Meigs County

MEIGS COUNTY — The Area Agency on Aging 8
(AAA8) recently announced that sheriff’s offices across
southeast Ohio received equipment grants from Autism
Speaks in support of the Project Lifesaver program.
April also serves Autism Awareness Month. Millions
of families are affected by autism. Autism is a general
term used to describe a group of complex developmental
brain disorders — autism spectrum disorders — caused
by a combination of genes and environmental influences.
These disorders are characterized, in varying degrees by
communication difficulties, social and behavioral challenges and repetitive behaviors. An estimated 1 in 68 children in the U. S.
is on the autism
spectrum.

cure for autism;
increasing awareness of autism spectrum disorders; and
advocating for the needs of individuals with autism and
their families. Their mission is to change the future for all
who struggle with an autism spectrum disorder.
The Autism Speaks grants will make it possible to
enroll two individuals with Autism per county in Project
Lifesaver. The equipment grants totaled $9,600. Myriad
counties, including Meigs, are participating Project Lifesaver agencies.
In southeast Ohio, Project Lifesaver is a partnership
with each county sheriff’s office and the Area Agency on
Aging 8. Project Lifesaver technology helps find people
with a cognitive disorder, such as Alzheimer’s disease or
Autism, when they wander from a caregiver.
Clients are outfitted with a transmitter about the size
of a watch that is worn on the wrist or ankle. If the client
wanders, the caregiver notifies 911 and the local sheriff’s
office begins a search immediately using Project Lifesaver equipment. Without the technology searches can
last hours or days.
Besides saving lives and injuries, shortening searches
also saves law enforcement agencies money by reducing the labor force and equipment necessary to perform
searches.
“The national average rescue time using Project Lifesaver equipment is about 30 minutes,” Cathy Ash, from
the Area Agency on Aging 8 in Marietta, said. She is also
a national instructor for Project Lifesaver International.
“People with cognitive disorders can disappear in an
instant. These individuals can have very attentive caregivers but the caregivers have to sleep, take a shower, do
laundry, cook supper or run out to the garage. It can happen that quickly.”
For more information about Project Lifesaver call the
Area Agency on Aging at 1-800-331-2644.

Rio nursing extends accreditation
Staff Report

RIO GRANDE — The University of Rio Grande and Rio Grande
Community College announced its
Holzer School of Nursing baccalaureate program’s accreditation has
been extended through 2020.
The Accreditation Commission
for Education in Nursing notified
Rio Grande officials this week of
its action taken during their March
Board of Commissioners meeting.
“On behalf of the Board of Commissioners, we thank you and your
colleagues for your commitment to
quality nursing education,” ACEN
Chief Executive Officer Marsal P.
Stoll, Ed.D., MSN, wrote in a letter addressed to Rio Grande Dean
of Health & Behavioral Sciences
Donna Mitchell, Ph.D., RN.
Accreditation review takes place
every eight years, with this week’s
announcement the culmination of
more than two years of work from
Rio Grande’s entire Nursing faculty
and administration.
“Its really a continual process
that never stops,” Rio Assistant
Professor of Nursing Kathy Carlisle
said. “We have four subcommittees — Outcomes, Curriculum,
Resources and Students — that
constantly evaluate the (Ohio
Board of Nursing) and ACEN standards. So it’s really fluid. It’s never
complete. There are always areas
for improvement.”
According to the ACEN’s website, its accreditation program is
founded on the belief that special-

ized accreditation
contributes to
the centrality of
nursing for the
public good
and provides
for the maintenance and
enhancement
of educational
quality through
continuous selfassessment, planning, and improvement. Accreditation
indicates to the general public and
to the educational community that
a nursing program has clear and
appropriate educational objectives
and is working to achieve these
objectives.
The review process focuses on
six standards: mission and administrative capacity, faculty and staff,
students, curriculum, resources,
and outcomes.
The mission and administrative
capacity standard ensures that the
nursing education unit reflects
the governing organization’s core
values and is congruent with its
mission and goals.
The faculty and staff standard
ensures that qualified and credentialed faculty are sufficient in number to ensure the achievement of
the student learning outcomes and
program outcomes.
The students standard ensures
student policies and services
support the achievement of the

