presenting a united front in their organization of the
175-member delegation tha t will go to the party
convention in San Francisco, but party officials said
the unity may be short-lived.
In a compromise a mong supporters of Walt er
Mondale, Sen. Gary Hart and J esse Jackson, state
party Cha irman James Ruvolo was elected Sat urday
to head the delegat ion. Ruvolo has not publicly
conunitted himself to any cand idate a nd has sa id he
won't do so beforf' nex t month' s convention.
Gov. Richard Celeste, who is commitlt&lt;l to
Mondale. was named honorary chairman. Bot h
Ruvolo and Celeste were elected on unanimous voice

Also elected were members Ia the party's rules ,
credentials .and platform committees. Hart won 12
seats on the conunittees. Mondale took seven seats
and Jackson, two . Jackson was not entitled to any
seats because he didn't wln 20 percent of the primary
vote. but the Jackson and Mondale factions struck a
deal giving Jackson supporters seats on the platform
and rules committees.
"We think that is one way publicly to demonstrate
that the Mondale campa ign ... Is in favor of
reconcillal!on ," sa id Timothy Hagan, chairman of
Mondale's Ohio campaign.
Hart's Ohio campaign director. John Kulew icz.
sa id he believes the committee deal is "an
acknowledgement of guilt. "
Hart won the Ohio primary May 8with 42 percent of

the vote, compared to Mandate's 40 percent and
Jackson's 16 percent. But Mandate will have more
votes than Hart in the Ohio delegation because mos t
state party leaders, added to the delega tion after the
primary, support Monda le.
Currently , 81 Ohio delegates are pledged or
committed to Mondale, compared to 80 for Han and
10 for J ackson. Fou r delegates r&lt;&gt;main uncommitted .
Kulewicz, who will lead Hatt 's convent ion
delegation. has argued that Hart was deprived of a
fair share of Ohio's delegates. That is why, he said,
Hart officials refused to give up committee seats to
Jackson supporters.
"I think they should have given up one at least just for goodwill purposes," satd Sta te Rep. C.J .

Dam gate will be
repaired, may have to
be shipped out of area
A gate from the main lock of the
Gallipolis Locks and Dam was
raised over the weekend by crews
from the U.S. Army Corps of
Engineers' Huntington district.
Th gate, damaged in an April 2
navigational accident, becam e sub·
me rged in the Ohio River nea r the
dam two days later whe n a
privatply-owned derrtck boat at ·
tempted to move it to shore for
repairs.
Corps spokesman Conrad Ripley
said this morning the gate will be&gt;
repaired. Bidding may have to be
done on the repairs a nd there is a
p::&gt;sslbillty the gate will have to be
shipped out of the area for thoSC'
repairs.
"We' ll have II repaired, but that
will probably be a time-consuming
process." he said.
The corps wa ited until last F r iday
to attempt the raising opera tion.

heavy-duty derrick .

river level to return to a calm stage ..

As of late Friday afte rnoon. corps
officials reported that divers were
unsuccessful in attaching cables to
the gate.
"I don't know when we'll get it, but
we'll keep tcying until we do, " said
Sam FrPnch. assistant chief of the
operations division.
At the same time as the

W.Va., raised its derrick boat.
The derrick was hauling the ga te
ou t of the main lock April4 when a
cable snapped and a swift currf'nl

caused both the derrick and gate to
sweep downriver toward the dam .
Both became moored in the rive r
bottom . Corps officia ls said they
would not a ttempt salvage opera ·
lions until the r iver re turned to a
norma l stage.

away from the dam and is now

household burglary dropped to record lows in 1!«3 as the amount of
serious crime in the United Sta tes declined by 7 percent.
Th€51' were among the pre liminal)' figures from the government's
most reliable c rime data, released Sund ay by tile Ju st ice
Department's Bureau of J ustice Statistics.
It marked the second year tha t major cr ime has declined and
bolstered earlier reports tha t the number of crimes reported to the
police had declined in 198.1.
The bureau estimated there were 36.9 million rapes. robberies.
assaults, personal larcenies. household burglaries. household
larcenciPS and motor vrhicle thefts last year.
Tha t total Is 2.9 million c rimes, or 7 percent, !&lt;ewer than the 39.8
million calculated for 1982.

There were 568,00) fewer rapes, robberies and assaults than in
19S2. producing a 9.8 percent drop in the rate of violent crime, down
from 34.3 to 30.9 violrnt crimes for every J.(Xll persons in the count!)'.
Among property crimes, the ra te of personal larceny without
cont act between the vict im and the crimina l dropped by 8 percent .
from 79.1 to 73.1 larcencies for every l,oo:J persons .
This was the lowest rate of v ictimiza tion for personal larceny in I he
11 years the data has been gathered . As always. persona l larceny
was thP nation' s most common c lime. occu ning morP than 1:l.9
million times in 1983.
The rate of household burglary . which hit a record low in 1 ~2.
declined again by 8.9 percent , from 78.2 to 71.2 burglaries for everv
I,(J)) households.
Every c rime covered by the bureau' s Na tiona l Crime SU!wy
showed a decline, except rape, but the ri&lt;;e from 0.8 to 0.9 rap&lt;'S for
every l,oo:J persons was statistically insignifican I.

In the nation's tornado-weary mid -section, mean while, violent thunderstorms packing 70-mph wlnds
and several twisters dumped up to 5 inches of rain
overnight on parts of the Texas Panhandle and
Oklahoma.
Hugh Crowther. a meteorologist with the Nationa l
Severe Storms Forecast Center in Kansas City, Mo ,
said today that the Northeast could expect a brief
respite from the blistering hea t as a band of
thunderstorms moves east from the Great Lakes
tonight.
" I can't say how long 11 will providP relief."
Crowther said. "Maybe a day or so."
"More of the same" was Crowther's forecast for the
