American hostages at the U.S. Em·
bassy will be allowed to receive
Christmas cards, or at least some of
them, a spokeswoman for the captors said today . OOO.rvers also
predicted a team of Western am bassadors will be allowed to visit the
50 hostages in the next day or two.
"Yes, of course, Christmas cards
are not important I from the security
standpoint). " We1J give them to the
hostages," said the spokeswoman,
contacted by telephone.
"We have received some ChrlSI·
mas cards already and given th em
to the hostages, but very few ." She
would give no specific nwnbers of
ca rds delivered so far .
But told tbat officials at New
York's John F . Kennedy airport and
Chicago's O'Hare airport reported a
buildup of nearly 100,000 pieces of
mail addressed to points in Iran. the

Predicts more rate
cases will be okayed
COLUMBUS. Ohio I API - Cillo's
Conswners' Counsel predicts the
state's major utility companies will
seek approval of more rate cases
next year than in any of the last
three years.
William A. Spratley made his
prediction Thursday in a blast at
Public Utilities Commission of Ohio
for approving a rn million increase

He criticised the regulatory
panel's decision to lei the finn begin
charging customers for a nuclear
power plant not in use . SpraUey said
the company was allowed to include
50 percent of its construction costs
for the Zinuner Nuclear Facility al

Oklahoma and New Mexico and improve along the Upper East Coast .
A heavy snow warning was posted
for the Guadalupe mountains of
West Texas where 4 inches of new
snow was eipeCted. Travelers ad·
visories extended over much ci New
Mexico, Tex.as and Oklalloma where
patches of freezing rain. sleet and
snow made driving hazardous.
Strong winds increased over the
eastern slopes ci the Montana moun·
tains. and snow showers ac companied by gusts up to Ill mph
produced blizzard conditions at Mt .

Heavy rain along parts of the Gulf
Coast in recent days has caused
sharp rises in river levels . Crests of

The Ohio General Assembly is in
recess WJtil January 2, 19&amp;1.
On Novemher 30, 1979, the Ohio
House approved a bill by a vote of 61 26 that would inopose a coal con swnption tax on coal burned to
generate steam or electncity for
sale .
House Bill 613, sponsored by
Democntic State Representative
Thomas Carney from Boardman,
seeks to replace a previously enacted graduat"d coal conswnption tax .
Under the bill, Ohio's industries and
utilities would pay a flat, across-theboard, tax of 50c a ton on all coal
they burn .
During the last session of the
General Assembly, House Bill 415
was enacted which created the Ohio
Department of Energy , a cabinet level department designed to
manage Ohio's Energy policy
In that same bill, which was also
sponsored by Representative Carney, there was a graduated coal consumption tax based on the sulfur
content of the coal. However, a
federal court judge in Cleveland
recenUy barred Ohio from collecting
the tax on the groWlds that it conflicts with lb.. Commerce Clause of
the U. S. Constitution.
The court ruled that the operation
li the tax discriminates against outof~tate coal because the rate rises
as the suUur content of the coa l
decreases and because little low suUur coal is mined in Ohio. Thus,
Ohio's own tugh suUur coal would be
favored over out-of-~;tate low suUur

coal.
House Bill 613 would re pla ce thi s
gra~·111ted tax with a flat :iOc per ton
tax on the storage, use. or other con swnptJon of any type of coal in ex cess of 200tons per calendar yea r for
use rurectly in generating steam or
electric power for resale. The
revenue collected from the exme
tax would be deposited in the coal
research and development account
of the state's special revenue fund .
The proceeds from the tax.
estimated at $25 milion armua lly,
are w be used by the Director of the
Ohio Department of Energy, With
the advice of the Coal Research and
Development Commission, to finan ce research into more uses for
Ohio's high sulfur coal. They would
also use the fWJds to provide grant'
and low interest loans w major electricity generators . These grants and
loans would be used for the in stallation of scrubbers, fluiruzed
beds, and other equipment to cleanse air erruss10ns from the burning of
Ohio coal to meet EPA standards.
Up to 2% of the coal consumption
tax revenues may be used to pay the
operating expenses of the Department of Energy .

Commission's Division of Energy
and Fuels, 56.1 million tons of eoaJ
were consumed by Ohio Electnc
Utilities m 1978. Multi lied by a tax of
50c per ton results u1 $28 million in
revenue . The House Energy and En vironment Committee projected

Ohio is still below the national
average.
TI!ere were more than 469,1100 employees in October 1978, an increase
of 30 percent since October 1968, said
the Ohio Public Expenditure Council.
But the percentage of Oluo's
population working for state and
local goverrnent was below the
average for the rest of the United
States, said the private, nonll8rtisan group.
· According to the council, 4.4 per::ent of the state's population was
llllp!oyed by those government units

tatlonal average of 4.9 percent.

miners and others in economically
blighted areas of the state are tired
of hearing about federal programs
and deserve action from the state.
The members of the General
Assembly have long supported ways
to encourage the further development and use of Ohio coal. The
passage of H.B. 613 by the Ohio
House of Represental!ves, reaffinns
our support fur the workers and the
industry that is so Vital to Oluo 's
economy.
The Senate will not begin hearings
on H. B. 613 until after the
Leg islature reconvenes in January .

