the latest community in
Meigs County to receive
the highly competitive
$300.000 Community
Development
Block
Grant.
Racine
has
been
approved for the grant to
complete public improvements in the village. The
improvements
will
include installing 2,337
linear feet of sidewalks,
2,024 linear feet of street
paving material. six catch
basins, 840 linear feet of
culvert. 315 linear feet of
fencing; purchasing 39
pieces of firefighting
equipment and 100 water
meters; demolishing six
vacant. abandoned houses; constructing a batting
cage at Star Mall Park;
and replacing the community building's roof,
windows. and doors. The
project will leverage
approximately S 191 ,300
of additional funds.

Question: My son is
starting school this fall.
He'll be in the first grade,
nnd he seems nervous
about it. Though he's
been in kindergarten. the
jump to first· grade
appears to be daunting
for him. He cries every
day and says he doesn't
want to go to schooL
What can I do to help
him adjust to this new
phase in his life?
Answer: Thanks for
this timely question. The
school year will be staltllg in just a few short
weeks in many parts of
North America. It's not
uncommon at this time of
year for children and parents to become a little
anxious as they begin
dealing with the annual
ck-to-school ritual of
•
ying . school clothes
and supplies. When a
child is experiencing
what is called "school
anxiety." the approach of
the school year can be
particularly challenging.
• School · anxiety is very
common;
particularly
when a child is just starting school or adjusting to
a new school.
Fortunately, there are
some things you can do
now to make the first day
of,classes - and the rest
of the year - go more
smoothly. First, visit the
school with your son.
Make arrangements to do
that now, before that hectic first day of classes.
That way your son can
become familiar with the
location of his classroom,
the lunchroom and the
yground. You can take
·antage of the visit to
et your son's principal
d teachers.
If your son rides a bus
to school, make sure he

knows the pick-up and
drop-off points as well as
basic safety rules. including the proper way to
walk along or cross any
streets between the bus
stop and home.
You can help ease your
child's
apprehension
about school by stressing
the positive benefits. Try
to instill in him a love of
learning, and be sure he
knows why it's important
to get an education.
One way to do that is to
take a}1 interest in learning yourself. If yqur child
sees you reading at home
or taking an interest in
school projects. you'll be
fostering the idea that
learning is important in
your family.
When you meet the
teacher, talk with her or
him about the amount of
homework your child
will receive. Then. set up
a household schedule
that allows for homework time every night.
Provide a comfortable,
quiet place for your child
to do his homework.
Finally, all parents
should take time to tell
their sons and daughters
that they are proud of
them and the work they
do at school. Part of every
parent's pledge should be
to accept your children
for who they are - nurture those qualities that
make each child special,
and take every step you
can to help them improve
in areas of weakfless. But,
don't be afraid to discipline them with love finn but kind - when
they n~ed it.

have graduated and gotten a great job offer or an

N.Y. governor aims to meet. with
NYC mosque developers

Gov. David Paterson. who last week suggested .a proposed mosque near ground zero .might
want to relocate elsewhere, will meet soon with
the project's developers, a ~pokesman said
Tuesday.

Paterson's office declined to say what the
meeting would be about, but Rep. Peter King
told The Associated Press that the governol'
wants to discuss possible alternate locations for
the ParkS I Islamic cultural center and mosque.
King said he spoke with the governor Tuesday.
Representatives of the project said no meeting had been scheduled yet:

Paterson last week offered his help and the
possibility that state land could be provided as
an alternate site for the center. The project has
ignited nationwide debate over freedom of religion and anger over the Sept. II, 200 I. terror
attacks.
The planned $100 million center would be
built two blocks from the World Trade Center
site. where nearly 2,800 people died wflen
Islamic terrorists flew jets into the twin towers.
The project is headed by Imam Faisal Abdul
Rauf, a Muslim cleric who has worked to
improve relations between Islam and the West.
.Morgan Hook. a Paterson spokesman, said
talks were under way between the governor's
office and representatives of ParkS I to set up a
meeting between Paterson and the project's
leaders.
"We are working with the developers on a
staff level but there have not been any formal
discussions between the go~ernor and imam or
developer,'' Hook said. ''We expect to have a
meeting scheduled in the near future."
Mosque spokesman Oz Sultan released a
statement Tuesday saying he did not belie"e a
meeting had been scheduled yet.
' "We appreciate the governor's interest as we
continue to have conversations with many officials,'' Sultan said.

The Washington Post first reported the talks
were under way.
King. the ranking minority leader of the
Homeland Security Committee, said he had
spoken to Paterson on Tuesday and that
Paterson expected the meeting to take place
within days.
"He said he is meeting Ill the next day or so
with the developers and the leaders of the
mosque to discuss his propo:-;al to move it to
state land. My understanding was the imam is
going to be there," King told the AP.
Rauf was scheduled to leave this week on a
two-week trip to the Middle East as part of a
religious outreach effort by the State
Department.

