Robert A. Dorst, 43, Tuppers
Plains, died Wednesday at Ohio
Valley Memorial Hospital,
Wheeling, W.Va.
Mr. Dorst was an employe of the
Quinn Development Co., St. Clair·
sville, Ohio, a member of the
Southeastern Ohio Garden Tractor
Pullers Association and a !955
graduate of Olive-Orange High
School.
He is survived by his wife, Helen
Hoffman Dorst; two sons, Howard
Keith Dorst, Ronoake, Va., and
Tunothy Robert Dorst at home; his
mother, Sybil Dorst, Pomeroy ; two
brothers, Martin Dorst, Shade and
Thomas Dorst. Pomeroy; cousin,
Fred E. Smith, Racine, and severa l
nieces and nephews.
Funera l services Will be held
Saturday at 10 a.m. at the Ewing
Funeral Home with Vincent Waters
officiating . Burial will be in Chester
Cemetery. Fnends may call at the
funeral home after 7 p.m. this

Born June 2, 1907, at Apple Grove,
he was the son of the late William
and Luella Wright Long.
He was a member of the Barton
Chapel United Methodist Church
where he had served as a trustee for
several years, was a retired steelworker with the Marietta Shipyard
and at one time was employed by the
Mason County school system.
Surviving are his wile, Mary Kensler Long; five daughters, Mrs. Bonnie Chapman, Monroe, Mich.; Mrs.
Gertrude Casto, Pomeroy, and Mrs.
Evelyn Rainey, Mrs. Elizabeth
Saunders, and Mrs. Janet Payne, all
of Apple Grove ; one son, Willard G.
Long, Delaware, Oh. : two sisters,
Mrs. Eunice Wayan, Marysville. and
Mrs. Goldi e Fooce, Apple Grove;
one brother, Fred Long, Apple
Grove; and 16 grandchildren and
three great-grandchi ldren.
In additi on to his parents, he was
preceded !D death by one daughter.
Thelma Long , four sisters and one
brother.
Funeral servtces wi ll be conducted at 2 p.m . F'riday at the Barton Chapel United Methodist Church

largest tax cut in the nation's historv

A major impediment to finishing
the tax bill was removed Wednesday
night when Senate Republicans gave
in to liberal Democrats and dropped
an effort to give an estimated $4a
billion in tax relief to the oil industry
over the next decade.
In return , the Republicans won
agreem~nt to increase to about $6.35
billion the five-year value of oil tax
breaks already in the bill, which was
approved by the Senate Finance
Conunittee. That relief includes a
$2.500-per-year tax credit for owners
of oil lands and cutting in half the
" windfall profits" tax on domestic
011 discovered after 1978.
The agreement also apparently
ended a "bidding war" that has been
foug ht for several da ys by
Democratic and Republican leaders

when they agreed Tuesday to allow a
third-year reduction if the president
meets his forecasts for cutting in·
nation, interest rates and the federal
deficit.
Reagan, though, is showing no inclination toward compromise.

death in the afternoon - the demise
of the Washington Star, once a
robust paper read with care in the
White House and in the trolley cars
along Pennsylvania Avenue.
The Star's eclipse, in a town that
hall a century ago supported five
vigorous papers, makes Washington
the largest American city without
competing newspapers - a, distinction mourned by its competitor as
well as the nation's political leaders.
"No newspaper wants to be a
monopoly," said Benjamin Bradlee,
executive editor of the morning
Washington Post, which reported its
competitor's death with two stories

Gasoline at 88 cents a gallon
CINCINNATI - As soon as Roy Hodges heard that gas prices had
dropped to 96.6 cents a gallon, he jumped in his Vega and went in search of the bargain prices.
He found them at 7-Eleven and King Kwik gas stations across the
street from each other on Galbraith Road. So did lots of other people.
Dozens of ca rs jammed both stations.
The stations waged a price war while other area stations charged
their usual $1.15 a gallon for regular gasoline.
Later, an attempt at peace fell apart and soon prices had fallen to 88
cents a gallon.

Workers dismantle walkway
.KANSAS CITY, Mo. - Workers using torches and a crane dismantled the last remalnlng walkway over the Hyatt Regency Hotel lobby
before dawn Thursday, and the mayor warned the action "would not

build public confidence" in the investigation of last week's disaster.
The four sections of the 4!;.ton span were hauled on a huge flatbed
truck to a warehouse four blocks south of the hotel, joining debris from
the two walkways that collapsed on a crowd of dancers Friday, killing
Ill and injuring 188.
McClune said the third-floor walkway had already been examined in
place by lawyers and investigators, and he said further inspections
could be done more safely in the warehouse.

