For a long time now poUutlon has rivaled 'the weather
as a subject generating a great deal or talk but pmc:lous
little action. We all know by now what we are doing to our
environment, the dire predictions for the near future and
how !ar we are falling short In taking the stepa neceaaary
to prevent them from coming to pass. .
Tbe public ia clearly in favor of action. A recent Gallup
Poll reported 85 per cent of the populntlon concerned about
water pollution and 73 per cent ready tc spend money-i.e.,
taxes-to combat it. Washington also seemed tc be in ~P
with tbe passage of the Clean Water Act hack in 1966, which
was suoposed to channel a stendy now of federal funds int9
state and local pollution-control programs,

Unfortunately, the now has been more of a trickle. ACtual
lund appropriations have consiStently fallen short of cleanwater authorizations. In 1968, f450 mU!Ion was authorized
and $200 million finally appropriated. In 1988, it was $214
million appropriated against $700 miiUon a'!thorized. In the
current budget, the administration has agam asked for $214
million, while Congress authorized a round bliUon.
It appears, however, that public sentiment, as expr~sae1
through a Crusade for Clean Water waged by a coalition of
national organizations ranl!ing from the League of Women
Voters to the United Steel Workers, Instead of the administration may have its way on this one.

· It is sorely needed. Without the promised federal ful!ds,
. tbe cleanup program would eventually collapse despite ef, forts by local government&amp;, which have passe~ bond 1ssues
