Community Fund is

focus on four critical
areas: food access and
distribution; the needs
of our seniors; mental
health and addictionrelated needs; and our

Stay-at-home order
expanded in Ohio;
includes new provisions
COLUMBUS, Ohio (AP) — Ohio’s expanded
stay-at-home order that took effect at 11:59 p.m.
on Monday includes several new provisions.
Essential businesses are now being told to
determine and enforce a maximum number of
customers allowed in a store at one time, and to
ensure that people waiting outside are maintaining safe social distancing.
Travelers arriving in Ohio are being asked to
self-quarantine for 14 days, except for those who
live and work in trans-border areas, heath care and
public health and safety workers, transportation
workers and certain essential workers.
Other rules from the order include:
1. Wedding receptions will be limited to 10
people.
2. Campgrounds have been shuttered except for
campers or recreational vehicles there serving as
permanent residences and people “are unable to
secure safe alternative housing.”
3. Public swimming pools and pools at private
clubs or housing complexes are ordered closed
to help stem transmission of the virus. The edict
does not apply to private residential pools.
4. Retail garden centers can remain open but
should determine and enforce reduced capacity.
5. Children’s day camps are closed and organized youth and adult sports are prohibited.
6. Fishing is permitted as long as proper social
distancing is practiced.

MASON COUNTY — On Monday, the Mason County Health
Department (MCHD) reported
two new conﬁrmed cases of novel
coronavirus disease 2019 (COVID19).
On Monday morning, the West
Virginia Department of Health and
Human Resources (DHHR) website reported four cases for Mason
County. Later on Monday, Jennifer
Thomas, nursing director/administrator of the MCHD, updated
the Point Pleasant Register to say
the county now has ﬁve conﬁrmed
cases. Thomas said both new cases
were believed to be community
acquired.
As previously reported, upon

receiving a positive report, the
MCHD:
- Contacts the patient, gathers
information on patient’s contacts
and advises patient to quarantine
to home and gives guidelines on
the length of time to quarantine,
depending on each case.
- The MCHD will notify each
contact and advise them what
length of time they need to be
quarantined or not.
- The MCHD will closely monitor all persons involved with the
positive case.
“To protect the privacy and dignity of all Mason County residents
in accordance with the federal
Health Insurance Portability and
Accountability Act (HIPAA),
the MCHD at this time will not

be releasing any speciﬁc or personal information on the positive
cases, such as name, age, gender,
address, and place of employment,” a statement from the health
department read last week.
Monday morning DHHR conﬁrmed 21 new cases of COVID-19
have been ofﬁcially reported to
the state, making the total positive case count 345. Early Monday morning, there were 9,940
residents who have been tested

