POMEROY - Approximately
350 people filed into the Meigs
High School cafeteria Monday
night to attend a public meeting on
the proposed U.S. 33 project from
Athens to Darwin.
The meeting allowed the 9hio
Department of Transportation to
explain several possible rou~s for
the proposed highway, which has
been debated since the early 1960s.
A presentation by Tim Hill from
ODOTs Office of Environmental
Services appeared to validate the
agency's belief that an entirely new
highway would best meet traffic
and environmental concerns.
However, he said ODOT engineers investigated several options
using the existing highway - as
suggested by a group_opposed to
the highway- and found they created even greater environmental
and social impact without substan·
tially addressing safety and traffic
concerns with the existing roadway.
Monday's meeting consisted of
two portions: a formal presentation
by ODOf and
informal open
house. Unlike a hearing held last
week on the nearby U.S. 3311-77
Connector project, spectators were
not allowed an opportunity to
speak before the public.
OOOT Chief of Staff David
Celona said the meeting was held
as part of. the preparation for an
environmental impact statement on
the project. ODOT opted to
upgrade an earlier environmental
assessment into a more detailed
EllS after hearing concerns from
environmentalists. ,
Celona briefly d.iscussed the
process the state is following on
the proposed highway, which
involves five separate entities: the
Athens-Meigs U.S. 33 Citizens
Advisory Committee, the Transportation Review Advisory Coun-

Anti-highway CAC members· resign
By JIM FREEMAN

POMEROY - Citing philosophical .differ·enc:;es, four·memliet's of 4he- RoJI'I· 33 Athens-to..Darwin· ,qtize~~SPAdviaory . COmmittee walked
out of the gtoup'il .meeting in Pomeroy Monday
afternoon.
The CAC was formed last summer by the
Ohio Department of Transportation in response
to unprecedent,ed levels of public comme~t on
the proposed U.S. 33 project from Athens to
Darwin.
· ODOT received more than 6,000 letters and
petitions concerning the highway. While most
were in support of the project, approximately
1,500 letters and petitions were ,in opposition to
the proposed highway.
The first to leave in the apparent mass resignation was Athens attorney Tim Foran, represen ling the Southeastern Ohio Legal Services.

Matt Peters of Amesville, representing the Buckeye Forest Council, then left, citing philosophical differences ~¥ithin the gro~p whi,t;~ he said

,. col'inties. ,· ·
· '
CASH ·spokesman and Shade area resident
Todd Acheson, and Meigs County resident Sue
Zano then also left the committee.
In addition to reducing the size of the committee, the walkouts have apparently changed
the dynamics of the group.
While the old 12-member committee was
nearly spliJ between highway supporters and
opponents, with a few neutrals thrown in, the
remaining group is now largely comprised of
ODOT members, highway advocates and a few
apparently neutral members.
But far from rejoicing over the members' exit,
·remaining members offered olive branches after
the four left, saying they would welcome them

paid through the general fund.
That fund is made up of monies collected
through the processing of auto titles and
other transactions in the title office, and is
made available to the commissioners by
Clerk of Courts Larry Spencer to meet gen·
eral expenses of the county government.
The commissioners also approved trans·
fers of funds for the following departments:
Department of Human ~rvices, $20,000;
clerk of courts, two transfers totaling
$29,284.23; Veterans Service Office, $500;
Grants Office (Salisbury Township/FEMA
grant), $703.41; juvenile court, two tran~fers
totaling $300; and county auditor, $5,000 ..

