. Concern about the· care of temereries has been voiced by the Meigs
• County Genealogical Society.· · •...
During a recent meeting of the S'Ociety at the Meigs County Museum, it
•was reponed that Pattil:iil Cook, phisident, is working to set a meeting with
' all Meigs County township trustees and the Meigs County Commissioners
concerning the legal requirements' toward care of cemeteries.
Discussed were things Iike' private landowners living nnl door to cemeteries who are removing mohuments, planting trees, and claiming the cemeteries as private yard.
It was also noted State of Ohip law requires ail public cemeteries to be

Refrogcrator cookies, such as bullerscotch refrigerator and date
pinwheels. require the dough to be shaped onto a long, smooth roll.
After wrappmg on waxed paper, the dough 1s eholled several hours or
overnoght. The dough can be refrigerated three to four days before
baking When ready to bake. the dough is sliced, using a thin, sharp
knife. These cookies lend to be crisp, with a crunchy texture, and a
nch llavor.

A study from Brown University researchers found that 2,500 people'

COLUMBUS -Ohio Supreme Counjustices questioned the state's heavy
reliance on local properly taxes as they heard arguments Tuesd-.y over the
funding of public schools.

The issue is back before the Supreme Coun 2-112 years after it ruled Ohio's
school funding system was unconstitutional because it did not provide a "thorough and efficient" education for every child.
• "What have you done with elim'inaling property tax as pan of school fundtng?" Justice Francis E. Sweeney asked Jeffrey Sullon, a Columbus attorney representing the state, during Tuesday's hourlogg televised hearing.
· Suuon responded that the stale has taken over as much as 85 to 90 percent of the budgets of some poor districts, malting reliance on property taxes in those areas negligible.
Suuon told the justices that the slate has plans in place to improve the
system, but needs time.
"We respectfully submit that, whether measured in terms of time, money or the sheer number of laws that the General Assembly enacted during
that period, the General Assembly has not only responded to the coun's mandate but in fact has gone well beyond it in several areas," Sunon ·said.
Nicholas Po liner, a Columbus lawyer representing the Ohio Coalition for
Equity &amp; Adequacy of School Funding, said nothing could be further from
the truth.
Everything the stale has done gives "an illusion of compliance with no
substance," Piuner said.
Justice Evelyn Lundberg Strallon asked Piuner what would satisfy the
coalition. "Give me a number, a percenlage , you'd be happy with ."
Pittner replied that the coalition isn't looking for specific dollar figure s
or percentages of fundmg, but a new system of funding education that gives
Ohio schoolchildren "a sufftcoent system of education."
Justice Andrew Douglas pointed out that Franklin and Cuyahoga counties alone have more taxable property 1han all 29 Appalachtan counties in
southeast Ohio. How could such a discrepancy ever be resolved without a
huge redistribution of wealth ? he asked.
"My question is, is that problem solvable'?" Douglas asked Piuner.
Pittner said it is, because nothing in Ohio's Constitu)ion says it must f~nd
.. , . schools through property taxes.

The coalitioti, which filed th e'~ 99 I lawsuit that started"the .~ase, wants
the Supreme Court to find that the state's response remams inadequate. The
coun is not expected to issue a decision until next year.

The Legislature responded to eariiercoun rulings by increasing basic perpupil funding. (l.also set aside $1.6 billion for school construction and passed
laws that hold schools and s1udents to higher standards.
But Perry County Common Pleas Judge Linton Lewis ruled in February
that the state had fallen shon of the Supreme Court order to fix the system
of school funding .
The coalition has produced a plan it says would provide an essential education for every student. The plan, which carries no price tag, includes bigticket items such as ail-day, every day kinderganen, smaller class sizes and
up to I 0 days of teacher training every year.
Suuon argued that the slate has spent $1.7 billion on education since the
coalition's lawsuit was filed in 1991, compared with $1.2 billion for the
Department of Human Services and $700 million on prisons.

Gregory Browning, budget director under former Gov. George Vomovoch,
said the arguments presented by both sides acknowledged that lawmakers
and the governor's office had searched hard for solutions to the coun's concerns .
" I think there's a strong message, no mauer where you stand on this issue,
that the governor and the Legislature think this is a big deal," said Browning, who helped assemble the series of bills that became the basis for the
state's respon se.
He also said the coun appeared to be telling the two sides, "'We know
it's our job to figure it out, but help us. "'

The official count settled a township trustee race in Columbia Townshrp

MIDDLEPORT - "The Christmas Village" is the theme for Christmas events and promotoons m Middleport this year. The Christmas season will be kicked off on Sunday,
with a Christmas parade and holiday
open house.
The Chrostmas events will g1ve the
community a chance to show off several thousand dollars' worth of new
Christmas decorations, purchased by
the village and now beong mstalled in
the business district. The lighted
snowflakes and Christmas banners
will be placed along North Second
Avenue and a portion of Mill Street.
Middleport's retail merchants have
matched those decorations with
allractive 'window displays and other holiday decorations, dcsogncd to
carry out the "Christmas Village"
theme and to promote local shopping.

