The final platform contest
came on an amendment to insist on continued presidential
control of nuclear weapons.
This was aimed at Goldwater
for advocating that the Nortb
Atlantic alliance comander be
given authority to use tactical
atomic weapo ' t ;
Scranton bad.ers enlisted former Secretary of State Christian A. Herter to lead the fight
for the amendment. He urged
its approval to reaffirm histort.
cal civilian control over miJ...
itary commanders.
Sen. Bourke B. Hickenlooper
of Iowa argued against the
amendment and said that control over nuclear weapons al·
rf"ady was vested in the presi.dent by law. He questioned the
''insidious and mysterjous" moti ves behind the amendment.

There is apparently some thinking
on the part of state fiscal officials to the
effect that persons living in large met·

That is a debatable point. because with
only a few exceptions persons living in
our part of the state pay as much for
many items as they do m the c1Ues. In

some instances a person can huy a home

they can in say Cleveland or Toledo.
There is another reason given for the
differential that states that there Is a

would appear to this writer that that ar·

eause persons employed by the depart·
ment rnilht be drawn away from the ru·
ral sections or even from an Institute
such as our own 1o those positions that
pay higher wages. If such were the case
we would then be placed In a position lo·
cally where wages would have to go up
to get qualified personnel.
We have it on good authority that
many legislators, including our own
worked diligently to have mcluded In the
raise structure many more classified wor·
kers than was originally scheduled. We
hope that those who will benefit from
that effort will give credit to those who
are responsible. By the approach that Is
being tal>:en locally which is by petition,
appears to us as a good start toward a reconsideration of the total picture, and
while they might not get the total three
steps, it would appear that they will
surely prove their point and get a re·
view of the sltuatmn as it now stands.
This section of the state has a stake
In this problem. Increases In pay of the
largest •mployer In Melgs-Gallla means
a lot to the local economy, and those
who are interested in our advancement
shftuld make their thoul!:hts be known to
those who have It within their power to
do something about the matter. Any a~
dltlonal money received In wages has a
favorable effect on the economy of not
only Gallia county but in Sl'veral s~r
rounding'counties. We hope that th~ mt•
uation can be resolved to the satlsfac·
tion of the almost 600 petitioners who
are asking for at least an even break.
