COLUMBUS, Ohio (AP) — Ohio
would lower income taxes for individuals and direct more money toward
water quality initiatives, local governments and libraries under a two-year
state budget proposal introduced
Tuesday in the Republican-controlled
state Senate.
It eliminates the bottom two tax
brackets and decreases personal
income tax rates for the others by 8%
over two years. The income tax cut in
the $69 billion proposal approved by
the GOP-led House was 6.6%.
That and other proposed tax
changes affecting businesses would
reduce taxes by more than $600
million, said Republican Sen. Matt

“One of the more important strategic investments for us is to make sure
that our partners —our constituents,
and the citizens of Ohio —enjoy in
Ohio’s success,” Dolan said. “And so
it’s really important to us that returning tax dollars to Ohioans is the signature statement by the Senate.”
The Senate plan includes $550 million that by Republican Gov. Mike
DeWine sought to boost educational
wraparound services , plus $125 million more toward education-related
spending, such as private-school

a firearm over a roadway.
Deputies responded
to Bigley Ridge Road for
a domestic disturbance.
Upon arrival the female

COLUMBUS, Ohio (AP) — The state will provide
$500,000 to help workers who lost their jobs as a
result of tornadoes that hit an Ohio county.
Ohio’s Department of Jobs and Family Services says
the money will fund employment and work support
services in Montgomery County. County officials
estimate last month’s tornadoes affected more than
200 businesses. The number of workers who lost jobs
wasn’t immediately available.
A department statement says the money also will
establish a Mobile Career Resource Center, where
affected workers can get help writing resumes, searching for jobs and exploring career and training opportunities. Businesses can use it to help with recruiting,
interviewing and training.
The department also is providing federal and state
disaster assistance funds to help low-income people
affected by the storms in Montgomery, Greene and
Mercer counties.

THEIR VIEW

The woman
was in a
big hurry
It was one of those mornings. A morning when
the slight, cool breeze humming through the bedroom window, turning into a whisper that softens
the brow and gently rouses one from
sleep, joined the chorus of the light
cooing of a mourning dove, and
brought the promise of another fine
day.
I joined my wife Brenda at the
kitchen table for a breakfast of
freshly scrambled eggs, Jimmy Dean
Pat
sausage, and a glass of orange juice,
Haley
a breakfast of protein and a hint of
Contributing
Vitamin C that, according to experts,
columnist
was exactly what I needed to start
the day on a healthy note.
Chubby Howard of Real Roots Radio in Xenia
announced the morning was a light news day, with
no reports of auto accidents or criminal activity in
the Miami Valley, a welcome change to the volley
of bad news which was the normal offering at the
breakfast table.
Brenda had bought a scratch-off lottery ticket
the evening before, and as I took my time rubbing off the opaque covering I found, much to my
delight, that we had won $10, matching one of our
numbers with the Holiday Numbers on the card.
Today, I surmised, was going to be a good day.
“Do you think we need to get some gas before
we head to Columbus?” Brenda asked.
I told her we had enough to get there, but would
check the prices along the way to see if the prices
were any cheaper closer to the city.
The wind was at our back as we turned north
toward Columbus on Interstate 71. Truck traffic
was light, which is always a blessing when we
travel, and the trip was a pleasant one as we listened to music and enjoyed good conversation as
we rolled along.
As we approached London-Groveport Road, we
noticed the gasoline price was 10 cents per gallon
cheaper than it had been in Clinton County, so we
turned into the gas station nearest the interstate.
The station was busy, so we pulled along the back
to await an open pump.
We sat patiently for almost five minutes before
the pickup truck left the fueling pump, and we
pulled up to the island on the north side of the
building. As we stopped, a blue convertible sports
car roared off the highway, heading directly
toward us as I stepped out of our car.
The blonde with long-flowing hair honked her
horn, screamed at us, and ultimately gave us a
one-finger folk gesture, before speeding around a
semi-truck parked along the side delivering gasoline.
We noticed her personalized license plate said,
“U Wish.”
I had pumped just a few dollars of gas into our
vehicle when I happened to notice the blonde was
standing at the far end of the lot glaring at me and
waving her hands wildly, as if she was giving me a
tongue-lashing that only she could hear above the
traffic noise.
“Brenda, do see how that woman who tried to
ram us is acting down there?” I asked. “She looks
like she’s going to come down here and confront
me.”
As soon as Brenda heard those words, she
hopped out of the car and said, “Let me take
care of this. If she comes down here and causes
trouble, it’ll be one of the biggest mistakes she
ever made.”
I told Brenda we had enjoyed a wonderful morning so far, and not to let the incident bother us.
The woman evidently thought better of confrontation, turned around when she saw the look on
Brenda’s face, and jumped back into her sports car,
squealing her tires as she departed the gas station.
I spent a large amount of my career in law
enforcement, but ironically, I guess I didn’t look
as intimidating as my wife when the woman
pondered taking me on. To say the least, I was
relieved she was gone.
We soon resumed our trip to Columbus and
within minutes entered the endless construction
zone on the outskirts of town. Traffic was heavy
when our vehicle’s computer system alerted us to
an upcoming traffic stop on the side of the berm.
We slowed down as we noticed an Ohio State
Highway Patrol trooper taking the license and registration from the familiar scowling, blonde-haired
woman sitting in the blue sports car.
At the very same time, Brenda and I said,
“That’s the woman from the gas station who was
acting crazy!”
We waved and honked as we drove past. The
trooper nodded.
I took a quick look back as we sped along, and
once again saw the license plate emblazoned with,
“U Wish.”
Well, smiling to myself I thought, sometimes
wishes do come true.

