Jockeying continues for 2006 governor's race
COLUM BUS
(A P) .Auditor Betty Montgomery
and Attomey General Jitn
Petro. longtime GOP colleag ues. are increasingly see n
as ri vals ror the 2006 governor's race.
Mont gome ry has been
sharply critical of her fellow
Republican in rece nt weeks, at
the same time she's pushed for
equ al time at Statehouse
event s.
She recently told Ohio lawmaker Jell Jacobson that if he
invited Petro to an announcement about a bill cmcking down
on misspending of state dollars,
he should invite her ton.
He diu, onl y to have her
decline after she looked at the
proposed legislation and decided she couldn't support it.
"Who knows how much anybody's paying attention among
ordinary voters, but the idea is
to look good in Columbus and
to ha ve something to say on the
stump," said Case Western
Rese rve University political

anal yst Joe White. "Politic ians
build reputati ons to accumulate
over time, and this is part of it."
Montgo mery
recently
accused Petro of trying to steal
away potential contributors, a
charge he denied. She also
released an internal campaign
poll showing her ahead of
Petro and Secretary of State
Kenneth Bl ackwell in a
match-up.
The latest di sagreement surfaced over a Jacobson bill to
require that certain state contracts with private companies
say how actual dollar amounts
would be spent on direct services.
The legislation also makes it
. easier for .the state to sue to
recover money spent on services not spelled out in a contract.
Jacobson said he's been
working on the legis lation for
month s, largely with Petro,
who as auditor found misspend ing at several private
foster care agencies. ·

Income gap within black
communities wider than whites

Montgo mery told Jacobson
in an Oct. I0 letter of her proposals to make companies gettin g state money more
accountable.
The two then talked briefly
at the Nov. 8 Michi gan StateOhio State footba;. game in
Columbu s,
where
Montgomery asked if Petro
would be at a news conference
announcing Jacobson's bill .
"She was challenging me, if
you're going to invite him,
invite me," Jacobson said.
"She was challenging me not
to play primary politics with
the bilL 1 immediately said,
'OK, you ' re invited."'
Jacobson , a Dayton-area
Republican and Petro all y, said
he didn't want to pass up the
chance to get the state auditor
and attorney general behind a
potentially controversial bilL
That was more important, he
said, than any politics involved
in Montgomery and Petro 's
longer-term aspirations.
Joe Case, a Montgomery

spoke sman. said the invitation
came
with
a
catch:
Montgome ry cou ld come it
she supported the bill .
Ultimately, the fo rmer Wood
County prosecutor decided she
couldn't, althoug h she supports the legislation's overall
goal, Case said.
"His bill just take s a different approach to achieving the
same goal ," Case said .
Jacobso n said : '"It detie s reason to think people would be
invited to participate in a press
conference and yet not support
the point of the press conference."
Petro
didn ' t
conside1
Montgomery' s choice not to
attend as political. spokeswoman Kim Norris said.
He has long felt the need to
reform how public money i>
spent.
"He continues to feel that you
should be accountable for public money, and so he was very ,
pleased with the legislation
being proposed," she said.

Soc ial Security rewrd. If you
are currentl y married, it's relati vcly easy to find out,
assu ming that you and your
hu sband are doing some joint
finan cial planning. As a wife,
you could ge t up to one-half
of your husband's Social
Security benefit , depending
on your date of birth and your
age when you begin receiving
benefits. Call us at 1-800772-12 13 to find out what
yo ur benetits would be. Those
benefits would be payable as
early as age 62--if you are not
due more money on your own Social Security record.
An,d a currently married
woman can make some longrange plans to prepare for th e
possibi lity that she might
become a widow. She could
be due about 70-100 percent
of her husband's Social
Security benefits ir he were to
pass away. Widow 's henefits
are payable as early as age 60.
or age 50 if you are disabled .
To be eligible for benetits as
a. divorced spouse, you mu st
have been married at least 10
years and you cannot be currently married at the time you
file for these benefits.
However, if you are a divorced
widow and remarry after the
age of 60, you may still be due
bene lit s on your exh usband's
Social Security record.
Many time s. a divorced

woman finds it more difficult
to make similar financial
pl aris, espec ially if her exhu sband is reluctant to share
hi s Social Security information with her. In these cases.
Social Security can help. If
you arc a divorced woman ,
we cannot disclose any informat ion about your exh usband\
Social
Security
records. but we can tell you
what you might be due in
divorced wife's or divorced
widow's benetit s.
Here's what you would
need to do. First, make an
appointment to visit your
local Social Security office.
(Our rules require that we
give you this information in
person . not over the phone.)
Bring evidence that shows
you are potentially due benefits as a divorced wife or
widow. In other words. you
would have to show us a copy
of your marriage certificate
and divorce papers. We also
would need to know your ex husband 's Social Security
number. If you don't have it.
we still may be able to locate
it if you can provide your ex's
date and place of birth, and
hi s parent s' names.

