: it's

tough enough dealing witb the Soviet Union, but the Reagan
admlnlstradon has tbe added burden ofnegodatlngwitb Itself, tbe Western·
allies and tbe news media.
: In less tban two weeks, Secretary of State George Shultz Is to sit down
across tbe bargaining table from Soviet Foreign Minister Andrei
Gromyko. Their meeting could set tbe agenda for reducing nuclear
w~:apons- or, If It taUs, extend the year-long suspension In arms control
talks.
: the consequences could be horrific. Both sides are ready to break ol!t
new and devastating weapons. Both are spending wildly on defense. Wlth
technology on the march, the nuclear fuse Is getting shorter.
: Consldertng the stakes, President Reagan and his senior adylsers have
e!)Oilgh on their hands deciding what Shultz should say to Granyko and
what he sbould not say. But they have made tbe job harder on themselves
\lY trylpg tp be both tough and flexible In public.
• Most of the trouble revolves around the controversial "Star Wars"
project. It portends a major shift ln U.S. nuclear strategy from deterrence
b8sed on offensive nuclear weapons to being able to shoot down Incoming
Sbv1etrnlsslles.
·
;With Americans and Europeans conditioned since World War II to think
cine way about a~rtlng nuclear war, the Strategic Defense lnitiatlve - the
~lpl name for Star Wars - has raised questions ln this country and
arudet1es across the Atlantic, where the ames are protected by the U.S.
auelear umbrella.
· :Knowing that Gromyko's prtncipal goal in Geneva will be to sidetrack .
S!ar Wars and to )>lock the testing of U.S. anti-satellite weap<lns, tbe
Reagan administration wants to make sure It has the American public and
tlje allles on Its side.
: The result has been a hard-sell campaign. Officials are describing the$26
l}llllon research program as both lndlspensable and humane. Defense
Secretary Caspar Weinberger got so earned away recently he dismissed
ihe current strategy of "mutual terror" as Hawed, odd, simplistic and a
faUure.
:That's not what the Europeans think.
;Prime Minister Maragaret Thatcher, viSiting last weekend with
P,resldent Reagan, said It had kept the peace for nearly 40 years.
:·:She left with a commitment from Reagan that any weapons deployment
In outer space would come only after negotiations with the Soviets.
: At the same time, Mrs. Thatcher suggested rather strenuously tbat tbe
media had got lt all wrong In saying she had qual!ns about S!.;lr Wars.
.Actually, Mrs. Thatcher said, "It's right togoaheadwtththeresearch"
slhce the Soviets were busily working on missile defenses•.
Apart from tracking the British leader's position, the media were having
~nough of a problem Unlng Weinberger up wtth Robert C. McFarlane, the
White House national security adviser.
Knowing the onus of failure In Geneva probably would tall on tbe side
that appeared to be Intractable, McFarlane said theUnlted States would be
open to "tradeoffs" In the que5t for an agreement.
:Reporters pressed him to say whether Star Wars might be traded oft.
:"Our research program and our Intentions for It ·have to be on the table
and a matter for discussion and agreement and negotiation between us, ..
tie )ald. "And they surely will be."
; Back went Weinberger before the public. Appeartng on television last
S!mday he sald Reagan would not agree to trading away tbe space defense
plan. "It offers too much hope," Weinberger said. "It's the only thing that
offers ll!IY real hOpe to tbe world. And he will not give that up."
McFarlane, appearing on another TV program, fell Into step. Asked
whether the United States was considering "negotiating away" Star Wars,
lie .said, "Well, we think that that Is not the way to go."
; Mt this probably means Star Wars has special prlortty.ln the Reagan
~dr;ntntstradon, but that It's not 11. good Idea to Imply the United States
wuuld let anything stand ln tbe way of a genuine arms control agreement
with tbe Russians.

Prellmlnary Indications _are that
the answer Is, Yes, and this Is 110,-of

by no means follows that the

Eastern gained the championship

managed to stay in front due to some

clutch free throw shooting down the
stretch.
Eichinger was forced to do
without the Eagles three sport star
Athlete Royce BlsseU who Is
sldeUned for some two weeks with a
lung Infection but received a well
balanced scoring attack from his
five underclassmen starters which
consisted of two freshmen, two

Was this Clu1stmas a Clu1stmas to remember? Do you or your
family feel "This was the best yet?" Maybe It was Just another
quistmas, not good or not bad. That first Clu1stmas when a chlld
was born in a stable was a very special Christmas for aU mankind. _
However, If you had been there, you may have felt II was Just another
night, another day, aootber birth. If you had heard the Shephenl's •
story, you may have given lttUe thought to It being special. You may
have thought II was just a dream those shepherds had. Wbether 1984
was a Clu1stmlls to remember or not Ills riow past. What we could
have made It or did make II Is now history. Christmas 1984 Is
memory.
New Year 1!Rils a book of.unmarked pages. It Is history as ~t .

the future something special. II can be a memorable year or Just
more of the same. It Is up to us. What wUllt be?
As we look back at our life or famUy hisiory, we can point to
memorable years. Who Is to say that 1985 can not be one of those
memorable yean, for us and our families? We have the chance tO
make It a special year. All we really need do Is invite God to guide us
and lead us. He can help us to be a friend to famUy, nelghboc, and
stranaer aUke. As Wl' are of service to God and man, we forget to be
selfish and self-a!lltered in our outloojl. Where we Uve and work can.
be what we mala! it. Let us help In our family, our neighborhood, our ·
