On the evening of Novemhrr n, a ma.<Sin electric power
interruption took place in Llw nnrtlieus t,•rn ~cct i o n of t li e
United States and southern Canada. An est itnated :wmillion people were affected for varying periods of tinw.
None of our customers was affected in any way by the
blaekout. l\evertheless I know that the questiPn li PI·"rmost in the mind.~ of om cu ~tomrr~ is:

"Can it happen here?"
It is an entirely proper and \' 1:' 1}' important question :nHl
one that we who are rcsp(Jnsihle for the operation and
management of the nat ion's b1·grsl i 11ve:-:. lor·uwnr~l . . lt>c· ·

the clrsi6Jl and expansion of our ~y stern. As pnc;idt·nt of
this company, let me rea.ssurc you as to the state of
prepa:"!ldndlS of YOUR electric company.

I cannvt :my-m one can say- with absolute certainly
that, given an ~r,l"'' 'in.:ble cornLination of circumstances, such as a n·L_c: ·~<::.:-- ho!c.·:•at;..: t, ~urh a vast outap:c•
could not occur on ~be A"'"' ;cao Elrttc!c Power Sy,lem .
But I can and do say th&: such an occurrence is inconceivable. Here are the reas~r.s this is so:

1. The AEP System essentially is a different kinrl o!
utility operation. It has been developed, over the ~ast
five decades, on a different set of principles. It has bet•n
planned, engineered, designed, built and is operated
differently than the power systems affected. As a conaequence, it behaveR differently in times of stress.

•

2. While the AEP System consists of six operating com·
panies, providing electric service in the states of Ohio,
Indiana, Michigan, Virginia, West Virginia, Kentucky
and Tennessee, it operates as a single integrated power
IUpply system. Our chain or power plants is widely dis·
persed, yet these generating stations are nonetheless tied
qether by a high-voltage transmission network second

to n••nr anrli.hr to I al opera I ion is fttlly integrated.

centers as well a. to aliow great ftexihility in power flow
over the entire System. Such ftexihility is required in
times of outages of generating r_apacity at the plants and
in peri0ds of additional "swings" of power across parts
or the System resulting from emergen<'y conditions on
or out.; ide the AEP System.
6. Finally, engineering and computer ~tudies
are under
<
way at all times, testing and checking the perfonnance
of the System under simulated conditions of moat ad·
verse character. By this, we mean the simulated loes of
entire plants or lines, alone or in combination, either on
our System or on the syatema of neighboring utilities.

AI! of these factors lead ua to believe-and our studies
reinforce this belief-that the Syatem would meet any
kind of llllVer& emergency that we could contemplate

without affecting customer service in atty way. The sole
exce;.tion to this, of cours•. would be in the imm~diate
ar•a or the emergency i!sell, and even here the System'i
built-in safeguards would serve to minimize the sc.ope
and duration of any outage.