YOUR VIEW

Reader is preserving a
vanishing landscape
Dear Editor,
I’ll be traveling through your county – (Gallia
and Meigs counties) – in early October and I’d like
to find an old barn, built before 1930 and ideally
having a weathered look and a good story or two
to go along with it. Several years ago I started The
Ohio Barn Project. I’m an artist and writer based
in Cincinnati and I do oil paintings of old barns
and write essays about them, which are posted on
my website, www.barnart.weebly.com. Almost all
of my paintings help raise funds for the local historical society, a museum, the 4-H, or some other
non-profit. I plan to include all 88 Ohio counties
and I have 27 to go. My goal is to finish this year.
I’ve done several fundraisers in various Ohio coun-

ties – for the 4-H, historical societies, and other
nonprofits.
My project was recently featured in Growing
Ohio, 2019, the annual publication of the Ohio
Department of Agriculture, which shows their
interest in preserving history – https://www.farmflavor.com/ohio/growing-ohio-2019/ If you’d like a
hard copy of this publication, you can contact them
for copies, which they will send at no charge.
I was also featured in May, 2018, in Ohio’s Country Journal, which also gives a good look into my
barn project. http://ocj.com/2018/04/preservingohio-history-one-barn-painting-at-a-time/
If a barn owner is interested, he or she can reach
me via the contact form on my website, www.barnart.weebly.com. Old barns are disappearing quickly
and, along with them, pieces of our past. I’m hoping to preserve some of this vanishing landscape.