Flies lose breeding grounds
LOS GATOS, Calif.- Fast-multiplying fruit flies lost more of their
breeding grounds as state officials quadrupled the zone in which trees
must be stripped of fruit.
In another effort to bolster the fight against the Mediterranean fruit
fly, the state announced that a 58()-member inspection force of state
workers and others will go door-to-door to make sure homeowners
comply with orders to strip their trees.
The action came Thursday after the state scored a legal victory over
the second of five Southern states that ordered a str1ct quarantine on
California produce, more stringent than one imposed by the federal
government.

Court will review convictions
WASHINGTON - The U.S. Court of Appeals will continue to review
the convictions .of two former FBI officials who authorized illegal
break-ins despite President Reagan's pardon of them last April.
The officials, W. Mark Felt and EdwardS. Miller, were convicted
last November of conspiring to violate individual civil rights by
authorizing brea k-ins of residences during an investigation of anti-war
radica ls .

MEDINA, OhiO - The Highway Patrol and the Federal Aviation Ad·
ministration are investigating a small plane crash that killed three
elderly persons but went Wldiscovered for nearly two days.
Sgt. Michael Quinn of the patrol said the plane crashed Tuesday
morning near the Medina-Lorain County line after taking off from
Freedom Field, located between Medina and Akron, en route to Put·
In-Bay.
Acombination of bad weather and pilot error apparently forced the
single-engine plane to go down .

The lawyers ran into trouble when
they wrote a memo protesting a
meeting between Associate General
General Rudolph Giuliani and the
general counsel of McDonnell
Douglas.
Giuliam , the department's No. 3
official, admits that the overseas·
bribery case was discussed during
the 9().minute meeting on May 14.
But he says that he had not known
before the meeting that the department had any litigation- let a lone a
criminal prosecution - pending
agamst McDonnell Douglas.
He says that he had no idea why
the corporation's lawyers asked for
the meeting and that he granted the
request as a "courtesy " that he
would have extended to the counsel
of any major corporatiOn.
The meeting took place in the context of recent administration and
congressional attempts to change

foreign payments and intensive efforts by McDonnell Douglas to convim.:e goverrunent officials to aban·
don the prosecution .

shows a majority of Americans feel
the president has not made his
foreign policy clear. The poll indica tes a far higher level of confidence in his handling of domestic
matters.
That is due in large measure to
Reagan's concentration on cutting
the federal budget and reducing
taxes, with other issues subordinated or left until later.
It also is a leftover item from the
1980 campaign, in which Democrats
stressed Reagan's inexperience in
foreign affairs and tried to plant the
notion that he might lead the country

into war.
He overca me the campaign issue.

But there still is evidence that the
voters aren't nearly as satisfied with
his foreign policy leadership as with
his program at home.
The AP-NBC poll showed that 51
percent of the public feels Reagan
has failed to make clear just what
his foreign policy is. Thirty-two percent said they felt the ad·
ministration course was clear.
Forty percent rated Reagan's
foreign policy record good or excellent. Thirty-seven percent said it
was fair, 14 percent poor, and the
rest weren't sure .
That was Reagan's lowes t job
rating in any of the presidential performance areas measured by the
poll taken July 13-14. It is well below
the 55 percent good-t!H'xcellent
rating the public gives his work as

president overall.
The poll was conducted before the
Ottawa swrunit, at which Reagan
acknowledged that he was "still in
the first-yea r class," but also said
that the economic talks had built
common understanding and purpose
among the seven leaders.
Summit conferences are almost
invariably pronounced successful,
or at least productive, by the government leaders who conduct them.
And they usually help the image at
home, too.
Jimmy Carter's standing in the
polls picked up nicely after his first
major trip abroad in 1917.

publicly. Now the Reagan administration seems to be following
tne same pattern.
Take, for example, two events that
occurred just before the In·
dependence Day weekend.
The Merit Systems Protection
Board, which was established
during the Carter years to protect
government whistle-blowers from
their superiors' reprisals, an·
nounced a major new initiallve to
try to convmce bureaucrats to go
public with infonnation on a buses.
The effort included a poster

P.atriotism that was to be placed in
government offices.
· During the same period·, Attorney
General William French Sm1th
presided over a Justice Department
ceremony a t which he presented
.. special meritorious service awar·
ds" to some 280 employees
But three department lawyers
who were slated to get the awards
did not. Why? Because they had
recently criticized the conduct of
their superiors .

