38 percent of income.
Predatory lenders, explained
Trussell, uren 'I worried about it.
"They don't care, frankly, if the
borrower can afford to pay them
back or not," Trussell said .
In fact; she said, thut's the
whole point. Predatorr lenders
rely on people's inability to pay
back the loans, enabling them to
repossess homes, .and re-sell
under the guise gf a "$reat deal."
So the cycle conunues. The
lender come~ away from the partnership much better off because
of the substantial closing costs
and e1ttra, hidden fees, plus the
extremely high interest rate they
ape,ly to the loan.
People sign all kinds of lhings
without knowing whut !hey are
signing," Trussell said, 1'These
lenders sneak in with hidden
clauses.saying lhe loan will have
credit insurance added io it. Credit
Insurance costs the borrower
more, but only benefits the lender.
"Interest-only loans are another
very real problem. People may·be
paying interest for a long lime,
never able to build up any equity

on the house."
Trussell said · she also warns
people of !he dangers of ''bal·
loon" payments. These are low
monthly paymenls, with a clause
in the contract slating that at the
end of the loan contract, the entire
balance must be puid in full.
• "It sounds greal to people thev only have· a low payment
each monlh - but it's a trap."
Trussell said.
Trussell said she urges people
not to sign any documents they
haven' t read and understood
completely.
A sign of a predatory lender,
she noted, is the tendency to add
in seemingly insignificant clauses, such as the mandatory arbitra·
tlon clause, which sounds like
typical legalese. However. · It
means the borrower will huve no
right. after all the contructs huve
been signed. to tuke the lender to
coun. even when he or she finds
the lender was dishonest.
"Most of the people who fall
into these traps don 't realize they
can do better," Trussell added.
"They muy have a lower income
or even less than perfect credit.
but there are other wuys of'buy·
ing a home.'.'
For instance, Trussell said,
there are lenders called sub-prime
lenders, who lend at a higher
i~tcrr:st rate to people who have a
poor credit history, or have less
work-history than others.
"Sub-prime lenders are perfect·
ly legal and honest, 11 predutory
lender takes it much funher, into
the · realm of diShonesty and
fraudulence.''
•
However, Trussell pointed out
predatory lt!nding is not Illegal
either.

POMEROY - Pomeroy Police
Chief Mark Profitt understands the
importance of a reliable communication network to ensure the safety of
area residents and pollee officers.
When the radio .system used by the
Pomeroy police department began to
break down, he felt he had to act
quickly.
"We had faulty equipment on Ann
Street, where our rad10 tower was,
The repeater had been damaged, and
duplexors were out," Proffitt said.
Proffitt e'xplained the repeater is a
piece of radio equipment which
boosts the radio signal so it can cover
a ~reater distance. Duplexors, Proffitt
· sa1d, sort out the signals being either
received or transmitted,

When Proffitt received a reply from
OCJS, the. news wasn 'tgood. The letter stated applications received this
year for ~rants have far exceeded
funds available . There was, Proffitt
realized, a very real possibility that no
grant would be forthcoming.
Proffitt
approached
Miller
Communications again, this time for
an estimate on 'the cost of a new system. The quote.came to $11,190.
"I felt it was of great importance to
the safety of our officers and residents
that we obtain a new radio system, so
I went to the village council about it
and they approved the motion to put
forward part of the money toward the
new system, The village of Pomeroy
paid $4000 and the police department
provided $7190 for tower equipment.
The Pomeroy PD also paid $3S3S for
a seperate radio system in the police
cruisers.

"I was relieved to find that we could

afford ro install better radio equip·
ment," Proffitt said.
Jean Lyons, administrator at Meigs
County Emergency Medical Services
agreed to allow the police depanment
to use the EMS tower on Hiland Rd.,
Pomeroy to install the new equipment, and Miller Communication
began installation soon afterward.
"It is all state of the art equipment,"
said Proffitt, "And we have 24-hour
battery back-up if necessary.
Generally, if the system goes down we
have it up and running again within
minutes but it's good to know we can
count on back:-up if we need it."
Proffit went on to say the Pomeroy
Police depanment is in direct cont~ct
with Meigs police depanment, Metgs
Emergency Medical Services, Mason
police department, Mason Central dis·
patch, which is lhe. 911 dispatchi~g