Jason Day hires
caddie Williams in bid
to unlock potential
PEBBLE BEACH, Calif. (AP) — Jason Day
has won a major, reached No. 1 in the world and
recorded 12 PGA Tour wins already in his career.
That’s not nearly enough to satisfy Day, who
believes he has “severely underachieved” and
needed to make a change if he wants to achieve his
goal of winning all four majors.
So after months of contemplating a caddie
change, Day lured Steve Williams out of retirement to carry his bag, starting with the U.S. Open
this week.
“I think I’ve underachieved up until now,” Day
said Tuesday. “I feel like I’ve got a game that when
it’s on, I can win most tournaments. And the big
thing for me is to go ahead and believe that and
have trust in my abilities that I can do that. And
now that I have Steve on the bag, I think hopefully
that will flourish and I can make winning more of
a habit.”
Williams was the caddie for 13 of Tiger Woods’
15 major championships, helped Adam Scott win
the Masters in 2013, and has also worked for Greg
Norman and Ian Baker-Finch during a long career.
Williams last caddied regularly for Scott in 2017
and has been mostly retired since then but decided
to come back because he believed in Day’s potential.
“It’s not your local Sunday caddie down at your
local club,” Day said. “It was a little bit intimidating to have him on the bag, to be honest. He’s had
a lot of great ball-strikers that he’s worked for. … I
was excited and intimidated in the same breath.”
Day won his only major in 2015 at the PGA
Championship and won eight titles overall in
2015-16 to reach No. 1 in the world. But he has
just two PGA Tour victories since then, prompting
his decision to make a change.
“I need to start working harder, and that’s plain
and simple,” he said. “And that started with —
this is no disrespect to my mates that were on
the bag. They were very, very hard workers. They
were great. But I think Steve will take me to that
next level, and I’m hoping that’s the case.”
Bad memories
Pebble Beach has been a special place for Dustin
Johnson ever since he played his first PGA Tour
event here in 2008.
Johnson won the AT&T Pebble Beach Pro-Am
here in 2009-10, posted three other top three
finishes in that event, and played an almost impeccable first three rounds the last time the U.S. Open
came here in 2010.
But after taking a three-shot lead into the final
round, Johnson had a meltdown, starting when
he missed the second green from the fairway with
a wedge. He had to hit an awkward left-handed
shot and ended up with a triple bogey. He dropped
three more shots over the next two holes and finished with an 82.
“I played a great round on Saturday,” Johnson
said when asked his memories from that tournament. “I remember the golf course, I felt like the
setup was fantastic. It played really firm and fast.
It was a good week. I played really well. First time
having a lead in a major, got off to a fairly good
start. I hit two shots on the green on 1, made a
nice two-putt. And hit it right down the middle
on 2, had a wedge in. And it went downhill from
there.”
Wrong number
Two-time defending U.S. Open champion
Brooks Koepka made a change of his own heading
into the tournament.
After being deluged with text messages and
calls from a variety of numbers, Koepka decided it
was time to change his on Monday.

United States’ Alex Morgan, center, celebrates after scoring the opening goal during the Women’s World Cup Group F soccer match
between the United States and Thailand at the Stade Auguste-Delaune in Reims, France, on Tuesday. Morgan had five goals in the recordsetting 13-0 win for the U.S.

Alex Morgan has 5 goals as US routs Thailand
REIMS, France (AP)
— Thailand was never
a real threat to the U.S.
national team. Even so,
the three-time Women’s
World Cup champions
had no desire to go easy
on a lesser opponent in
their opening game.
Goals matter in the
group stage.
And statements matter
in soccer’s biggest tournament.
“Obviously we have the
utmost respect for everyone we play, but it’s the
World Cup,” said captain
Megan Rapinoe.
Alex Morgan tied
the tournament record
with five goals and the
United States opened
with a historic 13-0 rout
of Thailand on Tuesday
night. Samantha Mewis
and Rose Lavelle each
added a pair of goals for
the United States, which
broke the record for goals
and margin of victory in
a World Cup game.
Rapinoe, Lindsey
Horan, Mallory Pugh and
Carli Lloyd also scored.
The previous record margin was Germany’s 11-0
victory over Argentina in
2007.
Morgan tied Michelle
Akers’ record for World
Cup goals, set in the
quarterfinals against Taiwan in 1991. The team’s
seven different scorers
also set a tournament
record.
Lloyd, 36, became the