We did not wan t thi s strike. We wou ld rather be working in

Islam's consistency with democracy
No doubt President Bush's
Whitehall speech will be
remembered for its 'three pillars' - Bush's metaphoncal
framework for the peace and
sec urit y of fre e nati ons.
May be more significant ,
however, are the two 'lfs. '
If No. I: ' If the Middle
East remains a place where
freedom does not flouri sh, it
will remain a place of stagnation ami anger and violence
for export,' Bush said . ' As
we saw in the ruins of two
to wers, no di stance on the
map will protect our lives
and way of life. '
If No . 2: ' If the greater
Midd le East joins the democrati c revolu tion that has
reached much of the world.
the lives of millions in that
reg ion will be bettered. and a
trend of conflict and fear will
be ended at its source.'
The two 'lfs ' take us to a
cro ssroad s, staring down
uncharted paths through
what I take to be our relationship with the Islamic world .
After all , the only no nIslamic cou nt ry in the
Middl e East, Israel, long ago
joined the 'democratic revolution' Bush invoked . (The
president himself indicated
the Islamic-ness of his two
cond itions when, soon after
statin g them, he noted, critically, 'We're told that Islam
is somehow inconsistent with
a democratic culture.' )
If No. 2, obviously, is the
preferred destination for all
nati ons resting on Bush's
three pillars. But how to get
there from here, and how to
avoid the blind alleys along

Diana
West

the way ?
According to Bush, 'the
most helpful' action 'is to
change our own thinking' namel y, to change what he
called ·a certain skepticism
about the capacity or even
the desire of Middle Eastern
peoples for self-govern' ment. ' As he put it, 'It is not
reali sm to suppose that onefifth of humanity is unsuited
to liberty. It is pe ssimism and
condescension , and we
shou ld have none of it.'
This rather muscular line
drew applause. bulging as it
does with at) infectious vi gor.
Still , as someone unconvinced that Islam is consi stent with 'democratic culture'- if democratic culture
includes freedom of worsh ip,
freedom . of speec h, and
equality of men and women
before the law - I would say
the concern is not so much
that ' Middle Eastern peoples' are incapable of selfgovernment , but rather that
the governments they would
likely. form would little
resemble the kinds of democracies that now coexist, fi nally, in peace and relati ve harmony.
Why? The president talked

about a ' freedom deftci t' in
the Middle East that has
deni ed nations ' the progress
of our time.' Such a 'deficit'
refers to a range of freedoms
- democratic culture - th at
is conspicuously lacking in
Muslim lands. But more than
a fre edom defi ci t di vides
Islam from the West. In the
absence of freedom, a noxious culture of anti-Jewish
and anti-Ameri can ha tred
and delusion ha s beco me
deeply entrenched, encouraged. nurtured and fueled by
mosques,
government s,
state-run medi a, and school
systems.

Great minds can be fostered in small schools
On the table in the main
. offi ce of the International
Co mmunit y
School
in
Oakland, there was a book of
ABCs, created by the children there. I flipped through
the pages as I waited for
Principal Janie Naranjo-Hall .
I was there to·be 'Principal
for a Day," one of more than
50 people who fanned out
into Oakland schools rece ntly to be part of the struggling
district's effo rt to tap into
community
resources.
Naranjo- Hall had walked
straight from her car to her
offi ce where - with her
purse still on her shoulder she scrambled to find a substitute teacher to cover a
fifth-grade class that was
about to begin.
Nearly 80 percent of the
studenis are Hispanic. Hal f
have limited English skill s.
Ni nety percent qualify for
free or red uced lunches.
When teachers make annual
home visits, they're no longer
surprised to find th ree adults
and four children sharing a
one-bedroom apartment.
But here is what I also
· learned during my day with
Naranjo-Hall : In .a district of
so many challenges and failures, this school works . Test'
scores are n stng. The
school's API (Academic
Perfor mance Index) rating
climbed from 545 in its first
year of operation in 200 I to
646 last year. The jump of
I0 I points is 88 points higher than the school's target for
improvement. Students are
happy. Parents showup.

