Meigs County
reports first
COVID-19 case

MEIGS COUNTY
— Nearly one month
after the state of Ohio
conﬁrmed its ﬁrst case
of COVID-19, Meigs
County has its ﬁrst conﬁrmed case.
On Tuesday morning, the Meigs County
Health Department
released a statement
conﬁrming the positive
test result in a man in
his 50s.
“The Meigs County
Health Department is
reporting the ﬁrst conﬁrmed case of COVID19 in our county. The
patient is a male in the
50 to 59 year-old age
range. At this time, we
please ask residents
to refrain from calling
the Health Department
for questions regarding this case while we
complete our disease
investigation and notify
relevant individuals.

as contacts of the case
will be advised to selfquarantine for 14 days,”

COVID-19 task force

COLUMBUS – Speaker Larry Householder
(R-Glenford) has announced the appointment of
State Representative Jay Edwards (R-Nelsonville)
to OHIO 2020, a bipartisan task force that will
focus on reviving Ohio’s economy in the wake of
the COVID-19 pandemic.
“I appreciate the opportunity to represent
Southeast Ohio on this economic recovery task
force,” said Edwards. “Now is the time to begin
working to alleviate the hardships being faced by
Ohio’s families and businesses and lay the groundwork for economic renewal.”
OHIO 2020 consists of 24 members of the Ohio
House of Representatives. The panel is geographically diverse, with members representing urban,
suburban and rural communities throughout Ohio.
Speaker Householder said that as the critical
work of doctors, nurses, ﬁrst responders and public health leaders continues in an effort to keep
Ohioans safe and healthy, it’s equally important to
focus on planning Ohio’s economic recovery.
OHIO 2020 began meeting remotely Monday.
Each meeting, there will be guest speakers from
business, manufacturing, retail, wholesale, services and recreational sectors.
Information provided by State Rep. Jay Edwards. State Rep. Edwards
is serving his second term in the Ohio House of Representatives.
He represents the 94th District, which includes Athens, Meigs,
Washington, and Vinton Counties.

Schools providing meals during closure

MEIGS COUNTY —
As students throughout
Ohio spend their fourth
week out of the classroom due to COVID-19,
schools and their staff
are ﬁnding ways to reach
out to students, meeting not only academic
needs, but nutrition

needs as well.
Meigs, Eastern
and Southern local
school districts have
been providing meals,
either through pick up
or delivery, since the
decision came from
Governor Mike DeWine
to close the buildings
beginning on March 16.
With the closure now
extended until at least

May 1, the meal programs have also been
extended.
The pick up and
delivery of meals is also
a time when students
can receive enrichment
work from their teachers or other items which
need to be sent home to
the students.
Many teachers and
schools are also placing

for students who are
able to access it through
the internet.

MEIGS COUNTY — Every 10
years, the United States Census
takes place to count residents of
the country.
Beginning in mid-March, individuals were invited to complete
the 2020 Census online, by mail
or by phone. Given the current
COVID-19 pandemic, in-person
and door-to-door census taking
have been delayed.
“The Census is ongoing, and is
something we should not forget
about,” said Meigs County Complete Count Committee Chairman
Chris Shank. Shank noted that in

the past some people wait for a
person to knock on their door in
order to respond to the Census,
rather than completing the process
on their own. This year, he said,
it is not known when those doorto-door meetings could take place
so it is more important than in the
past to complete the census on
your own.
“The Census is not canceled due
to coronavirus,” added Shank.
Through April 5, the most
recent data available, the Meigs
County self-response rate is at
41 percent, the sixth lowest in
the state. In 2010, the county’s
ﬁnal self-response rate was 65.7
percent. Self-response can be com-

pleted online, by phone or by mail.
Many households have received
mailers with information about
completing the Census, including
an invitation code. Those who
receive mail at a P.O. Box have
likely not received the mailings
which are sent to physical residences, not post ofﬁce boxes.
If you have not received that
code, you can still complete the
Census.

