victims of crime, while continuing to serve those who
were victims in previous

Of the 461 victims, 82
were children, 143 were
males, and 236 were

Ohio county says jump in cases coming from nursing home

— While Gov. Mike DeWine
and state lawmakers continue
to plan how Ohio will emerge
from the state’s stay-at-home
order, businesses, colleges and
other events are assessing their
future. Here are some of the

Health Commissioner Kim
Rieman said many of the new
cases are connected to an outbreak at a long-term care facility and that they are working
on contact tracing and ﬁnding
people who might have an

DeWine announced a plan to
signiﬁcantly boost daily testing
in Ohio—currently at around

3,700 a day—thanks to recent
approval for reagent use and a
new partnership to manufacturer up to 1 million cotton swabs.
The effort will push testing in
Ohio to 15,000 a day by May
6, 18,800 a day by May 13 and
22,000 a day by May 27.
The governor said this will
allow a dramatic increase of
testing in places like nursing
homes and homeless shelters
and permit Ohio to determine

Holzer Health System
and the Gallia Health
Department held a digital
meeting with Ohio Valley
Publishing Thursday to
clear misunderstandings
regarding COVID-19 testing protocols and answer
questions regarding hospital preparedness.
“Everyone who needs
a test will have access to
get a test,” said Holzer
Health System CEO Dr.
Mike Canady. “Not everyone who wants a test
needs a test. If we could
do it perfectly, we’d have
330 million tests done in
the U.S. and we’d know
if everyone was positive or negative off the
bat. We don’t have that
capability. It gets better
everyday and the amount
of testing and things that
can be done. We’ve been
working tirelessly internally. The way you think
about testing is there is
collection and then there
is testing of the specimen… We do the collections here but we do not
yet have the capability of
actually running the test
on our campus to get a
result here.”
Canady said that specimens, depending on the
circumstance, are sent to
the Ohio Department of
Health or to a commercial lab and have a two to
three day turnaround for
results.
“We’ve only actually
taken care of one patient
in our hospital that we
knew for a fact was
positive for COVID,” said
Canady. “The concern
we have is that people
seem to think that we’re
not testing people so we
can keep our numbers
low and look good. We’ve
done over 300 tests.
We’re not a very populated set of counties from
the get-go… If you look
along the Ohio River
from Scioto and Pike
County on the southwest
side all the way up to
Washington County,
other than Lawrence
and Washington, there
are single digit in every
county. It’s not that those
places aren’t getting
people tested, it’s that
there is not prevalence of
disease here like in other
places.”
Canady said he felt
the areas that were most
affected by COVID-19
were areas with higher
population density and
noted that one could see
this illustrated through
places like New York
City.
“The thing that really
works is social distancing,” said Canady. “If you
think about prisons, the
big jumps in numbers
in Ohio in the last four
or ﬁve days have been
almost 100 percent due
to the prison population.”

RUTLAND — Carol
Ann (Wise) Hayman, 77,
of Rutland, went to be
with the Lord , Thursday,
April 23, 2020 at Riverside Methodist Hospital,
in Columbus, surrounded
by family.
Born September 1,
1942 to the late Willie
Jake and Sarah Margaret
Farley Wise. She was preceded in death by her parents; a son, Steven Ray
Hayman; her grandson,
Evan Ray Hayman; her
sisters, Hilda Michael and
Thelma Jean Danner.
She is survived by her
loving husband of almost
61 years, Sidney Ray
Hayman; four children,
Rita Hayman, Trina Lee,
Ryan Hayman and Robert
(Lindsey) Hayman; three
grandchildren, Amber
Lee, Breanna (Damien)
Spencer, and Chaisty
(Nick) Featherston. She
was blessed to have been
able to meet her great
grandchildren Isaiah Day,
Hunter Day, Brayden Bartoe, Jasmine Featherston,
Adalyn Featherston, and

Kaiden Featherston. She
is also survived by brother, Ronald (Joann) Wise.
She has been singing
for the Lord since 1957
with the Country Hymntimers. She was also a
member of the Common
Grounds Church of Pomeroy. Carol was loved by
everyone she ever meet,
and she had a heart of
gold. Her family was her
world and she was their’s.

