Political issues were laid to the side Tuesday when
Ohio's Governor Rlchard Celeste visited the Meigs
Colunty Fair-the first time'in many years that a state
governor had been at a local fair .
Arriving about 9: :ll a.m., Governor Celeste, on hand
to dedicate a new stage on the fairgrounds, visited
briefly with various residents present for his visit. He
then moved onto the new stage along with other
dignatarles for theofflclal dedication of the new stage.
Governor Celeste avoided all political subjects
stressing in his talk the beauty of the Rock Springs
Fairgrounds, second to none ln the state, and the
Importance of the county fairs across Ohio tn
encouraging agriculture . which he stated is the
backbone of the economy in Ohio. The Governor
commended Representative Jolynn Boster for her
persistence in carrying out the duties of her office.
Following the short, but effective program, Celeste
stayed on the fairgrounds unto after 11 a.m: vieWing
various activities and exhibits.

Pioneer and Historical Society, presented Celeste with

receiving tile hook, Gov. Celeste said he was looking

There are slmllaritles between the current tax repeal campaign and the
. one 11 years ago in which Ohioans voted to keep their first-ever state
income tax.
The ultimate hope of Democratic Gov. Richard Celeste and a coaJJtionof
businesses and labor groups siding with him, called the Committee for
Ohio, is that the outcome this year will be the same.
FoiTner Democratic Gov. John J . Gilllgan, who had given the state its
first income tax on Jan. 1, 19'72, had It challenged by a group of GOP
lawmakers at the polls 11 months later. The public voted 2·1 to keep it.
Celeste, whO took office in January, is in the same boat Gilllgan was, and
this time a group of Republican conservatives is seeking to void the first
increase in the Gilllgan tax.
That's where the slmllaritles seem to end.
Gllllgan got out and campaigned for his tax. He even engaged in a public
debate In Dayton wlth Rep. RObert E . Netzley, R-Laura,. the salty
conservative from Miami County who was trying to run a media carnpalgo
on a sboestrtng and needed the exposure.
John C. Mahaney, retail merchants' lobbyist and founder of the
Committee for Ohio, Is asking Celeste to stay in the background and let the
committee, which hopes to raise $1.5 mllllon, handle the campaign.
Celeste apparently will comply.
Mahaney got Started by convincing Republican Howard Collier, budget
director under ex-Gov. James A. Rhodes, to accept the Committee For
Ohio chalnnanshlp.
;· Mahaney, whose retailers' group also fought to keep the original tax,
:· said he sees a big difference this time because of the people and resources
;. involved in the repeal effort.
.· "Those people pushing this are much better organized and will have
· more money. Tom Van Meter is one of the best politicians at the state,"
:: Mahaney said.
, ·: His reference was to the former state senator from Ashland whose
:: consulting firm is handling strategy and media for Ohioans to Stop

.· Collier agreed, saying Van Meter is one of the best organizers and

· The Ohioans for Fair Taxation of 1972 had to sell the issue of having an
income tax and didn't concern itself with the level of the tax, Sealy said. He
said the committee arranged thOusands of meetings around the state to

Sealy said he couldn't recall how much money the anti-repeal group
: spent that year, but "It was nothing close to $1 mllllon."

new to be said about Churchill? So
did I. He had been my hero when I
was a teenager, and I still have an
entire shelf of books by and about
him . l thought r knew the whole
Churchillian C31\0n by heart. Yet,
MancJiester manages to surprise
me on almost every page.
This volume takes the great
man's story from his birth In 1874
(prematurely- or had his parents

low point in his career. Not yet 58,
he had lost a modest fortune in the
crash of '29, was denied a Cabinet
post in the Ccnservatlve&lt;lominated

inclined to think that this may

An oil and gas operator, Mr.
Warner was born at Harrisonville,

member of the Zion Church of

S. Army), he belonged to Drew
Webster Post 39, American Legion,
Pomeroy. He was also a member of
Harrisonville Masonlc Lodge and
the Harrisonville Chapter, Order of
Eastern Star.

Children's group seeks full funding

,The Meigs County Alllance for Children has called
on the Meigs County Conunlssloners and the Meigs
County Welfare Department to Implement and
Perform to the full extent of the law aU mandates
pertalntng to children's services and to spend to the
extent possible, au funds allocated for the services.
The request was made In a certified letter to the
Meigs County Commissioners, sent Wednesday
evening. The action came after commissioners and
welfare director, Mike Swisher, refused to meet with
the organization Wednesday to discuss children's
services problems,
According to a letter signed by David Koblentz,
president of the Meigs County Commissioners,
commissioners were disturbed about newspaper
articles which appeared In the Columbus Citizen
Journal and The Daily Sentinel earlier this month
regarding the dissatisfaction of the Alllance for
Children with children's services In the county. .
The let~. In part, reads:
"This Is to advise that the Meigs County
Commissioners and the Meigs County Welfare

programs.
"We shall welcome your monitoring our progress" .
Following the meeting Wednesday, the Alliance for
Children Issued a statement and a letter In regard to
the !allure to the conunlssloners and the welfa:e
director to attend the meeting.
An officer of the alliance, Dr. James Witherell said
this morning he feels the commissioners are
addressing the wrong Issue, and, that there should
have been no repercussions on any of the newspaper
reports since the alliance had compiled Its report ·
which· was public Information. The Alliance says that
some $75,00! which should .h ave been spent In Meigs
County on children's services In 1982 was unused and
returned to the State of Ohio. It contends those funds
would have been passed on to for an expenditure by
another county.
The Alliance statement Issued this morning
following the meeting--without the commissioners
and welfare director yesterday--states, In part:
"This meeting was scheduled to dl.scilss the Issues
and the recommendations presented the commission-

ers on July 21. On Monday of tills week, we received a
letter from the commissioners expressing their
disappointment about conunents made In the press
and Informing us that they and the welfare director
would not be attending our meeting.
"We are deeply disappointed that they have chosen
not to participate at !his time. However, the major
Issues remain unchanged. We believe those Issues
are:
"Abused , neglected and dependeht children are In
pain.
.
" The State of Ohio mandates services for these
children.
"The State provides funds for these services.
"The county welfare department Is to utilize these
funds to provide services and has not adequately done
so.
"The welfare department director ts empioyed by
the Meigs County Conunissloners and therefore, the
commissioners are ultbnately responsible for the
delivery of the mandated seivtces.

Galveston as the hurricane hit shore. Just off
Galveston Isllind, reconnaissance planes reported
maximum sustained winds near 115 mph as the
hurrtcane's center moved Inland.

71-year-old female at her hOme," said Stanley Curtis,
an ambulance dispatcher with Houston Fire
Department.
