The Cities Look Ahead
City and regional planning specialists
are the f!rst to acknowledge that for a
long time major planning in this country was mostly a thing of paper promises, a fancy idea given wide lip service
but seldom converted into fact.
But today the turning of urban and
area. plans into action is beginning to be
a reality in a good many parts of the
natiqn.
Cities like Chicago, Detroit, St. Louis,
Pittsburgh, Rochester, N.. Y., ;md New
Haven are performing major surgery on
tbeit often crumbling cores.
Where before World War II only a
handful of U.S, centers had master plans
for this purpose, today more than a hunllred have.
.
Planning technicians, once looked at
askahce as "starry-eyed dreamers" if not
socillillta, are ln ever mounting demand.
In 1944 the American Institute of Planners had 233 members. Today it has 2,·
800.
Tbere ar~ more than a dozen planning
schools, and 31 colleges and universities,
a sharply increased number, today grant
degrees in the planning field.
Why the burst of activity and the big
postwar· trend toward using plans in·
steaO of tossing them onto dusty shelves?
Tlie main factor seems to be the startled awar&amp;ness of countless public offi.
clals t;bat their communities, large and
smajl, ara ill tor aweeplng ehange -

which they must somehow govern if they
do not want to be engulfed.
Secondly, the very magnitude of the
problem has brought massive programs

into being - urban renewal, area rede·
velopment, highway network, school and
hospital construction.
If these projects are not to conflict
and overlap, they must somehow be fit·
ted together, No one wants to see repetition of such a case as occurred in t h e
· 1930's, when a public housing project
was begun and then torn down to make
way for a highway,
Quietly, the federal government,
source of much of t h e "development
money" our communities get, is exerting
pressure for more effective planning. In
such matters as urban renewal and area
redevelopment, "workable programs"
must be presented before the funds are
handed over. We may see still more of
this.
Private industries and builders, too,
see Increasing value in relating their ef·
forts to some sort of general plan.
Tbe planning veterans are hardheads.
They see the surface barely scratched,
with urban sprawl in outlying sectors
racing unchecked.
But they agree a real planning start
bas at laat been made. And Americans
who do not wish to be smothered in community disorder must share their pleasure at these marks of progress,
