Testimony ends in longwalling ·issue
ATHENS, Ohio (AP)..: An attorney representing a
southeastern Ohio citizens' group predicts that a
hearing on the safety of longwall mining wlll prompt
more lawsuits In the future .
"This is the beginning of major lltlgatlonchallenglng
the emerging technology of longwall mining In the
United States," said Robert Shostak, attorney for

Citizens Organized Against Longwalllng.The seven-member State Reclamation Board of
Review heard tivo days of testimony that wound up
Wednesday to determine whetherstateofficlalsacted
properly In approving the controversial mining
tecl111ique. More testimony will lie taken Feb. 4.

Ohio Coal to use longwall mining in the Meigs No.1and
2 mines and Raccoon Mine No. 3.
In Iongwall mining, coal is removed from the mine
byasheartngmachlnethatgrtndscoalfromthefaceof
a vein and advances along the vein toward the mine
opening. Mining companies say the method Is c heaper
than conventional tnlrllng and safer for tnlners, who
are proteCted under the machine's steel canopy.
The technique, however, has beencrtt!cized by some
southeastern 0hlo residents who say it causes the
surface above the mine to shift and subside. In the
longwall technique, the mine collapses behind the
shearing machine . .

Before Involving ourselves In the
question whether Mr. Donald Regan's proposals Involving the deductiblllty of state taxes are
desirable or not desirable, we might
pause to reflect on tlle Implicit
phDosophy of tax deductlbUity.
Our tax code, which Jimmy
Carter denounced as a " disgrace to
the human race," a phrase that Is a
disgrace to the English language,
seeks to do a lot of things. For one,
to encourage certain kinds of
activities: thus a contribution to the

Red Cross is tax deductible, and a
wealthy man ($!~},(XX) plus) who Is

paying 50 percent tax on the
marginal dollar Is In effect lnvolv·
lng the, Treasury in his phllan•
thropy. Because the gift to the Red
Cross Is deductible, so that, out of
pocket, it costs the taxpayer 90
cents and the Treasury 50 cents.
Another attempt !s made by the
tax code to tlgure out exactly what
an Individual's "adjusted " taxable
Income is. You begin by taking
deductions for your wife and

children. Your charities, as aboVe.
And the necessary overhead of your
business. For Instance, If you nm a
hamburger stand, you deduct the
cost of hamburger meat and
hamburger rolls.
Now the philosophical question
!s: Is It a cost of doing business, so to

The Treasury's new tax proposal represents a big change In tax policy
from what has prevailed over the past several decades.
It will be fairer, said Secretary Donald R.egan,ln that two people earning
equal amounts would pay roughly the same taxes. But fairness, in the
sense of equality of tax payments, has not always been the goal of tax
policy.
In fact. the present confusion of taxes that the new proposal seeks to end
was puflXlsely arranged fo give some taxpayers a break on their taxesprovided they invested in areas deemed desirable by government.
Tax policy was, and continues to be until Congress acts, a system' of
incentives to channel funds into a variety of economic and social projects,
including housing, oil exploration and machinery to improve productivity.
As expertise grew among those engaged in the tax-reduction business,
wha t som e would call abuses also grew.
Home-buying partnerships were arranged and structured in such a way
that the tax deductions exceeded investment.
Oil exploration schemes were developed that produced more deductions
than oil.
Tax·reduclng Investments in m achinery were made that did little to
make U.S. heavy industries more competitive with foreigners . Meanwhile,
service industries, which have been growing faster, were denied such
deductions.
Worker compensation was arranged so that large amounts of income
were delivered as untaxed benefits.

The federa l government's eHorts to put its books in balance by turning
over responsibilities to state and local government . became frustrated
when the latter raised their own taxes, which were thet) deducted from
federal income.
However the system evolved, its original philosophy was meant to direct
money into "desirable" private sector areas, thus improving the level of
business or social conditions.
But criticism grew quietly, one of the m ore cutting being that the United
States, despite disclaimers, had effectively instituted a national industrial
policy, or a system of centratiy directing the economy.
This criticism, alluded to by Regan, helps make the new proposals more

King, smiling at a press conference,
said he had not begun thinking about
HenderSon's contract.
"Maybe I should have thought
about It before we did this," King
said.
But with free-spending New York
owner George Steinbrenner in town,
there was little doubt Henderson.
who stole a record 130 bases in 1982,
would be patrolling center field in
Yankee Stadium next year.
Oakland· vice president Sandy
Alderson said the A's ''made this
transaction with reluctance."
But we were faced with certain
economic realities, given theoverall
composition of our ballclub, and the .

Los Angeles came close to landing
Henderson. But the Dodgers' offer

enough to get Henderson, who hit
.293 with 16 home runs, 58 runs
batted in and .81 stolen bases last
season. Henderson !s the only
major-league player to steal 100
bases 1n three seasons.

Born Sept. 4, 1914 in Salem
Township, she was the daughter of
the late Joseph and Emma Romine.
Mrs. Randolph was a homemaker; a member of Faith United .
Methodist Church; andamemberof
White Shrine of Jeruselum Yondato
Chapter 317 of the Order of the
E aste rn Star.
Survivors include two siste rs,
Martha Chapman and Edith Strong,
both of Dexter; and two brothers,
John Romine, Dayton, and William
Romine, Tampa, Fla.
She was preceded in death by her
husband, Carl Randolph.
Services will be held Friday
morning, 11 a .m., at the Egg)estonMeinert-Welsh Funeral Home,
Oregon, Ohio, (near Toledo ), with
burial in Restlawn Cemetery.
Friends may call at the funeral
home after 2 p.m. on Thursday.

Mrs. Gordon (Betty) Young, Asher,
Ky. and Mrs. Carl (Maureen) King,

great-greatchildren.
Funeral services will be held
Friday, 1:30 p.m. at the Foglesong
Funeral Home with the R ev.
Richard Carpenter officiating. Burial will beat Yonker Cemetery.
Calling hours are 6-9 p.m.
Thursday at the funeral home.

Schule r property on County Road 13
for a structure fire . A hot water
heater in the bathroom caught fire.
The fire was coniined to the
bathroom area and damage was
: minimal. At 12: 37p.m .,Racinewent
to East Letart for Ulla Strauss to
Veterans Memorial. Rutland took
Eugene Fink from his residence to
Pleasant Valley Hospital at 3:23
p.m. And at 3:48p.m., the Rutland
fire station was called to a truck fire
. In Rutland. Minor damage was
reported.

Judge Charles Knight of the Meigs
County Common Pleas Court has
ordered the reinstatement of a $2500
' bond for -Dwain Helton and dis·
· missed a bench warrant that had
been issued for the arrest of Helton
when hefaUed toappearfortriallast
Wednesday.
Helton's attorney had thought she
pad been given a continuance in the
inatter. She had sent the necessary
papers by mall but the documents
did not reach the judge prior to the
ttme the trial was to have begun.
Helton was brought back to Meigs
County In September for retrial and
was released on bond.

,corrupting a minor in 1982. At that
time, he was given a a one to three
