Band receives donation, awards

RACINE — The
Southern Local High
School Band recently
received a donation
of $1,000 from Home
National Bank.
The donation will be
used toward the purchase of new uniforms
for the group.
“The youth in the
band work pretty
much all year long,”
HNB President Roma
Sayer said. “They represent the school and
our community well in
parades, Veterans Day,
Memorial Day as well
as sporting events and
we are proud to support them.”

MIDDLEPORT — Middleport Council on Monday night gave Fiscal Ofﬁcer
Sue Baker the OK to advertise for the
village administrator position.
The decision came after council voted
to waive the necessity for a third reading
of the ordinance regarding village administrator, and to go ahead and pass the
ordinance itself.
At the previous council meeting, Roger
Manley made a motion to have a ﬁrst
reading of an ordinance to change the
form of government back to that of a village administrator from the board of public affairs form of government. Council
voted to dissolve the position of village
administrator in January 2015, effectively
terminating Faymon Roberts, who held
the position at the time. They later voted
to give him a severance package between
$54,000-$56,000 at an April meeting.
After dissolving the position, council
moved to a board of public affairs form of
government, which would require three
members. However, council only had
two board members by Nov. 9’s meeting:
Bruce Martin and Ron Burkhammer.
A motion was made at this meeting for
Penny Burge to become the third member of the board. However, the motion
died for a lack of a second. Baker said she
would immediately look into advertising
the position of village administrator.
Fire Chief Jeff Darst spoke to council
about 2016 ﬁre protection contracts,
and discussed the amount that Salisbury
Township residents pay on average for
ﬁre protection. Darst said that every time
a call is made into the station, regardless
of what the call is, costs $1,293. He said
that in 2014, Salisbury paid $1,400 for
the year for ﬁre protection, which averages out to $51 per call. Baker said that
before 2014 Salisbury paid $1,100 every
year for approximately 30 years.
Council voted to ask their solicitor,
Mick Barr, to write a Memorandum of
Understanding that the amount for Salisbury for ﬁre protection in 2016 would
increase, and would continue to increase
more in 2017. No exact amount was ofﬁcially decided upon, however, Baker said,
as council said they wanted Barr to talk
to Salisbury ofﬁcials ﬁrst regarding this
decision.
A refuse bid was awarded to Rumpke
for a three-year contract for the village.
There were two other bids mentioned
during discussion: Big Dog Trash and
1st Class Trash. Kenneth Zuspan, of 1st
Class Trash, was listed on the agenda as
a visitor, and said that he was told that
council would go with the lowest and
best bid, and that all he would have to do
was give his bid estimates to be accepted.
However, council and Mayor Michael
Gerlach informed Zuspan that he had
to have the equipment and insurance
for the business at the time the bid was
turned in to be considered. Council and
the mayor said they went with Rumpke
because thy already had the insurance
and equipment at the time of the bid,
making them the lowest and best.
Amber Blackwell, of Big Dog Trash,
was also listed as a visitor to speak, but
declined to speak when it was her turn.
Norman Hysell, from Rumpke, was also
listed but was not present.
Baker told council that because of the
Affordable Care Act the cost of insurance through the Ohio Public Entity
Consortium is 12.5 percent higher than
expected. Council voted to renew their
health insurance in spite of the increase.
An executive session was held at the
beginning of the meeting, but no action
was announced afterwards. The minutes
from Nov. 9, bills totaling $2,009.99 and
the mayor’s report from October were
also approved.

Protecting
Ohioans from
predatory loans
Right now, there are more payday lending stores
in the United States than there are McDonald’s or
Starbucks locations.
This industry continues to prey on Ohioans, and
new evidence shows that its reach is spreading
throughout our state.
For years, payday lenders have marketed their
products as one-time, quick ﬁxes to help people
get through difﬁcult times and ﬁnancial emergencies. But in reality, consumers are using payday
loans to cover basic expenses, like
groceries, bills and rent.
Last year, the Consumer Financial
Protection Bureau, or CFPB, found
that four out of ﬁve payday loans are
rolled over or renewed, trapping borrowers in a cycle of debt. The average borrower winds up paying more
in fees than he or she originally

Ohio’s General Assembly and Ohio voters have
both passed laws to limit the triple-digit interest
rates and deceptive practices that these lenders
use. But payday lenders have stayed one step
ahead of the sheriff, skirting existing consumer
protections by reorganizing their business practices to fall under a different section of law. A new
report from the Center for Responsible Lending
shows how payday and car title lenders have
exploited loopholes in Ohio law to continue to
saddle borrowers with triple-digit interest rates.
And the payday lending industry continues to
grow.
In Ohio, there are now 836 stores generating
more than $500 million in predatory loan fees each
year — twice as much as they collected in 2005,
according to the report. Car title lending accounts,
which also carry triple-digit interest rates, make
up $318 million of those fees. This can be a serious problem for borrowers who rely on their cars
to get to work.
This is why Congress created the CFPB in 2010
— to ﬁll the gaps in oversight of these shadowy
ﬁnancial markets, and protect the 43 percent of
American households who have used small-dollar
loans like these at some point in their lives.
In June, I sent a letter to the CFPB urging it
to enact the strongest consumer protections possible to ensure that these products are affordable
and sustainable. It has now been more than ﬁve
months since that letter, and it’s time for the CFPB
to act.
That means that the ﬁnal rule should include
limits on costs, requirements to ensure consumers can repay their loans, products with longer
repayment terms, and the ability to pay down loan
principal.
Ohioans shouldn’t be trapped in a never-ending
cycle of debt by predatory loans.

