Irish Catholic and Irish Protestant must some day live

biased toward Northern Europeans and discriminatory
against non-Europeans and nonwhites, the new law imposed
flat numerical lim.its-170,000 immigrants a year spread
among aU Eastern Hemisphere countries and 120,000 ·a year
from among all Western Hen;~isphere countries.
An unforeseen result of the new law, however, has been
discrimination of another sort that is seriously hampering
the operations of many American busi,nesses. Most of.them
are members of th~ Foreign Trade Council, Including such
giants as IBM, Procter &amp; Gamble and General Electric- .
companies which are no longer national but international
or muiUnational lD scope.
The companies, complain that because quotas for most
countries are now so light they can no longer bring In for·
eign nationals for other than short-term, temporary assign·
ments. Existing visas are either valid for too short a time
to permit these nationals to complete management training
auignments, which may last several years, or else they
limit the type of work the visitor can perform .
An example is the president of Gillette Italy, whom the
parent firm has been unable to bring to this country to
place lD charge of its Australasian Division, from which
post he would eventually move on to another position within
the company in another country.

A bill now before Congress would exempt Canadian personnel from the quota limitation. This is seen as a step
toward easing the problem, but what the Foreign Trade
Cowacil w-ges is the setting up of an entirely separate
classification under the law for ~;~onpermanent immigrants
in the business-professional category. The council empbasizes that these resident aliens would not be taking jobs
that would otherwise be filled by U.S. citizens.
