West Nile Virus
identified in mosquito
collected in Rutland
Staff Report

MEIGS COUNTY — A mosquito collected in
the Rutland area has tested positive for the West
Nile Virus according to the Meigs County Health
Department (MCHD).
In a statement on the agency’s Facebook page on
Wednesday, MCHD stated it was recently notified
by the Ohio Department of Health that a mosquito
it collected from a site in Rutland tested positive for West Nile Virus (WNV). In response, the
MCHD will increase surveillance and assess the
area for potential breeding sites.
WNV is indigenous to Ohio and most of the US.
Please take precautions when you are outside by
wearing long sleeves, pants and socks as well as
using natural repellents or DEET to avoid being
bitten and remove any sources of standing water
from your property, the statement concluded.

When Mattison Finlaw was crowned the 2018 Meigs County Fair Queen on Sunday evening it was reminiscent of a crowning from 13 years
ago as referenced by a Sentinel photo provided by Finlaw’s mom Krisit. In 2005, Mattison Finlaw was crowned Little Miss Meigs County
at the fair. Also members of the Little Royal Court in 2005 were 2018 Meigs County Fair King and 2017 Meigs County Fair Queen Michaela
Holter. Pictured in the top photo are Bruce Davis and Mattison Finlaw, center, the 2005 Meigs County Little Mister and Miss. With them

TODAY IN HISTORY
By The Associated Press

Today is Thursday, Aug. 16, the
228th day of 2018. There are 137 days
left in the year.
Today’s Highlight in History:
On August 16, 1987, 156 people
were killed when Northwest Airlines
Flight 255 crashed while trying to
take off from Detroit; the sole survivor
was 4-year-old Cecelia Cichan.

Indian forces in the War of 1812.
In 1858, a telegraphed message
from Britain’s Queen Victoria to President James Buchanan was transmitted
over the recently laid trans-Atlantic
cable.
In 1861, President Abraham Lincoln
issued Proclamation 86, which pro-

hibited the states of the Union from
engaging in commercial trade with
states that were in rebellion — i.e.,
the Confederacy.
In 1920, Ray Chapman of the Cleveland Indians was struck in the head
by a pitch thrown by Carl Mays of the
New York Yankees; Chapman died the
following morning.
In 1948, baseball legend Babe Ruth
died in New York at age 53.
In 1954, Sports Illustrated was first
published by Time Inc.
In 1956, Adlai E. Stevenson was
nominated for president at the Democratic National Convention in Chicago.

Clemson, USC QBs
among freshman who
could make impacts
By Steve Megargee

Freshmen should play a bigger role in college
football than ever this season, thanks to a rule
change instituted by the NCAA.
The NCAA is allowing players to participate in
up to four games and still qualify for a redshirt
season that would enable them to maintain four
years of eligibility. That rule change should put
more freshmen on the field than ever before.
“It’s a seismic change in our world,” Baylor
coach Matt Rhule said.
Of course, more and more freshmen have been
making an impact on the game well before this
rule change. With a growing number of freshmen enrolling in school early and participating
in spring practice rather than preparing for their
senior proms, newcomers already have been delivering big performances on college football’s biggest stage.
The latest example of that came in last year’s
College Football Playoff championship game,
when freshman Tua Tagovailoa came off the bench
in the second half to rally Alabama to an overtime
victory over Georgia .
“I know the freshmen are more ready now than
maybe ever before,” Utah coach Kyle Whittingham
said. “Back when I first got into coaching, 95 percent of your freshman class would redshirt. Now
it’s probably less than 50 percent.”
A rundown of some true freshmen with the
opportunity to make a major impact this fall.
LSU
WRs Ja’Marr Chase and Terrace Marshall
LSU doesn’t return any wideouts who had more
than 219 yards receiving last season, so the Tigers
could use some playmakers in the passing game.
Chase and Marshall fit the profile. Chase was
LSU’s leading receiver in a scrimmage Saturday
and has earned praise from LSU coach Ed Orgeron. “He has big hands,” Orgeron said. “He has
10 ½-inch hands. He can catch the ball well. He’s
very strong, fast, runs great routes. Very mature.
He just has a natural knack for catching the football.” Marshall was the nation’s No. 3 receiver and
No. 13 overall prospect in his class according to a
composite ranking of recruiting sites compiled by
247Sports . Chase also was a top-100 recruit.
SOUTHERN CALIFORNIA
— QB JT Daniels and WR Amron St. Brown
— These former high school teammates at
Santa Ana (California) Mater Dei already are
accustomed to connecting for touchdowns. St.
Brown was the nation’s No. 2 receiver and No.
11 overall prospect according to the 247Sports
Composite. Daniels was ranked second among
pro-style quarterbacks and 16th overall. Daniels
is competing with sophomore Matt Fink and redshirt freshman Jack Sears for the right to replace
New York Jets first-round draft pick Sam Darnold
as USC’s starting quarterback. Daniels threw three
touchdown passes to St. Brown at a recent scrimmage.
CLEMSON
— QB Trevor Lawrence
— Lawrence is so promising that he’s forged a
legitimate preseason competition with incumbent
starter Kelly Bryant, who helped the Tigers win
an Atlantic Coast Conference title and reach the
College Football Playoff last season. Lawrence
was the nation’s No. 1 overall prospect in his
class according to the 247Sports Composite. He

