Law of broken
A broken presidential promise Is
defined as a promlse made to the
liberal camp of American voters.
Or had you noticed thilt?
It is hard to pick up an editorial
page In America or to listen to a
Democratic speech without running Into the hectoring of Ronald
Reagan on the matter of the
unbalanced budget. Sure, an unbalanced budget became a Social
Dereliction Only when Reagan
became president. But never mind
that the sanctity of a balanced ·
budget Is ·associated with the
Republican Party, It is the Democrats from whom we have jeremiads against an unbalanced budget,
and flllbusters against a constitutional amendment to prohibit an
unbalanced budget
·
But dwell now more generally on

what promises Mr. Reagan's critIcs care about. During the presidential campaign, Mr. Reagan promIsed to raise the defense budget by
seven percent It is widely speculated that Reaganlsgoingtocave ln
on that promise l)ut the only people
we hear ·from objecting to that
broken promise Is the secretary of
defense, and maybe the people who
make tanks.
Four years ago, candidate Reagan promlsed to abolish the Department of Education and the Department of Energy, saying that much
that the Department of Energy
does that Is useful could be done,
without wrecking the beautiful
architecture of government by, oh,
· the Department of the Interior.
Where is the pressure on Reagan to
get on with It?

Soutb was a little aggressive to
jump right to five clubs, but he was
playing percentages. First of all, he
mipt make five clubs. Second, even
if he couldn't make it, maybe the nonvulnerable opponents would be
tempted to take a save. That last little bit of psychology did not work the opponents quietly passed to the
final contract, and now it was up to
declarer to carry the ball. Sad to say,
he fumbled on first down.

king of spades and ruffed a heart to

played, low from West, and dummy' s
jack won the trick. But dummy had

win the jack in dummy, He will now
be able to trump a heart back to his
hand and to lead diamonds again, thus
making the contract.

Although the hand requires a Jot of
luck to. come home (three cards have
to be located favorably), Soutb should
have timed his play for success. After
the opening lead, he should play only
one or two hip trumps before leading
toward the. spade king. Then, when
