DEAR ABBY: My parents
are divorced. ·I'm glad,

away at college. Dad has
found a terrific girlfriend who
llove. The problem is Mom.
Mom has also found someone. His name is Tom, and I
can't stand him. She never
drank or gambled before she
met him. Now they frequent
casinos, and she has multiple
beers with dinner - even
when she is on medication
that specifically warns not to
mix with alcohol. The other
problem is that Tqm is always
there when I come home to
visit. I want some pri vate time
with Mom, but he refuses to
respect that. In the 12 days
. that I was there, Tom ate
: every meal at our house. He

and has invited him to come
for the weekend when she visits me at school next month.

Criteria for granting
PROMISE scholarships flawed

Ballot initiative only invites more fraud at polls

• The Dominion Post of Morgantown, W.Va.: It's .a nice
attempt at spin, but the truth remains that West Virginia's
PROMISE scholarship program is sending the majority of its
money to students who already could afford to pay for their
college educations.
·
When PROMISE fina lly was funded from proceeds gained
fro m legalized video poker, the progrwn ; was designed to
allow students to qualify based only on a 3.0 grade average
and a composite score of e'ither I ,000 on the SAT test or a 21
on the ACT college entrance examination.
The program pays no attention to family income, awarding
scholarships based only on a student's academic accomplishments in high school. The state theory is that college participation outwei~hs whether a student's family is able to pay for
that partici pa11.on.
From the outset, we have worried that the state was setting
up a scholarship program that enabled students who already
tended to be college-bound to do so at taxpayer expense.
It seems, despite the state's efforts to sptn the numbers, that
trend is exactly the case. While the state touts the fact that47
percent of those who got PROMISE scholarships also qualified for other financial aid, that also means that 53 percent of
those getting PROMISE money did not qualify for financial ·
aid.
·
Frankly, the statistics used by PROMISE officials to put a
sheen on scholarship data are almost laughable. They pomted
out that two-thirds of thi s year's PROMISE recipients came
from families with less .than $75,000 in annual income. ·
What they failed to point out, of course, is that West
Virginia family income ranks last in the nation, more than SO .
· percent below the $75,000 fi§ure they quoted. Suggesting that
scholarships are going to 'middle class" West Virginians
ignores the fact that, for the most pan. West Virginia has no
"middle class."

Even more ominous in the state's back-patting exercise
recently is the suggestion that PROMISE funding might not
be as secure as the state promi sed it would be when the schol·
arships were initiated.
It's bad enough that needs-based scholarships already went
without funding earlier thi s year as. the state's general revenue
fund co.uldn't handle the number of applicants or the amount
of money needeg to send youn~sters to college. ·
Now, the state is hinting that tf too many students apply for
PROMISE sc holarships, it might have to raise the bar and
require tougher academic standards for applicants. "

ironworker is dead following an
alleged accident Saturday at
Kyger Creek · Power Plant in
Cheshire.
According to unconfirmed
reports, Josh Nelson, 21 , of Oak
Hill, was allegedly involved in
an accident while working with
steel beams on the scrubber
units at Kyger Creek and apparently died later from injuries he
suffered. The accident allegedly
occurred around 8:30 a.m.
Saturday.
Local emergency officials
would not offer comment on the
incident Saturday. Plant officials
could not be reached for comment Saturday by presstime.

Family Farm's educational

The C. K. Middle School in
Wayne ~ounty is just one of
twelve schools that have
taken advantage · of this
unique learning experience so
far this year.
The maze is nestled in the
1,000 acres Bob and Nancy
Taylor own just a half-mile
south of Arabia, Ohio.

The local Harley riders
continued their good works
yesterday, with their Annual
Toy Run, which raises
money for needy children.
During their Overbrook
visit, they also presented a
check, on behalf of the TriClub Ride of July, 2001 , for
shoes for needy children to
the Meigs Department of Job
and Family Services. The
group also participates in
runs with riders from Athens

. and other counties for charitable causes throughoul the
year.
Meanwhile, as one leatherclad Overbrook resident circled the block to see her
neighboring famiiy. Harley
riders from Meigs County
have, once again , dispelled
the image of the tough biker
·crowd, and made several
senior citizens feel happy,
free, and a little tough, once
