GALLIPOLIS — The vice president of the French 500
Free Clinic says it is now in a position to serve not only
the uninsured residents of Gallia County, but also those
who have little or no health coverage throughout the
Ohio Valley.
This geographical expansion includes Gallia, Meigs,
Jackson and Vinton counties in Ohio, as well as Mason
County, W.Va., and beyond.
According to Paul Sebastian, there no longer is a geographical limit.
“Since the passage of the Affordable Health Care Act,
also known as Obamacare, more people are now covered
by health insurance. Nevertheless, there are millions of
people who still are not covered,” he said. “Many people
ﬁnd health insurance to be so expensive that they prefer
to pay the ﬁne. Those of very low income may qualify for
excellent coverage through the expansion of Medicaid.”
Among those who are covered, Sebastian said many
people cannot afford deductibles and copays. These
underinsured people, he said, also need help.
“The French 500 Free Clinic is now willing and able to
serve both the uninsured and the underinsured,” Sebastian said.
The free clinic has eliminated age restrictions except
for children younger than 6 who are covered by the Gallia County Health Department and other governmental
agencies. Within the family income guidelines, eligible
children younger than 18 can obtain extensive coverage
with no deductible or copay through the Department of
Job and Family Services, 848 Third Ave., Gallipolis..
The French 500 Free Clinic is open between 1-4 p.m.
on the last Thursday of the month, excluding holidays
and inclement weather that would cause schools to close.
If the demand is sufﬁcient, increasing these hours would
be considered. The free clinic occupies part of the Hillcrest Clinic at 258 Pinecrest Road in Spring Valley, next
to The Arbors nursing home facility.
The clinic is staffed by physicians and registered nurses with access to a chiropractor, social worker and counselor. These and other volunteers give their time freely to
serve the community. Patients are examined and treated
by licensed medical practitioners and professionals. Each
doctor is assisted by a registered nurse.
When necessary, Sebastian said the medical facility
and its physicians refer patients to an appropriate specialist. They assist patients with lab work and prescriptions.
The clinic does not dispense pain medications, Sebastian said.
“Being very dependent upon donations and volunteers,
we are acutely aware of our responsibility to our donors
in addition to our patients,” he said.

Ohio Food Bank and Kitchen, a division of Hocking
Athens Perry Community Action, will be operating an
Innovative Summer Feeding Program. The program will

POINT PLEASANT — Learning
to safely ride a bicycle is important for
people of all ages.
That’s why on Saturday there will be a
Bicycle Safety Fair at the Mason County
Health Department on Fifth Street in
Point Pleasant.
Set for 11 a.m. to noon, it is the second fair that will be conducted by the
health department this month. The ﬁrst
was May 16 in Mason, where rain show-

ers kept attendance at a minimum.
The Point Pleasant event is being cosponsored by the Bend Area Sprocket
Spinners bike club and the Point Pleasant Bike Trail Committee.
Diana Riddle, administrator/nurse
director of the health department, said
earlier the department is trying to do
more safety and educational activities in
the community. With a bike trail in the
works for Point Pleasant, learning safety
at an early age is important, she said.
Participants will learn about bicycle
and road safety. Proper helmet ﬁtting

will be demonstrated, as well as how to
determine the proper bike size. Children
will also learn how to inspect their bikes
each time before riding.
Members of the Sprocket Spinners
and the bike trail committee will be manning each area, with children and their
parents moving from station to station.
Parents will also receive handouts on
safety from the health department.
A drawing will be held among participants 16 years and younger at the
conclusion of the fair for a gift card to be
used for a bicycle or accessories.

I wanted to compliment the recent pictures of
the graduates of Meigs Local High School. Those
were truly outstanding pictures showing great
respect for themselves and their classmates.
There were no ugly ball caps, T-shirts, motorcycles, dogs, etc., in a single picture. Being from
southeastern Ohio, it is important to avoid anything that gives a chance for others to ridicule us
as being backwards or poor. Thanks to the administration of Meigs Local who saw to these great
pictures.