Funeral Home, Rutland,
with Dennis Moore ofﬁciating. Burial will be at
Meigs Memory Gardens,
Pomeroy. Public visitation

SHERIFF’S OFFICE
The Meigs County Sheriff’s Office reports:
April 23: Sgt. Patterson obtained information on
the location of a tractor reported stolen in Gallia
County. Sgt. Patterson, Sgt. Jones, and Deputy
Myers went to a residence on Molehan Road and
located the tractor. The Gallia County Sheriff’s
Ofﬁce was notiﬁed, and Gallia County notiﬁed
their victim who came to the scene and took possession of the tractor.
Deputy Barnhart went to Forked Run State Park
on a report of a male subject allegedly asleep or
passed out in a vehicle with a needle in plain view.
The subject had left the area before Deputy Barnhart’s arrival.
Sgt. Jones responded to a residence on Hill
Road about a reported property dispute. Sgt.
Jones determined that it was a civil matter and
escorted the female off the property.
Deputies were requested to assist Child Protective Service units in Rutland to check on the welfare of two juveniles. When units arrived, nobody
would answer the door, deputies said. Sgt. Patterson saw one of the juveniles through a window,
so out of concern for the safety of the juveniles,
forced entry was made into the residence.
Once inside the residence, three adults were
located with one having warrants from Fairﬁeld
County, Gallia County, and Meigs County. The
children were taken into the custody by Meigs
County CPS.
Deputies conducted a consent search of the
residence and reportedly located several ﬁrearms,
ammunition, a substance believed to be marijuana,
and several items of alleged drug paraphernalia.
The male subject was taken into custody and is
being held in Middleport Jail.

send a transcript of grades, a current photo, name

At least $9.7 billion in state
bailouts for Air France, KLM
PARIS (AP) — The French and Dutch governments
announced at least $9.7 billion in bailout money Friday to rescue Air France and KLM, which are ﬁghting
for survival as most of their planes are grounded by
virus lockdowns around the world.
The partner airlines had been negotiating for weeks
with their respective governments, as carriers worldwide are collapsing or seeking government bailouts.
The past several weeks of travel restrictions have
upended the entire industry, and Air France and KLM
said earlier this month that they expect their joint trafﬁc to be down more than 90% in the coming months.
With no clear end to the crisis in sight, Air France
will get 3 billion euros in direct loans from the French
state and a 4-billion-euro bank loan guaranteed by the
state, the airline said in a statement.
In the Netherlands, Dutch Finance Minister Wopke
Hoekstra announced the government will provide
between $2.16-4.32 billion to help ﬂag carrier KLM
survive the devastating impact on its operations of the
coronavirus crisis. He said the money would likely be
in the form of guarantees and loans to the carrier.

Walk on the wild side, revisited

Sometimes what you’re
looking for is in your own
backyard.
With visiting restrictions in some state parks
and anything involving
crowds frowned upon by
public health officials,
finding a place to reconnect with nature has been
a challenge but an acceptable and rewarding activity during the COVID-19
pandemic.
Hiking trails are an
option for those wanting
to connect with nature
and escape humanity.
In Mason County, there
are roughly seven miles
of hiking trails and a
gravel walking trail at
Letart Nature Park, just
behind Letart Community Center. The property is owned by Mason
County, and maintained
by the volunteers with
the Letart Nature Park
Development Organization, which took over as
stewards of the acreage in
2013. There are 263 acres
dedicated to the Nature
Park and nine acres on
the Community Center/
Park area for a total of
272 acres.
In 2015, with the help
of the Army National
Guard and volunteers,
trails were cleared,
mapped and marked. Specifically, the Guard graded the main trail, built silt
dams to control erosion
and added culverts for
drainage.
“Several trails have
been expanded to connect
to other trails,” Maryilyn
Kearns, president of the
park’s development organization said. “Trails are
mowed several times a
year. Benches, birdhouses
and a pollinator station
have been added. A massive amount of trash has
been removed which
included one area that
had been an unofficial
dump for many years.
We have seeded parts of
some trails to control erosion. We typically have a
couple fundraisers during the year which has
allowed us to purchase a
bush hog and also build
a metal pole building for
storage.”
Volunteers are continuing to make and set trail
markers, with continuous
mowing and maintenance
of trails and benches,
adding more trails and
connecting existing trails,
adding duck houses
around the pond, building
and setting up additional
pollinator stations.
“The maintenance of
trails includes constant
removal of fallen trees
and branches as well as
trimming back growing
brush and vines,” Kearns
said. “Woodmen of the
World has donated a flag
and flag pole which will
be set up and lighted on
the hillside as soon as
weather permits.”
Though many trails
have been created and
marked, they are a project
that is never really “finished.”
“The trails will never
really be done, however
we hope to improve on
some remaining drainage
issues, continue clearing new trails, complete
installation of remaining
trail markers and updating of maps as new trails
are added,” Kearns said.
“We will continue to
enhance the trails with
benches, picnic spots,
educational stops, viewing sites, etc.”

