MOSCOW (AP) - The Soviet

Administration braces
for more bad news
While attacks on tankers in the Persian Gulf are today's worry, the
Reagan administration is bracing for even more bad news when the roads
near Basra dry : a n a ll -out assault by Iran to topple Iraqi President
Saddam Hussein .
The flare-up of fighting in the gull is risky business ln itself. Insurance
rates are bound to go up. Oil deliveries to Japan and Western EuropewiU
slip if s hippers Ch()()S(' not to gamble on sale passage through the Strait of
Hormuz.
President Reagan declared last February that he could not "sta nd by" if
the strait was closed. Analysts William Quandt and Thomas NcNaugher
specu la ted in a private repon this week that persistent Iranian attempts to
dJsrupt traffic might lead to U.S. attacks on Iranian vessels and aircraft.
"It's v<>ry worrisome," the State Department spokesman, John Hughes,
said Wednesday. He said Iran's assault on tankers from Saudi Arabia and
Kuwait represent "a dangerous escalation of the Iran-Iraq war and a
growing danger to shipping in the Persian Gulf."
There is enough oil in storage around the world to makr up for any
short -term cutback a nd the United States hardly would feel the pinch since
It imports only about 4 percent of its oil fro m the gull.
But Japan and Western F:urope would be hurt. The ,Japanese get about tiO
percent of their oil trom the gulf, the Europeans, about 40 p!'rcent . And then
there is the grave possibility of U.S. military involvement in an area
former President Car1er firs t designated as vital to American security
interests.
Iran 's show of force in the gulf does not mean the Khomeini regime is
about to launch a final drive against Iraq. It may simply be retaliation for
Iraqi assaults on Iranian tankers in the past.
But the State Department would hardly be surprised if the hundreds of
thousands of Iranians poised on the southern stretches of Iraq's border
cr:oss over. Many carrying only rifles, the ir sheer number might be enough
to overwhelm the better-trained a nd equipped Iraqi troops.
:"We're still not sure why the offensive hasn 't W<en place already," said
orie official Wf'dnesday. The probable reason, he said. was severe flooding
ea•t of Basra, ca used by an uusual runoff from nearby mountains. The
Iraqis gave nature a hand by blowing up dikes to keep the Iranians at a
dls).ance.
'Bu1 the roads are now drying. Unless Tehran has had a change of heart

-or a nny commanders were able to persuade the ruling fundamentalists
that losses would be heavy - the battle for Iraq may be about to begin .
Analysts Quandt and McNaugher have concluded Iraq has a
better-than -even c hance of holding Iran off. But the two Brookings scholars
say if Iran wins, it could suppla nt Saudi Arabia as the dominant power in
the upper gulf and in the oil-export market.

Electricity is one of the most oonvenient
and dependable forms of energy we have. But
care must be taken when you're around it,
because rontact with it can injure or kill.
So treat electricity with respect and make sure
you follow these safety rules:
Never go near any fallen lines. Ifyou see a victim
of electrical shock, don't touch him if he's still in
rontact with the wire.
Don't use electrical yard tools when the ground is
wet. And make sure they're double-insulated or

When using a ladder, make sure it will not come

Before insta11ing a CB, TV or ham radio antenna,
make sure it's at least one and one-half times its

ciencies and disorders of the

sm ell
All of us experience a loss in our
ability to smell as we get older. An
llJ.year old has only om•·fourth the
capability of smelllng a variety of
odors as a child has This Is one
reason why many older people
don 't have good appetites Their
loss of smell makes food less
appealing to them
QUESTION · How are the problems With smell treated•
ANSWER This Is still a difficult
area for medical science. About
half the patients evaluated ror
smelling loss never regain a normal
sense of smell If the loss Is due to a
discernible disease process, frequently the sense of smell returns
when thJs Is uncovered and treated
But If there has been permanent
damage to the olfactory nerve,
there presently JS noway toregaln a
normal sense of smell
If you're having problems "smel
ling the roses" for an extended
time, please check with your
physician This 1s especially tmpor
tant if toss of smell was sudden- be
safe and let your doctor "sniff out"
