Convention upstaged
by Ferraro.,s finances
Scripted, rehearsed and timed to the minute, the Republican National
Convention debut,ed Monday- but It was only the second most Important
political show of the day. .
That was just flnewlth the GOP, for on opening day, top billing belonged
to Rep. Geraldine Ferraro and her complicated finances.
The Democratic vice presidential nominee was Issuing her personal and
farnJIY financial disclosure statements, a topic Republicans are happy to
talk.about and delighted to read about.
Questions aboui Ms. Ferraro's prior financial statements and her
husband's New Yorklj real estate business have been dogging the
Democrats. That has; cost them campatgri headway and It also has
diverted attention !rom such GOP problems as the confused White House
response td Walter Mandate's lnslsience that taxes will have to be raised
next. year, no matter who Is president.
President Reagan's last word was no to a tax Increase, with the cave!lt
that presidents should never say never. The RepubUcan platform draft
says never. It also says that there should he lull flnal)clal disclosure by
candidates for national office and their spouses, an artful addition to keep
. the Ferraro fl1larice question perking.
"lim glad there's going to be this lull disclosure and let the legal process,
If l('s something of that nature, work and let the public opinion be molded,"
said Vice President George Bush,.who, by an amazing coincidence, Issued
his own statement on Friday.
Republican Chairman Frank Fahrenkopf said the GOP woold watch the
Ferraro disclosure with interest but wouldn't seek to make an Issue of It
But the Republicans are not about to drop the matter - the disclosure
Itself will lead to questions and probably controversy, which adds up to a
continuing distraction for the Democrats.
Fbi' the Republicans, there were n0 distractions In view In DaUas, just .
four carefully staged convention days as a sendoff to Reagan's re-election
campalgn.
All the declslonswere made In advance.·And If there was a bit of trouble
civet the party platform, so what - it will mean what Reagan says It
means. His spokesman, Larry Speakes, said the president Is going to the
vot.;,.s on his own record.
SJ)eakes said the president ''fleshes out his own specifics in messages to
Congress and speeches, but in general the preslden' agrees with the ·
platform."
·
·
·
cOnservatives and clockwork managers are firmly In charge. It's a
convention at which 2,234 delegates . arl> committed to the ritual
renomination of Reagan and )3ush Wednesday night.
Modem conventions are not decision-making toriuns anyhow, In either
party. They ratify what already has been decided in the presidential
prln, lary elections and caucuses that choose presidential nominees.
· 1'lte only smol<efllled rooms left are at the cocktail parties.
you can run a convention on tlme.lfyoucan dowhatwecandofroma
busihess standpofnf, you're going to run the Country the same way," said
Ron; Walker, the Republican convention manager.

WASIDNGTON- The Republl·
cans' lnltlal apprehension over
Geraldine Ferraro's candidacy has
abated. Their prellnilnary polls
have convinced them that there
may actually have been a movement of a few women ·voters .to
Ronald Reagan since Ms. Ferraro's
nomination as the Democrats' vice
presidential candidate.
The confidential GOP polls lndi·
cate that women are judging the
Democratic ticket on the lssues, not
on the sex of Walter Mondale's
running mate. This has brought a
collective sigh of relief Inside the
White House.
But the Reagan-Bush campaign
team Is far from complacent. The
Republicans have laid plans to
reassure women that their lntet"ests
won't be Ignored In a second
Reagan administration.. With an
estimated six million to eight
million more women ·than men
expected to vote In November, It's
obvious that neither party can
afford to Ignore women's Issues.

what the president would do If his

To close that gap, as a balaDcect·

would require 1) a stunning· In· ·

New Meigs -policies
have more flexibility
Under the proper clrcumstances, students of the Meigs Local
School District can attend a school other than thP one In their regular
attendance area.
This was the provision of a policy adopted by the Meigs Local
School District Board of Education Tuesday night provldlng more
flexlbillty In Jts regulations on what schools students attend.
Students had earlier been permitted, under certain condltlons to
attend, schools 1n the dlstrtct other than the one to which they were
assigned by their place of residence. However, It was required that
parents provide transportation !or such students.
Last nlght'saction changt'(\ that situation and the district may now ·
provide transportation for elementary students to o•her than their
regular.attendance school under these circumstances.
' 'l1le parents-guardian shall make application In writing using the
prescribed form to the principal of the school where the parent or
guardian wishes the cbtld or children to attend. The students will be
picked up and diiJPI)ed oil at a place of residence which shall be
desJgnated In the application. No bus will be rerouted to pick up or
drop off the students and no request will result in the overloading or
potential overloading of a bus, accordinl! to t~ new policy.
11le policy provides that the principal must give approval in
writing before the transfer Is made and the prlpclpal in doing this will
consider class size, and any other factors which are ~lent to the
transfer request and confer with the Director of Transportation
before making the tlnaJ deCision.
Appllcatlons must be made annually In the swnmer and the
parent -guardian will be notified beti'ro the school year starts of the
principal's decision. Approval for requests may be rescinded If .
circumstances or condltlorul warrant lt.
· The policy revision prOvides that lran8fers to other schools may
also be made If parents do provide the transgortation and the
appllcatlon Is approved.