student learning outcomes and program
outcomes of the
nursing education unit.
The curriculum standard
ensures the
curriculum
supports the
achievement
of the identified
student learning
outcomes and program
outcomes of the nursing
education unit are consistent with
safe practice in contemporary
healthcare environments.
The resources standard ensures
fiscal, physical, and learning
resources are sustainable and sufficient to ensure the achievement of
the student learning outcomes and
program outcomes of the nursing
education unit.
The outcomes standard ensures
program evaluation demonstrates
that students and graduates have
achieved the student learning
outcomes, program outcomes, and
role-specific graduate competencies of the nursing education unit.
Carlisle, who has taught for
nearly 15 years at Rio, said the
accreditation announcement is
something to celebrate for all faculty and students.
“It gives validity to our program,
to make our RN to BSN students
more marketable,” Carlisle said.

I was sitting in a packed lobby in a
medical facility, waiting for my turn
to be called back.
Almost every seat was full, as it
was that time of year when the flu

was trying to find something to
alleviate the boredom of the long

of it, listening to its mind-numbing
story and poorly drawn images, but
they were happy to have something to keep them
busy and so were their parents.
All of the magazines were already being read
except for a medical magazine that extolled the
virtues of a colonoscopy, something I preferred
not to contemplate about too deeply. That left me
with nothing to do but just sit there.
It was at that point that the cell phone of the
lady sitting next to me rang. She put her magazine
on her lap as she answered it.
“Hello, this is Mary. … Oh, hi, Suzie. … No, I’m
sitting in the waiting room of a doctor’s office. …
Oh, no, I don’t have the flu. What I’m in here for
is …”
She then went on to explain, in a voice that was
at a volume a person would normally use in cheering for a football team, that she was in for certain
very private female concerns. I saw everyone pull
their magazines up in front of their faces to hide
their embarrassment at the overload of unwanted
information. I, unfortunately, didn’t have a magazine to hide behind, so I grabbed the medical one
and pretended I was interested in colonoscopies.
After she had talked for about 10 minutes, she
finally hung up, and I breathed a sigh of relief and
put the magazine back down. Almost immediately,
her cell phone rang again.
“Hello, this is Mary. … Oh, it’s you! Look, John,
I’m not sure I ever want to talk to you again, but I
definitely don’t want to talk to you right now!”
I happily thought to myself that she must have
remembered she was not in a private setting, and
it was not the appropriate place to have a confidential conversation. But I realized my analysis
was wrong as she continued.
“Yes, I am still mad at you. … Oh, you think so,
do you! Well, let me tell you something, Buddy.
You are the most arrogant, egotistical jerk I have
ever met! … PMS! PMS! Every time we have an
argument you claim that. Well, here is something
you can put in that little brain of yours! If anyone
has PMS, it’s you, not me!”
I reached for the magazine again and pulled it
up in front of my face just as I saw most of the
other adults do the same with theirs. Mary’s tirade
at John went on for what seemed like forever,
though it was probably only about 10 minutes.
Finally, with a few more harsh words, she just
hung up on him. There seemed to be an almost
collective sigh of relief throughout the whole
room. A few people snickered as a little girl asked
her mother what PMS was. The mortified mother
told her daughter they’d talk later, and Mary
glared at them as if it were them at fault.
I hoped that perhaps the little girl’s question
would help Mary reconsider her behavior and that
we wouldn’t have to endure any more uncomfortable phone conversations. I had no sooner had that
thought than her cell phone rang again.
“Hello, this is Mary. … Oh, Anna, I’m sure it is
a valid charge, but you can just login to the company’s PayPal account to verify the details. … Oh,
I didn’t know you didn’t have one. … Go ahead and
use my email and password to login. You got a pen
ready? … Okay, my email and password are …”
Mary then gave the person on the phone, as well
as everyone else in the waiting room, her PayPal
account login information. I guess I must not have
been able to hide my astonishment that she would
give out sensitive information like that in such a
public place, because when she hung up she angrily turned to face me as I stared at her in shock.
“Excuse me! But cell phone conversations are
private matters!”
I thought, “They should be, anyway.”

journalists to do it.
In the end, my concern is that

Our Republic depends on it.

