and managers at the Ohio Turnpike
Commission accept gifts from compa·
nies doing business with the agency so
oflen it has become part of the commission's culture. the state watchdog said
Tuesday.
A strongly worded report by Inspector
General Tom Charles found several
instances of· wrongdoing al the agency
that operates the 241-mile Ohio
Turnpike, including several gifts
accepted by Executive Director Gino
Zomparell i. '
Charles found more than 170
instances of employees accepting
meals, golf outings, sports tickets und
luxury seats at professional sports
· games from contractors doing business
with the commission. The tickets were
for Cleveland Indians, Browns and

Cavaliers and Pillsburgh Pirates games,
the 27-pugc report said.

Corp. of Kansas City, Mo .. which did
$2.8 million in business with the agency
between Jun. I. 1999, and Dec. 31,
2001, treated Zompurelli to golf and
"entertainment" on July 30. 2001, the

has been an acceptable practice for an
extended period of time," the report

Accepting gifts "seems to have
become a part of the culture" of the
commission, the report said. "A cavalier

sion and extends from employees to
administrators to commissioners, the

wrongly hired the son of u commission
vice chairman and that commission lobbyist Putrick Patton wrongly worked
more than 150 days for unolher organiz.ation while getting paid by the com·

Board. more than $8,000 for mileage
expenses he incurred while driving a
turnpike commission car to OPF meetings. the report said.

Middlerort, died Monda:(. Aug. 5. 2002. at Hol1er
Medica Center in Gallipolis.
She was born february 8, 1923, in Middleport, daugh·
ter of the late Donald B. Geary Sr. and Ruth Stahl Geury.'
She was a waitress at the former Mary Jane Restaurant.
and for more than 35 years. wus a clerk at the former
Bahr Clothiers.
She was u member of the Middleport Church of Chr.ist.
Surviving are several nieces and nephews, Donald und
Tina Geary. Max nnd Holley Geary, Cltarles Geary, und
Ed and Ruth Durst, all of Middleport, Linda Kay und Bill
Dye of Pomeroy, und Kuthy and Robin Phulin of
Middleport ; u sister-in-law. Murtha Childs: and u special
friend, Gerald "Boone" Arnold of Pomeroy.
Besides her parents, she was preceded 1n deuth by her
husband, Arthur Gilmore. in 1985: a brother, Donuld
Gear, Jr.; and a sister, Murtha Hunnell.
Services will be held at II a.m. on Friday. August 9.

The two days of Senate hearings on
whether America should attack Iraq
were a useful reminder of all the questions such an utHtck would raise. How
many American troops would be necessary'! How many casualties would we
have to anticipate'? Would Saddam
respond by using the chemical and biological weapons he is known to have?
What other nations (if any) would contrihutc forces of their own? Which of
them would allow us to sHtge attacks.
from their territory'! How long would
the war take? And, when it was over,
how many American troops would have
to be stationed in Iraq (and for how
long) to keep the peace until a new government could take over?
These arc all fair questicms, but they
all pale into insignificance when considered in the light of the tcst.imony ofa
defected Iraqi nuclear physicigt, who
estimated that Saddam Hussein has
enough fissionable materials, and
enough scientists with the technical
know-how, to produce two or three
nuclear bombs within three years.
Chillingly, noi a single witness, and not
a single senator. seriously contradicted
that assessment.
Instead, on talk shows over the ensu·
ing weekend, Sen. Carl Levin, D-Mich.,
(chairman of the investigating committee) implicitly conceded lhat point but
solemnly doubted, assuming it was true,
that Sad dam would ·want to detonate a
nuclear weapon - e~cept, of course,'·in
response .to an American attack· threatening his extinction. TV reporters (and
doves on Iraq) AI Hunt and Robert
· Novak. on one show I saw, were deeply
impres•ed by Levin's logic.
But nobody, as far as I can discover.
ha,·mentioned a f:1r more plausible ~ce­

letter to President Bush (or his successor. since this will be in 2005 or thereafter) advising him of this fact and

America attacks Iraq or interferes unacceptably with any future moves Iraq
may make.
We would simply have to live, there·
after, with the sickening realization that
all hope of ousting Saddam at an
acceptable cost was· gone. From that
point forward, U.S. foreign policy
would be hostage, permanently, to the
approval of Saddam Hussein. If we mi scalculated and displeased him beyond
endurance, some major American city
- probably but not necessarily New
York or Washington - would be yaporized at a cost of hundreds of thousands
of American lives.
How long do you suppose it would
take Sen. Levin, or some other committee chairman equally full of himself, to
get on television and demand to know
why the incumbent president ever permitted matters to come to such a pass?
And how long would it take AI Hunt,
assuming George W. Bush was still

president, to predict that such recklessness would cost the Republican party
dearly at the next election? .
It cannot be repeated too often that 1
the rules of warfare have recent!~ ;
changed in a fugpamental way. For the •
first lime in history, it is not at all incon- :
ce.ivable that a relatively· minor country .;
could. if it possesses and is prepared to
threaten the use of weapons of mass
destruction, inflict unacceptable
destruction upon a superpower. The
only possible response 19 this very real
danger is for the superpower to strike
first - pre-emptively. In the case of
major nations (such as China), their
rulers know they have too much to lose
to play such a deadly game. But what·
does a petty dictator with messianic pre~ ,
tensi.ons have to lose, compared to what ,
he has to gain 'I .

President Bush knows this, and is :'
preparing to strike pre-emptively. It is :'
quite i~ue that he has not yet fully pre- •
pared the American people, or our ·'
allies, for such a step - probably •
because he prefers to make the case •
closer to the event itself. so that naysay- ;.

Melanie Stethem, M.T. of
Chester is assistant chief
medical technologist in
O'Bieness laboratory. She
was chosen to be the
employee of the month for
her instrumental success in n
projeet streamlining key
functions of the hospital's
laboratory.
Stethem is responsible for
the day-to-day operations of
the laboratory, she maintains
equipment, orders supplies,
schedules staff and handles
laboratory's quality control
issues and reporting .

In November 1988 she
began her career at the hospital. She said she enjoys
tnteructing with patients
while she has served as a
medical technologist and she
likes the challenges of her
administrative position.
During the nine-month
project
Stethem
was
111volved with, she implemented a .laboratory infor-.
mation system that allows
the laboratory to test orders
and results to be transmitted
by computer rather lhan by
means of paper documentation. The project improves
the laborlltory's ·accuracy
and speed while staff mem·