The commissioners also authorized County, Auditor Nancy Parker Campbell to make
any transfers necessary to close out the county's financial affairs for the.year.
The commissioners passed a resolution
recognizing Tuesday as the 200th anniversary of the death of President George Washington. The Sons of the American Revolution
are organizing a local observance, with bells
to be rung throughout the county.
The commissioners authorized the ringing
of the courthouse bell, which is usually limited to the occasion of the death of a present
or past county officeholder.
The board passed a resolution honoring

back onto the committee pending the receipt of
formal resignation letters.

way Administration.
The CAC plays an advisory role
in the Route 33 saga, with the ultimate decision to build the highway
resting on ODOT's Transportation
Review Advisory Council, which
is also to be advised by its own
Route 33 subcommittee.
In addition, ODOT's central
office and the Federal Highway
Administration play an important
role ·in the project through their
process of approving the road
design and corridor, and environmental impact statemen~ respectively.
Hill's presentation addressed
the project's ·purpose and need
statement, which indicates the project is needed to address roadway
deficiencies, roadway capacity,
safety and economic development.
He said the existing U.S. 33
between Athens and Darwin is
"seriously deficient in nearly e.very
category," including design speed,
sight distance, passing areas,
shoulder availability and access·
points.
For the period 1991-98, the
accident rate on U.S. 33 was 2.58
times tnore than the statewide
average for two-lane rural highways, and 3.7 times higher that the
accident rate fcwth·e· fc!\lr-l•ne· seelion of u.s. 33 south oflf>arwin:
Over that 8-year period, there
were a total of 623 accidents,
including 364 collision crashes,
249 animal accidents ·and three
fatalities.
Hill discussed several route
alternatives, including those
designed in direct response to
CASH (Coalition Against Superfluous Highways), which said
ODOT did not consider upgrades
to the existing highway as an alternative to a new highway.

The holiday season can really hurt
your financial situation.
Over 1/3 of Americans overspend
during the holidays. One in seven are
still paying for Christmas in June .
One-fourth don't know when they
will pay off their holiday debts. Last
year $850 was spent by famili es for
gifts for other households. The average person buys 25 gifts. Twenty percent buy 40 or more .
What can be done to cut holiday
costs?
Develop a budget and stick to it.
Be realistic when determining the
total dollar amount. Set a hudgeted

CHESTER- Visitors at the holiday open house of the Che~ter Courthouse enjoyed not only things of
Otristmas but a tour of the 1823
building, which has been undergoing
restoration for the past several years.
Mary Powell in period costuming
greeted guests as they entered the
courtroom, which featured a large tree
trimmed with handmade decorations
and displays of antique Otristmas
decorations.
Betty Milhoan shared her century·
old collection of ornaments, many
imported from Germany, a few made
in occupied Japan, and several handed down from one generation to
another in her family.
She had stories about many of the
Santas in her collection - one a
childhood gift, another purchased in a
junk box at an auction, and others
made of celloloid and chalk.
Then there were tree lights, a couple strings of the very first electric
ones. One set was still in the original
box, which noted that when "one goes
out they all go out." And, yes, red
honeycomb bells. A variety of tin
candle holders and cookie cutters
made by Jacob Bertzel, a German tin·
smith who settled in Otester in the
early 1800s, were also in the display.
The beauty of the ceiling-high tree
was in its simplicity. No expensive

CHRISTMAS TIME- It's beginning to look a lot
like Christmas in Rutland. Mayor JoAnn Eads, right,
and Marcia Elliott of the Rutland Civic Center Committee, were hard at work on Tuesday, putting the finishing touches on ·the Otristmas decorations at the
center. Here, they are pictured decorating a special
"Remembrance Tree."
According to Elliott, residents are encouraged to
place a special (but durable) ornament on the tree in
memory of a loved one. A sign will be placed on porch
·of the Harder log cabin, pictured in the background, to
recognize those who are remembered by the tree.
There is no cost for placing an ornament on the
· Remembrance Tree, and ornaments will be carefully

preserved so'· that they can be used for future Christ·
mas trees.
Street decorations, made last year by the welding
class at Meigs High School, under the direction of
Rutland Councilman Dick Fetty, are also in place, and
candy cane d~orations line the civic center walkway.
The holiday r$aches a climax in Rutland on Sunday,
with a Christmas parade.
Lineup fO!'!the parade beginS at 1:30 p.m. along
Brick Street, and will begin its route through the community at 2 p.'tn. No pre-registration is required, and
according to Eads, all organizations, businesses and
individuals from throughout the area - not just Rut·
land - are
to panicipate.

Betty Milhoan displayed her antique Christmas collection at the Chester Courthouse holiday open house.