“never-ending” is trash
pick-up and Kearns said
they welcome help from
individuals or groups who
would like to volunteer

build picnic tables, benches, footbridges, birdhouses, etc. One of our goals
is to clean-up or restore
the two ponds that are on
the property and we are
seeking professional guidance and funding sources
for that project. We need
mowing equipment for
the narrower and steeper
trails.”
To promote pollinator
populations, the park
has added two pollinator
stations/plots to provide
habitat to help rebuild
populations.
“We hope these stations
will be an educational
source and also inspire
visitors to build their
own stations or plant
pollinator plots,” Kearns
explained. “Two stations
have been constructed by
park members … one has
been set-up and the other
one will be installed in
the near future. They are
being filled with nesting
material for bees, butterflies, birds, wasps, and
various other pollinators.

also be providing additional educational materials at each station.”
According to Kearns,
trail development has
been the group’s main
focus, however, in keeping with their mission
statement to also promote educational opportunities, the park committee have been able to host
the traveling Korean War
Memorial and the traveling WWII Memorial over
the past two years.
“Both of these events
were well attended and
provided a unique opportunity to showcase the
park as we paid tribute
to those who served,”
Kearns said.

When asked what she
wished more people knew
about the park, Kearns
answered, “Many people
are not even aware the
park exists. It is easily
accessible and only about
10 minutes from New
Haven and 20 minutes
from Point Pleasant. The
address is 23669 Sandhill
Road. The park trails are
open year round. The
park is open to the public
and there is no cost to
people using the park.
The Nature Park has been
developed and is maintained by community volunteers and donations.”

however we will make an
announcement on Facebook once we are able to

Gallipolis income tax returns and payments for tax
year 2019 with a due date of April 15, 2020 have been
extended to July 15, 2020. Estimated payments for
the ﬁrst and second quarters of tax year 2020 have
also been extended to July 15, 2020. These extended
due dates do not apply to employer withholding.

GALLIA COUNTY — Gallia County Engineer
Brett A. Boothe, announces that Patriot Road (CR40) will be closed between State Route 141 and Grate
Road (TR-540), beginning Monday, April 27-30, for
culvert replacement, weather permitting. Local trafﬁc
will need to use other County roads as a detour.
GALLIA COUNTY — A culvert replacement project begins on April 20 on Thomas Road (Township
Road 551) in Gallia County. The road will be closed
through April 28.

Opt-out deadline extended
GALLIPOLIS — Gallia County Engineer Brett A.
Boothe, has announced the annual Dust Patching and
Herbicidal Opt-Out forms are now being accepted
at the engineer’s ofﬁce. The Dust Patching form is
required for those residents who would like to apply
for materials to be applied at are requested site to
reduce the dust generated from trafﬁc on a stone
county road. The Herbicidal Opt-Out form is required
for those residents who do not want herbicidal spraying in speciﬁc areas along county road right-of-ways
and agree to maintain those areas. Due to the COVID19 quarantine restrictions, the deadline for 2020 has
been extended to May 14. Both forms may be picked
up from a clear box on the front door at the engineer’s
ofﬁce, 1167 State Route 160 and mailed back with
postmark by the deadline or placed in the lock box at
the front door as well.

Rio among new MSC affiliate members

BOWLING GREEN, Ky.
— Mid-South Conference
Commissioner Eric Ward has
announced that the University
of Rio Grande, Indiana Tech,
Lourdes (Ohio) University and
Truett McConnell (Ga.) will
join the conference as afﬁliate members beginning in the
2020-21 academic year.
The Mid-South Conference
Council of Presidents unanimously approved the four institutions for afﬁliate membership
at their March meeting.
Rio Grande joins the MSC in
men and women’s swimming
and men’s wrestling, while
Indiana Tech and Lourdes join
the conference in women’s
wrestling and Truett McConnell
joins the Mid-South in men’s
volleyball.
“We are incredibly happy
to welcome Rio Grande,
Indiana Tech, Lourdes and
Truett McConnell — and their
student-athletes and coaches —
to the Mid-South Conference,”
Ward said. “All four are excellent institutions with outstanding athletic traditions. Each
addition makes us stronger and
more competitive in men and
women’s swimming, men and
women’s wrestling and men’s
volleyball.”
Rio Grande men’s wrestling
begins its ﬁrst season in 202021, while the university is
reinstating swimming for the
upcoming academic year after a
long hiatus.
Jason Schweer was named
the school’s men’s wrestling
coach on March 20. The school