It has been a while since

wrote a bout the new books on the
shelves at your libranes. So I
thought this week I'd tell you
about some of the books Pomeroy
Public Library bought with
money donated by the 1980 combmed vacatiOn Bible school of
Pomeroy United Methodist,
Lutheran, and Trinity churches
One of my personallavontes Is
"Soup,'' by Robert Newton Peck.
This 1s the first book of a senes
hased on Peck's childhood when
he was Rob and Ius best fnend,
Luther, was called Soup. Soup
was always lull of good Ideas .
Most of them meant work for
Rob; many of them resulted m
tus gelling whal Aunt Carrie
ca lled "a good, sound thrashing "
Parents who try to read the Soup
senes aloud for family fun are
hereby warned that 1t's very hard
to read aloud and howl w1th
laughter at the same tune.
"The Pigman," by Paul Zindel,
is the story of two high school

Reagan's medical crisis
given in recent article
WASIDNGTON (AP)- President
Reagan went through an unpublicized medical crisis a week after he was shot last March - a
mysterious, persistent, high fever
that made his doctors debate
operating on his bullet-pierced lung
a second time.
Medical writer John Pekkanen,
given access to every doctor at
George Washington University
Hospital who treated Reagan so he
could writL -'-·authoritative account
of the president's ordeal, disclosed
the second crisis in an article for
Washingtonian magazine.
Dr. Dennis O'Leary, a hospital administrator who acted as spokesman
on the president's recovery, con·

firmed Pekkanen'saccount.
O'Leary said there was no
disclosure of the possi bility of a
second operation to remove the left
lobe in Reagan's chest because
making that infonnation public
would have been "inappropnate ly
alarmist."
To keep word that the president
was seriously til from leaking out,
Pekkanen reported, one doctor had

to lie to a nurse. He also covered up
the label on a bronchoscope so
others would not know a bronchoscopy had been ordered to clear
up Reagan's bronchial tubes.
The article also says:
- The first official photograph of a
smiling Reagan in a robe, standing
with his wife, was cropped to take
out a nurse, who stood next to
Reagan. holding a Pleur-evac device
connected to a chest-tube corning out
from under his robe.
- In a security lapse, a medical
voyeur - a doctor who was a parttime member of the university
medical faculty but who had no
business being there - wandered up
to Reagan 's bedside and stared intently at the president. Refusing to
leave, he was finally escorted away
by hospital security people.
Reagan's second medJcal crisis

started on the Thursday night
following the March 30 shooting. His
temperature shot up to !02, his color
worsened, he became more tired
and his white bl ood count went up,
Pekkanen said.
The next day , the fever continued

and that night Reagan experienced
chills. X-rays indicted fluid in the
lungs, suggesting pnewnonia.
At the time, O'Leary and other
spokesmen revealed the president's
rising temperature but minlmized
its importance. They told nothing
about the debate among the attending physicians over whether a
second operation would be needed.
Reagan was spitting up fresh
blood, and that worried Aaron. In
addition, X-rays suggested to the
surgeon that Reagan could be
vulnerable to a major lung bleed, the
article said.
" At one point," it said, " Aaron
considered the possibility of going
back in and surgically removing the
left lobe, the source of the
president's problem."
But other doctors argued the
president's post-operative setback
was of no major importance.
Finally, drugs took care of the
problem.
The fever broke on Tuesday, eight
days after the shooting, and the
crisis ended two days later ,
Pekkanen wrote.

Gallia-Meigs Post of the state highway patrol.
Roger F. Harrison, 23, Rio Grande, was cited for failure to yield in
the accident.

southbound on SR 325 at 6:25 p.m.
when he turned left into the path of
northbound auto dnven by
Katherine A. Meyer , 26, Rio Grande.
Meyer applied her brakes and
struck the side of the Harrison auto,
causing the rear end of Harrison's
car to come around and strike a
vehicle driven by Dennis A. Beman,
21. Thurman.
Moderate damage was reported to
all three autos.
The patrol cited a driver for
reckless operation in a two-&lt;:ar accident in Mc1gs County Thursday

The report said James H. Young ,
58, Racine, was southbound on SR 7
at 5 a.m. when his car went off the
right side of the road, hit the rear
end of a parked car owned by Allan
E. Ball, 79, Pomeroy, fishtailed and
struck a tree.
Young was injured, but not treated
at the scene. Moderate damage was
done to his car and the Ball auto was
demolished.

and 30, it was announced Wednesday.

a defendant in a $2,746 suit filed in
Meigs County Common Pleas Court
Wednesday.
Ellen E. Arnott, Racine, is suing
Racine and the Ontario Pipe Line
Co. for damage the pipeline
comapany allegedly did to her
property on Feb. 15.
She alleges in the suit that "hile
constructing a sewer along her
property, Ontario Pipe Line Co.
ca used damage to the road surface,
a culvert and other parts of her
property.
She names Racine in the suit
because she claims the village granted an easement to the pipeline company to construct the sewer without
authority.
She is asking a total of $2,746, plus