elimination men 's basketball tour nament starting on Saturday, Dec.
22 and ending on Saturday , Dec. 30
This will be a Class "B" tournament. All college varsity players
must be out of school at least five
years or over 30 Ithirty I years of
age . Entry fee is $60 with team
trophies for first, second, third , and
fourth place teams .
Individual trophies will be awarded to the first and second place
teams. A trophy will o:.So be awarded to the player who scores the most
points during the tournament.
The drawing will be held at 7 p.m .,
Dec. 19, at the Centra l Gym,
Wellston . One need not be present
for llbe drawing .
Each team can have 12 play ers .
All proceeds from the wurnament
will go to the Weilston Biddy Basketball League and the Wellston
Boosters Club.

After the Beaties hit America In
the early 'eO:!, the rock craze had
really begun. There were !!lyles ol
rock for everyone . "Teeny bopper"
rock was on the A.M. stations, and
Jiml Hendrix and acid roclt were
aired on wtderground radiO&lt;! or late
at night Even country music had its
changes with groups like Lynard
Skynard and The Charlie Daniels
Band.
Again, something new is happenIng to music. People are singing to,
dancing to. and even roller skating
to, disco music. The start of the
disco craze really happened in 1977
when John Travolta strutted acro&amp;ll
the dance floor in "Saturday Night
Fever" . Television has jumped on
the di3co bandwagon with such
shoWll as : Le Disco, Disco Magic,
and Soul Train. Shown in our viewing area are American Bandstand,
Dance Fever and The Midnite Spjecial, which also bas rock groups on
it.
Many rock groups have recorded

which one is the mother, which the
clilld, and who's married to who -all
that stuff.
But I can '1. Half my reading time
is spent going back through the book
trying to figure out who 's who .
I know you've written books. so
maybe you could get it across to
publishers that a list of names up
front, explaining how aU these people are involved with each other
would be very helpful in novels that
sprawl across many years and introduce more than ten charactes . CONFUSED

'Big band' returns
The big band sound It yesteryear
wlU return to Meigs County for a
short time on Friday, Dec. 21, when
the annual Christmas dance of the
Royal Oak Dance Club is held at the
recreation building at Royal Oak
Park.
Gerald Powell, director of the
club. reports that the 3).piece band
of Buddy Young, out of Columbus,
has heen engaged for the dance
which wlU be from 9 p.m to 1 a.m.
The band features the softer music
of yesteryears. The band is accompanied by a group of young
people who present a ~ute
show. Tickets fer the event were
distributed on a limited basis.
Next Thursday evening, members
of the decorating committee will
meet at 7:30 p.m . at the recreation
building to decorate for the dance.
On New Year's Eve, the club will
have a dance also from 9 p.m . to I
a.m . and a four piece group,
Carousel, will be featured for that
event.

Winding Trail Garden Club was held
Tuesday night in the Riverboat
Room of the Athens County Savings
and Loan Co.
Mrs. Addalou Lewis was hostess
for the party with the table being
decorated in keeping with the hoU day season. She also presented
favors to those attending.
Members wore homemade corsages which were judged. First went
to Marianne Mitchell, second to
AUce Thompson, and third to Pat
Thoma. There was an exchange of
Christmas cards and a card and gift
was sent to Mrs. Dollie Hayes, who
remains hospitalized. Door prizes
were donated by Mrs. Lewis and
won by Mrs. Ruth Moore, Mrs. Linda Mayer, Mrs. Mitchell, and Mrs.
Peggy Crane.

Let us picture Mary and JOBeph as
they travel from their home to
Bethlehem. We see Mary riding on a
donkey led by her faithful companion, Joseph, as they follow the road
In company with other families who
band together to make the journey.
As the pilgrims sing the grand old
songs of David, Mary is absorbed in
her own thoughts. Her eyes have the
look of one who is waiting and listening.
Now we see the travelers as they
near the city of Bethlehem. We next
see Mary and Joseph as they are
turned away from the inn. Joseph
begins to look desperate when the innkeeper says there is no room in the
inn. Then the innkeeper happens to
glance at the pale face of Mary and
his face softens with a glint of kindness as he teils them there is room in
the stable . Joseph is about to expOBtulate when Mary· says : "Thank
you so much. That wlU be a nice
wann place. I love arumals , and I
shall not mind them ••
Then Joseph leads Mary down the
stone steps to the cave-like stable
underneath the inn. We see the
animals look up with mildly curious
eyes, stare a bit, and then resume
their munching of hay .
There in that lowly stable a King is
born that night. The long looked lor
Messiah and Savior of the world
came to earth as a babe where He is
laid in a manger.
As Mary gazes on the lace of her
first born son, her face is aglow with
mother-love and something else - a
worship, a wonder not unmixed with
fear as she clasps her baby closer
for somehow, she is dimly conscious
there is something extraordinarily
different about this child.
Out on the hillllide there are some
shepherds keeping watch over their
flocks ol sheep. Suddenly an angel
appeals to them announcing the glad
tidings ol the birth of the Messiah.
Then there is a hO&lt;II of angels appearing and praising God saying :
' 'Glory to God in the highest and
on earth peace and goodwill towards
men.''
We then see the shepherds bow
humbly in worship before the Christ
Child and then depart carrying hope
in their hearts.
Many days later the wisemen
make their visit bringing gifts of
gold, frankincense and myrrh, after
which they go hack to their own
country conscious of a new sense of
humility because they have been so
highly favored by God .
Each year as we retell the
Chrisbnas Story our hearts are gripped by the manifestation of God's
power and His matchless love to us .
For awhile the best and the nobleot
in our Uves are uppenn081, and we
are dominated by the highest impulses ol our beings . There is a great
longing to hold fast to that which has
so transfonned us.
·
We can give pennanency to our
Christmas experience if we follow
the light of the Star of Peace and by
drawing near the mang~r in a true
spirit of worship which will give us
peace in our hearts, our communities and in the world.