JOAN RIGGS JOHNSON
On Palm Sunday,
April 5, 2020, Joan
Riggs Johnson left
this earth at the
age of 88 to join
loved ones in singing, “Hosanna in
the highest.” Joan
was born on Sept. 13,
1931, in Pomeroy, Ohio,
to Perry and Gladys
(Morgan) Riggs.
Her parents had a
farm near the Ohio River
where she and her sister,
Nora Eason, grew up and
to which she loved going
back through the years
and was able to enjoy
several annual Pomeroy
High School reunions.
She and her husband,
Martin L Johnson met
as students at The Ohio
State University and
were married on July 1,
1955. Joan graduated
with a liberal arts degree
in 1954 and taught
English in the early
1960s at Misawa High
School on the air base in
Japan. She also taught
a few years at Dresden
Elementary and at Summerour Middle School
in the Atlanta area. After
living for short periods
in Michigan, Missouri,
Texas, Japan, Nebraska,
and Massachusetts, she
and her husband settled
down in Atlanta in 1965
and raised their three
children. Although tiny in
stature she was indomitable in spirit and might.
She took care of her

son, Mark, until
his death in 2017
through his multiple sclerosis struggle even though
she herself fought
a long battle with
osteoporosis and
COPD.
Joan leaves behind her
husband, Martin, and
two daughters Marta
(Van) Sliger of Cookeville, Tennessee and Paula
(Ed) Hampton of Lawrenceville, Georgia. She
is survived by ﬁve grandchildren, Lauren (Jeremy)
Hudson, Ben (Christine)
Hampton, Chase, Haley
and Matthew Sliger. She
was blessed with ﬁve
great- grandchildren,
Luci and Martin Sliger
and Isabelle, Savannah
and Eli Hudson; and
two very special nephews Rob (Bev) Eason,
Huey (Susan) Eason
and wonderful niece,
Linda (Jeff) Warner. She
had just moved to Life

Pomeroy Alumni scholarships
POMEROY — Although the Pomeroy High School
Alumni Association is not having their annual banquet this year due to the Covid19 pandemic, they
will be awarding scholarships to deserving 2020 high
school graduates. Applicants must be a grandchild or
a great-grandchild of a Pomeroy alumni and are based
on academics. There are no application forms, but
applicants need to send a transcript of grades, a cur-

rent photo, name of parents, name of alumni they’re
applying under, activities they have participated in
and where they plan to attend college and their course

Ohio, Oklahoma courts rule abortions can continue amid virus

U.S. states Monday allowed
abortions to continue after the
procedure was caught in the
crosshairs of governors’ orders
suspending all non-essential
elective surgeries due to the
new coronavirus.
The decisions in Ohio and
Oklahoma responded to chal-

for increased social distancing between prison

of 141 inmates are under
consideration for release.
The state currently has
a prison population of
nearly 49,000.
“We’re not looking
to release every inmate
scheduled to be released
in the next 90 days,
rather we’re talking about
speciﬁc cases that ﬁt very
speciﬁc criteria,” said
Governor DeWine. “We
will not be sending murderers, sex offenders, and
the like home early.”
In determining which
inmates may qualify for
early release, inmates
were disqualiﬁed if they
were convicted of serious charges such as sex
offenses, homicide-related
offenses, kidnapping,
abduction, ethnic intimidation, making terroristic
threats, or domestic violence; Had been denied
judicial release in the
past; Have a prior incarceration in Ohio; Are an
inter-state offender; Have
active warrants or detainers; Have had a serious
prison rule violation in
the last ﬁve years.
The ﬁnal decision on
whether to authorize the
emergency release rests
with Governor DeWine.
An additional 26
inmates who are over the
age of 60 and suffering
from one or more chronic
health conditions are also
under consideration for
release. These inmates
have served more than
half of their sentences
and meet similar criteria
to the list above.
Due to these individuals’ medical vulnerability and other factors,
Governor DeWine is
asking judges and prosecutors associated with
these cases to waive the
required 60 days’ notice