West Virginia, like
every other state in
the nation, has certain
rules that govern what
would be considered a
public meeting.
And in those rules
there are also provisions allowing the
media to report or
cover public meetings.
The state law or statute is ofﬁcially called
the Open Governmental Proceedings Act,
but many refer to it
as Open Meetings or
“Sunshine” Act.
According to the
Open Governmental
Proceedings Act,
which can be found
on the West Virginia
Attorney General’s
website, it “was enacted to ensure that the
proceedings of all
public agencies are
conducted in an open
and public manner, so
that the people may
be informed about the
actions of their governments and retain control over them.”
Earlier this month
— May 19, to be precise — Public Service
District (PSD) No.
2 and the Kingwood
Water Works (KWW)
held normal meetings
(PSD No. 2 at 6:30
and KWW immediately after). A handful
of water customers
attended the PSD No.
2 meeting, along with
Preston County News
&amp; Journal staff writer
Theresa Marthey. Just
before the meeting
got under way, KWW
Board Chairman Bill
Bolyard told those in
attendance, including
the media, that no
video or audio recordings, as well as still
photographs, were
permitted during the
public meeting.
This was a clear
violation of the Open
Governmental Proceedings Act.
“Any member of a
public or governmental body who willfully
and knowingly violates the Act is guilty
of a misdemeanor,
and upon conviction
may be fined up to
$500. A second or
subsequent conviction
for violating the Act
can result in a fine
of between $100 and
$1,000,” Open Government Proceedings
Act, paragraph titled

“Penalties,” Page 2.
It should be noted
that Marthey was the
only member of the
media covering this
meeting. All of the
news, sports and feature staff working for
the Preston County
News &amp; Journal typically are required to
take still and, in many
cases, video recordings
of public meetings and
other events deemed
important by the editorial board. Further,
reporters use audio
recording devices as
a tool to complement
written notes.
No matter the reason, the order given by
KWW Chairman Boylard was wrong. The
public in Preston County has a right to know
exactly how its government operates and
preventing the Preston
County News &amp; Journal or any other media
from recording or taking still photos gives
the impression that
they have something to
hide. The Open Government Proceedings
Act states clearly, “the

end human trafﬁcking, and I am
proud to have helped lead the
charge in this ﬁght.
Human trafﬁcking deserves no
place in America because every
life has value and every person
deserves a chance to succeed. Our
ﬁght will continue, and so long
as both parties remain united and
continue to bring a powerful voice

He challenged each of them,
no matter what they choose
to do after graduation, to do
something.
“In life, everyone has
potential,” Wolfe said.
He spoke about what a
difference just one person
can make to a community.
“I would say a pretty big
difference,” Wolfe said.
“Think about an entire
family all meeting their
potential in life, or even an
entire community. Everyone
is able to make a difference
and make the world around
them a better place. All they
have to do is try.”
He went on to say that
some question how just one
individual out of all the billions of people in the world
could make a difference.
“I can say with ﬁrm conviction that I believe one
person really can make a difference,” Wolfe stressed.
He explained to his
classmates that meeting
one’s potential means being
successful, and success is
contagious.
“Seeing someone else
having success makes you
strive for success, then
someone else notices you
and then they want success
for themselves,” he said. “It
goes on and on, setting off
a chain reaction, all because
that one person decided
they were going to reach his
or her potential.”
Wolfe emphasized that
success takes hard work,
but leads to happiness. And
happiness isn’t just about
making a lot of money, it’s
about being happy with
your career path.
His ﬁnal thoughts were to
challenge his classmates.
“Go out and do whatever
it is you love and want to do,
but do it to the best of your

abilities,” he said. “Start that
chain reaction, creating a
better environment to live
in, be that successful person
everybody else wants to be
like, be the person who gets
paid to do what they love
and set the standards high
for everyone else.”
Principal Otto gave
special recognition’s of the
Class of 2015 and Superintendent Tony Deem
presented the class. As each
graduate’s name was called,
Southern Local Board
President Dennie Evans
presented the diplomas.
When the last graduate
received their diploma, class
president Autumn Porter
asked her classmates to
change their tassels from
one side to the other.
The graduates then led
the singing of Southern’s
Alma Mater as the band
played.
Jacob Hoback offered the
benediction, and in conclusion the Southern High
School Band performed
the recessional as the of
the Class of 2015 graduates
marched off the stage and
into the world, encouraged
to reach their potential and
embrace the change and
growth they will experience
throughout their lives.