systems tested by
surge of applicants

Americans are seeking unemployment beneﬁts
at unprecedented levels due to the coronavirus,
but many are ﬁnding more frustration than relief.
State websites and phone lines across the
country have been overwhelmed with applicants
— causing sites to crash, phone lines to ring busy
and much-needed payments to be delayed. While
many states are doing their best to respond —
adding staff, updating technology and streamlining the process — it’s tough to keep up with the
pace of demand.
About 10 million people applied for unemployment beneﬁts in the two weeks ended March 27.
“There’s no hospital system in the world that’s
designed to handle what we’re dealing with,” Ohio
Lt. Gov. Jon Husted told reporters. “Our unemployment compensation system’s the same way.”
Ohio handled twice as many claims in the past
two weeks than it had over the past two years.
The state has increased its online capacity for processing claims 20 times, added hundreds of workers, yet users might still encounter delays.
New York’s Department of Labor said its phone
system recorded more than 8.2 million calls last
week, compared with 50,000 in a typical week.
Its online ﬁling system received 3.4 million visits
during that time, compared to the usual 350,000.
The site has crashed several times in recent weeks
under the burden.
To handle the inﬂux, New York has added
20 servers, hundreds of staff and expanded its
hours of operations. It’s also trying to reduce the
surge— as are Colorado, Kentucky and Michigan
— by asking people to ﬁle on different days based
on the ﬁrst letter of their last name.
“It is not working as smoothly as I would like to
see it,” Governor Andrew Cuomo said. “It’s compounding people’s stress.”
It’s a problem playing out across the nation.
“Financially stressed Americans should not
have to spend hours on the phone waiting for
someone to process their application or answer
their questions,” Senators Chuck Schumer, Ron
Wyden and Bernie Sanders said in a letter Monday to the U.S. Department of Labor.
They urged Secretary Eugene Scalia to ensure
states get funding quickly for administrative support that they’ve been granted under recent legislation. The Department of Labor did not comment in response.
Congress has passed a massive relief package
that expanded who is eligible for unemployment
beneﬁts — adding gig, contract and other part
time workers who wouldn’t normally qualify. Beneﬁts are open to others who’ve been impacted,
such as workers who were quarantined, left work
due to risk of exposure or to care for a family
member.
It’s welcome aid for suffering Americans, but it
adds to the volume and confusion for administering beneﬁts.
New Mexico’s Workforce Solutions Department
said that is was deluged with more than a halfmillion calls in one day — in a state of 2 million
residents — as the government began expanded
eligibility guidelines, but it was too soon at that
time for the state to process those claims.
The crush on the system is leaving some Americans in need frustrated and empty handed for
now.
Duane Shepherd, 53, tried to ﬁle for unemployment for this week after getting laid off from his
oil-and-gas servicing job in rural Vernal, Utah. He
gave up after the online system barred him from
backing up to ﬁx a minor error. The online-chat
function was unavailable and phone calls were
rejected because of high volume. He considered
visiting a local ofﬁce in person, but heard he’d be
routed back to the phone system. Shepherd plans
to try to ﬁle again, and hopes to live on his small
savings as he looks for work.
“The system is broken, it’s absolutely broken. I
don’t know how people aren’t climbing the walls
with frustration,” he said.
Those ﬁling for unemployment are being
encouraged to keep at it and be patient.
It takes time to process an application, typically
two to three weeks, said Michele Evermore, a
senior policy analyst at the National Employment
Law Project. But beneﬁts are retroactive — meaning people will be reimbursed for the full period of
unemployment, not just from when their claim is
approved.

of the worst U.S. mining disaster in decades.
Heartfelt speeches gave way Sunday to silent

men who died at the Upper Big Branch mine in
West Virginia.
The coronavirus pandemic prompted the decision weeks ago to cancel the event. Instead,
mourners were allowed to lay wreaths from dusk
to dawn at a memorial site in Whitesville, not far

Hugh and Pat (Boring) Martin will celebrate
their 50th wedding anniversary on April 11. They
were married on April 11, 1970, at the Reedsville
Methodist Church by Lewis Hussell, Minister.
There have been blessed with two children,
Michael (Monica) and Matthew (Amber) Martin.
They also have four grandchildren and four greatgrandchildren.
Hugh is retired from American Electric Power
and Pat is a homemaker. They enjoy entertaining
at their home on the Ohio River, but mostly they