years. Ash added the
patients “don’t want for
anything” on Christmas
morning.
“It is amazing the
amount of outside
support we get,” Ash
said. She added while
the facility itself does

The hospital is also
open for groups and
organizations to come
in and entertain the
residents. Ash said
there are still available

usually coming in
around 6:30 p.m., after
dinner. They can either
stand in the center of
the hospital and sing, or
stroll up and down each
unit. To schedule group
singing, Ash can be

RACINE, Ohio — It was a spirited contest to the end.
The River Valley girls basketball
team jumped out to an early and
held on to defeat host Southern
30-28 in the Purple and Gold’s
home opener on Tuesday night in
Meigs County. The Lady Raiders
(2-0) got out in front quick, but the
Lady Tornadoes (1-1) fought back,
despite a rough night of shooting
from the home team.
The Silver and Black took the
early lead off six points from Tianna Qualls and Courtney Smith with
a little over three minutes to go
in the ﬁrst quarter. Jansen Wolfe
gave Southern its ﬁrst points of the
game with 2:10 left in the quarter.
Leia Moore sank a couple of buckets to give River Valley a 10-2 after
one period.
The Purple and Gold started the
second quarter on ﬁre offensively.
Ali Deem sank a shot from beyond
the arc in the opening minute to
cut the deﬁcit in half. Faith Teaford connected with a layup to
get Southern within three points
with less than ﬁve minutes left in
the half. Moore hit a three-pointer
at the 4:14 mark to keep the visitors up 13-7. Qualls hit a jumper
with six seconds left in the second
period to give the Lady Raiders a
17-11 lead going into halftime.
Southern allowed nine takeaways
in the ﬁrst half of play. River Valley
had 10 rebounds in the ﬁrst quarter, half of which were offensive
rebounds.

The Lady Tornado defense tightened up coming in the second half.
After a Shelby Brown layup at the
6:18 mark, the River Valley offense
stalled for a bit in the third quarter.
Qualls got the visiting offense back
on track with a jumper with 3:33
left in the third period.
The Purple and Gold offense
shifted momentum back their way.
Deem and Sierra Cleland knocked
down back-to-back threes around
the two-minute mark to get within
six points. Teaford and Macie
Michael contributed four points
to make it a one-possession game.
The Lady Raiders led 23-21 after
three quarters.
Smith responded for the Silver
and Black with a layup at the 7:20
mark in the fourth quarter. Brown
added four points off a three-point
and a foul shot to give the Lady
Raiders a six-point edge.
Wolfe snapped River Valley’s
offensive run with back-to-back
buckets to make it a three-point
game with 2:55 left in the contest.
After a foul shot from River Valley’s Maggie Campbell, Deem laid
the ball up for a bucket to make it
a two-point disadvantage with 44
seconds left in the game, but the
River Valley defense held on to end
the contest.
Both teams struggled from the
ﬁeld as Southern was 14-of-38 in
ﬁeld goals overall, while River
Valley was 14-of-47 from the ﬁeld.
The Silver and Black had a 27-20
advantage in rebounds. The Lady
Tornadoes committed 14 turnovers, while the Lady Raiders had
12 turnovers.

eight points. Brown and Qualls
each contributed six points for the
Silver and Black, while Campbell
had one point.
“I don’t think either team
brought their best shooting game
tonight,” River Valley coach Sarah
Evans-Moore said. “Part of that
was both teams played pretty
aggressive defense. I’m really
pleased that our girls maintained
their poise down the stretch and
on to the win. It was a little touch
and go for a while, but we were
able to hang out and pull it out.”
Deem and Wolfe led Southern’s
efforts with eight points each. Cleland had seven points for the Purple and Gold, while Teaford and
Michael had four and two points
respectively.
“I give River Valley a lot of
credit. They’re physical all the way
around,” Southern coach Kent
Wolfe said. “Our shooting wasn’t
very good. We’ve got to shoot the
ball better versus the zone. At halftime, we made some adjustments
and got the ball in the right spots.
We had some shots we missed and
we’re struggling at the foul line,
but I’m very pleased with their
heart. They played very hard, especially toward the end.”
The Lady Raiders will host
Meigs on Dec. 3, while Southern
will face Miller in Racine on Nov.
30. Both games will start at 7:30
p.m.
