Congress given plan
to buy Wayne Forest

·I

COLUMBUS, Ohio (AP) Wayne National Forest supporters
hope Congress w1ll approve a $2
miWon proposal that would help fUl
tn the'blanks tn the forest 's map.
The forest Is scattered across
·Southeastern and eastern Ohio. Its
boundaries encompass 833,000
acres, but the U.S. Forest Service
owns only about 177,!XXJ.
That makes managing the forest
difficult, Said Lionel Lemery, dlstlict ranger for Wayne's Ironton
unit. In the Ironton unit, for
·example, the Forest Service owns
land parcels as large as S,!XXJ acres
and as small as 5.acres.
"We have very poor access. Most
of the ownership ls on the ridge tops.
Tile hollows - they are private.
Every time we want to obtain
access, we have to obtain a formal
right of way across private land;:
Lemery said.
Landowners usually don't llke to
grant those rights of way, so
foresters have to walk Into much of
the forest by c!rcuttous routes.
The proposal before Congress,
which calls for buying about 6,700
acres, Is part of an $8 bUllon
environmental measure to be
financed by taxes paid on hunting
and fishing gear and outdoor
recreation Items. Proponents give
the plan a 50-50 chance or passage. ·
Forest management also Is hampered because the precise locations

and thOse surveys depended on

The Democratic
er
Democrat
Party controversy
At last week's GOP national convention, Republicans by and large were
back to raillng against the Democratic House. And that represents
something of a change.
·
Not tbe crtticlsm, of course, just that they're again calltng the opposition
party bY the same name Democrats use.
·
RepubHcan leaders a few years ago set about to change the name to
"Democrat Party," and lor a while that·was all you ever heard.
Republicans talked about the Democrat-amtrolled House and the
Democrat administration of President Carter and the Democrat Party.
The general Idea they were trying to convey was that lliere, was nothing
democratic about the Democratic - er, Democrat- Party.
But now, judging from the rhetoric at the GOP convention, most
Republicans have given up on the rel\llflllllg project.
The GOP platfonn, which is very rough on Democrats ln other areas,
speaks of the "Democratic Party." When one delegate moved that all
references to Democratic be changed to Democrat to be COI)Sistent with
GOP usage, no less a conservative than Rep. Jack Kemp of New York
objected. ·
"The name of the party is the Democratic Party, and there's no point in
going out of our way to insult our frtends in the other party," KBTJp said.
President Reagan, once a Democrat himself, never really made the
switch to calling It the "Democrat Party."
So the old fonn was again used ln his acceptance s!ieech t9 the
convention although Reagan mostly just calls Democrats "they" and
"them," as ln: ''We could say they spend like (lrunken ~Ol'S, but that
WOUld be unfair to drunken sailors. Drunken saUol.'S spend their own
IIIOileY, ''
Not all Republicans have given up the language assault. After all, Kemp
will have togo after Democratic votes lfhelstoseekthepresldency 1n 1988,
but Barry Goldwater of Arizona won't. He's not running again and,
anyway, Goldwater always speaks his mlnd.
Goldwater, In his speech to the convention, lashed out against
"Den'locrat leadership" and even made I eteience to all wars Of the century
having begun under "Democrat admln!strations:"

Letter to editor .
.Tribute to Clara Lochary
It Is very dlftlcult to wrtte about
and give proper credit to a life long
frtend who has passed away.
Especially one who has played such
an Important part In teaching
niuslc, whowasahistortan, afrtend
and one dedicated to her church.
I called her Mrs. Grace Episcopal
Church of Pomeroy, Ohio, and the
name was most fitting. For aU her
years ln Pomeroy; she devoted so
muoh time as an organist, member
of the Vestry, and did practlcaUy
everything at one time or another In
church work. Whenever any partshloner had a sertous problem, she
was always present to comfort tlie
person and to assure hlm or her that
the church was sympathetic.
Her most Important contrtbution,
however, came at at a time when a
sertous church problem would
artse. Youc could always talk to
Clara and she would give you ihe
correct solution to the matter. She
always took a common sense
approach to any probletn which
seemed Insurmountable. She knew
· people backwards and forwards,

De~e.nding.NCAA champs edge Auburrt, 20-18

Including their genealogies. She has
seen many, many rectors In our
church come and go, and she kept ln
toUch with most of them. Sbe was on
a first name basis with ll'iany
Bishops and other high officials Of
the Episcopal Church.
She knew exactly where family
members of the church sat on
Sunday. such as the Norton fa !lilly,
the Ebersbach famly, Hart Stansbury, Wyatt Plantz and the Remlngtons. These were some of .the
old-timers In the church. She, of
course, knew where all the other
families sat also.
We will miss Clara Lochary, as
she was part of the foundation of the
church. Although the foundation of
the church has been weakened, and
as Mrs. Grace Episcopal Church
knows, the church will continue
without her physical presense. Her
spllit will remain with us forever.
She certainly will be missed by
everyone who knew and··assoclated
with her. God Bless her!
