of the Meigs County Republican Party headquarters on Second Street in Pomeroy. Candidates for the upcoming election in attendance
for the opening included, Sammi Sisson Mugrage, Clerk of Courts candidate; Kay Hill, Recorder candidate; Peggy Yost, Treasurer
candidate; Eugene Triplett, Engineer candidate; and a representative for U.S. Representative candidate Bill Johnson. Mugrage, Hill, Yost
and Triplett are unopposed in the November election.

meeting, banquet and
election on Thursday,
Oct. 13, at 7 p.m. at
Meigs High School, with
the election of one supervisor beginning at 6 p.m.
The winner will be
elected to a three-year
term on the Meigs Soil

and Water Conservation
District Board of Supervisors commencing January 2017. Candidates
include Bill Baer and
Michael Warner, both of
Racine.
Baer is a retired teacher and principal who
raises and sells alfalfa hay
to area horse farms and
for his own horses. He
and his wife, Jean, reside
in Sutton Township. Warner is an insurance agent
and part-time farmer. He
and his wife, Sheila, also
reside in the Forest Run
community in Sutton
Township.
The Meigs SWCD,

established in 1943, is
a legal subdivision of
state government that
provides natural resource
management assistance
to county landowners
and other units of local
government. The district
is funded by the Meigs
County Board of Commissioners, and county
funds are supplemented
by funding from the
Ohio Department of
Natural Resources. The
district is governed by
a ﬁve-member board of
supervisors, all county
residents. Board members serve staggered
three-year terms. Current

supervisors include: Joe
Bolin, Rutland; Bill Baer,
Racine; Tonja Hunter,
Racine; Keith Bentz,
Racine; and Tony Carnahan, Syracuse.
Voting will take place
that evening before the
annual meeting from
6-7 p.m. Residents or
landowners, ﬁrms and
corporations that own
land or occupy land in
Meigs County and are 18
years of age or older may
vote for supervisor. A
non-resident landowner,

Mary Elizabeth Caldwell
Smith, 91, of Middleport,
Ohio, passed away on
Sept. 26, 2016, at 9:55
p.m. at home, where she
resided with her daughter. She was born on
Jan. 23, 1925, in Middleport, daughter of the
late Luther V. Caldwell
and Virgie Mary Angel
Caldwell.
She was a
member of House
of Healing Ministries. Mary and
her late husband,
Luther Paul Smith,
who passed away
on May 23, 2011,
enjoyed years of camping
and ﬁshing. She graduated from Lost Creek High
School near Troy, Ohio,
in 1942. Mary was a
wonderful wife, mother,
grandmother and greatgrandmother.
She is survived by her
daughter, Cheryl Smith
of Middleport; son, Everett Paul (Sharon Kay)
Smith of Rutland, Ohio;
grandchildren, Randall
(Angee) Arnold of Gallipolis, Ohio, Brian Smith
of Middleport, Phillip
(Gina) Smith of Jackson, Ohio and Elizabeth

Pay attention
to candidates’
ideas on taxes
While neither candidate said much new about
taxes in Monday night’s presidential debate, both
clearly described their vastly different visions of
tax policy. It was a true Mars and Venus moment.
Donald Trump believes cutting taxes on business and high-income households will generate
an unprecedented burst of economic growth.
By contrast, Hillary Clinton believes improving
access to education and helping middle-income
families address kitchen table issues like child care
and health care — paid for by tax increases on the
same ﬁrms and individuals whose taxes Trump
would cut — is the key to future growth.
Both are probably wrong.
For Trump, it was old-school supply-side tax policy: “I’ll be reducing
taxes tremendously, from 35 percent
to 15 percent for companies, small
and big businesses. That’s going to
be a job creator like we haven’t seen
since Ronald Reagan. It’s going to be