Cleveland Browns quarterbacks Tyrod Taylor (5), Brogan Roback (3), Baker Mayfield and Drew Stanton (9) stretch during training camp
Sunday in Berea, Ohio. Taylor says the Bills’ decision to part ways with him is fueling his desire to deliver for the Browns.

Taylor driven by Bills trading him
BEREA, Ohio (AP) —
Tyrod Taylor remembers
winning the starting job,
throwing touchdown
passes and seeing diehard fans standing in
snow at Buffalo’s airport
on New Year’s Eve to
celebrate the end of a
17-year playoff drought.
His three years with
the Bills were special,
filled with long-lasting
memories.
His exit wasn’t.
Traded to Cleveland in
March for a third-round
draft pick (No. 65 overall), Taylor said Tuesday
that he holds no bitterness toward the Bills, but
that the team’s decision
to part ways with him
is fueling his desire to
deliver for the Browns.
It’s driving him.
“Each year has its
own way of motivating
itself,” Taylor said. “But
definitely how I think it
ended there, it’s motivation for this year.”
Coming off a “perfect” performance in his
preseason debut for the
Browns last week, Taylor,
who has quickly established himself as a leader
in Cleveland, will face his
former teammates for the
first time Friday night
when the Bills visit in
the second exhibition for
both teams.
Taylor made it clear
that there’s no resentment and that his focus
this week, and every
week, is on improving
the Browns — not paying back the Bills.

Free agent Dez Bryant to
visit receiver-thin Browns
BEREA, Ohio (AP) — Dez Bryant’s going to meet
with the Browns. Depending on how things go, he
could stay awhile.
The free agent wide receiver has scheduled a visit
with Cleveland on Thursday, and the anticipated
stopover could lead to the three-time Pro Bowler
signing with a team craving more playmakers.
Bryant, who released by the Dallas Cowboys in
April after eight seasons, has shown previous interest in joining the Browns. Last week, Bryant posted
on Twitter that he intended to speak with the team
and a Browns spokesman confirmed the sides will
talk later this week.
But while Bryant would certainly be a talent
upgrade for a team coming off a 0-16 season, Browns
coach Hue Jackson said it’s vital to make sure he fits
with Cleveland’s culture.
“It’s not just a given,” Jackson said following Tuesday’s practice. “I think you have to work through
whatever conversations we have and feel good about
it.”
Cleveland needs receiving help and receiver Jarvis
Landry and quarterback Tyrod Taylor have lobbied
for Bryant, who has 531 career receptions for 7,459
yards and 73 touchdowns.
But the 29-year-old Bryant has baggage, and the
Browns have to be sure he’s not only committed to
them, but that he won’t be a distraction. Bryant frequently clashed with Dallas coaches and he recently
went on a Twitter rant criticizing former teammates.
Jackson said the team will be prepared to ask Bryant the appropriate questions.
“We do all of our homework prior to (a visit), and
you have very open and candid conversations with
guys about what your locker room is, how your team
is run, how we go about doing things and see if it
fits,” he said following Tuesday’s practice. “The player has to be honest, and we have to be honest about
what our expectations are. You just lay it out, and I
think that’s the only way you can do it at this time.”
The Browns have been in the market for another
receiver since camp opened.
Former Pro Bowler Josh Gordon has been absent
to focus on his health and the team doesn’t know
when he’ll be back. Cleveland recently traded former
first-round pick Corey Coleman to Buffalo and there
are still questions about whether rookie Antonio Callaway can be counted on because of his background

Bryant clearly has the talent to help the Browns,
who now have to weigh the risk.
Bryant is believed to have other options, but he
could be enticed to join Landry, who isn’t sure if
Cleveland has enough for his friend.
“We’re just trying to figure out if he wants to be
here,” Landry said. “Then obviously we’re open
arms and we’d love to have him. He’d be a great addition to our team and our offense for sure.”