Streets and sidewalks throughout the village
were bustling and shops and establishments were
crowed. Locals and out-of-towners came not
only for the biker events, but also for graduation,
alumni celebrations and Memorial Day commemorations.
Sunday was the main event as the group assembled for the traditional run through the county.
The original idea of the run was for the brothers
and sisters, as bikers refer to themselves, to ride
by graves of fellow bikers who have passed as a
way of paying their respects. The run has changed
over the years, making it impossible to visit all the
sites. But the purpose of establishing the run has
not been forgotten and the bikers ride with the
memory of those who are no longer with them.
Bikers were also generous, and proceeds from
the events will be donated to local charities.
By Sunday evening, the levee and parking
area looked deserted. The streets were quiet and
only the memory remained of another successful
Memorial Run.

support their parents, families and teachers have given
them. She also addressed
how she and her classmates
have changed over the
years, and how they will
continue to change throughout their lives.
“On behalf of the Class
of 2015, I would like to
thank everyone that is here
this evening supporting us.
Our parents and families
have been there to show
us the difference between
right and wrong. They have
been patient with us for the
past 18 years and that is
no easy feat,” Theiss said.
” Our teachers have taken
their time to show us the
wonders of education and
knowledge.”
She believed she was
speaking for the class when
she said they are forever
grateful for the time, energy
and support they received.
“You’ve taught us important life lessons, you’ve
taught us how important
we are, you’ve taught us
how big of an impact we
can have on the world and
how important our education is,” she said. “We
wouldn’t have gotten this
far if it weren’t for the hard
work and time you put into
giving us all of those shoves
we desperately needed.”
Theiss had one ﬁnal
request to ask of her classmates, and that was to think
back to how they were as
freshman and compare it to
the person they are now.
Then Theiss read a quote
from C.S Lewis: “It’s funny
how day by day nothing
changes, but when you look
back everything’s different.”
“This is something I want
you to think about when
you are taking on the next
part of your lives. You aren’t
going to notice all of the
little changes you make over
the next few years, but one
day you’re going to look
in the mirror and realize
you’re a completely different
person. That’s OK, it just
means that you’re growing
up.”
Theiss closed by reminding her classmates that they
said they were going to
make history.
“And we intend to keep
that promise,” Theiss said.

The Wahama baseball team
scored two runs in the top of
the seventh inning Monday
night, which pushed the White
Falcons to a 6-4 victory over
Charleston Catholic, in the
Class A, Region 4 semiﬁnal at
Triana Field.
The White Falcons (22-7),
who were shutout in two regular season losses to the Irish

(21-15), pushed two runners
into scoring position in the top
of the ﬁrst inning, but left both
stranded after back-to-back
strikeouts. Charleston Catholic
also had a golden opportunity
to score in the ﬁrst inning after
leadoff batter Thad Jameson
tripled. However, Jameson was
thrown out trying to score on
a passed ball and the game
remained scoreless through one
inning.
After retiring Wahama in
order in the top of the second
inning, the Irish got on the
board in the home half of the

frame as Sam McKown singled
and was later driven home by
Nick Russo.
After a scoreless third frame,
Wahama evened the game in
the top of the fourth inning
when courtesy runner Josh
Petry scored on an RBI single
by Demitrius Serevicz. WHS
senior Garrett Miller, who
singled earlier in the fourth,
scored on a throwing error to
give WHS a 2-1 advantage with
one out in the inning. Backto-back 2-out singles by Jared

Golf Scramble
MASON, W.Va. — Marauders head coach Mike
Bartrum will be hosting a golf scramble to beneﬁt
Meigs Football on Saturday, May 30, at Riverside
Golf Club. It will be a 9:00 a.m. shotgun start.

