Bombing report not funny!

.

Reagan puts foot
in mouth again
LOS ANGELES (AP) -White

House officials maintained a stony
silence toward \Y!despread reports
that I;'resldent Reagan had joked
Into amicrophone Saturdliythatthe

Union "In five minutes."
Gannett News Service, CBS.radlo
and other news outlets all reported
that Reagan made the jo)re whtle
testing a microphone In preparation
for his regular weekly radio
address, which on Saturday dealt
with criticism of the House Dem(}cratlc leadershlp.
Reagan was quoted In the CBS
report as saying In a clearly·joklng
tone: "My fellow Americans. I am
pleased to announce I just signed
legislation that will outlaw Russia
forever. We begin bombing In five
minutes."
It was known that CBS and the
Cable News Network recorded
Reagan's comment at the time It
was made, although neither played
the president's words on the air
Sunday, when the Incident was first
. reported.
Lany Speakes, the White House
spokesman. had told an Associated
Press reporter who learned of the
joke on Saturday that anythlng the
president said before his radio
address was "off the record."

Speakes declined again to canment Sunday night but .another ·
press spokesman, Ansoo Franklin,
echoed Speakes' earlier comment,
saying, "Any comment ~ president would make tn'l/-dvance of his
radio address would be off the
record and we do not discuss li."
HoweVer, It was unlikely the
matter woold be quickly forgotten ·
since the low state of relatlms
between Moscow and Wasblngton

1982, Reagan joked that the leaders
of Poland were ''a bunch of n(}-good

That sUp resulted In an agreement
between the Whlte House and the
major broadcast networks to treat
all comments that Reagan makes
during microphone tests as off the

(:hewing tobacco trend
worries .health .officials
-'

Chewing tobacco has become Increasingly popular among young
students, and the trend worries health otficlals, who say the youngsters
risk contl!lcting oral cancer.
Patricia Styron did something abOUt II. She developed a kit, using seven
props to make her point, to warn youngsters of the dangers of chewing
tobacco. •
"Kids heat .more about the dangers of smoking than tobaccO chewing.
Smoking is not a5 'cool' among teen-agers as It used to be, but chewing js
becoming 'cooler' and Is easier to do," said Ms. Styron, who recently
resigned her job as health rtsk reduction coordinator for the Middletown
Health Department.
She said teachers have noticed children as young as 10 chewing tobacco. ,
"The habit Is established by middle school," she said. "More kids are
chewing at lunchtime, by evidence of discarded tobacco wrappers on

.H~r kit Includes seven props: a fish hook representing "getting hooked,"
the eddlctioli factor; a tobacco-stained set of teeth, and a die representing
the chance 8n Individual takes by using tobacco or using snuff.
, "Kid9 were turned off by the traditional pamphlets and II'Ctures, so I
tliought If we got props, It would be more like a puzzle, a lot easier to teach
aJld kids coukl realty get involved," Ms.1Styron said.
·
-She attributes the lncrease ·ln teen-age chewing of tobacco to lack of
pUbliCity about Its risks, peer pressure and professlmial athletes
encoul!lging tobacco use.
; The American Cancer Society says people who regularly chew tobacco
tend to, develop white, leathery patches InSide their mouths In areas of
ti.Ssue. that contact the tobacco chaw. AbOUt five percent of lhose.who
regularly chew tobacco can develop some fonn of oral cancer, 'the
organization says.
·
Ms. Styron's kit has been distributed In seven of 10 Mkldletown
€1lementary schools and has found Its way ln~sonneotherOhloelementary
schools.
: It was shown to the Mlddletownchapterofthe American Cancer Society,
which entered It in a statewide contest. The kit won that contest and has
advanced to a national competition.
· Paul Asmussen, Middletown's health commissioner, said he hopes the
ldt will be effective in cliscoul!lging youngsters from using smokeless
tobacco.
"It's a dynamic education tool, but we'll have to walt a few years to see
lv,Jw It's effective," he said.

There Is little mystery to why a stock market as placid as a summer sky
can suddenly 'generate a storm of actMty. It Is right there in the ligures

·The market Is lnStltutlonall2ed. ltlsmoreconcentrated than It used to be.
li·ls directed by money managers who tend to·think alike and act ailke.
: ~recently as .the 1950s, Individuals did IIIIJSt of the lradlng on the New

M)llions of Individuals thinking tor themselves. It was sald, provided the
market With a randomness of Ideas, assuring that prices truly represented
,
the public mind.
·,This was before the great growth of lnS!Itutlonal activity by Insurers,
rft.utual funds, endowments and the like. It. was before the lncredlble
glowlh of pension funds, now the biggest factor In the marketplace.
:J:n 1955, .the percentage of NYSE shareS held by InStitutions was just 15
percent. By 1!Bl, It exceeded 35 percent. By many estl!Jlales, that growth
hils continued to.this d~y,
.
·
:In dollars, those holdings are enormous. and also growing.
::1n 1955, InSurance companies owned $6.4 bllllol1 worth of shares; In 19111,
5m billion. Mutual funds owned $10.9 bWion In 19511, $43.2 billion In 19111,
: Tbe biggest .growth of all was In pension funds ownership, which was
f&onled at only $3.5 bUllon In 1955 and $219 bUllon,in 19(l).
':But ownership rates alone do not tell the entire story.
:;As the InStitUtions, especially the pension funds, continue to grow they
forced to Invest, and their lnvest:nients so big that, generally speaking,

:As a consequence of all this activity, made possible partly by
U!rhnologlcal changes that enabled stock exchanges to accommodate It,

:;ay the final quarter of 19111, InStitutions aCCOl;lnted tor 65percent of public

Our Budget
Plan
keepS'winter
frOm throwing
yOu a curve.

,

"For thousands of Columbia customers, our Budget
Payment Pian has.evened out heating bills and
made them predictable, even when winter is like last
winter: much colder and longer than anybody predicts.
The plan me~ns there are no big jumps or surprises ·
in your gas bill. no matter how cOld 11 gets.
.
"It works this way. Columbia calculates what y.ou'll
probably pay for natural gas over the next year based
on your-previous usage and weather averages. This
ligure is divided into 12 equal payments. So starting
this August, you pay the same amount every month. ·
And you end worries about dips in the temparature ·.
showing up as higher heating bills.
"Make sure winter doesn't throw your budget a
curvft. To join the Columbia Budget Payment P.lan.
all .you do is pay the 'Budget' ;1mount on your Au·
gust bill.
·
"Columbia also suggests a new service called
Checkfree, ~ whic~ provides the oplion of having your '
monthly bill paid by the bank where you have your
checking account- tlut not until about ten days after
the bill has been sent to you. Columbia Gas offices
· 'and most banks have application forms. Check
into it.
"Look for the explanation of the Budget Payment
Plan and Checkfree in your August bill, and call your
Columbia office if you have questions. Join lhe thou- .
sands·of Columbia customers already using these
two free, convenient services. For them, the cost of
winter is more predictable."
