She urged others not to make the

I thought long and hard about
her letter. I realized she was right.
It took days, but I composrd a letter to my father who was dying of
prostate cancer. In it, I made reference to happy events in the past,
and thanked him for raising me,
loving me and staying involved in
my life. I sent the letter to my.
mother and asked her to read it to
him. My father called me a few
days later. We both cried over the

Jordan made it clear his latest comeback isn't about succeeding in other people's
eyes. It's about inaking peace
with hirilself a11d giving basketball another chance before
it's too late.
Jordan, 38, faced about 200
reporters for nearly an hour.
He answered every question
in calm, measured tones, ·
sounding a little defensive
only once or twice.
Jordan said he will try to·

much too soon. He said the

USDA needs_to practice

what it's preaching
~ The Post and Courier, Charleston, S.C., on the USDA:

Given the devastation of hoof-and-mouth disease on
Europe's livestock industry, you y;ould .think the U.S. Department of Agriculture would be extra careful about potentially
contaminated meat imports.
But a recent probe by the USDA's inspector general found a
frightening, if occasional, laxity of controls ....
The inspector general also found that a lack of communication between USDA inspectors and import regulators threatens
the reliability of safeguards. In two instances, prohibited meat
was erroneously shipped to insufficiendy secure storage areas.
Agriculture officials contend they already are doing a better
job on meat import inspections, but acknowledged that t~ e
report reveals areas where more effort is required. The po t<
rial consequences of failure could be catastrophic,
While hoof-and-mouth outbreak appears to have abated :
Europe, the epidemic has not been declared at an end. Bureau ~
cratic bungling on the inspection of imported meat can't be
tolerated.
• The Philadelphia· Inquirer, on election reform proposals:
The controversy and confusion over the last presidential
election have been followed by some dogged work on preventing a repeat.
There's no single fix because there was no simple culprit for
all that went wrong last November.
But good recommendations have come recendy from a
bipartisan _panel led by former Presidents Gerald Ford and
Jimmy Carter and from the National Conference of State Leg·
islatures.
Both groups urge that state and local officials, who have primary authority over elections, remain the point people for vot-.
ing reform. They want Congress to provide new matching
money to spur reforms and explore best practices, but without
applying a heavy hand ....
Another Ford-Carter idea may offend some veterans: celebrating Veterans' Day on Election Day in the even-numbered
years when federal elections are held. This would boost voter
turnout - and it might usefully expand the pool of people
from which polling, place workers are drawn.
.-.
Some veterans b~lieve this would give short shrift to the holiday's original purpose: But the former presidents ,persuasively
argue that using the day to improve the exercise of democracy
.is an appropriate way to honor veterans ....