Basketball Camp
BIDWELL, Ohio — The River Valley girls basketball program will be holding its 2015 Lady Raiders
Basketball Camp for girls in grades K-8 from 9 a.m.
until noon on Monday, June 8, through Wednesday,
June 10. RVHS head coach Sarah Evans-Moore will
be hosting the camp along with the River Valley assistant coaches and players. Coach Evans-Moore is a
former college basketball player at Stanford University
and former Head Coach of the Marshall University
Thundering Herd women’s basketball team. She led
Marshall University to a Southern Conference Championship and an NCAA Tournament appearance.
Campers will receive a t-shirt and quality instruction
in the areas of ball handling, passing, proper shooting
form, offensive moves, defense and rebounding. Call

Wildcats claw past Point, 9-6

NITRO, W.Va. — If nothing else,
they gained a little respect.
The Point Pleasant baseball
team had its magical postseason
run come to an end Monday night
during a 9-6 setback to host Nitro
in a Class AAA Region 4 semiﬁnal
contest at Brandon Matthew Sneed
Field in Kanawha County.
The Big Blacks (16-17) never led
and were down by as much as 9-2
through three complete, but the
guests showed a little pride and
continued to battle back against
the Wildcats (24-10) by scoring
four unanswered runs the rest of
the way.
PPHS never came closer than
the three-run outcome after the
sixth inning frame and ultimately
ran out of outs, but the Red, Black
and White also managed to make
things a little more interesting than
NHS may have expected.
Nitro defeated Point by a 10-0
count in last year’s regional semis
and also posted a 10-0 win on this
same ﬁeld back on May 6 of this
season.
After starting the season with
a 1-6 overall mark, PPHS coach
Andrew Blain was thrilled that his
troops were even in a position to
play a meaningful baseball game
on Memorial Day. The second-year
mentor was even more pleased
afterwards that his squad didn’t
surrender in the face of extreme
adversity.
“I think there were a lot of positives for our program tonight, even
in a loss. I think we earned some
respect tonight by continuing to
battle, and I think it is a step in the
right direction for the program,”
Blain said. “We gave it all we had
from start to ﬁnish, and that is

all I can ask from them. I’m super
proud of the guys tonight.”
The Big Blacks managed a baserunner in each of the ﬁrst two
innings, but ultimately left each of
them stranded at ﬁrst base. Nitro,
on the other hand, plated a run
in the ﬁrst and two more in the
second for a 3-0 cushion after two
complete.
Andrew Stone delivered a twoout single in the bottom of the
ﬁrst, then stole second and third.
Matt Jewell followed with a walk
and Adam Cavendish came in as a
courtesy runner for Jewell. Cavendish got himself caught up in a rundown that allowed Stone to score,
giving the hosts an early 1-0 lead.
Kip Brewer delivered a oneout single in the second and later
scored on a two-run homer to
left-center off the bat of Levi Kelly,
allowing the Wildcats to extend
their edge out to 3-0 after two full
frames.
PPHS, however, responded in
the top half of the third after Chris
Lush led things off with a single,
then Derek King tacked on another
single to put runners on the corners with one out. Matt Richardson then received an intentional
walk that loaded the bases.
Trevor Porter hit into a ﬁelder’s
choice that forced Richardson out
at second, but Lush also scored on
the play for a 3-1 deﬁcit. Jeremy
Tate followed with a single that
allowed King to cross home plate
for a 3-2 contest midway through
the third.
The ﬂood gates opened for Nitro
in its half of the third as the Wildcats sent 10 batters to the plate,
which resulted in six runs on ﬁve
hits, a walk and a hit batsman.
When the dust settled, NHS owned
a commanding 9-2 advantage
through three full frames.

Nitro mustered zero runs, two
hits and four baserunners the rest of
the way, and the Big Blacks found
their offensive rhythm following
the third inning. The guests plated
three runs in the fourth and tacked
on another score in the sixth to
close to within 9-6 after six.
Tristan Austin singled to start the
fourth and Garrett Litchﬁeld came
in as a courtesy runner, then Gage
Buskirk delivered a two-out single
that allowed Litchﬁeld to score for
a 9-3 contest. King received a walk,
then Richardson provided a twoRBI double that plated both Buskirk
and King for a 9-5 game.
Buskirk also received a two-out
walk in the sixth, then stole second
and scored on an inﬁeld hit by King
to cut the deﬁcit down to three
headed into the seventh. Cody
Sockwell earned a two-out walk in
the seventh, but was ultimately left
stranded as Nitro got a called strike
three to wrap up the decision.
The Wildcats outhit the guests
by a 10-8 overall margin and both
teams committed an error apiece in
the game. Point Pleasant stranded
seven runners on base, while the
hosts left four on the bags.
Jacob Bradley was the winning
pitcher of record after allowing six
earned runs, eight hits and four
walks over seven innings while
striking out eight. Buskirk took
the loss after surrendering eight
earned runs, six hits and four
walks over two-plus frames while
fanning one.
King and Richardson led the Big
Blacks with two hits apiece, followed by Buskirk, Tate, Austin and
Lush with a safety apiece. Richardson drove in a team-high two
RBIs, while Buskirk and King each
scored twice in the setback.