the NFL and the Pro
Football Hall of Fame.
Also chosen on every
ballot of the 48-member
Hall of Fame selection
committee are Von
Miller, Aaron Donald, Joe
Thomas, Marshal Yanda
and Justin Tucker. All but
tackle Thomas and guard
Yanda are active.
The 55-member team is
comprised only of players
who made an AP All-Pro
team, a Pro Bowl or a
Pro Football Writers of
America all-conference
squad from 2010-19. Four
of the unanimous players
— Brady, Miller, Yanda
and Tucker — won Super
Bowls during the decade.
“Being elected unanimously is really, really
cool,” said Tucker, who
has worked with the same
long snapper and holder
since breaking into the
NFL in 2012. “There’s
kind of a lot going on
in the world right now,
so it’s hard to be super
excited about stuff that
happens in the football
world, but it is still an
incredible honor.
“It’s something that
I wouldn’t have had a
chance at if it wasn’t
for all the great people
around me. It starts with
(long snapper) Morgan
Cox and (holder) Sam
Koch on the ﬁeld and
includes (kicking consultant) Randy Brown, (former special teams coach)
Jerry Rosburg, (current
special teams coach)
Chris Horton, coach
(John) Harbaugh. They
provide an environment
for us as a special teams
unit to thrive.”
Seattle has the most
honorees with ﬁve: linebacker Bobby Wagner,
safety Earl Thomas,
cornerback Richard Sherman, running back Marshawn Lynch and coach
Pete Carroll.
Brady is joined at quarterback by another NFL
champion, Green Bay’s
Aaron Rodgers. Brady, of
course, took three of his
six Super Bowl victories
during the decade with
New England, going 14142 overall, and recently
left the Patriots as a free
agent for Tampa Bay.
Rodgers went 112-63-2 in
the decade.
Peterson, the only nonquarterback to win MVP
honors in the 10-season
span, is accompanied by
Lynch, Frank Gore and
LeSean McCoy in the
backﬁeld. Darren Sproles
is the ﬂex player — and
one of the punt returners.
Calvin Johnson, who
becomes eligible for
the Hall of Fame next
year, is joined by Julio
Jones, Larry Fitzgerald
and Antonio Brown at
wideout. The tight ends
are Rob Gronkowski and
Travis Kelce.
Along with Thomas,
the tackles are Jason
Peters, Joe Staley and
Tyron Smith. Yanda’s fellow guards are Zack Martin, Logan Mankins and

Metheny named top player by WVSWA

MORGANTOWN, W.Va. —
Not only did Kaden Metheny
have the obvious ball skills and
ability to shoot when he was
lighting up the middle school
ranks at Mountaineer Middle,
but University coach Joe
Schmidle saw something right
away that impressed him more
than anything.
“I knew how skilled he was
for his age when he was in middle school, but his quickness
and basketball IQ set him apart
from any kid I’ve seen play at
that age,” Schmidle said of
Metheny. “A lot of players have
the ability to score, but Kaden
could do it from anywhere on
the ﬂoor, whether it was from
30 feet or ﬁnishing at the rim.”
Four years later, Metheny
helped bring UHS its ﬁrst state
championship, which to him
is the most important thing,
but he shattered school records
along the way.
This season, as a senior,
Metheny became the Hawks’
all-time leading scorer, broke
the school’s 3-point mark and
surpassed 2,000-career points
to help UHS (22-3) claim the
top seed in Class AAA for the
state tournament. For this, he
is the 2020 Bill Evans Award
winner, announced Sunday by
the West Virginia Sports Writers Association.
Metheny is the ﬁrst Morgantown-area player to win the
award, given to the best boys’
basketball player in the state
each year since 1970.
Prior to this season, Metheny
had already cemented his legacy as one of the best players in
UHS history after helping the
Hawks capture the 2019 title.

However, motivation was far
from lacking heading into his
senior season, and he followed
up a stellar junior year by averaging 25.6 points, 4.8 assists
and 4.0 rebounds per game.
Metheny shot 63.9% from
inside the arc and 38.4% from
3, and also had an assist-toturnover ratio of 2.07.
But, like he’s been his entire
career, Metheny knew it was
never about him. The Bowling
Green signee knew he couldn’t
let his teammates down, and
that was his ﬁnal motivation.
“We knew that feeling of
winning a state championship
and it’s the greatest feeling that
I can’t even put into words,”
Metheny said. “It was a feeling that I wanted to feel again.
It was a moment I wanted to
relive with my teammates —
my brothers and my coaches.
With that feeling, it makes you

just as determined to repeat.
As a senior, knowing this was
my last go-around with these
guys, you want to ﬁnish on top
and you want nothing less.”
The COVID-19 pandemic
has put the state tournament
on hold, so Metheny and the
Hawks haven’t had the chance
to repeat.
Regardless, Metheny, who
was the Class AAA ﬁrst team
all-state captain, proved his
worth.
While his offense is at the
forefront, Metheny believes
his defense — which Schmidle
believes is the most impressive
part of his game — has been
overshadowed his entire career.
As a freshman, he didn’t need
to be the scorer he is today, so
he had to earn playing time in
other ways.
To put it into perspective,
Metheny is UHS’s all-time