On December 15, 1967, just 12
years ago, my miracle of the Silver
Brt&lt;lge occurred.
My four children and I had Iran·
sported·my husband to his job, so I
could have the car for errands. It
was 3 p.m ., and I decided to leave an
I&gt;Jur early so I could get the two
boys' hair cut at a nearby neighbor 's . On arrival, I found she
already had a customer ; therefore, I
decided to get one boy done then and
me later. This made us about ten
minutes late.
On the way down SR 7, three
emergency vehicles passed us with
lights flashing, and I thought to
myself: there must be a bad ac·
cident somewhere .
We approached the lum-&lt;&gt;ff at the
bridge . As I applied left turn signals,
I saw a man swinging a lantern : he
approached our car.
He said, " Lady , the bridge fell'"

My eyes could not believe, aslsaw
an 18-wbeeler ball oubmerged In the
mJrty water. It looked I.Jkt a malcb·
box toy . I seued thai my buoband
wao probably on the bridge.
The man with the lantern said,
"Lady, you've got to move ," so I lur·
ned right at Tiny 's Grocery . I placed
the car in park and went hysterically
crazy for a minute ; then, I felt I
must find out the truth. I asked the
children to sing "Jesus Loves Me "
and I tried through sobs to sing
along.
In Addison, I pulled off at a service
station to use the phone, but I
couldn't reach West Virginia at all .
The operator asked, " Is there
anyone else you would want? "
I replied yes, my pastor ; the number is 992~26 . As the Rev . Eugene
Gill said "Hello," I broke in on him
with :
"This is Joann ; the bridge has
fallen, and I don't know where Harry

He was a retired civil service employee of the U. S. Goverrunent.

in Germany, son of the late Andrew
and Elizabeth Young Throne.
He is survived by his wife, Polly

married Aug . :Ill, 1!170, in Monroe,

Feels rumble
Later, as we compared notes,
Harry told me how he bad finished
delivering fuel oil early in Ohio that
day and the bridge traffic from West
Virginia was congested, while that
from Ohio was sparse. In the middle
of the bridge he felt the first rumble
and thought to himself :
"What if this thing fell ? "
At the abutment the light was red .
In seconds, it was green and as he
made the right turn he heard what
seemed to be an expl&amp;~ion. He stop·

Fire levels home
in Gallia County
VINI'ON - A Gallla County home
on Bulaville-Porter Rd . was
destroyed by fire around I :24 a .m .
Friday .
The Vinton Fire Department
responded to the alarm with eight
men and two trucks, but the home
was engulfed in flames upon amval .
No one was injured in the fire . The
house was owned by Randolph
Fraley of Meigs County and oc·
cupied by Sandra Cordell. Loss was
estimated at $6 ,000.
The state fire marshal is probing
the blaze .
Meanwhile, Ms. Cordell loot all
her possessions in the blaze . Those

- The International Court of Justice
Saturday called for the immediate
re lease of the American hostages in
Iran.
The court's decision was
\ID8f1 imou.s .
Iran boycotted the proceedings,
claiming the court has no jurisdiction in the case, which was filed Nov .
2!1 by the United States.
Announcing the judgment, court
President Sir Hwnphrey Waldock of
Britain also ordered the U.S. Embassy in Tehran to be returned to
U.S. control.

MIDDLEPORT - Employes of the
Meigs Local School District received
their pay Friday followm g a 10 week
teachers strike .
Payment had been a highly controversia l s ituation since the strike .
Last TUesday night the Metgs Local
Board of Education met in an
em e rgency se-ss ion and made
arrangements for employes to
receive two pa ys before Chnstmas .
The board directed Supt . David
Gleason to obtain signatures from
representatives of the teachers
association and the association for
no n~ertified employes to the effect
that the payment system being
foUowed is a one.fune good faith
gesture on the part of the board after
which time pay days will re turn to
normal.

The agreement also stated that at
no time can any employe be ove rpaid due to school closings for bad
weather or other unforseen cir-

signed by representatives of both
groups .
