UntO now, America's space shuttle program bas been an open one, with
ships called Columbia, Challenger and J)tJrovery as visible as postal

All that goes Into sharp reverse In JIUIIIIIIY when Discovery goes aloft
carrying a payload the Alr Force bas gone to extraordinary lengths to lreep
secret.
The Alr Force Is trytngtllesecrecyroute, ~to set a pattern for. tile
future. In October, the milltary will bave Its own shuttle launch pad at
Vandenberg Air Force Base In Calllorn1a and wiD be using tile shuttle
frequently.
·
Undoubtedly, the protection ot future secret cargoes contributed to tile
attempt last week by the Pentagon to sidetrack news stones about the buge
spy satellite aboard the January lllgbt. Defense Secretary Caspar
Weinberger talked with executives of 110111e .-.s organizations and when
The Washington Post went with tbe story, he said It may have given. "ald
and comfort ID the enemy.''
TbeJan1111cy launch will deposit lntospacewbat Is believed to be the first
of a new generation of powerful spy sateUites. Tile United States bas been
looking for a way to monitor Soviet milllle la~U~Ches ever since the taU of
the Shah of Iran deprived tbls country ol a key spot from whlcb to watch.
Without the military's Interest, NASA would not have a space shuttle
Deet today. Military uses tor the shuttle always were a factor when the
space agency went to Congress for J;llDIIE'y and mllltary uses dictated the .
design of the ship.
Still, the NASA,Penil!son alliance Is an untomfortable one; openness
versus secrecy Is 1101 tile onl)( dlsoord.
The shuttle was buBt to do away with expensive one-use rockets. But the
mllltary, lmpalll!llt Wltb shuttle launch delays, .Is shopping for 10
expendable sateUite laUIIChen.
Shuttle crews Include civilian and military astronauts. But the
Pentagon's tllgbts will be made by military crews only and an elite team of
military specta11sts bas been fanned to deploy, operate and refurbish
defense payloads.
·Wltbln NASA, tllere has been debate whether pressure from the defense
and lnlelllgeilce communities Is compromising Its charter tor free and
open dtssernlnatlon ol data.
Lasi October, the slllttle Challenger pertotmed radar ptJotograpby over
large parts of tile globe as part Of an Earth survey mission that was

tllat the shuttle's ground track- the areu oVer whlcb It was Dying- be

:According to tile authoritative Aviation Week magazine, NASA
e$iabllshed a board ID prevent thi! release of "any pictures taken of
potentially sensitive Soviet or other foreign areas and also to withhold, It
nicessary, any pictures taken over the U.S. and Its ames lbatrnlght show

;The magazine also said NASA was Instituting the reviews because last