‘Tiger Man’ fights for return of seized animals
By John Seewer
Associated Press

STONY RIDGE, Ohio —
The maze of steel cages where
bears and black leopards
roamed for more than three
decades are quiet now. The
growls and roars of tigers and
lions no longer echo across
Kenny Hetrick’s backyard and
into his neighbor’s windows.
All of his animals, save for a
wolf, have been in the custody
of Ohio’s agriculture department since January after it said
he ignored warnings that he
needed a permit for the exotic
animals and that his cages
weren’t secure enough to prevent an escape.

donations of cash, as well as of
deer and horse meat to feed his
animals.
He thought of himself as an
educator, inviting scout troops
and families to learn what they
wouldn’t hear at zoos — and
that’s why so many people are
trying to save what he created,
unwilling to believe what animal regulators say.
The state hauled away six
tigers, a bear, a lion, a cougar,
a black leopard and a liger
(part lion, part tiger) amid a
crackdown on the owners of
big cats and wild creatures
that came about after a man in
eastern Ohio released dozens
of exotic animals — including
African lions and Bengal tigers

Hetrick, who has been taking in abused and unwanted
animals since the mid-1970s,
is challenging the seizure,
backed by neighbors who insist
his menagerie doesn’t pose a
threat. They have organized car
washes and handed him envelopes stuffed with thousands of
dollars to pay legal bills. Some
spent the winter shoring up
his cages with taller fences and
netting, hoping the animals will
return.
“He’s lost without them,”
said Josh Large, who lives four
houses away. “A lot of us are
lost without them.”
Hetrick, 72, allowed anyone
to visit at no charge, getting by
with help from volunteers and

The agriculture department
says that it tried, but that he
never responded to letters
sent over a span of two years
with the permit application
materials until last October,
nine months after the deadline,
when it gave him 10 days to
surrender his animals.
State officials in January
rejected his application for
a permit, which includes a
$1,000 fee, saying it submitted
was too late.
They also said state inspectors who visited the sanctuary
outside Toledo last November
discovered the tigers could

their cages.

— then killed himself.
That day almost four years
ago highlighted the state’s lack
of regulations on “private zoos”
and pushed Ohio to require
sturdy cages, background
checks and insurance before
receiving an annual permit.
Since the beginning of last
year, Ohio has issued permits
to 54 exotic animal owners.
Others gave up their animals or
moved them out of state rather
than make the changes.
“I know I didn’t have everything done, but I thought
they’d work with me,” said Hetrick, who acknowledged before
his animals were taken that he
couldn’t afford everything the
state wanted.

inning, with Kole Carter
scoring on a single by
Sheets and Graham driving in Anthony Sipple.
The Trojans were held
scoreless on just two hits
in the first five innings,
but finally broke through
in the top of the sixth

stole two bases and
scored on an error. The
one run is all that Portsmouth could manage off
of GAHS and the Blue
Devils claimed the 3-1
victory.
Gallia Academy senior
Seth Wells struck out
10 batters in a complete
game effort and earned
the win, after allowing
just one unearned run on
three hits and one walk.
Portsmouth starter
Zach DeLotell was the
losing pitcher of record,
allowing three earned
runs on three hits and
five walks, while striking
out four in three innings.
Mikey Potts threw three
innings in relief for the
Trojans and he allowed

just one hit, while walking one and striking out
one.
The Blue Devil offense
was led by Graham with
a single and two runs
batted in, while Sheets
singled and drove in
one run. Sipple singled
and scored a run, Matt
Bailey added a single,
while Carter and Wells
each scored once. Bailey,
Graham and Carter each
stole a base in the win.
Oliver led the Trojans
with two singles, a run
scored and a stolen base,
while Potts added a
single.
GAHS committed two
errors and left nine runners left on base, while
Portsmouth didn’t commit an error and left five
runners on base.
The Blue Devils will
attempt to sweep PHS
on April 29, when these
teams are scheduled to
meet in Portsmouth.
Gallia Academy has now
defeated the Trojans in
five straight meetings.
