Two men recall the night before D-Day

SOUTH BEND, Ind. (API -On the night of June 5. 1944 , Bernard
Marie spent his fifth birthday huddled in a cellar 12 miles from
Omaha Beach. Monsignor Francis L. Sampson flew through
German anti-aircraft fire ove r Normandy. convince(! he was golng
to die .
It was the night before DDay . the Allied lnvasion of Europe and the
beginning of the end for Hitle r's Nazi Germany.
Forty years later. Marie, publisher of Indiana Business Mag azlnc.
has offered a free lunch today to a nyone who can prove he" s ··a
D-Day guy." And Sampson, 72, a Roman Catholic priest , works a s
liaison between the president of the University of Notre Dame and
the school" s ROTC contingent.
Like thousands of other World Warn veterans. Sampson. a former
Anny chaplain, carries distinct memories of the Invasion of
Normandy.
He was assigned to the lO!st Airborne Division, which jumped inlo
occupied France just after midnight to secure key roads and bridge s
before the Invasion force landed at dawn on June 6.
The plane carrying Sampson and 21 other members of the 501st
Parachute Regiment was buffeted by anti-aircraft lire, he recalled.
Many of the paratroopers, loaded down with 100 pounds of
equipment, landed In fields flooded by the Germans and drowned .
Others were shot as they descended or were scattered over the dark
Norman countryside.
Sampson landed In 5 feet of water and cut hirnsell !ree tram his
chute. In the murky waters. he lost his kit lor saying Mass and had to
dive under several times to retrieve it.

saw the U.S. flag shoulder patches, "'they jumped on their necks
hugging and kissing the Americans .... You cannot imagine how
crazy it was afte r four years of Gennan occupatiOn," he said.

Although there have beE-n numerous studies

or the dertciencies in

the

current system of financing political campaigns, none has been quite like
the examination now underway.
Until now. vir1ually all of the criticiam of campaign financing has
come from non-political "t hink tanks." academic researchers an&lt;J "good
government" groups such as Common Cause and the League of Women
Voters .
But the California Commission on Campaign financing is different
because its rrlPmbPrship li st is dominated by business leaders -lawyers,
bankers. corpora te exPCutives and others - who in the past have been
characterized by incl&lt;&gt;pendent reform groups as parr of the problem

instead of the solution.
Among the 21 members of the pr&lt;&gt;stigious non-governme nt
commission established ln mid·:vtareh are senior panners in five of the
stat~'s most powerful law firms and the president of the California
Manufacturers Association .
The list also includes the board chairmen of Kaiser Aluminum &amp;
Chemical Corp., Lloyds Bank. the McKesson Corp. ancl two major life
insurance companies.
Their concern about the s piralling cost of financing political
campaigns presumably relates, in pan. to the fact that wealthy business
executives are amonj::! thosP most frequently dunned for campaign
contributions.
Onplobbyist in Sacramento, thP slaiP capital. estimates that it would
have cost his employer a total of about $6.';,1100 to buy onP ticket to evety
political fund· raising event to which h~ was Invited last year.
The problpm Is exacerbated In Ca lifornia because state law allows
corpora tions and other Interest groups to make direct, unlimited
contributions to polltical campaigns.
In contrast, laws in about 30 other sta tes as well as those governing
campaigns for Congress anclthe pres idency prohibit corporate donations
to politicians.
The business executives who agrf'ed to serve on the California
commission are motivated by more tha n a desire to trim corporate
ex(X'nses ancl avoid lh&lt;' future blandishments of politicians des(X'rate for
campaign funds
"There's a n&lt;&gt;xus tx&gt;tween campaign contributions and public policy
that must be brokPn ," says one commission member. "These people arC'
seriously concerned about producing meaningful reform ."
Adds Tracy West en. the commission's executive dirPCtor: "Here in
California. state legislators are cleveloping two constituencies- the people
who vote for them and the people who pay for them . The latter is becoming
the most poweriul."
When Westen ancl others were assembling the commission, they
specifically avoided approaching self·proclalmed reformers and others
whose censure of the campaign financing system woulcl be predictable.
"We wanted lo put together a group representing constituencies that
had not been heard from on the Issue," says Westen. As a result, the

officials to proceed with plans to
Join the Southeastern Ohio Athletic League.

ot the SEOAL, stated Warren Local officials had verbally confirmed their school will join the .
SEOAL for the 1986-87 school
year.
Earlier In May, officials at Ma rietta high school had confirmed
that MHS will join the SEOAL for
the 1985·86 season In all sports.
The SEOAL, Ohio 's oldest con ttnuous operating league has
been fighting to remain alive for
the past two-years since the loss
of Wellston, Meigs, and Waverly
high schools.
However, Dr. Osborne and other
SEOAL administrators have condueled an all-out recruiting drtve
to obtain new league members.

The heavily armed officers were

Granville Coun ty town while helicopters circled overhead. Authorities
declined comment on who they
thought might be in the house.

The clerk said Linwood Briley
entered the Snack Shack at about
9: :xJ p.m. Monday and told him "not
to use the phone, that hew as hungry
and that hewantedsomelood ," said
Russ Edmonston, a spokesman for
the state Department of Crime
Control and Public Safet y.
" He got two cans of pork and
beans tartd ) left the store," Edmonstun said.
"Hew as SOI1 uf nervous," said the
clerk. 21-year-old Collin Richard -

son. "But as soon as he came ln. he
walked over and sald he was on the
run and that he needed something to
eat. He told me, 'Don'tusethephone
and you'll be OK.' He told me
nothing would happen if I dldn't
bother the phone."