Converting nillitary restraint in wars
into an effective national strate~

•

After blasting away for years in
Afghanistan and lraq, the U.S.
military had to relearh - the hard
way - lessons that had been forgotten from the debacle in
Vietnam. As in Vietnam. the U.S.
military in Iraq and Afghanistan
initially used heavy amounts of
technology and firepower to wail
away against enemy guerrilla
forces, only to further alienate
indigenous populations. already
very unhappy with foreign occupation, by also killing many civilians. In guerrilla warfare. unlike
conventional warfare between
massed armies, winning popular
suppo1t is key because the guerrillas emanate from, hide among,
, and get suppmt from indigenous
peoples.
And as in Vietnam, the U.S.
military in Afghanistan and Iraq
eventually learned the value of
protecting the population, called
counterinsurgency warfare, rather
than simply killing large numbers
of enemy fighters and civilians.
General David Petraeus, then
commander of U.S. forces in Iraq.
and other U.S. military officers
rode to the rescue in Iraq by
implementing a counterinsurgency strategy that was more
political than military. The more
restrained strategy involved clearing· territory of insurgents. using
local Iraqi forces to hold the
ground. reestablishing governance, bribing the opposition not
to fight, and realizing that insurgency is often caused by legitimate grievances. Now commander in Afghanistan. General
~ Petraeus is using this same "sottj er, gentler" approach there.
In Vietnam. the United States
learned only too late that such a
more restrained approach might
work. In Iraq, the strategy -,
especially the bribes - turned
Sunni tribes from U.S. enemies
into opponents of al-Qaeda in

Iraq. Yet the approach did not deal
with the long-tenn probability of
an ethno-sectarian civil \Var
among Sunnis. Shi'a, and Kurds
once U.S. forces are 1educed · or
withdrawn. In Afghanistan, the
more restrained strategy has a better chance of winning ''hearts and
mindf' and stabilizing the situation than firepower-based slaughter, but has only a short eighteen
months to work magic and has not
been quickly effective out of the
starting gate. In July 20 I I. the
United States will begin to withdraw forces from Afghanistan and
the strategy will change to killing
insurgents, according to statements by General James N.
Mattis. commander of the U.S.
Central Command and Petraeus 's
new boss.
But the more important question is whether a more restrained
approach. which has shown some
promise as a stratc~y in various
theaters of war, Jmght not also
work as a better national grand
strategy. There arc still those from
the traditional U.S. military culture of total war, unconditional
surrender. and use of heavy metal
(going back to Ulysses S. Grant)
that are squawking that Petraeus
is endangering American soldiers·
lives by restricting the use of massive firepower. but the counterinsurgency proponents have won
the day because they got better
results in Vietnam and Iraq than
did the fire and brimstone crew~

McDade, age 51 of
Athens, died unexpectedly
Monday morning, Aug.
16, 20 10 at his home.
orn Sept. 3, 1958 in
lumbus, he is the son of

Davis McDade of Athens,
formerly of Middleport
and Racine.
A 1977 graduate of
Athens High School, he
received his Bachelors and .____
Masters
Degree
in
Recreation Management from Ohio University. He
was employed as Student Activities Director at
Hocking College for 18 years and as Athens County
Director of Smith Concrete.
In high school, he was active in basketbalL marching band, and was a member of the band "Shadows of
the Knight." He was a 36 year resident of Athens.
Chris enjoyed golf, hunting, coaching and teaching
his sons youth athletics and music. He was a member
of 1st United Methodist Church and Paramuthia
Lodge 25 F&amp;AM.
Besides his parents, Chris is survived by his wife of
18 years, Tabatha D. Fife McDade; two sons. Tyler
and Shane McDade; a sister, Mandy (Randy) Allen of
Albany; two nephews, Kirk a1~d Kyle Allen; father-inlaw, Dale Fife of Gallipolis; several aunts, uncles and
numerous friends.
Funeral service will be conducted Thursday 1 p.m.
in Jagers &amp; Sons Funeral Home, Athens, with Pastor
enver Dodrill officiating. Burial will be in

office door everyday, I
know if they're not. it's
not them, it's me. It's my
responsibility to get that
done. So I like that put on
me. I like that responsibility.''

will have a huge challenge accomplishing that
in his first try.
"Our job is to get them
ready," Holliday said.
''We have a great challenge ahead of us. From
January until now, we've
told this football team ...

It took Holliday much
longer than the four practices he initially thought
to pare down a list of four
quarterbacks.
When
things eventually panned
out, incumbent Brian
Anderson got his job
back with freshman

Eddie Sullivan as backup.
"It wasn't somethinf! I
was concerned with when
I came out to practice."
Anderson said. " I felt like
if I just worked hard, then
the rest would take care
of itself. Luckily I'm on
top right now."
Anderson has been the
starter since replacing an
injured Mark Cann for
the final game of the
2008 season. Last year
Anderson completed 58
percent of his passes for
2,646 yards with J4
touchdowns and 13 interceptions.
So what numbers
would Anderson like to
improve on the most?
"The win column." he
said.

difference
between Holliday and the
previous coaching staff is
intensity.
''We come out each and
every day and practice

GEORGETOWN, Ky. (AP) - Linebacker Rey
Maualuga of the Cincinnati Bengals has been
fined two game checks by the NFL and will forfeit
an additional portion of: his signing bonus for
2010 for a drunk driving violation.
Maualuga was fined by the NFL on Tuesday
under the league's substance abuse policy. He will
forfeit two weeks worth of his 2010 bonus. as
well.
The second-year player from Southern
California pleaded guilty to drunken driving in
February and received a suspended sentence.
Police said he hit a parking meter and two parked
cars in northern Kentucky. He was charged with
drunken and careless driving.

CLEVELAND (AP) - The Cleveland Cavaliers
are unveiling new uniforms with altered colors and
bolder lettenng on the fronts.
The biggest change. though. is who'll be wearing
them.
The Cavs' new uniforms, alread~ available on line,
will include a "deeper" wine and brighter" gold hue
than their previous Jerseys. They wi1l also include the
word "Cleveland" written in a block-style lettering as
opposed to the script of the past.
On Monday, owner Dan Gilbert said jokingly that
the new uniforms would include the Comic Sans font.
It's the style he used in his infamous letter to
Cleveland fans on July 8 after superstar LeBron
James announced he was leaving Cleveland as a free