Meyer probe costs $500K but still about what Ohio St wants
COLUMBUS, Ohio (AP) —
The Urban Meyer investigation
is costing Ohio State $500,000,
but whether the superstar
football coach keeps his job still
comes down to whether the
university wants to stick with
him based on how he’s already
been tainted by the scandal.
Meyer is on paid leave while
Ohio State pays an outside firm
to investigate and a six-member
university committee considers
whether he responded properly
to accusations of domestic
abuse made against one of his
coaches, Zach Smith, who has
been fired.
But Meyer has already given
his bosses plenty to consider
— he says he knew of domestic
violence allegations against
Zach Smith before he brought
Smith to coach wide receivers at Ohio State, and that
he reported new accusations
properly when they surfaced in
2015.
University officials expect to
make a decision within about a
week in what could come down
to a public relations balancing
act involving the school’s reputation, $38 million in future salary under Meyer’s contract and
other jobs at stake.

Other options?
Ohio State could suspend
Meyer rather than fire him,
if university leaders want to
retain him while still delivering
some punishment for keeping
a coach around for so long
despite accusations of domestic
abuse.
The investigation also has
implications for other athletic
officials.
Athletic director Gene Smith
and Meyer’s wife Shelley
Meyer, an instructor in Ohio
State’s nursing school, also
knew of the 2015 incident,
Zach Smith and Courtney
Smith has said.
A key detail for investigators will be whether the Title
IX office or athletic director
responded properly — if they
were indeed informed. Citing
the investigation, the university
would not make those officials
available for comment when
contacted by The Associated
Press.

the hook for $38 million to pay
off the balance of his contract.
Dissolving the deal would
certainly invite a challenge
from Meyer, adding legal costs
and leading to new rounds of
public scrutiny.
There’s also winning to consider.
Meyer is 73-8 with a national
title in six seasons with the
Buckeyes. Winning generates
money and prestige, while
his dismissal would certainly
cause turmoil for the football
program.
Nobody at Ohio State wants

From page 1B

The Meyer investigation
plays out at a time when the
school itself — and college
athletics at large — is under
scrutiny around the handling of
misconduct allegations.
Ohio State has a growing
list of more than 100 former
students and athletes who say
they were groped and otherwise mistreated by Dr. Richard
Strauss, a deceased athletic
department doctor who worked
at the university for nearly
20 years. There are questions
about whether Republican
U.S. Rep. Jim Jordan knew
about the abuse when he was
an assistant wrestling coach
at Ohio State during the same
time.
At least three federal lawsuits
have been filed against Ohio
State by men who say they
were abused by Strauss.
Don’t expect fans and critics
to separate the scandals when a
decision is made on Meyer.

Why keep Meyer?
Meyer said he followed
“proper protocol and procedures” after finding out about
the 2015 abuse allegations.
“Please know that the truth
is the ultimate power, and I am
confident I took appropriate
action,” Meyer said in a tweeted statement.
Meyer didn’t detail those
actions but the crafted statement was clearly a public
defense of his job.
Meyer signed a contract
extension in the spring with
new language that requires him
to promptly report any “known
violations” of Ohio State’s
sexual misconduct policy to
the school’s Title IX officials.
The policy includes sexual
harassment, intimate violence
and stalking “that involves
any student, faculty or staff.”
The clause doesn’t specify how
Meyer should treat older accusations.
Meyer may have limited
responsibility for reporting
because of the scope of behavior covered by the misconduct
policy and Title IX, according
to Micaela Deming, staff attorney with the Ohio Domestic
Violence Network.
Both the policy and Title IX
focus on incidents on-campus
or at university-related events,
she said. So in the case of Zach
Smith’s 2015 arrest, “this offcampus, non-student-involved
domestic violence incident
seems to be largely excluded
from both the sexual harassment policy and Title IX,”
Deming said.
If Meyer did everything
he was supposed to do, Ohio
State then faces the question
of whether to fire him without
cause, leaving the university on

