about reappointing to a third term
the !50-year-old Evans, recently

During the bitter and protracted

An effort to tax
his concentration
"! never notice drafts, smoke or dust," Alan Cranston once said. "II you
do that, you're not concentrating."
Cranston's current project, capturing the Democratic nomination for
president In 1984, will tax even his powers of concentration.
The California sena tor has made Impressive strides since entet1ng the
race, notably by handing front-runner Walter Mondale an embarasstng
defeat In a Wisconsin straw vote.
His victory In the nonbinding poD at the state Democratic convention In
MUwaukee June 10 helped him gain recognltlon, and he says lt has helped
In lund-raising.
"I have never found it quite so easy to phone people and not be told that
they are out to lunch," he told reporters last week.
Cranston also won a straw vote at his home-state Democratic convention
earUer this year, came In an unexpected secOnd to iormer Vlce President
Mondale In a ·similar poD In Massachusetts and won an Alabama Young
Democrats poll In a slim turnout last weekend.
But his supporters concede none of this will necessarUy mean a thing
when the straw votes give way to delegate votes next year.
"It's wonderful, It's sweet, we won, but It didn't even give us one
delegate," said VIctor Kamber, a consultant to the Cranston campaign,
alter the Wisconsin poll.
Cranston's surge obviously stung Mondale, prompting hlm to announce
he would give "first priority" to a nuclear weapons freeze, the Issue
Cra nston has built his campaign around. But Mondale still ren;~alns the
clear front-runner.
The Catlfornlan's new strength probably had more of an effect on !be
other two leading candidates- damaging Sen. Gary Hart of Colorado a nd
giving a n unearned boost to Sen. John Glenn ol Ohio.
Cranston· told reporters he sees Mondale, Glenn and himself as the
"three top contenders now" but does not expect a nyone (o drop out ol the
race before next year.
·
' Kamber, when asked how seriously Hart had been hurt , said, "A lot. He
has a continuing credibility problem."
Kamber also conceded that Cranston and his supporters have their work
cut out to "keep demonstrating that we are real."
The doubts of some Democrats that Cranston Is "real" - that Is, that he
has the stuff to wrest the White House !rom the Republicans- continue to
dog his campaign. That's where · the benefit to Glenn comes ln. The
'argument goes that what weakens Mondale Is bound to help the former
astronaut, whom these Democrats see as having the warmth and
popularity to lead the party back Into power.
Skepticism about Cranston's chances to he a winner also stand In the way
of the AFL-CJO endorsement he covets. The labor organization plans an
effort In December to rally around a chosen candidate for the Democratic
:pom!natlon.

Berry's World

batik holding companies, !Jecause
of lt.s au~ Improper fQretgn
currency exchange practices.
SlmUarly, Evans has been a
champion of the smaU Investors
who are Increasingly vultlerable to
fraud In the financial marketplace
because the commission, under the
direction of Chairman Jo)ln S. R.
Shad, has· used the guise Of
deregulation to methodtcally ~
emphasize oversight of corporoate
abuses.
"I am not a representative of big
business," a defensive Shad recently told one Interviewer. But the
former vice chalrmanof E .F . Hutton & Co. clearly does not share
Evans' concern about illegal and
unethical corporate behavior.
Indeed, Shad has been quietly but
zealously promoting his own candidate to replace Evans. The chairman's choice ts Charles C. Cox,
hand-picked by Shad earlier to tlll
the specifically created post ot chief
economist at the SEC.
Cox, however, Is an academician
(he formerly taught at Texas A&M
University and Ohto State University) who has no prior experience In
securities Industry regulation. Two
Reagan appointees . to the SEC
reportedly have warned the White
House that his seleetion would be
disastrous.
To the dismay of the securities
Industry, Evans also Is an enhthuslastlc believer In a true free-market
economy. For Instance, he led the
campaign within !he SEC to ·
eliminate llxed·ra!e commission
scales for securities transactions thus eliminating a blatantly anticompetitive practice.

mUttary str!ltegtsts have a recurring nightmare that comes clpser to
re~llty with every passing day. It
has IQ do with Iran, which
dominates the Persian Gulf. The
latter Is the heart that pumps the
Middle East's oil to the Industrial
nations of tbe West.
Here's the "worst-case scenario"
that has the strategists shuddering:
The 84-year-old Iranian ruler,
Ayatollah Ruhollah Khomelnl, flnaUy succumbs to the ravages of
age. His death plunges Iran Into
chaos.
The most disciplined underground group ·- the communist
Tudeh party - set!l up a government and calls upon the Soviet
Union to help stablllze the country.
Within days, Russian tanks surge
across the Araxes River Into
northwestern Iran. From Soviet
Turkmenia and Afghanistan In the
northeast other Red Army columns

race for the Strait of Hormuz- the
narrow channels through which the
oil tankers must pass.
· Now tbe nightmare Is just
beginning. President Reagan cannot permit tl!e Russians to grab
control of the tree world's oil.
Indeed, Washington has already
served notice that U.S. forces will
defend our "vital Interests" In the
Persian Gulf area. But conventlonallorces couldn't possibly stop
the Soviet onslaught This could be
accomplished only with nuclear
weapons.
How real ts this strategic nightmare? Would the Kremlin dare to
risk World War III even lor the
prize or Persian Gult oil? Consider
these points, which have been
raised In Pentagon strategy
sessions:
-The Soviets enacted a similar
scenario In Afghanistan. In a secret
analysis, the Joint Chiefs of Staff

Ohio Bell is asking to increase local se!Vice rates because it now
costs more than $25 a month to provide basic residence service, but
the Company is collecting only abou~ $12 a month lor this service.
The difference has traditionally been made up by a subsidy from long
distance and other discretionary services , but these sources are rapidly
disappearing.
The introduction of competition in the telephone industry and
changes in public policy over the past 15 years have brought about the
reorganization of the Bell System. This reorganization resulting in the
divestiture of Ohio Bell and 21 other Bell telephone companies from AT&T,
scheduled for January 1, 19&4, has put a deadline on the need for replacing
the revenue lost through the elimination of this historical subsidy.

RESIDENCE SERVICE
The increases proposed in rtonthly rates for residence customers.
for 1-party unlimited, 2-party wilimited, 1-party message, 2-party message
and 1-party measured rate service access lines are shown below. Monthly
usage allowances and the charge for additional local messages over the
allowances for message service will not be changed, nor will the time