so that these cases can
move straight to the
parole board. The parole
board is prepared to
begin meeting on Friday
to address these matters.
In cases where there are
speciﬁc victims who must
be notiﬁed, those victims
will receive notice and
have the opportunity for
their voices to be heard.
After the parole board
makes a recommendation on these 26 cases,
Governor DeWine committed to acting quickly
to decide in favor of or
against a commutation in
each case.
If the parole board recommends that a sentence
be commuted, the board
can also recommend additional conditions upon
the release of the inmate.
The governor can accept
those conditions or add
to them. If the conditions
are violated, the offender
would be sent back to
prison to complete his/
her sentence.
According to Associated Press writer Andrew
Welsh-Huggins, the plan
came after ﬁve inmates
each at Marion and Pickaway correctional facilities
tested positive, along
with 27 staff members
at four prisons but most
at Marion. The inmates
would be low-level offenders likely near the end
of their sentences and
wouldn’t include violent
or sex offenders.
The Associated Press
also reported that, in
eastern Ohio, members
of the Ohio National
Guard began arriving
at the federal prison in
Elkton to help after seven
inmates tested positive,

save lives, thank you for your continued cooperation,” stated Barr.
Gallia County continues to have
four conﬁrmed COVID-19 cases.
Gallia’s ﬁrst conﬁrmed COVID19 case was announced March 20
and its ﬁrst COVID-19 death was
announced March 24.
Information found on the Ohio
Department of Health’s website
coronavirus.ohio.gov states that Gallia’s earliest onset case was recorded
on March 12 in a woman between
the ages of 30 and 39 years-old. The
second onset case was noted in a
man between 60 and 69 years of age
on March 18. The next onset case
was document March 19 in a woman
between 60 and 69 years of age who
then died March 23. Gallia’s most
recent COVID-19 patient was noted
with an onset date of March 31 in a
man between the age s of 50 to 59.
According to the Gallia Health
Department, all cases discovered
in Gallia have been documented as
caused by community spread.
Mason County has ﬁve conﬁrmed
COVID-19 cases, including two new
cases which were reported on Monday. Four of those ﬁve cases were
believed to be community acquired,
while one of those cases involved a
person who had a history of international travel, according to the Mason
County Health Department.

not expect
any NBA
decisions
before May

“It allows for immediacy of a schedule,
where you might be able to begin it and
televise it, provide Major League Baseball
to America,” said Scott Boras, baseball’s
most prominent agent. “I think players are
willing to do what’s necessary because I
think they understand the importance of
baseball for their own livelihoods and for
the interest of our country and providing a
necessary product that gives all the people
that are isolated enjoyment.”
“It gives them a sense of a return to
some normalcy,” Boras added. “You talk
to a psychologist about it and they say it’s
really good for a culture to have sport and
to have a focus like that, where for a few
hours a day they can take their minds off
the difﬁcult reality of the virus.”
Baseball’s season had been set to start
March 26 but spring training was halted

of uncertainty about the
remainder of this halted
season, revealing Monday
night that he does not
expect the league will be
able to decide anything
until at least May.
Silver spoke on the
NBA’s Twitter account as
part of the league’s new
NBATogether initiative,
in a conversation hosted
by Turner Sports’ Ernie
Johnson. Silver touched
on many topics, including
how the league is looking
at numerous scenarios
for a return, but in every
case the uncertainty of
the coronavirus pandemic
makes it impossible right
now to move too far forward.
“Essentially, what I’ve
told my folks over the
last week is that we just
should just accept that,
at least for the month
of April, we won’t be in
a position to make any
decisions,” Silver said.
“And I don’t think that
necessarily means on
May 1 we will be.”
The NBA was the ﬁrst
of the major U.S. pro
leagues to shut down
because of the COVID19 threat, doing so after
Utah Jazz center Rudy
Gobert became the ﬁrst
player in the league to
test positive for the virus.
The league’s regular season was to end April 15,
and the playoffs were to
begin April 18.
That isn’t going to happen, and that has been
known for some time.
The NBA wants this season to resume, but simply
cannot say with any certainty if it will or will not
happen.
“We miss it badly,”
Silver said. “To all the
families watching this, I
know the NBA is a big
part of their lives. We just
want to assure everybody
that while we’re putting
the health and safety of
everyone ﬁrst, we’re looking at every possibility to
get our players back on
the ﬂoor and to play NBA
basketball again.”
Among the decisions
that have yet to be made,
Silver said: whether
the regular season will
resume in some form or if
the NBA would go immediately into the playoffs
— assuming the league
can salvage this season
at all.
Also on the drawing
board: if games would be
played in NBA arenas or
practice facilities, how
televising games would
work and if the league
would take everybody
to one site to ﬁnish
the season. Cities have
expressed interest in that
option and have reached
out to the NBA to say as
much, Silver said.
“We’re in listening
mode right now,” he said.