And a few minutes later, “My

jobs.” And ﬁnally, when Clinton accused him of
not paying any federal income taxes at all in past
years, Trump replied that this was “smart” on his
part.
Clinton’s view of the world could not be more
different. This is how she put it:
“I want us to do more to support people who are
struggling to balance family and work. … So let’s
have paid family leave, earned sick days. Let’s be
sure we have affordable child care and debt-free
college. How are we going to do it? We’re going
to do it by having the wealthy pay their fair share
and close the corporate loopholes.”
And in case you didn’t get it, this is what each
said about the other’s tax plan:
Trump on Clinton: “You are going to approve
one of the biggest tax increases in history. You are
going to drive business out.”
Clinton on Trump: “We … need to have a tax
system that rewards work and not just ﬁnancial
transactions. And the kind of plan that Donald
has put forth would be trickle-down economics all
over again. In fact, it would be the most extreme
version, the biggest tax cuts for the top percent
of the people in this country that we’ve ever had.
I call it trumped-up trickle-down, because that’s
exactly what it would be.”
First, a bit of dreaded fact-checking. Trump was
wrong, at least about the original versions of both
his plan and Clinton’s. The version he proposed
last year wouldn’t be the biggest since Ronald Reagan. It would be the biggest — ever — as a share
of the Gross Domestic Product. And while the Tax
Policy Center has not yet scored his latest version,
it too will be very, very big.
As far as Clinton’s tax increases, Trump was
wrong again. In her version from earlier this year,
Clinton proposed raising taxes by about $1 trillion
over 10 years, or about 0.5 percent of GDP. Her
latest version, which the Tax Policy Center is also
still analyzing, would be a somewhat bigger tax
cut. But not by much. Since World War II, Congress has passed at least nine tax hikes that were
bigger than what she’s proposed.
How do their plans stack up with past tax
changes? Would their plans unleash a burst of economic growth, as they promise?
Unlikely. Trump’s tax cuts would increase incentives to save, work and invest. Except for one
problem: They’d add trillions of dollars to the
budget deﬁcit, which would drive up interest rates
and very likely wipe out most or all of the beneﬁts
of his tax cuts.
By contrast, Clinton’s plan would provide some
new tax subsidies for middle-income households
with speciﬁc ﬁnancial challenges, such as high
medical or education costs. But these subsidies
wouldn’t do very much to boost the economy, at
least in the short run. And her tax increases on
businesses and high-income households would
likely reduce their incentives to save and invest.
So both were perfectly clear about what they’d
do, at least when it comes to taxes. But both
overstated the beneﬁts of their ideas, Trump more
than Clinton.

LOGAN, Ohio — For the Eastern Lady Eagles,
the Gallia Academy Blue Angels and the Meigs
Lady Marauders, it was simply a matter of not
enough spots.
The same could be said for Southern senior Ashley Acree.
In coming oh so close to qualifying for next
week’s district girls golf meet, the Eagles, Blue
Angels and Marauders just missed out on the third
and ﬁnal ticket to that next round.
That’s because Eastern, Gallia Academy and
Meigs missed advancing as teams from Monday’s
Division II sectional tournament — held at Hocking Hills Golf Club in Logan.
The Lady Eagles, in fact, were one stroke shy
of qualifying for the district meet, as Eastern
amounted a 449 compared to third-place Warren
with a 448.
Gallia Academy amassed a 453 to ﬁnish ﬁfth, as
Meigs mustered a 471 to place seventh.
There were nine teams to post team scores on
Monday, as several schools — including Southern
— ﬁelded fewer than the minimum four players
required for a team score.
The top three teams and the top three individuals not on a qualifying club move on to the district
meet.
Acree, in shooting a 101 with a 49 on the front
side and a 52 on the back, missed making it out as
an individual by only two strokes.
Waterford won the team championship in easy
fashion, capturing its second straight Division II
sectional crown with an 80-stroke victory.
The Wildcats ﬁred a team total of 366, as Circleville clipped Warren for second by only two
strokes (446-448).
The Warriors only ﬁelded four players, but
proved to be one shot better than the Lady Eagles
— spearheaded by an 89 from senior Megan Jacobsen.
Jacobsen was also the medalist runner-up, as
junior McKenzie Dietz of Waterford was the match
medalist with an 85.
Warren’s other three scores, all by underclassmen, went for 111, 122 and 126.
The top four individual scores counted towards
the team total, as Eastern was paced by sophomore