is expected to name a swimming coach in the coming days.
“The University of Rio
Grande is very excited to be
adding men’s wrestling for our
student-athletes for the ﬁrst
time in school history,” Rio
Grande athletics director Jeff
Lanham said. “Also, we are
reinstating men and women’s
swimming. Many decades ago,
swimming was a strong sport
at Rio Grande. We are looking forward to welcoming the
wrestling and swim teams to
campus in the fall. We’re also
looking forward to being an
afﬁliate member of the MidSouth Conference and renewing old acquaintances as well
as creating new relationships.
The competitiveness of the
Mid-South will help us to set
high standards for our studentathletes.”
Indiana Tech announced the
start of women’s wrestling on
February 11, 2019. Two months
later, the Warriors announced
Paul Rademacher as their ﬁrst
women’s wrestling coach.

“We are excited to launch
women’s wrestling on our
campus in the 2020-21 season
and are honored to be a part
of the Mid-South Conference,”
Indiana Tech athletics director
Debbie Warren said. “We look
forward to exciting new events
in our new conference home
for women’s wrestling and are
excited to showcase our “Warrior Pride” and a “Go For IT”
attitude to the Mid-South Conference.”
Like Indiana Tech, Lourdes
embarks on its ﬁrst women’s
wrestling season in 2020-21.
Lourdes announced the start of
the program as well as naming
Kate Hill as its ﬁrst coach on
January 14.
“We are thrilled and excited
to be able to join the Mid-South
Conference as we begin our
women’s wrestling program at
Lourdes University,” athletics
director Janet Eaton said. “The
caliber of wrestling within the
conference is something we
aspire to obtain, and we will
do our very best to represent

the conference to the best of
our ability. We look forward
to beginning competition in
the Mid-South Conference this
upcoming winter.”
Truett McConnell begins its
ﬁrst year of men’s volleyball in
2020-21. Mark Corbin — who
also serves as the women’s
volleyball coach at the school
— takes over the ﬁrst-year
program.
“Truett McConnell is looking
forward to its inaugural men’s
volleyball season and excited
that we have been accepted
into the Mid-South Conference,” Corbin said. “Being a
part of this conference will
give us a good and challenging schedule for our ﬁrst year.
We look forward to competing with the other conference
schools and helping grow the
sport of men’s volleyball. This
is an excellent opportunity for
young men to continue their
volleyball careers while getting
an excellent education. We
hope to see men’s volleyball
continue to grow throughout
our area and the country.”
The four additions bring the
Mid-South’s afﬁliate membership to 24 institutions. The
MSC footprint of full and afﬁliate members includes 11 states
— Alabama, Florida, Georgia,
Indiana, Kentucky, Louisiana,
Mississippi, North Carolina,
Ohio, Tennessee, and Virginia.
Beginning in 2020-21, the
Mid-South Conference will
boast 12 full members in addition to the 24 afﬁliate members.

Kevin Colbert admitted
the team doesn’t have
enough capital to trade
up into the ﬁrst round,
meaning Pittsburgh

likely won’t be on the
clock until the middle of
the second round on Friday with the 49th overall
selection.
Pittsburgh conducted
125 interviews between
the Senior Bowl, the
NFL combine and Zoom
meetings over the last
three months. Though
there are some question marks — Colbert
said there were 76 players with incomplete
physicals because they
were unable to get reevaluated because of the
pandemic shutdown —
the team believes it as
prepared as possible.
“We have absolutely
no complaints,” Colbert
said. “It’s been different. We had three solid
weeks of meetings with
the coaches and the
scouts. We put our board
together. We’re not sitting in a room, but we all
can see a board and it’s
been great.”
The Steelers ﬁnd
themselves in an
interesting position.
They managed to go
8-8 despite jockeying

between three different quarterbacks. The
defense looks set for
next year after the team
opted to place the franchise tag on outside linebacker Bud Dupree.
There are holes and
question marks on
offense, particularly at
running back and wide
receiver.
There’s also one at
quarterback, at least
in theory. Neither
Mason Rudolph nor
Devlin Hodges made
an emphatic claim to
become the 38-year-old
Roethlisberger’s eventual successor. Colbert
stressed the Steelers are
conﬁdent in Roethlisberger returning to form
this fall but believes
there is solid depth at
the position.
“There are several
players in that group
that are going to be
future starters, possible
Pro Bowlers,” Colbert
said. “There are some
nice backups. If any pick
makes sense at any time
of course we’ll make
those picks.”