The annual Meigs fall sports banquet was held on
Tuesday evening at the Meigs High School Cafeteria.
The banquet was sponsored by the Meigs athlet ic boosters.

FOOTBALL AWARD RECIPIENTS - the following received football awards at Tuesday's
evening's banquet at Meigs High School. In the
front is Wes 'Oloene-AII Academic, John Boling-All

Master &lt;if ceremonies for the evening was athletic
booster presidem Jim Soulsby. The evening was started
by vars ity volleyball coach Rick Ash with the invocation.
Cheerleader adviser Cindy Shull introduced members
of the cheerlcading squad which will receive their
awards at the winter banquet.
Reserve cheerieliders includ ed Bridget Balser, Carrie
Ahboll , Brittan y Williams, Amanda Felly, Kristal
Johnson, Magg ie Rose berry, Heather Phalin, Emil y
Story and Hannan Woolard.
Varsity cheerleaders were Brandy Graham , Brandy
Laudcrmih, Whitney Ashley, Mcghan Avi s, Holl y
Hannan and Allison Hayes.
Cross country coach Mike Kennedy introduced memhcrs of the boys' cross country team, which won its
fourth strai ght TVC title. They included Ryan Well. John
Witherell , Joseph McCall , Steve Bella. Kenji Mori , Kyle
Smiddic, James Stanley, Adam Jason Thomas, David
McClure. Mall Willi amson , Michael Stacy. Derek
Johnson and Mike Will iam son. Beha and Stanley both
earned second team All TVC honors.
Next up was the girls' TVC champion team. Kennedy
introduced Andrea Burdette, Beverly Burdette, Kara
Musse r. Bemrke Morgan , Jess k a Preast, Mary Schultz.

of danger-free muscle builders

companies that market purported
muscle-building nutritional supplements similar to the ones taken by
baseball champ Mark McGwire
agreed to slop claiming they were
free of side effects under a settlement
announced

The FTC had sued AST
Nutritional Concepts &amp; Research
Inc. and Met-Rx USA Inc. over their
androgen supplements, which purportedly increase muscle mass and
libido. According to the FTC, the
companies advertised that the supplements could increase strength
safely with minimal or no negative
side effects. The claims were made
primarily on Internet sites promotin g
the products.
The commission challenged the
companies, saying they had no scientifi c substantiation for these claims.
The FTC.complaint against AST also
alleged that the company falsely
claimed its androgen supplements
did not contain steroid hormones.

"Teen-agers and athletes who are
using these supplements as performance or muscle enhancers arc being
misled about their safety and potential negative side effects," said Jodie
Bernstein , director of the FTC 's
bureau of con sumer protection.
" Now, the labels and ads lor these
products will give consumers· the
straight story about the side effects,
and they' ll be able to base their buying decision s on the facts." ·
The seulement would prohibit the
~ ompanies from claiming that the
use of such products is safe or free
from side effects. without reliable
scientific evidence to back up those
claims. It also would prohibit AST
from claiming the supplements were
steroid-free .
·
The orders would require labels
and advertising disclosure for any
androgen supplement fo r which a
safety claim is made or which con·
tain s ephedra, also known as
ephedrine. Those product labels
would disclose the ri sks associated
with the supplements.
" Parents, coaches and athletes
need to be aware of the real risks
these substances pose to the lives and
health of young people and athletes
al all level ," said Barry McCaffrey,
director of the While House drug
policy office.
The settlement with the Golden ,

Coio.-based AST was filed in U.S.
District Court in Denver Monday.
The settlement with Met-Rx, based
in Irvine, Calif., was filed in U.S.
Di strict Court in Los Angeles
Monday.
In 1998, McGwire, of the St.
Louis Cardinals, said he was using a
supplement containin g androstenedione during his record 70-homer
season.
In the year following McGwire's
disclosure , sales of the testosterone
booster surged more than 1,000 percent to more than $50 milli on,
according to industry ligures.
McGwire said in August that he
had quit using the supplements several months earlier and never wanted
to take andro again.