All eyes on Manziel at Browns practice
BEREA, Ohio (AP) — Except
for sporting a tighter haircut
under his orange helmet, Johnny
Manziel looked pretty much the
same.
He scrambled from defenders
and zipped passes. He talked
to his coaches after plays, and
joked around with Browns teammates during water breaks.
Manziel is back on the football
ﬁeld, where he built his Johnny
Football reputation and where
he must now prove he belongs.
His comeback — day-to-day —
is ongoing.
For the ﬁrst time since a high-

ly publicized, 10-week stay at
a rehab facility in Pennsylvania
this winter, Manziel practiced in
front of journalists on Tuesday
as the Browns moved into the
next phase of their offseason
program.
The 22-year-old, who played
poorly in two starts last season
and then sought treatment for
an unspeciﬁed issue, did not
speak with reporters afterward.
However, several of his teammates gave glowing reports
on Manziel. They’ve been
impressed with his determination to change a party-boy image

following a bad rookie year.
“He understands the mistakes
that he’s made, so he’s taken
the proper steps to try to keep
himself out of trouble,” Browns
safety Donte Whitner said.
“Now he understands how serious it is. He’ll be all right.”
The Browns can only hope
so. They invested a ﬁrst-round
draft pick on the former Heisman Trophy winner and have
publicly stated they still believe
he can develop into a top-tier
NFL starter. Time will tell, but
Manziel is at least showing early
signs of an attitude change.

Wahama, earned the pitching
win after striking out seven
batters in seven innings. Hoffman, who suffered a 1-0 defeat
to the Irish earlier this season,
allowed four runs on seven hits
and a walk.
Covelli suffered the loss for
Charleston Catholic, allowing
two runs on three hits, while
striking out two in one inning
of relief work. Irish starter
Liam Bailey threw six innings

and allowed four runs on eight
hits and two walks, while striking out seven.
The Wahama offense was
paced by Miller, who doubled
once, singled twice, scored
once, stole a base and drove
in two runs. Nutter and Ricky
Kearns each had two singles
and an RBI, Hoffman added a
pair of singles, while Serevicz
singled once, scored once,
stole a base and drove in a run.
Sheets singled once and scored
a run, Petry scored twice and
stole two bases as a courtesy
runner, while Thomas scored
once in the win.
“That’s the best we’ve hit
against them all year,” Cullen
said. “The kids have worked
hard lately, they’re focused,
they know what they want and
they’re going after it.”
Jameson led the CCHS
offense with a triple and two
singles, while Sam McKown
doubled once, singled once and
scored three times. Belcher
singled once and drove in two
runs, Hamilton singled once,
scored once and drove in a run,
while Russo added an RBI.
The White Falcons stranded
seven runners on base, while
Charleston Catholic left three
on and committed the game’s
lone error. The Irish had eliminated Wahama from regionals
four of the previous six seasons. CCHS earned a 1-0 no-hit
victory over Wahama on April
15 in Mason, and a 9-0 victory
over the Red and White on
May 9 in Mason.
Now the only team standing
between Wahama and it’s sixth
regional title is Williamstown.
The YellowJackets, who lost to
Wahama by a 9-1 count on April
25 in Mason, defeated Gilmer
County by a 7-5 tally on Monday in the regional semiﬁnal.
“Williamstown’s a good solid
team,” Cullen said. “They’ve
been on a roll since we’ve
played them last, so they’ll be
ready for us.”
Wahama will travel to Williamstown on Wednesday at 6
p.m. for the Class A, Region 4
championship game.
