WASHINGTON (API - Faced with President Reagan's veto threats
a nd the prospect o! a government shutdown, congressional negotiators
have eliminated billions o! dollars in aid lor the jobless from a n emergency
spending bill.
But while the conferees went along with the president on jobs provisions,
they dealt another blow to his plans lor the MX missile by refusing to
approve $988 million to buy the first live weapons.
Congressiona l leaders predicted the lull House a nd Senate would ratify
the compromise stopgap money bill today and send i1 to the White House.
Reagan's s ignature would resume the flow o! money to much o! the
federal government and remove the last major obstacle to the
adjournment of a weary lame-duck 97th Congress.
White House spokesman P ete r Roussel said Sunday night. "the
president w ill walt aJ\d see what the bill looks like when It comes down here
to him" In Its final form.
But he added that a stipulation restricting the use o! $2.5 billion in MX

Sets bridge bid opening
MARIE'ITA- Bids for replacing a narrow, posted bridge on Ohio

124 over Laucks Run in Lebanon Township In Meigs County will be
opened by the Ohio Department of Transportation at its Columbus
headquarters J a n. 11.
TI1e projecl will be financed with federal a id bridge replaceme nt
money a nd state funds.
Replacemenl plans call for a three-span, concrete slab bridge on
capped pile pie rs and abutments. The deck will be 28 feet wide
between drop beam a nd guard rail.
Plans also include lull-width, reinforced concrete approach slabs,
.. ··~hew ' 18-foot approach pavemenl with five-loot, compacted
aggregate shoulders, necessary drainage work and guardrail
erection.
Traffic will be maintained over a te mporary runaround northeast
of the existing bridge. Estimated comple tion date is Sept. 15, 1983.

health department. according to John D. Jacobs, deputy health
commissioner.
Ptivate wate r systems are defined by law as any well, spring,
cistern, pond or ha uled water inte nded for human consumption, with
fewer than 15 servlce connections and does not regularly serve more
than 25 individuals.
Any person planning to develop a new system or alter a n existing
system must contact the health department before work begins.
Jacobs said an Informal seminar to provide private waler syste m
contractors with Information and guidelines will be held by the
health department a t 7:30 p.m. Feb. 8 at departmenl offices on
Mulberry Heights in Pomeroy.

HONOLULU - A major earthquake was recorded in the South
Paclflc on Sunday morning just east of the International Date Line ,
but resulted in no damaging Uda l waves, scientists said.
The Pacific Tsunami Warning Center here said the quake
measured 7.4 on the Richter scale of ground motion. But the U.S.
Geological Survey in Golden, Colo., said it was much larger,
measuring 7. 7.
Every Increase of one number in the Richter scale means a tenfold
increase In magnitude.
The quake was recorded a t 12:44 p.m., EST, a nd was centered In
the vicinity of the Kermadec Islands northeast of New Zealand, lhe
warning center said.

Fire forces evacuation
EVERE'IT, Wash. -A fire forced the evacualion of a hospital
before dawn today, pollee said.
Details were sketchy about the fire at Everett General Hospital
and firefighters refused to answer telephone Inquiries.
A pollee dispatcherwho refused to give his name said the fire was
a general alarm and was reported shortly after 5 a.m. He said he
didn't know how many patients and staff were in the hospital.
Everett, a city of about 55,!XXJ people, Is located about 26 miles
north of Seattle.

