picked up speed with a

month' of this year reflect new pressures on unions tD hold down their

demands. a nd will ease companies' need to raise prices, economists said.
Meanwhile. private ana lysts said a new report of a record $10.3 billion

year ever.
Genera l Motors Corp. reported a record first -quarte r profit of$1.6 billion .
That, combined with earlier reports from Ford Motor Co., Chrysler Corp.
and American Motors Corp., put the earnings of the four U.S. ·based
automake rs at $3.2 billion in the first three months of the year- more than
half the record $6.1 billio n earned in all of 1983.

where the Dow Jones a verage of 30 industrial stocks fell6.18 points Friday.
The Do"' still managed a 10.99- point gain for the week, however, closing at

agreemen ts unions signed with management betweenJan . 1 and March 31,

Barry Boswmih of the Brookings Institution, a Washington think·tank,
said. ··For over a dPCadr. the major unions jus t drove wages up way
beyond reaso n rf'la tivc to the rest of the economy ... So, this couldn't go on
forever. a nd !thi nk they finally r?ac hed the limit and the market forces are
driv ing them back the other way: ·
The Commerce Department said t he trade deficit last month rose $200
mill ion over the February record of $10.1 billion. Donald Straszheim, vice
pt"Ps ident of Wharton Econometrics. predicted that the trad!' deficits will
rem ain " a major drag on the economy for the next 12 to 18 months."

Insurance Industry mounted a
skWtully developed public relations
campaign of Its own. The Industry
produced witnesses armed with
convincing data to show that whlle
women might benefit abstractly or
Ideologically from the unisex bills,
they would pay for these Intangibles
in cold cash. In the area of
automobile insurance alone, equalization of rates could cost YOf!M
women drivers as much a~ $W
million a year.
Industry wltnesses Insisted that
dual premium schedules are based
not on whim or prejudice, but on an
imnnelse volume of statistical
evidence. Almost as many women
as man are licensed drivers, but
consider: Male drivers have twice
as many fatal accidents as female
drivers; they have six tlmes as
many major convictions, three
limes as many speeding tickets and
four times as many llcense suspen~
slons of revocations. True, males
tend to drive more miles than
females, but al every level of
annual mileage, women are safer
and more responsible drivers than
men . Ergo, a baste llablllty policy
that might cost $1,00J a year for a
young woman costs $1,600 a year for
a young man. Who wants to
equalize?
When these realities began to
filter through political prisms, the
picture changed dramatically.

If Ihe doctors' state licenses were
lifted for misconduc t not related to
Medica rE&gt;- Medicald, the federal
government is powerless to cut off
their reimbursements under these
programs when they practice
medicine in other states. My
assoc iate Tony Capacclo has
le arned that Sen. John Heinz,
R -Pa ., and !he lnspector~general
for the Health and Human Services
Depa rtment . Richard Kussrrow,
are t rying Jo plug this loophole in
the MedicarE&gt;-Medicaid laws.
The best evidence of these abuses
is contained in a draft report by the
Ge ne ral Accoun t ing Office. Thi s
ta kes up the cases of 328 docto rs
who los t the!r licensE's in Michigan.

from sexual assault to drug trafficking, malpractice, immoral conduct
and alcohol abuse.
But they didn't cheat on their

doctors represent only a small

Senate files give these examples
of the loophole at work:
- Dr. Me hmet Kusun Kasal lost
his Michigan license in 1980 for
indiscriminate drug prescriptions,
sexual harass me nt of a patient an
a n employee. and failure to meet
minimum medical standards. Ka -

sal had a Florida license, and
collected $9,236 in Medicare funds
there for 1982-83. He also holds a
West Vlrgtnla license.
- Dr. Robert Frank Schmunk
s urrendered hls Michigan license in
1976 after being cited by state
authorities for periormlng sexual
acts with patients. He moved to
Wyoming, where between 1980 and
last year he got $4,500 in MedicareMedicaid fees. Schmunk was also
Indicted In a case lnvol,ing a
patient's death, which was attributed to hls prescription practices.
The case Is pending.
- Dr. Timothy L. Stern, an
anesthesiologist, surrendered his
Michigan llcense In 19&amp;1 and moved
to New York after being cited for
wtiting Improper presctiptlons. Six
months later, New York authorities
charged him with similar mlscon~
duct, yet he retained his license to
practice there. Since hls arrival in
New York, he has billed Medicare
for $156,273 a nd received more than

$90,00! of it .
- Dr . Preston W. Ports' Michi ·
gan license w as revoked in 1978
when a state board found hlm
mentally unfit to practice. He had
rC&lt;'elved $10,676 in Medicare·
Medicaid funds for the previous
three years. P orts moved to New
York and drew $1,798 In federal
funds from 1979 to 1982 beforl' s tate
authorities finally llfted his license
for gross Incompetence.
- Dr. Albert Jack Berg's license
as an osteopath was revoked by
Michigan authorities In 19TI because he had misrepresented him ~
self as a doctor of medicine and had
sold Improperly more than 8,200
tablets and capsules of controlled
drugs. Aft er moving to Florida,
Rerg collected $26,00) In MedicareMedicaid funds before the state
lifted his license In 1980for failure to
practice with "reasonable skill and
safety." He may have received an
additional $10,(XX} from Medicare
during 1981 .

