Recovery:
what is it?
Ecooomlc recovery is shaping up as a IJvely issue for !he 198\1 eJections.
Those in power say recovery ls fn bloom. Thooe seeking the power ask
"what recovery?" But a better question may be what Is a recovery?
There is llttle question that the nattonaJ ecooomy ls reiJoundtng after the
severe recessiOn of 1981-1!2. Most of !he economic indicators are up, and
unemployment ls slowly falllng.
The recession ended oft!clally last November and since then the
economy has been expanding at a surprising pace. The econcmy grew at a
startling rate of 8.7 percent in tlle S€COI!d quarter of 1983.
Retall sales are up. Consumer spending is showing entlluslasm again.
New car sales give the greatest hope, up 37.1 percent fn the last 10daysof
July, which translates_into a 7.5 mllllon<ar year.
A number of economists have said the recovery Is unusually strong tor
therelx>und phase of a business cycle. Thegrowtblssodramaticthatsome
people wonder if it can be real.
Some of the signs of improvement point also to problems. In December
joblessness reached 10.8 percent, !he highest since the end of !he Great
Depression. By June it dropped nearly a tu11 percentage point.
But the 10 percent unemployment for June translates into 11.2 million
people stlll without work. And as President Reagan has been bearing
lately, that leaves a lot of people, who ordinarlly wruld beself-sustafnJng,
at the mercy of government services.
State and local o!ficials have been complalnfng for more !hail a year
that, even if the recession ls gone, tlle effects are oot
·
"We stlll have over 600,00J people unemployed," Gov. James Blanchard
of Michigan sald fn response to a survey by The Associated Press before
last week's governors convention. He sald lt will be years before the
damage to his state's economy Is repaired.
Witnesses at congressional hearings have clalmed that !here are as
many as 2 rnllllon Americans whOse only homes are locBIIy maintained
shelters or temporary quarters provided by prtvate charltles.
The General Accounting Office found !he number seeking food
assl!!tance frQm government and private sources Is rising sharply.
President Reagan appointed a task force to recommend solutions.
Every public Interest group !hat has met so far t111s year ·- from
governors to mayors to county commissioners - called tor spedill
recession relief. AI least 32 slates raised taxes and cut servlces, or both,
over tlle past two years because of falling revenues.
Ecooomlst Alan Greenspan, a conservative who was chief economic
adviser to former President Ford, told !he governors It may take a year or
two for taxes paid by !he lucky few going hack to work to be of much help
for either federal, state or local govenunents.
He said low govenunent Income ls drlvfng up federal deficits, which 1s
hOlding up interest rates, which w1ll stall !he nattonaJ recovery by next
year, which w1ll make lt even longer before all t11ose rosy national

Hunger in America_______L_owe_:_:_::_:_:_u....:.:.~-=-ins::£:e=u
· President Reagan is now ap, pointtng a blue ribbon commission
on Hunger In America. If tlle purpose Is to define hunger, he merely
has to turn to the nearest dictionary
which w1ll tell hlm that hunger ls an
urgent need for food. If he wishes tD
know where lt exists, he only has tO
look out tlle Oval Office window or
at any otller place ln Amerl~a
where 34 mllllon people are living
below the poverty level. If he wants
to do somelhfng about lt, he will
certalnly not follow tlle present admfnlstratton plan to chop $1 bfillon
from the food stamp budget and
curtail cheese distribution to !he
poor.
In such a luxurious place as !he
White House !here Is certainly a
dictionary the Hunger Commission
can use so there is !10 need to pursue
that purpose further. As to where
hunger exists, they will ftnd it almost within groaning distance of
tlle White House itself. James Res!Dn, a nationally syndicated columnist, devoted an enUre colunm
recently to hunger in Washlngton,
D.C. Perhaps Reston could be a witness before tlle Commission. Perhaps he would tell them of
conditions right ln !heir back yard
that disputes the optimistic Impression !he admlnlstration has been
tcyfng so hard tlle last year to sen to
Ill, nation. A president insulated
from the grim facts of life by wealIll
and luxury, who has JlUI110Sely
bllnded himself to !he conditions of
tlle poor for more !han two years, Is
unlikely to name !he hungry and
poor to the Commission. They are
part of tlle great unwashed who
have liO pm:t. In tlleir government
other than to be convinced to vote
right That ls !he motive tor !he
present governmental concern!
John L. Block, Secretary of Agriculture, opened the food scam witll
. a carefully orchestrated trip
tllrough a Maryland supennarket.
Followed by an army ot newsmen
and TV cameras, he and hls wife,
Sue, sought tD convince !he American people that !he rigid food stamp
guldellnes of up to $91 per week for
a family o1 four provided a satisfactory diet. The Blocks were annec1

with a shopping llst prepared by the
Department of Agriculture and
filled a grocery cart witll such staples as white bread, processed ,
cheese, saltines, bologna, non-fat
dry mill< and com meal. Their bill
came to $54.14 on which t11ey vowed
to llve for a week. Whether !hey did
or not only the Block family knows
for sure but to expect a mllllonaJre
hog farmer from Dllnols to Uve for a
week on bologna exceeds the limit
of credibility. '
This is !he richest and most powerful country fn tlle world and to
calmly accept the tact that 34 million of our people live below !he poverty level Is a nattonal disgrace.
There are secttons where hunger ls
rampant and tlle meal or so a day
furnished by charitable organizations is the difference between llfe
and deatll. For !he last couple of
years !he poor and !he old have
been able to somewhat ease the
hunger pangs witll free cheese
from government storage warehouses. For yPars the warebouses
have been bulging witll dairy products bought by the Department of

Agriculture to support th'~~rice of
mill< at rldlclilously higb levels. The
prlnctpal benetlciartes of the support program are the large dairy
farmers who continuously overproduce, knowing that dumb old
Uncle Sam w1IJ buy the surplus.
Whlle millions of tons of cheese and
dry milk are spelling fn government storage, free distribution ls
being curtailed because !he dairy
food fnduslrles claim thefreedistrlbuUon is cutting intD their retail
sales. No, Vl.rginlil, !here 1s no
Santa Claus or government conscience either!
Now tllere is to be a non·parttsan
presidential commission to study
hunger asH !hat ls a condition that
can be held in abeyance while a
group of well fed members delay
one presidential declslon for
months. The appointment of a commission is an old presidential
dodge. 11 means the executive
branch ls unable or doesn't want to
come to grips with t11e problem. It
is the tlme-bonored way the presidents have for passing the buck.
Delay tlle solution long enough

IIIII!

maybe !he problem w111 go

of tlle old and poor to die of malnu·
irltion or grow so weak !hey will be
unable to complain. The new commission ls only one fn a long string
of commissions to which the president has passed the buck the last ·
twoyears.