Tom Seaver is back where he belongs - in a New York M ets
uniform with a big "41" on the back- ready to enlarge on more vital
numbers Insuring him a niche in baseball's Hall of Fame.
"Numbers" -statistics- are baseball's life blood, and Seaver Is
bidding to become one of the all -time pitching leaders, and he's
aiready up there in victories (264), strikeouts (over 3,00ll and
shutouts (50-plus) .
He is 38 years old, coming off his worst season in 16 years in the
majors with some alarmists darkly whispering his 5-13 record is
proof that his onetime fireballlng right arm suddenly has gone dead.
Ridiculous.
Only the year before - the strike-punctured season of 1981 -he
had the best reco.d in the m ajors with a 14-2 m ark and 2.55 earned
run average that helped the Cincinnati Reds post the top winning
percentage in the split campaign.
Historically deteriora tion in baseball - whether it be hitting,
pitching or speed - is not a precipitous thing. Barring injury or
some physica l freak, talent erodes gradually over a period of time.
Who of us ca n say whether. when spring blossoms, we will see the
Seaver of 1981 or the Seaver of 1982?
Tom Terrific, as Mets fans adoringly refer to him, has clinically
studied what happened in that 12-month gap and believes he has
come up with the answer.
"I got a severe case of the flu in spring training," he says. I was
stuck in bed a week. I didn't pitch for six weeks. I tried to come back
too quickly. I didn't have any stamina .
" I developed some bad pitching habits. Our pitching coach, Bill
Fischer, and I began to use fiim to study the mechanics of my
pitching motion to see what I was doing wrong.
"We worked 50 minutes at a stretch on mechanics. !tried to slow
everyt hing down and found I was slowing my arm down.
" It was a nightmare. But I think I have overcome the problem. I
have no quaims about my ability to pitch again.
"I am confident I can win 15 or more games for the Mets next
year."
If it is a gamble forthe aging Seaver, it is a double gamble for the
struggling M ets and their reasonably new ownership. But the Mets
see in Seaver more than a 15-game winner. They see a role model
who can not only stabilize the young pitching staff but can stimulate
interes t among the fans who haven't forgotten the championship
years of 1969 and 1973.
In retrieving Seaver in a deal that sent three young Mets to the
Reds, the Mets boosted Seaver's exisiting contract from $450,&lt;XX&gt; to
$700,&lt;XX&gt; with three more option years and incentive clauses which
General Manager Frank Cashen said could put the veteran
right -hander in the $1 million-a-year bracket during the life of the
contract.
In negotiating with the Mets, he insisted that his contract not be
guaranteed beyond next year.
"If I can't pitch, why should they have to pay me'" he said. "If I
can't pitch well enough to pick up a paycheck, I don't want to be
paid."

Ruby Diehl giving devotions from
the Christmas Ideals and the
Christmas Story. Roll call was
answered by the 16 members wtth
each giving a holiday memory.

Garden Clubs Assoclatbn for use of
the facility for the annual Chris t·
mas flower show.

Atkins, Mrs. Snowden, Mrs. Harry

their entries.
It was noted tha t the order of
trees from the state association will
be combined with that of the
Rutland Friendly Gardeners.
For the progra m, Mrs. Bernard
Ledlie reviewed material from the
Flower Garden magazine on recy·
cling a Christmas tree. She des·
crlbed burning the tree as a crime
since there are used for the needles
and boughs around the yard and
garden.
Mrs. Dayton Parsons gave
timely reminders for January. She
said that outside lawn work should
be continued during mild weather
and th at houseplants should be the
center of a tt ention during severe
we~ther. Consider washing dusty
leaves, misting and spraying the
plants, but refrain from fertlllztng.
She also noted that evenin g Is the
best time to feed tbe birds.
A gift excha nge was conducted
by Mrs. Marvin Wllson, favors
were given by Mrs. Diehl and Mrs.
Nicholson, and the group had a
carol sing led by Mrs. Paul Wino
and Mrs. Denison in conclusion.

the dietary department of the
Pomeroy Health Care Center was
recently hosted by Frances Ca·
rleton at her home, which was
decorated in the holiday theme.
A potluck dinner was served, and
gifts were exchanged. Those a ttend·
ing played ga mes, with prizes going
to Violet Wa lker and Dora Klrby.
The door prize was won by Albert
Imboden.

McLaughlin, Mildred Brooks, Carol

of more than one kind of therapy,

aluminum gates taken from the
Minersville Cem etery.
According to the report Hiram
Fisher, Minersville, discovered the
gates missing Saturday morning .
The gates were at the cemetery
Friday afternoon.
One gate is 12 feet wide and the
other is three feet wide. The person
or persons had to use a hacksaw on
one hanger bolt on the larger gate In

Troopers said Steve R. Hill, 28.

a.m. when he lost control on a left

road and struck railroad tracks.
