The leadership contests in Congress and beyond are an outgrowth of
frustration over the Democrats' inability to effectively chaliengeReagan's
program and offer clear alternatives. But th~ also reflect some of the
regional and Ideological splits that bedevil the party.
Senate Democrats were ready to offer their answer to the leadership
question at a caucus today at which Sen. Lawton Chiles of Flortda
chanenged Sen. Robert Byrd of West Virginia for the post of mlnortty
lea:(jer.
Byrd was an odds-on favorite for re-election to the post, but Chiles was
coDtldent that he would attract support on the secret ballot from senators
whO feel more dynamic leadership is needed to match the skills of Sen. Bob
Dole of Kansas, the new Republican Senate leader.
Chues argued that if the Democrats didn't replace their leadership to
reflect the changing dynamics of the nation, the party was doomed to
remain a minortty for many years to come. Byrd's strength was his
good-soldier approach to the job, his willingness to accommodate the needs
of senators and massage their considerable egos.

election results, but the Internal politics of the Senate. While generally
regarded as a moderately conServative Democrat, Chiles was likely to
benefit from liberal opposition to Byrd.

Far different was the thrashing about in search of a party chairman to
replace Charles T. Manatt, who held the post through Reagan's first term.
This weekend, Democratic governors and party officials plan to get
together in Kansas City, Mo., and try to agree on a candidate.
What started out as a reasonable enough effort on the part of,someof the
younger Democrat!£ governors to play a greater role in the na!(onal party
is turning into an embarrassment.
Led by Charles Robb of Virginia and Bruce Babbitt of Arizona, the
governors had no problem coming up with a description of their idea of a
good party chairman. They started running Into problems when they trted
recruiting candidates to meet Its specifications.
Names were floated and most quickly swam in the opposite direction.
Among the first were Govs. Scott Matheson of Utah and James Hunt of
No):th Carolina, both soon to leave office. They quickly declined.
Meanwhile, the Democratic activists who are actively campaigning for
the: job were left In the uncomfortable position of watching party officials
thrash about in search of someone better to enter the race.
That would be an unwanted handicap If one of them ended up as the new
chairman.

Having dealt with the Meigs
Cotdlty Humane Society, I am
aware that lor a period of time it
waS: difficult to see any improvements at the county pound, which is
so~y In need of major changes in
Its -eperatlon. I was delighted this
past· year to learn the county no
longer dealt with a dog butcher who
was: paid by the county to kill dogs
and· take away any llve dogs he
walited to resell for research. The
breaking of ties with his animal
de~r was a major step towards

improving animal control in the
county.
I would also hope the county
commissioners would act to make
necessary changes to see that
incidents such as those described in
the recent newspaper article are
also halted. Everyone is aware that
Meigs County does not have the
. funds to construct a new pound, but
i1 is our hope efforts will be made in
the very near future to secure
federal funds for such a project.
It takes little time to write a grant
proposal and all one can do Is ask
and hope the government sees the
need for fundlng a project in your
county.
In the meantime, we certainly
hope good relations with the Meigs
County Humane Society will continue . and the stop gap measures
will take place Immediately to halt

Pork-barrel projects
WASffiNGTON -In their futlle
grappllngs with the deficit,
members of Congress have always
found tt simpler to raise more taxes
than to reduce federal
expenditures.
For Congress Is in the business of
divvying up vast benefactions. As
the last adlournrnent drew nigh, the
memilers forgot their speeches on
fiscal responsibility and the Capitol
became, as one observer put It, a
"pig pen" where· congressmen
clambered over one another to load
down the budget with pork-barrel
prolects. ·
They simply refused to expend
political capital or take political
risks for economic stability - If It
meant depriving the home folks of
some special benefit or tangling
with some determined special·
interest group.
Certainly, the most painless way
to decelerate federal spending and
brtng the deficit down to earth
would be to eliminate extravagances and Inefficiencies.
· This, clearly, Is what the voters
want their elected representatives
to do. A private poll, taken by the