But with limited resources,

CLEVELAND
The
Pittsburgh Steelers didn ' t get
much rest thi s week .
Apparently, all they needed
was a game against the
Cleveland Browns to wake
them up.
PitWiburgh capitalized on
fi ve Cleveland turnovers for
an ugly 13-6 victory over the
bumbling Browns on Sunday,
keepin g the Steelers' slim
playoff hopes ali ve.
Jerome Bettis ran for a season-hi gh 93 yards on 24 carries for Pittsburgh , which
won despite being outgained
303-168 in total yards, gettin g just II First downs, committing 10 penalties and run ning only six offensive JJiays
in the third quarter,
•
Chad Scott intercepted
Kelly Holcomb's pa ~ s with
I :41 remaining at the
Pitt sburgh 39 to seal it for the
Steel ers (4-7), who had a
short work week after playing at San Franci sco on
Monday night.
The Browns, though,
played like a tired team .
Cleveland didn ' t score a
TD despite having the ball
inside Pittsburgh's 20-yard
line four times - and came
away with only one field goal
on three vi sits within the I0.ln the third quarter, the
Brown s (4-7) twice had firstand-goal at Pittsburgh's 6 but
failed to score.
On the Browns ' second trip
there, Holcomb forced a pass
to Andre ' Davis into double
coverage that was picked off
by Brent Alexander in the
end zone.
Cleveland also had a TD
punt return by Dennis
Northcutt
called
back
because of holding in the first
quarter.
Pittsburgh's
Tommy
Maddox was 9-of-24 for only
73 yards. but he did throw a
1-yard scoring pass to Mark
Bruener in the second quarter.
Holcomb, who shredded
the Steelers for 429 yards in
the playoffs last season, went
25-of-44 for 234 yards .
James Jackson ran for 94
yards, but fumbled twice.
Cleveland trailed 10-6 at
halftime despite dominating
the Steelers in the first half.
In the third quarter, the
Browns had second-and-goal
at the I, but Jackson was
stopped on two straight
pi unges . by
linebacker
Kendrell
Bell.
With
Cleveland trailing by four,
Browns coach Butch Davis
gambled by going for a
touchdown on a fourth down ·
but Northcutt was tackled on
a double reverse by Scott just
short of the goal line.
The Browns challenged the
call, saying Northcutt wasn't
down before the ball crossed.
But after a review, referee
Walt Coleman said the call
stood.
Pittsburgh didn't pick up a
first down on any of its first
three possessions, and had
just two total yards to
Cleveland's 102 after the first
quarter.
However, the Browns didn't take advantage and settled
for two field goals , by Phil
Dawson to take a 6-0 lead in
the second quarter.
That carne back to haunt
them when Steelers linebacker James Farrior recovered a botched handoff by
Holcomb to Jackson at the
Browns 17. Pittsburgh needed five plays to score with
Maddox hitting Bruener from
the I. ·
A few minutes later,
Browns running back Jamel
White was stripped Bell and
Alexander recovered at the

The Steelers ~ot inside the

Maddox threw three straight
incompletions before Reed's
23-yard field goal put
Pittsburgh up 10-6 at half:
time.

Kitna shines as Bengals
keep pace in AFC North
SAN DIEGO (AP) - Say goodbye to
the Bungles. The Bengal s are back.
Taking another big step to shed their
image as laughable losers. the Cincinnati
Bengals manhandled the sad-sack San
Diego Chargers 34-27 on Sunday to continue their remarkable turnaround under
first-year coach Marvin Lewis.
Jon Kitna matched his career high with
four touchdown passes, three of them to
Chad Johnson, and Corey Dillon ran for
I08 yards on 18 carries to help the Bengals
win for the fifth time in six· games. It was
Johnson who guaranteed Cincinnati's 2419 win over preJiously undefeated Kansas
City a week earlier. a victory that proved
the Bengals were for real.
And the Bengals (6-5) might very well
have handed off their image as the league·s
biggest laughingstocks to the Chargers (2- .
9). San Diego has lost 16 of its last 20
games under coach Marty Schottenheimer
and will miss the playoffs for the eighth
straight season.
.
The Bengals continue to share the AFC
North lead with Baltimore. which beat
Seattle 44-41 in overtime. They' re in con tention this late in the season for the fi rst
time since 1990, when quarterback
J;loomer Esiason led them to their last winning record and playoff appearance.
What's more, they no longer need to
dread ~oing on the road. The Ben gals
came ,.In as three-point fayorites even
though they'd been 12-48 on the road
since the start of the 1996 season.
The Chargers, meanwhile, are in content ion to own the top pick in the dmft for
the second time in four years. If Cincinnati
ends its 12-year playoff drought. the

