He said vaccinations
have surged across the
state since the lottery program was launched. Vaccinations among 16- and
17-year-olds jumped 94%;
the 20-49 age group was
up 55% and 18-19-yearolds were up 46%, the
Republican governor said.
“We’ve seen increases
really across all demographic groups,” DeWine
said. “That’s a very, very
good thing.”

Pﬁzer or Moderna vaccination.
Both adults hoping for
the $1 million prize and
teenagers looking for the
college scholarships can
register themselves, but
parents or legal guardians
must verify their eligibility.
Participants must register to enter by phone or
via the Vax-a-Million website, with names carried
over week to week.

WASHINGTON (AP) — President Joe Biden
announced Monday that he’s doubling U.S. emergency
spending to help communities prepare for hurricanes
and other extreme weather events, while launching
a new effort at NASA to better understand and track
the impact of climate change.
The $1 billion in spending is a small fraction of
what the U.S. spends on weather-related disasters.
Last year alone, the nation endured 22 weather and
climate-related disasters with losses greater than $1
billion each. The disasters, including wildﬁres, hurricanes and snowstorms, had a cumulative price tag of
nearly $100 billion.

caused a deadly blackout in Texas and other states
and underscore the damage caused by climate change.
“We all know that the storms are coming, and we’re

White House ‘eager’ for GOP counteroffer

WASHINGTON — The
White House said Monday that
President Joe Biden is awaiting
an infrastructure counteroffer
from Senate Republicans after a
core group of GOP negotiators
rejected his latest $1.7 trillion
proposal, leaving the fragile
talks on a compromise at a
standstill before a Memorial
Day deadline.
White House Press Secretary
Jen Psaki said the president is
“eager to engage” and would
welcome more talks with the
senators. But she said the
Republicans have “a ways
more to go” to ﬁnd common
ground. Biden dropped $500
billion from his initial $2.3 trillion offer, and Psaki said the
Republicans raised their $568
billion offer by about $50 billion. Republicans have rejected
Biden’s plan to pay for the road
and broadband spending with a
corporate tax increase.
“The ball is in the Republicans’ court,” Psaki said at the
White House brieﬁng.
On Monday, the president
will be hosting Alaska’s Republican congressional delegation to
the White House for a bill signing ceremony on an unrelated
cruise ship tourism measure.

Elliott wins weather

AUSTIN, Texas (AP) — Chase Elliott managed
the slipping and sliding, the standing water and
the poor visibility that made it hard for drivers to
see just a few feet in front of them.
And when NASCAR’s debut at the Circuit of the
Americas ended early because of poor racing conditions in the rain, Elliott had earned not just his
ﬁrst victory of the season, but also historic ones
for Hendrick Motorsports and Chevrolet.
Elliott’s Texas Grand Prix victory after 54 of the
expected 68 laps was win No. 800 for Chevrolet
and No. 268 for Hendrick Motorsports, which tied
Petty Enterprises for most victories.
“I never thought we’d win this many races,” said
team owner Rick Hendrick, whose team had also
earned win Nos. 400, 500, 600 and 700 for Chevrolet. He called it “an honor” to tie Petty.
“I’m so proud for Chevrolet,” Hendrick said.
“I’ve never raced anything but Çhevrolet.”
When pressed on what wins stand out over the
years, Hendrick said, “It takes every one of those
wins to get to the number we got to now. There’s
just so many. All of them are special.”
Sunday’s race will be notable for ending defending Cup champion Elliott’s winless drought, and for
putting the drivers through a soggy and occasionally
muddy mess before it was ended under the second
red ﬂag of the afternoon as the rain only got worse.
Elliott’s teammate, Kyle Larson, and Team Penske’s Joey Logano rounded out the top three.
“It’s not the ideal way to win, but we’ll take it,”
said Elliott, who said he also had several close
calls in the tricky conditions. “If they say race,
we’re going to go. If they make the call to say its
not doable, or not smart, that’s what we’ll do.”
Elliott earned his sixth career road course victory, and has won ﬁve of the last six road races in
the Cup Series. He has 12 Cup wins overall.
The race call was a disappointing ﬁnish to the
series’ ﬁrst run at a track built for Formula One,
and organizers will have to decide if they want to
make the Austin track a regular stop.
The rain started on the opening lap. The
trickiest section to drive was the long, high-speed
straight as the drivers risked hydroplaning or not
being able to see through the spray kicked up by
the cars around them. The worst crash came when
Cole Custer, seeking a visible racing line, smashed
into the back of Martin Truex Jr. — who had just
hit Michael McDowell — and Custer’s front end
brieﬂy burst into a ﬁreball on lap 25. Both drivers
were checked at the medical center an released.
“We don’t have any business being out in the
rain, period,” said veteran driver Kevin Harvick.
“All I can say is this is the worst decision that
we’ve ever made in our sport that I’ve been a part
of, and I’ve never felt more unsafe in my whole racing career, period.”
Larson shrugged off some of the concerns.
“There’s nothing safe about being a race car
driver,” Larson said. “It was getting pretty crazy …

in the rain.”

A.M., June 10, 2021, and then at 11:10 A.M. at said office
opened and read aloud.
Resurfacing, striping, and berming of C50, C51A and portions
of C3LC. The engineer's estimate for this project is
$706,026.00.
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN
SECTION 153.011 OF THE REVISED CODE APPLY TO THIS
PROJECT. COPIES OF SECTION 153.011 OF THE REVISED
CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF
THE DEPARTMENT OF ADMINISTRATIVE SERVICES.
Bid documents may be secured at the office of The Meigs
County Engineer, 34110 Fairgrounds Road, Pomeroy, Ohio
45769; Phone Number 740-992-2911 for a $10.00
non-refundable fee.
Each bid must be accompanied by either a bid bond in the full
amount of the bid with a surety satisfactory to the aforesaid
Meigs County Commissioners or by certified check, cashier's
check, or irrevocable letter of credit upon a solvent bank in the
amount of not less than 10% of the bid amount in the favor of
the aforesaid Meigs County Commissioners. Bid bonds shall

Teen who escaped hospital
by ride-share captured
CLEVELAND (AP) — An Ohio teenager who
escaped from a state-run hospital after ordering
a ride-sharing pickup was taken into custody on
Monday.
The Ohio State Highway Patrol and the U.S.
Marshals Service found Lavelle Spencer, 17, hiding in the attic of a home.
Spencer was undergoing court-ordered mentalhealth treatment at Warrensville Developmental
Center in Highland Hills on May 15 when authorities said he contacted a ride share service while he
smoked cigarettes outside the facility with hospital

He is accused of being part of a group that committed six carjackings in late 2019 on Cleveland’s