SEC smashes record for most
NFL draft picks in 1st round
The ﬁrst round of the NFL draft opened and
closed with players from the Southeastern Conference, a ﬁtting way to mark the league’s recordsetting night.
The football powerhouse had 15 players selected
Thursday, smashing the previous mark of 12 set by
the Atlantic Coast Conference in 2006 and matched
twice by the SEC (2013, 2017).
The SEC’s most promising crop to date was ﬂush
with players from Alabama (four) and LSU (ﬁve). It
included reigning Heisman Trophy winner Joe Burrow at the top followed by several more next-level
starters — maybe even stars — at nearly every position. The league fell just short of having as many
players drafted in the ﬁrst round as the rest of college football combined. Oddsmakers had listed the
over/under for SEC players at 15½.

Swift and Alabama cornerback Trevon Diggs did
not come off the board as some expected. They are
expected to get selected early in the second round
Friday night.

Georgia right tackle Isaiah Wilson gave the SEC
the new record when Tennessee chose him with the
29th pick. Miami took Auburn cornerback Noah
Igbinoghene next to make it 14 from the league.
Kansas City capped the ﬁrst round by drafting LSU
running back Clyde Edwards-Helaire.

92-year-old Vin Scully
hospitalized after fall
LOS ANGELES — Retired Los Angeles Dodgers
broadcaster Vin Scully has been hospitalized after
falling at his Los Angeles-area home.
The team says the 92-year-old fell Tuesday and
was taken to the hospital for observation. Scully is
resting comfortably and is expected to be released
soon.
“I won’t be doing anymore head-ﬁrst sliding,”
he said in a quote posted on the team’s Twitter
account. “I never liked it.”
Scully retired after the 2016 season, ending a
career in which he called Dodgers games for 67
years. He began in 1950 when the team was located
in Brooklyn. He was inducted into the Baseball
Hall of Fame in 1982 and received the Presidential
Medal of Freedom in 2016.

NASCAR teams OK to
work in N.C. shops, a
key step in return
CHARLOTTE, N.C.
(AP) — The governor
of North Carolina said
Thursday that NASCAR
teams can work in their
race shops if they maintain social distancing
guidelines, clearing a
potential hurdle to resuming the season in coming
weeks.
Gov. Roy Cooper
extended the state’s stayat-home order through
May 8 on Thursday and
said he would gradually
open the state in three
phases. He said he is still
considering NASCAR’s
request to run the CocaCola 600 as scheduled on
May 24 without spectators.
The governors of both
Florida and Texas have
already said NASCAR is
welcome to race in their
states without fans, and
South Carolina and Georgia are gradually easing
restrictions. For any racing to be done, the North
Carolina-based teams
need access to their shops
to prep the cars.
“From the information
that I have now, already
under our state executive
order, they could begin
working in their garages
as an essential business
deﬁned under our executive order,” Cooper said.
“They are still in contact
with local health departments that local governments may have some
different health restrictions.”
As for Charlotte hosting the 600 on Memorial
Day weekend for the 60th
consecutive year, Cooper
said public health ofﬁcials
are examining proposals for events without
spectators submitted by
NASCAR.
“We are the home of
NASCAR, and I’m so
grateful for this amazing
sport that is in our state
that not only provides
people with a lot of entertainment, but also has

an amazing economic
engine for our state,”
Cooper said. “I’ve been
in contact with NASCAR
ofﬁcials, track owners,
team owners. They have
come forward with a plan
to try and protect their
employees. So we’ll be
coming forward with an
announcement on that
pretty soon.”
NASCAR ran just four
of its 36 races this season
before competition was
suspended March 13
because of the coronavirus pandemic. The sanctioning body has vowed
to run its full schedule
once it resumes racing,
and had been eyeing
the Coca-Cola 600 as its
return. With surrounding
states relaxing restrictions, a return could come
before May 24. One proposed schedule showed
NASCAR restarting at
Darlington Raceway in
South Carolina on May
17, followed by a 400-mile
race at Charlotte on May
20 and the 600 on the
24th. That version of the
schedule then had the
Cup Series traveling to
Bristol Motor Speedway
in Tennessee for a May
27 race.
South Carolina Parks,
Recreation &amp; Tourism
director Duane Parrish said Thursday that
Darlington Raceway can
host an event this spring.
Parrish said the PGA
Tour will play the RBC
Heritage on Hilton Head
Island from June 18-21.
Before that, he said,
NASCAR would be at
Darlington.
“So we have some
lights at the end of the
tunnel as far as events,”
he said. Teams are desperate to get back to
work because no revenue
is coming in during the
shutdown, but a guaranteed share of the television package will be funneled to the teams once
they start racing again.