NFL going with virtual format for draft

The NFL draft will
be conducted in a virtual format, with team
personnel working from
their homes.
In a memo sent to the
32 teams Monday and
obtained by The Associated Press, NFL Commissioner Roger Goodell
outlined procedures for
the April 23-25 draft.
The guidelines include
no group gatherings.
“We have reviewed
this matter in the past
few days with both the
competition committee and CEC (a group
of league executives),”
Goodell wrote, “and this
will conﬁrm that clubs
will conduct their draft
operations remotely,
with club personnel separately located in their
homes.”
All team facilities
were closed on March
26 and Goodell has
ordered them to remain
shut indeﬁnitely.
“We will reopen facilities when it is safe to
do so based on medical
and public health advice,
and in compliance with
government mandates,”
he wrote.

was scheduled to be held
in Las Vegas, but the

from a medical or public
health perspective, given
the varying needs of
clubs, the need properly
to screen participants,
and the unique risk factors that individual club
employees may face.”
Several team general
managers had sought a
delay in the draft, basi-

cally citing an unfair
playing ﬁeld. But the
owners pushed for the
draft, the NFL’s biggest
offseason event, to take
place as scheduled. It
is up to each team to
ensure not only safe and
healthy conditions, but
to offset any perceived
competitive imbalance
under the guidelines set
forth by Goodell.
“We are operating in
an environment unlike
anything we have
experienced before,”
Goodell added, “one
that requires ﬂexibility,
patience, and cooperation.”

New Orleans Saints
from operating out of an
expansive space in the
Dixie Brewery.
Saints coach Sean
Payton said last week
that the he, general
manager Mickey Loomis
and a handful of other
staffers were set up with
video conferencing and
other equipment at the
brewery. The brewery
is part of Saints owner
Gayle Benson’s business
empire in Louisiana and
across town from team
headquarters.
Payton said the
club had gone to great
lengths to ensure the
setup conforms to Centers for Disease Control
social distancing guidelines for workplaces. He
said no one could enter
the room without having their temperature
scanned ﬁrst and that
everyone was remaining
more than six feet apart.
The Saints did not
immediately comment
on the NFL’s decision or
on the time and effort
lost in having to vacate
the setup and ultimately
dismantle it.
Plans for televising
the draft have not been
ﬁnalized, though it is
expected that ESPN
and NFL Network will
do so, perhaps in a joint

Baseball and the players’ association.
The sides held a telephone call to talk
about paths forward for a season delayed
by the coronavirus pandemic, people familiar with the discussion told The Associated
Press. They spoke to the AP on condition
of anonymity because no details were
announced.
Ideas are still in the early stage, and the
Arizona option would have many obstacles
to overcome, the people said.
“MLB has been actively considering
numerous contingency plans that would
allow play to commence once the public
health situation has improved to the point
that it is safe to do so,” the commissioner’s
ofﬁce said in a statement Tuesday. “While
we have discussed the idea of staging

games at one location as one potential
option, we have not settled on that option
or developed a detailed plan.”
Baseball ofﬁcials intend to study which
options may be viable.
“While we continue to interact regularly with governmental and public health
ofﬁcials, we have not sought or received
approval of any plan from federal, state and
local ofﬁcials, or the players’ association,”
MLB said. “We are not ready at this time
to endorse any particular format for staging games in light of the rapidly changing
public health situation caused by the coronavirus.”