3-point scorer with 262. He has
307 steals in his career.
“That’s the ﬁrst thing I want
myself to be good at is my
defense,” he said. “My teammates relied on me to guard the
opposing team’s best guards,
so I pride myself to shut them
down.”
Countless hours on the court,
beginning with playing with his
older brother, Nathan, and then
work put in with his father,
Gregg, has helped put Metheny
in the position he’s in as the
best player in West Virginia.
“He never took plays off,”
Schmidle said. “He worked so
hard to improve his craft over
the years, and once he started
to gain strength physically, he
became more durable and it
allowed him to ﬁnish better in
trafﬁc toward the latter part of
the year. He hated to lose more
than anyone I’ve ever seen,
whether it was a game or just a
drill in practice (Metheny has
a 95-12 career record). People
ask me all the time how he got
so good. “I tell them, ‘God gave
him ‘IT,’ and all coaches know
what that means. But when you
have that ability and saw how
hard that kid has worked his
entire life to get where he is,
then they would understand.
“It’s not every day an athlete
with that kind of ability has
that kind of discipline and work
ethic. He has always been a
team-ﬁrst player and has an
amazing ability to make everyone around him better.”

NFL delays start of offseason workout programs for teams
CHARLOTTE, N.C (AP) — The NFL is
delaying the start of its offseason workout
program while formulating a plan with the
NFL Players Association on how to proceed during the coronavirus pandemic.
At least for the time being, NFL coaches
won’t be allowed to communicate with
players via videoconferencing.
Normally, Monday would have signaled
the start of the nine-week offseason workout program for the ﬁve NFL teams with
new head coaches — Carolina, Dallas,
Washington, Cleveland and the New York
Giants — to begin participating in conditioning drills and light workouts. However,
due to COVID-19, players are not allowed
to be at team facilities while social distancing standards remain in place throughout

the country.
It was expected that those teams would
begin meeting Monday via videoconferencing. But the NFL informed teams on
Friday they will be notiﬁed once the league
and NFLPA determine the scope and earliest possible date when they may begin
their offseason workout programs.
Speciﬁcally, the league is discussing
possible revisions to the offseason workout program that would permit teams to
conduct classroom instruction, workouts,
and non-football educational programs on
a virtual basis while team facilities remain
closed.
“We are still waiting for the league to
tell us when that starts,” Panthers general
manager Marty Hurney said via conference

NBA coaches prepare
for possible intriguing
playoff matchups

With NBA games indefinitely on hold there has
been a lot of discussion about postseason possibilities
— including by coaches around the league.
They’re preparing for what a resumption of the season that was shut down March 11 could look like in
the wake of the coronavirus pandemic.
Toronto coach Nick Nurse said he’s trying to prepare for every possibility that would allow the Raptors
a chance to defend their title.
“We’re ready for whatever is thrown at us,” Nurse
said recently during a conference call with reporters.
“I don’t think it really matters. What matters is that
we attack the title in whatever format it’s going to be
presented in and we go for it.”
No one knows what will be thrown at the NBA or
the rest of the sports world. Looking at guidelines
from the Centers for Disease Control and Prevention,
if NBA games do resume this season the calendar will
play a major factor in how the league proceeds.
The ideas are many, from a shortened version of the
remaining schedule played without fans to the very
real possibility of jumping straight to the playoffs to
ensure a season is completed before the end of summer.
Milwaukee coach Mike Budenholzer said he has
spent part of this hiatus studying the Orlando Magic
and Brooklyn Nets — the Bucks’ two most likely firstround playoff foes — as well as other Eastern Conference teams.
Nurse had already begun thinking postseason before
the season was suspended.
“When we hit March 1, we’ve got a kind of playoff
prepping plan thing that kicks in,” the Raptors coach
said. “We spread the teams around our staff members
and they prepare a pretty detailed couple of hour
video sessions.
“They would normally come into my office and
start showing that to me one-on-one. It’s a two-hour
video that we go through probably in about three
hours on certain teams in the East and then a handful
of them in the West as well.