oldest American woman
to score at a World Cup
and joined Germany’s
Birgit Prinz as the only
players to score in five
straight World Cup
games.
The United States
faced criticism over its
relentless attack. The
Americans led 3-0 at the
break and then broke the
match open in the second
half, with the players celebrating goal after goal.
The Americans meant
no disrespect, said Morgan, but they simply
wanted to position themselves for a run at a second consecutive title.
“We really just came
into the game really
wanting to showcase
ourselves,” Morgan
said. “Every goal matters in this tournament
and that’s what we were
working on.”
Asked about the lopsided score, U.S. coach
Jill Ellis wondered if a
10-0 victory in a men’s
World Cup would elicit
the same questions.
“This is a world championship, so every team
here has been fantastic
to get to this point. And
I think that to be respectful to opponents is to
play hard against opponents, and as Alex said,
it’s a tournament where
goal differential is important,” Ellis said.
The two teams were
the last to kick off in

the group stage for the
monthlong tournament.
Host France opened
the World Cup before a
sellout crowd in Paris
on Friday night with a
4-0 victory over South
Korea.
Ranked No. 1 in the
world, the Americans
had dropped only one
match in their previous
38, a loss to France in
Le Havre in January.
The team was 7-1-2
overall this year, with six
straight wins going into
the World Cup.
The last time the
Americans played in the
sport’s top tournament,
Lloyd had a hat trick in
the first 16 minutes and
the United States beat
Japan 5-2 in Canada for
the trophy.
The U.S. pounced early
against Thailand, too, on
Morgan’s header in the
13th minute off Kelley
O’Hara’s precisely placed
cross. Mewis, Lavelle
and Horan were all making their World Cup
debuts.
“When you get a deluge of goals like that,
it’s a good feeling,” Ellis
said. “It builds confidence.”
Thailand, ranked No.
34 in the world, was
clearly outmatched even
though the team has
shown progress on the
world stage. Making its
World Cup debut in 2015
four years ago, Thailand

finished third in its group
but earned its first win,
a 3-2 victory over Ivory
Coast.
At the final whistle,
Lloyd and Christen Press
were seen consoling the
Thailand goalkeeper.
Morgan put her arm
around Thailand’s Miranda Nild, who was wiping
away tears on the field.
Nild and Morgan both
played college soccer for
the California Golden
Bears.
“They were disappointed of course, they intended to make an impression
in this first match and
they were disappointed,”
coach Nuengrutai Srathongvian said through a
translator. “Yes, they are
all athletes and they will
be resilient. We’ve got
two more games to play
and we need to bounce
back.”
Srathongvian said soccer in Thailand is still
growing and there is a
limited pool of players to
draw from.
The World Cup comes
at a time when female
players across the globe
are seeking better treatment, conditions and
pay. The U.S. national
team has long championed equal rights, and
players collectively filed
a lawsuit earlier this year
that alleges discrimination by the U.S. Soccer

A.J. Green healthy, has limited role in minicamp
CINCINNATI (AP)
— A.J. Green ran a deep
route along the left sideline and caught Andy
Dalton’s pass in stride,
a sight the Bengals desperately missed during
their last-place season.
Green has fully recovered from surgery on
his right big toe, the
most promising development in an offseason
of regrouping. He was
limited in the first day
of mandatory minicamp Tuesday, but only
because the new coaching staff didn’t want to
push him too hard.

“A.J.’s been cleared to
do everything,” first-year
coach Zac Taylor said.
“But we’re just going to
put him out in individual
(drills) and let him run
around a little bit and
not do any of the team
stuff. I know what to
expect from A.J., so it
will be good just to see
him catch balls from the
quarterbacks. But we’re
not going to give him
too much work.”
Green missed nearly
half of last season with
a torn ligament in the
toe . He finished with 46
catches for 694 yards —

The main focus for
the offense in minicamp

new system. Brian Calla-

han is the Bengals’ third
offensive coordinator in
the last three years, a
dizzying rate of change
that has contributed to
the poor showings.
Although Green hasn’t
been able to fully participate in offseason workouts, Dalton thinks their
eight seasons together
will compensate for the
missed time.
“I understand how