security guards grabbed the banner.
Chargers running bac k LaDain ian
Tomlinson passed the 1.000-yard mark for
the third stmight season and scored once.
Doug Flutie threw two touchdown passes
to David Boston.
Kitna completed 24 of 38 passes for 243
yards and picked on Chargers cornerbacks
Quentin Jammer and Sammy Davis all
day. Johnson beat Jammer both times in
catching touchdown passes of 5 and 4
yards on the Bengals' fi rst tv•o drives for a
14-0 lead.
The Charger> committed penalties on
the game's fi rst three pl ays tium scrimmage and had four overall for 34 yards in
the first dri ve.
After the Chargers pulled to 14- 13.
Johnson beat Davis on a 12-yard TD catch
for a 21-13 lead late in the first hal f. The
Bengals forced the Chargers. to punt . then
moved 60 yards in just 43 seconds for
Kitna 's fourth TD pass. a 4-yarder to rook ie Kelley Johnson to lead 28-13 at halftime.
The Bengals had 22 first down;; and 308
yards in the first hal f alone. That's more
yardage than the Charger> had total in four
of their last five games. Cincinnati finished
with 454 yards. 225 of them rushing.
Cincinnati 's only scoring in the second
half came on Shayne Graham ·s field goals
of 37 and 47 yards.
Tomlinson had 95 yards on 16 carries.
He passed the 1,000-yard milestone on a
38-yard run late in the first quarter. He had
more yards on that play than he did a week
earlier in gaining a career-low 29 yards in
an embarrassing 37-8 loss al Denver.
Flutie was 15-of-33 for 210 yards.
Boston had nine catches for 139 yards,
includin~ IDs of 37 and 26 yards.
San Diego's Steve Christie kicked field
goals of 48 and 26 yards. .

Two shopping carts, 92
seconds and free reign in
the aisles of Powell's
Super-Valu made Monday
morning very profitable for
a Rutland woman. Michelle
Vanaman was the winner
of a "Supermarket Sweep" ..
promotion sponsored by
the supermarket, PepsiCola
and
K92-FM.
Vanaman practiced for her
sweep, she said, and got
some advice frotn her husband and family. Much like
her TV game show counterparts, she concentrated
her efforts in the meat
department, and · as a
result, scored two turkeys,
a cartful of ham, steaks,
and chicken, and a dozen
bottles of laundry detergent during her invasion of
the grocery store aisles.
With friends and family
cheering her on, Vanaman
collected over $464 in
merchandise - that's $5
a minute. (Brian J. Reed) .

AI the bridge table, often you can do this
or do that, and if you find the winner, you
will not reg ret your choice. In this deal,
there are choices, but. you should realize
that one is much more promising than the
oth ers. l ook at the North and East hands.
Defending against four spades, your partner (West) leads the club two: fou r, king,
queen . You try the club ace: eight, five,
seven. What wou ld you do next?
North judged ,that a slam was unlikely. So, .'
instead of Cue-bidding two clubs, he
jumped straight to game.
You know that there is still one club outstanding, but. West must have it. With a
doubleton, he would have led his higher
card .
You can see three tricks:. one spade and
two clubs. From where will the fourth
come? Not hearts - both finesses are
working if South needs them. Not diamonds - th at suit is solid. And not clubs.
So, that leaves only spades . ll partner has
king-doubleton, king-third or queen-third,
it doesn't matter what you do; but il he has
queen-doubleton or jack-third, it does.
Le ad another club.
Declarer will probably ruff in the dummy
and call for a spade. But you win with the
ace and play a fourth club, which here
promotes your partner's spade queen as
the setting trick.
Whenever you have taken all possible
side-suit tricks, con~ede a ruff-and-sluff.
