WASHINGTON (AP) - ·Money Is the topic In
Congress this week as legislators by to patch together
a compromise budget plan and begin their final push to
repeal a law requiring the .withholding of taxes from
Interest and dividends.
In addition, the Senate may reconsider votes It took
last week 10 llmlt senators' outside .Income.
Budget negotiators from the House and Senate were
resllmi!lg bargaining today on domestic spending,
revenues and defense In an effort to resolve the
dlfferenees between budgets that have been adopted
by each chamber.
Duling three days of meetings last week the
conferees set out their negotiating positions for the
hard bargaining tllat Is expected this week.
So far, the negotiators have compromised on a
variety of domestic programs Involving agriculture.
energy, science, and transportation .
Overall, $5.2 billion moret!laJI President Reagan has
reconunended would be made available for the
programs. But the figure Is likely to go much higher as
the negotiatorS move on to education and health
programs this week.
In addition. the negotiators have agreed to set aside
up to $10 bllllon In a "contingency fund" for recession
relief programs.
Meanwhile, the final drive Is beginning to repeal the
law- due to take effect July 1- that wou ld allow the .
withholding of 10 percent ot Interest and·dividends.
Both houses. under pressure from tile banking

1982law, but with different provisions.
When the Senate takes up withholding late Tuesday
or on Wednesday, It will have two options: accept a
HollSe'passed bill that does nothing bul repeal

and camping at the old ferry said
they heard a v ehicle arrive around
1:40 a.m. at the ferry landing. The

and traveled back up to SR 338.

Businesses remain
skittish on expansion .
Consumer confidence is up and retailers' sales are rising, but business
spending plans for expansion and modernization have shrunk from the
depressed levels of a year ago.

The Commerce Department said this past week that plans to spend for
new plant and equipment are down 3.1 percent this year after falling 5.5
percent In 1982. Last year's decline in capita l spending was the first since
1975.
"I'm surprised the numbers are as weak as they are," said Burion .