highhanded disregard of his mil ·
ltary advisors that he prevalled on
Congress to agree to finance the
Lebanon defeat. Now he has thrown
down the gauntlet to Congress , an
ac tion that promises a long, toug h
year ahead for everyone. Even If
President Reagan does wln reelec ·
tlon this fall, the honeymoon with
Congress Is over. He may win,
which seems Increas ingly doubtful ,
but his buddies In the Senate lac k
the same television chann and
luster which has carried him this
high In politics .
Since the members of the House
of Representatives and the Senate
have been out of town, we have
learned the CIA has directed and
financed raids against the seaport
town of Sandlno Qn Sept. 8 and
Cortnto Oct. 10. In the Puerto
Sandlno raid, made from a CIA
mother ship off the coast and paid
tor and directed by the CIA, oll
storage and plpellne facilities belonging to Nicaragua were des-

troyed . In the Corinlo raid the same
methods were used and almost four
million gallons of fuel were des·
troyed . The raids were carried out
by Nicaraguan insurgents in the
pay of the CIA . The Corinto raid
caused wide damage and forced the
evacuation of the city of 20,00!. This
information was made public April
18 by the Associated Press who
credited sources who spoke on
conditions they not be ldenllfled.
Like the seapot1 raids, the mines
which were planted by Nicaraguan
Insurgents working from a CIA
mother ship, operating with speed·
boats and mines furnished by the
Agency . Just before Congress
adjourne d, Barry Goldwater,
Chairman of the Senate Intelll·
gence Committee, wrote CIA Dlrec·
tor Willia m Casey asking, "What
the hell is going on?" Now he knows
but not through a ny answers
furnished by Casey, President
Reagan or any of the admlnlstratlon blg shots. Senator Goldwater
called It "an act of war" and VIce
Chairman Daniel Moynihan ot New
York resigned hls post In protest to
the harbor mlnlng. It you thought
the mlnlng alone had the Senators
stirred up, walt and hear the outcry
these new revelations will make.
In anyone's book, these actions
a responsible agency of the
United States government Is definitely an act of war. That It was
done by a poweriul country against
a tiny one makes It all the more
responsible. It was not the Intention
of our founding fathers to ram our
way of government down anyone's
throat. They had expetienced a
belly full of that by the English
Monarchy before the Revolutionary War. Just because we don't
approve of the government of
another country, It Is the height of
arrogance ID think we can change
them by fear or Intimidation. When
any nation wants democracy

enough, the people will see that they
get lt. Our ancestors proved that 200
years ago. They Intended for us to
teach by example. not by adopting
the tacllcs of those whose govern~
ments we profess to loathe .
It you wlll remember, the
president dld not sign the order
authotizlng the harbor mlnlng until
February and members of Congress were not notified untll much
later. Casey said they were notified
but later news quoted a high official
of the CIA as saying that the

notification was delayed. In fact,
the whole mattt&gt;r has been so
confused by claims and counter ·
claims that no one knows what
really happened. There is evidently
no docume nted evidence of any
authorization by anyone as far back
as September. It Is hig hly unlikely
that Casey would take such a heavy
responstblllty on hls own shoulders.
He must have had at least the oral
consent of the president.
The final responsibility is the
president's alone!

The Eastern Eaglettes varsity
softball team recently split a pair of
games, claiming a one-run win over
Fort Frye, then dropping an g. 7
decision to North Gallla.
Scoring four runs In the fourth
Inning, Eastern took a commending
7.0 lead, then held on for the
non-league triumph. Eastern's big
Inning came as a result of two
walks, two hits, and a catcher's
Interference call.
Eastern had four hits In all, led by
Angle Spencer with a double, Kim
Dent two singles, and Lesa Rucker
a single. Fort Frye had six hits led
by Susie Pottmeyer's two singles,
whlle Betsy Lang, White, Greer,
a nd Clark added singles.
Lori Ritchie was the winning
pitcher with the one strikeout and
eleven walks, while yielding 6 hi ts.
Lisa Lang suffered the loss with 9
walks, seven strtkrouts and four
hits to her credit.
Eas tern committed Sf'ven errors
and Fort Frye three.
During a league e ncounter with
North Ga illa, Eastern led H going
Into the last inning, but the Lady
Pirates came back to take an R-7
win on lour straight walks and a
triple by White that e nded the
game.
Michelle Geor ge had two singles,

for the winners. Eastern pounded
eight hits led by the hard-hitting of
Lea Ann Ga ul who had a single and

a typical family with an alcohollc.
The s kit showed how outside help
is som e times needed to break the
cycle of hopelessness that goes on in
t he fa mily so that the abuser can be
cured. J eanie Taylor is the faculty
advisor for the group and others

juvenile oftlcer, and Doug Althlzer,
drug abuse counselor, Athens .
Anyone Interested in learning more
about the program or lor referral to
other persons or agencies for
spectnc needs was lnvitro to
contact the local teen group. A.

project, to dig a well for the

chalrman . She described the orphanage as unique in that It

provides a home, school and famlly
life lor homeless, abandoned child·
ren. They a re not separa ted from
brothers and sisters thereby preserving the family unit. Food is
grown on the 150 acres which the
c hlldren help culttva le, and If the
crops a re good the surplus Is sold.
Drought Is a major problem and
Irrigation of the land is nel'ded.
Mrs. Harris said that It ls estimatro
that a well to mret the needs of the
school, home and faim woold cost
$90,(XX). The unit votro to send a
donation to the well fund _ The
Junior Auxiliary has already

contributed.
Ellen Rought presided at the
meeting with delegati'S to the
Department o! Ohio convention In
Dayton being selected. They are
Catherine Welsh, Mrs. Rought,
Loretta Tiemeyer, and Mal}' Mar·
tin. Alte rnates are Veda Davis,
Pearl Knapp, Iv a Powell, and
Rhoda Hackett.
New officers wlll he elected at the
May mreting. Geri Hamilton,
poppy chalmlan, announced that
poppi!'S will be offered to the pubtic
in Pomeroy on May 24, 25 and 26.