“Come out and do

TORONTO (AP) —
The NBA Finals are
making one last trip to
Oracle Arena.
For the Toronto Raptors, it’s a second shot at
a first championship.
For the Golden State
Warriors, it’ll be a night
to play for a fallen
teammate and the fans
they’re leaving behind.
Game 6 is Thursday
and the stakes could
hardly be higher.
“We owe our fans one
more game in Oracle,”
Warriors guard Klay
Thompson said.
There have been so
many already during
Golden State’s stretch of
five straight trips to the
NBA Finals, the secondlongest run in NBA history. But few had all the
drama and emotion that
will fill the Oakland air
Thursday.
Toronto will bring a
3-2 lead into the building and try again to win
a title that seemed so
close in Game 5. The
Raptors had a six-point
lead with less than 3
minutes remaining Monday, poised to put an
end to a Golden era in
the NBA. Then Thompson and Stephen Curry

golf course basically had

Because while it’s critical for the USGA to get
this one right, the onus
for a good U.S. Open
also falls to the players.
Complaints are normal at
the U.S. Open, and some
of them are valid because
mistakes are made. But
it’s starting to sound like
whining.
Not helping matters
was a magazine article
that allowed players to
hide behind anonymity,
open season for criticism
without having to attach
their names. One player
even suggested that 10 to
15 players were willing to
sit out after 2016 as the
word “boycott” was bandied about.
Right.
Walking out on a major
only sounds like a good
idea when frustrations
can be vented in private.
No player has publicly
said he would be willing
to boycott, and until that
day, it shouldn’t be taken
seriously.
“What’s going through
a guy’s mind?” Nicklaus
said. “Let them boycott.
Tell me how many guys
do it. I have to say, the
setups the last few years

have not been real good,
but that doesn’t mean …
it’s the U.S. Open. They
can play it down the back
alley of an ice cream
shop and you’ve got to go
play.”
Maybe it’s money.
Maybe it’s fame driven by
social media. Players now
feel their voices are louder and their platforms are
larger, but the last thing
golf needs is for players
to dictate how the game
should be played, especially when their main
interest is their own.
If the USGA does its
job — Pebble Beach is
tough to get wrong —
there will still be complaints.
Nicklaus used to say
he would listen to players complaining at a U.S.
Open and figure that’s
one less player he has to
beat. Brooks Koepka talks
the same game, so maybe
it’s no surprise he has
won the last two.
“Nobody wants to
hear anybody’s excuse,”
Koepka said. “I find it
annoying even when I
play with guys and they’re
dropping clubs or throwing them or complaining,

like telling me how bad
the golf course is or how
bad this is. I don’t want
to hear it. I don’t care. It
doesn’t matter to me. It’s
just something we’ve all
got to deal with. If you
play good enough, you
shouldn’t have a problem.”
There’s no doubt the
relationship between the
USGA and the PGA Tour
players has eroded in
recent years. The mistake
was going to two new
courses in a three-year
period. Going somewhere
new increases the likelihood of surprises, such as
dead grass on the greens
at Chambers Bay and no
wind for the wide fairways of Erin Hills.
Shinnecock Hills was
set up for a great week
until a few bad pin positions on the back nine
Saturday that turned the
U.S. Open upside-down.
The best player still
won.
Mickelson tried to
make a point last year
by swatting a ball on the
green while it was still
moving. Everyone had
to play the same course.
Mickelson shot 81 that

day. Koepka, playing later
in the afternoon when the
greens were faster, shot
72.
Mickelson dished out
more harsh words for the
USGA two weeks ago
when he mentioned all
the U.S. Opens he played
— this is No. 28 — and
said, “One hundred percent of the time they have
messed it up if it doesn’t
rain.”
This is the same guy
who in 2016 at Oakmont
said, “This is a whole different style of golf, something that over the years
I’ve become very effective
at playing. Because of
that, I would love to see
it cross the line the way
U.S. Opens often do, and
become a little bit over
the edge.”
The concern was the
U.S. Open losing its identity of narrow fairways,
thick rough, firm greens
and the toughest test of
the year. The hope is that
it returns to what Curtis Strange said Arnold
Palmer told him years
ago.
“You should be
exhausted Sunday
night.”