White House, found that "eight out
of every 10 people" favor President
Reagan's Idea "to reduce the
number of federal employees and
cut waste and fraud In government
rather than increase taxes in order
to balance the budget."
What's more, a presidential
commission of business efficiency
experts, headed by industrialist J .
Peter Grade, found plenty of waste
that can he cut I have teamed up
with Grace to get his proposals
adopted .
These reforms are aimed not at
necessities Intended for the needy,
not at basic programs for Middle
America that are· firmly en·
trenched, but at wasteful management, unintended benefits tolnellgl·
ble receivers, small freebies for
people not In need, preferential
treatment for special groups - all
of which mount up to the billions
that spell the difference between
getting control of the publlc debt or
falling into Its grtp.
Yet every economy that Grace
advocates stirs up a hornets' nest of
bureaucratic resistance. The bu·

The president's 1982 "new federalism" proposal would have shifted

showed that the annual cost would
have been $43.4 billion. Thus the
states would have been forced to
raise taxes by an average of more
than 8.8 percent to make up the
shortfall.

when all he really wants to do is stop

This week's never ending travels
led me across the local countryside
and Into three different gymnasiums, where I spent m ost of the day
on Saturday. F1rst, It was time to
rise and shine for my junior high
basketball practice at Tuppers
P lainS from 9: 30 to 11:30 a.m.,
followed by a r ace against the clock
and a second cross-country journey
back , to Grandma's house for our
weekly home-cooked meal that no
one. in the family ever misses
voluntarily. "The Wolfe Boys,"
three or sometimes four generations deep, m a ke Grandma's homecooking their first prtortty every
Saturday at noon. One doesn't dare
be late!
After swiftly tnhallng everything
tha t was left (Unfortunately I was
five minutes late), I ran through the
shower and back into my clothes for

From start to finish, about 14
houts and a couple hundred miles
later , I finally exchanged the
hardwood bleachers for my not so
soft, but comfortable bed.
My poor Buick was tired too. It
often growls with aches and pa ins,
but (knock on wood) so far it has
ke pt on ticking. A 1980 model with
nearly 80,1XXJ miles on It tells you
where I spend much of my time:
"On the Road Again?" Well, I

coverage. A neighbor to the property reported the blaze.

1 cup graham cracker crumb, 2
tbsp. sugar, 3 tbsp. margarine,
melted.
3-8 ounce pkgs. cream cheese,
softened, 114 cups packed dark
brownsugar, 2tbsp. flour,3eggs,1'h
tsp. vanilla, and 'h cup chopped

pecans.
Combine the crumbs, sugar and
margarlne,pressinto the bottom of
a nJne.inch sprtngform pan. Bake at
350 degrees for 10 minutes.
Combine cream cheese, sugar
and flour, mixing at medium speed
with an electrtc m[xer until well
blended. Add eggs, one at a time,
mixing well after each addition.
Blend in vanilla, stir In pecans. and
pour the mixture over the crust.
Bake at450degres10mlnutes.Then
reduce the oven to 250 degrees and
continue baking for :ll minutes.
Loosen the cake from the rim of
the pan, cool before removing from

Shopping for live Christmas tree?

On many folks' shopping list this
time of year Is a Christmas tree.
Shopping for a Christmas tree In
Southeast Ohio can be a fun family
experience as you visit a local tree
fa rm or business that sells trees.
Before you go shopping for a
Christmas tree, decide when you're
going to display it. Do you have
space for a stately fir - or for a
shorter, fuller tree such as a pine?
According to the U.S. Department of Agriculture, the Scotch
pine is the most popular Christmas
tree, probably because It holds Its
needles longer than most others.

Most varieties of Scotch pine
have bushy branches and long
needles that grow In clusters of two.
The second most poPUlar Christmas tree Is the Douglas fir, with
short, soft needles that are attached
all around the twig.
The third In popularity Is the
Balsam fir, with s)lort, rounded
needles and twigs that grow at right
angles to the branc hes so they look
like crosses. Other favorites Include
Eastern red cedar, spruce, and red

Once you decide on what kind of
tree you want, then start looking
over the selection . Buy the tree In
an open space with good lighting.
To be sure the tree is fresh , run

into Its Indoor stand, cut an Inch or
two off the butt end This fresh cut
will allow the tree to take up water
more readily. Fill the tree stand
with water to help prevent needle
drop.
You have to keep adding to the
water while the tree Is Indoors.
Fresh trees take up water at a very
fast rate. Check the water level two
hours after setting up the tree. Then
check the "'ater level at least once
dally to make sure It's above the
bottom of the tree's trunk. Sometimes cut trees take up a quart or
more water dally .

cracks, and take care not to