Former Marshall QB
Reggie Oliver dead at 66
HUNTINGTON, W.Va. (AP) — The Marshall
University quarterback who was part of the team’s
return after the 1970 plane crash that killed 75 players has died. Reggie Oliver was 66.
Marshall President Jerome A. Gilbert said in a
release Tuesday that his “heart is broken” at the
loss of Oliver. He added that Oliver was “an integral
piece of the fabric that makes up Marshall’s story.”
Marshall Athletics said in a release that Oliver
“was one of Marshall’s true legends.”
The Herald-Dispatch reported Oliver was hospitalized in Huntsville, Alabama, last week after suffering a head injury in a fall.
Oliver grew up in Tuscaloosa, Alabama, and
became a quarterback for the Young Thundering
Herd, as the team was known. In the school’s first
home game after the crash, Oliver connected with
freshman fullback Terry Gardner for a 13-yard touchdown on the game’s final play to upset Xavier 15-13.

NEW YORK (AP) — There’s nothing like a late
charge from Tiger Woods to juice the ratings of a
major golf tournament.
The Nielsen company said that CBS reached 8.5
million viewers Sunday for final-round competition
at the PGA Championship from St. Louis. That’s a
whopping 73 percent increase from the 4.9 million
people who watched the same tournament’s conclusion in 2017.
Old hero Woods was the difference. He played his
best golf in years, leading to a second-place finish
against champion Brooks Koepka.

Indians place Trevor Bauer
on DL with stress fracture

LOUISVILLE, Ky. (AP) — A federal judge has
dismissed former Louisville coach Rick Pitino’s lawsuit against Adidas, agreeing with the sportswear
maker that his claim requires arbitration and should
be heard out of court.
Pitino sued Adidas last October in U.S. District
Court for breach of contract, alleging that the
Oregon-based company deliberately ruined his
reputation. Adidas had terminated its personal services contract with Pitino hours after Louisville’s
Athletic Association fired him for cause following
the school’s acknowledgement of its involvement in
a federal bribery investigation of college basketball.

CINCINNATI (AP) — The Cleveland Indians
have placed right-hander Trevor Bauer on the
10-day disabled list with a small stress fracture in
his right leg.
Bauer was struck by Jose Abreu’s liner in the
seventh inning of Saturday night’s 3-1 win at the
Chicago White Sox. He returned to Cleveland on
Tuesday after experiencing soreness and swelling,
and an MRI revealed the injury.

AUSTIN, Texas (AP) — Another day, another
scheduled vote on the future of pro soccer in Texas
and Ohio.
The Austin City Council is scheduled to decide
Wednesday whether to move ahead with a stadium
plan that could prompt Major League Soccer’s Columbus Crew to leave its home city after 22 years.
Austin delayed the vote a week, but is expected to
make a decision whether to enter formal and final
negotiations with Crew owner Anthony Precourt.
Precourt bought the Crew in 2013 and has been
pushing for a move to Austin since 2017. If successful, the move would uproot a bedrock MLS franchise
and give the league its third Texas team. The Houston Dynamo and FC Dallas are the others.
The Austin metropolitan area has just over 2 million people and remains the largest city in the country
without a major sports franchise
The vote is expected to be close among the 11
council members. The stadium plan is strongly supported by Austin Mayor Steven Adler, but some council members have resisted giving Precourt 24 acres to
build a privately funded, 20,000-seat stadium. Critics
call it a giveaway by Texas’ capital city and argue Austin could better use the space for parkland or affordable housing.
Precourt initially wanted downtown space for a
picturesque venue on the river. Austin refused to
make such a deal and instead has considered a tract of
land near new retail and condominium developments
north of downtown.

Court dismisses Rick Pitino’s
lawsuit against Adidas

TODAY

Austin City Council
to again try for
MLS stadium vote

Pitino was not named in the federal complaint.
His lawsuit said Adidas “outrageously conspired”
to funnel money to the family of a Louisville recruit
without his knowledge and made it appear he was
aware of its practices.
Judge David J. Hale wrote Tuesday that while
the court agreed with Adidas’ argument that Pitino
had already begun his claim, it should be dismissed
for improper venue and brought to arbitration in
Oregon if it can’t be mediated.