Question: I have had very painful blisters on my nghl shoulder
and the side of my neck. My doctor just informed me that I have
shingles. Please explain what causes this and what I can do .for the
pam.
Answer: Shingles is a viral disease that is a bit more complicated than one might first guess. It is caused by the varicella-zoster
virus (VZV) that is also responsible for another common illness, In
fact, the first exposure to the virus produces chicken pox with its
itching, irritated blisters and fever. Shingles is its second manifesta·
tion. So, to give you the proper background, I neal to start by taking a moment to talk about this common childhood illness.
Ninety-three percent of us have chicken pox when we are children. Today, most children come down with chicken pox between
the ages of I and 4 because of the high rate of exposure in d~y care.
The VZV is spread by person-to-person transmission, particularly
by infected respiratory secretions. Infected persons are most likely
to spread this disease two days before the rash breaks out and for the
first few days thereafter. Therefore, there is no practtcal way to distinguish a child with a mild cold from one who has tit. early stage
of chicken pox . One sneeze while the children play together exposes all of his or her playll)ates to this disease.
Ninety-eight percent bf those living in the same household who
haven' t previously had an VZV infection will come down with
chicken pox once someone brings the vorus home to share. It is very
contagious! Adults with an active case of shingles, not just children
with chicken pox, can spread the virus in this manner.
When we have chicken pox , our defense system doesn't actually
kill off the attacking vaoicella-zoster virus, it only holds it under
controL As the chicken pox sores go away, the virus goes "into hiding" along the nerve pathways - a state you can think of as hibernation . This sets lhe stage for a possible outbreak of shingles years
later, perhaps at a time when your body's immune system becomes
less actove because of age, medicone or another illness.
When the virus begins to stir again, it spreads along the path of
the nerve in which it has been hiding, thereby producing the lomited
distribution of bli sters and the pain that are typical of shingles.
Nerves of the chest arc most commonly involved bul any part of the
skin, such as your shoulder and neck, can also be aftlicted.
· While those with chicken pox usually require no treatment, those
with shingles certainly do. One of several medicines should be started immediately at the outbreak of blisters. These drugs shorten the
duration of shingles and reduce the likelihood of develo.ping one of
the most undesirable complications of II -post herpetic neuralgia .
This .condition is the persistenQI! of shingles pain even long after the
blisters have healed. You should promptly see your doctor about this
treatment.
On a brighter note, there is now an immunization for VZV. A single chi ldhood shot provides immunity against chicken pox for at

jackpot to her former husband
because she kept it secret during
their divorce.

Commission confirmed that Denise
Rossi won the money on Dec. 28,
1996 - II days before she filed for
divorce from Thomas Rossi after 25
years of marriage.

disclosure laws and determined that
she acted out of fraud or malice. In
court papers, she admitted to concealing her winnings because she

a protest on behalf of several black
students expelled for fi ghting at a
football game.
The television cameras followed
every move . So have busloads of
people, in sce nes that Jackson has
compared 10 the 1960s campaign for
voti ng nghts tn the South, and 'even
Marlin Luther King Jr.'s " I Have a
Dream " speech on the steps of the
Lmcoln Memorial.

Washington: access to public accommodation. equal protection under the

But his decisiOn to tum the national spotlight on Decatur - and a punishment that stemmed from the local

a case-by-case basis.

professor at the Universny of Maryland. said Jackson is reacting to the
"Columbine syndrome .. - a tendency for schools to institu te strict

school shootings in Liulcton. Colo ..

" You' ve got a general phenomenon occurring - but you use blacks
as the example . That happens very
often ," Walters said.
That would fit into Jackson's
longtime agenda - " protecting the
poor from the powerful ," as Watkins.

the growing number of black men in

Route 248, Chester, will be repaired later next year, according to

the Ohio Department of Transportation. Plans call to retain the
bridge's characteristic "rainbow" arches.

invalid wife, Belly, in the coupl e's
home on Story's Run Road.
She is a victim of multiple sclerosis, and he, a soft-spoken man, 1s
her primary caregiver.

in Middleport will have computer access to on-line Internet courses and computer services from the main campus by next fall, thanks to an Ohio Board

The bridge at Chesler, with a 24-fool roadway. is one of the larger examples of its type . II replaced a cove red bridge located adjacent the Chester
Roller Mill which closed in 1939.
Ynacbam sa id ODOT met recently with residents and husincss owners in
Chester to dctcnninc when they would like construction to occur. The bridge
should close 111 early September and remain closed no longer than 75 days.

Tlie capabilities of the Meigs Center will he enhanced with the direct linkage with the Rio'Grande campus. Direct access to the Internet, campus network resources. plus telephone service and voice mail to all administrative
offices will be possible by next fall .
"The Rio Grande community appreciates the financial support from the
Ohio Board of Regents," Dr. Dorsey added . "The g~ant reinforces and expands
our educational commitment to the people of Meigs County."
Rio Grande's Meigs Center currently maintain s classrooms, a networked
computer lab and administrative offices to serve students from the Meigs
County· area.
The planning process lo establish the new system has already begun and
the new technology is projected to be in place and fully functional by the
beginning of fall quarter, 2000. according to Herman Koby, Ph.D .. vice president for facilities. planning and tec hnol ogy.
